I WANT TO GO AHEAD AND START BY READING GOVERNOR ENDSLEY IS PROCLAMATION, WHICH IS ALSO IN YOUR BOARD DOCUMENTS.
AND SO THE PROCLAMATION STATES, WHEREAS THE MISSION OF WASHINGTON'S PUBLIC SCHOOL SYSTEM IS TO ASSURE ALL STUDENTS ACHIEVE AT HIGH LEVELS AND POSSESS THE KNOWLEDGE AND SKILLS TO BE RESPONSIBLE MEMBERS OF A DEMOCRATIC SOCIETY WHO ENJOYED PRODUCTIVE AND SATISFYING LIVES.
WHEREAS WASHINGTON'S 295 LOCALLY ELECTED SCHOOL BOARDS AND NINE ELECTED EDUCATIONAL SERVICE DISTRICT BOARDS ARE THE CORE OF THE PUBLIC EDUCATION GOVERNMENT SYSTEM IN OUR STATE.
AND WHEREAS THE DISTRICTS AND REGIONS THEY LEAD SERVE MORE THAN A MILLION STUDENTS, HAVE A COMBINED ANNUAL BUDGET OF OVER $15 BILLION AND EMPLOYS APPROXIMATELY 120,000 PEOPLE JORGEN AND WHEREAS SCHOOL DIRECTORS PLAY A CRUCIAL ROLE IN SUPPORTING STUDENT LEARNING AND ACHIEVEMENT BY ESTABLISHING POLICIES AND BUDGETS IN SETTING CLEAR STANDARDS OF ACCOUNTABILITY FOR ALL INVOLVED YOUR AND WHEREAS SCHOOL DIRECTORS ARE DIRECTLY ACCOUNTABLE TO THE RESIDENCE IN THE DISTRICTS AND REGIONS SERVING AS A VITAL LINK BETWEEN MEMBERS OF THE COMMUNITY IN THEIR SCHOOLS.
AND WHEREAS SCHOOL DIRECTORS AND EDUCATIONAL SERVICE DISTRICTS PROVIDE A PASSIONATE VOICE OF ADVOCACY FOR PUBLIC SCHOOLS IN THE WELFARE OF SCHOOL-AGED CHILDREN.
AND WHEREAS IT IS APPROPRIATE TO RECOGNIZE SCHOOL DIRECTORS AS OUTSTANDING VOLUNTEERS AND CHAMPIONS OF PUBLIC EDUCATION.
THEREFORE I J ENDSLEY THE GOVERNOR OF THE STATE OF WASHINGTON DO HEREBY PROCLAIM JANUARY 2021 AS SCHOOL BOARD RECOGNITION MONTH IN WASHINGTON.

AS A SCHOOL SYSTEM WE RELY ON OUR BOARD OF DIRECTORS OR LEADERSHIP, THEIR OVERSIGHT IN THE 5A YOU HAVE BEEN SERVING TOGETHER FOR A PERIOD OF TIME, WHICH IS WONDERFUL BECAUSE IT PROVIDES CONTINUITY, AND PROVIDES HISTORY A NUMBER OF YOU'VE JUST JOINED THE BOARD WITHIN THE LAST FEW YEARS.
THE FRESH VIEW ON THE WORK WE ARE DOING IS ESSENTIAL IN CRITICAL TO THE ONGOING NURTURING AND SUPPORT OF OUR

SCHOOL DISTRICT PROGRAM SERVING ON THE SCHOOL BOARD IS A CHALLENGING ROLE THAT REQUIRES LEADERSHIP, AND DEEP COMMITMENT TO MULTIPLE STAKEHOLDERS SERVING ON THE SCHOOL BOARD IS A CRUCIAL ASPECT OF OUR DEMOCRACY.MY DISSERTATION WAS DONE ON BOARD GOVERNANCE AND BOARD SERVICE AND SO PRIMARY IN OUR DEMOCRACY IS THIS ASPECT OF LOCALLY ELECTED SCHOOL BOARD MEMBERS TRULY BE IN THE LEADERS OF THEIR LOCAL SCHOOLS. CHARGE OF THE SUBJECTS OF THE CHILDREN AND YOUNG ADULTS IN. BOARD MEMBERS A LOCALLY ELECTED, NON-SALARIED PUBLIC OFFICIALS ENTRUSTED WITH THE TASK OF PROVIDING DIRECTION AND GOVERNANCE.
WHEN I THINK ABOUT THE RESPONSIBILITIES TO JUST NAME A FEW. I THINK PRIMARY IN YOUR WORK AND HOPEFULLY OUR WORK TOGETHER.

THAT POLICY IS AS CRITICAL AS ANYTHING WE DO THAT IS WHAT PROVIDES DIRECTION FOR OUR ORGANIZATION FROM THEM IT'S ABOUT HIRING, SETTING GOALS AND EVALUATING THE SUPERINTENDENT.
IT'S ABOUT OVERSEEING THE EMPLOYMENT PROCESSES THROUGH REALLY GOOD AND QUALITY POLICY DIRECTIVES ABOUT MONITORING AND EVALUATING THE FINANCIAL HEALTH OF THE DISTRICT.
AND AND IS ABOUT USING REALLY HIGH QUALITY INNOVATIVE TWO WAY COMMUNICATION STRATEGIES TO BE TRANSPARENT, TO BUILD TRUST AND SUPPORT AND TO TRULY UNDERSTAND THE STAKEHOLDERS THAT YOU ARE SERVING TO UNDERSTAND THEIR VOICE.

SO THE PROCLAMATION IS WHERE AS CAREER AND TECHNICAL EDUCATION OFFERS STUDENTS THE OPPORTUNITY TO GAIN THE ACADEMIC, TECHNICAL AND EMPLOYABILITY SKILLS NECESSARY FOR TRUE CAREER READINESS. AND WHEREAS STUDENTS IN CAREER AND TECHNICAL EDUCATION PROGRAMS PARTICIPATE IN AUTHENTIC MEANINGFUL EXPERIENCES THAT IMPROVE THE QUALITY OF THEIR EDUCATION AND INCREASE STUDENT ENGAGEMENT AND ACHIEVEMENT. THEREFORE, THE BOARD OF DIRECTORS DO HEREBY PROCLAIM FEBRUARY 1 THROUGH THE 28TH OF 2021 AS CAREER AND TECHNICAL EDUCATION MONTH IN THE LAKE WASHINGTON SCHOOL DISTRICT.

LIKE ME, THEY FEEL WE ARE SO CLOSE TO A VACCINATION THAT WHY CAN'T WE JUST WAIT UNTIL WE HAVE ALL BEEN VACCINATED.I FEEL LIKE I HAVE DONE SUCH A GOOD JOB DO NOT CONTRACT COVID NOW I FEEL LIKE I'M BEING THROWN INTO THE FIRE.
THAT ALL THE SACRIFICES I MADE OVER THE PAST YEAR TO KEEP MYSELF AND FAMILY SAFE AND HEALTHY IS ABOUT TO END.
AND YET WE ARE SO CLOSE TO A VACCINATION.
AND ALL THE SIX YEARS I'VE BEEN IN THE DISTRICT COURT IN TEACHERS ARE TOUGH AND THEY DO HARD THINGS BUT THEY DO THE SINKS WITH THE STUDENTS IN LINE.
LAST YEAR WE WERE ASKED TO TEACH REMOTELY.
IT WAS TOUGH BUT WE DID. THIS YEAR THINGS ARE BETTER PLAN THAT WE GOT BETTER TRAINING AND THERE WAS DEFINITELY A PATH THAT AN CARD FOR US.
WE FOLLOW THAT PATH. THE DISTRICT REALLY STRESSED CONNECTION WITH STUDENTS AND FAMILIES.
BUILD A GOOD SENSE OF COMMUNITY.
THAT IS REALLY IMPORTANT IS WHAT WE ARE TOLD TO WE BUILT THE COMMUNITY WITH OUR KIDS OVER THE COMPUTERS.
WE DID IT BECAUSE TEACHERS DO HARD THINGS FOR OUR STUDENTS.
NOW THAT STUDENTS ARE COMFORTABLE WITH US THEY TRUST US AND WE BUILT RELATIONSHIPS WITH THEM.
WE WILL SPLIT THEM UP AND PUT THEM WITH NEW TEACHERS.
WE WORKED SO HARD TO BUILD THOSE RELATIONSHIPS AND NOW FOR 75 DAYS OF THE REMAINDER OF SCHOOL, THE STUDENTS KINDERGARTEN AND FIRST GRADE WILL HAVE TO GET ACQUAINTED WITH THE NEW TEACHER AND BUILD NEW RELATIONSHIPS ONCE AGAIN.
TO MAKE MATTERS WORSE, SAFETYNET TEACHERS HAVE ALSO BEEN TAKEN AWAY. SAFETY NET TEACHERS ARE SO VERY SPECIAL BOARD SPECIALLY DURING THIS TIME.
THEY GET TO WORK WITH AND BUILD VERY SPECIAL RELATIONSHIPS WITH CHILDREN WHO LACK CONFIDENCE, MAY HAVE LEARNING DISABILITIES THAT HAVE A STUDENT WHO SEES REMAINS IN SAFETYNET TEACHER AND SHE LOOKS FORWARD TO SEEING HER EVERYDAY.
I'VE HEARD HER ASK HER DAD IS IT TIME FOR MRS. WELCH? WITH EXCITEMENT IN HER VOICE BUT HER DAD HAS TOLD ME SHE REALLY LOOKS FORWARD TO MEETING WITH A SMALL GROUP.
LET ME TELL THE, SHE HAS HAD SUCH AN IMPACT ON THIS CHILD THAT AT THE BEGINNING OF THE YEAR IS LITTLE GIRL IN SUCH LITTLE CONFIDENCE YOU KNEW VERY FEW LETTER NAMES AND SOUNDS AND NOW SHE'S EXCITED TO HAVE A CONVERSATION, IS BUILDING YOUR CONFIDENCE IN THOSE ALMOST ALL HUNDRED LETTER NAMES AND SOUNDS OF THE SCHOOL IS REALLY BLOOMED AND I PROMISE YOU IT WASN'T JUST BECAUSE OF ME. IT WOULDN'T HAVE HAPPENED IF IT HADN'T BEEN FOR MRS. WELCH IN SAFETYNET.
BUT NOW SAFETYNET TEACHERS ARE GOING AWAY AND THOSE STUDENTS WHO NEED THE MOST HELP ARE LOSING ANOTHER TEACHER.
I'M HAPPY TO SAY THIS LITTLE GIRL WILL BE COMING IN PERSON AND I WILL GET TO KEEP HER FOR IT BUT I WORRY ABOUT THE STUDENTS WHO LOSE THEIR CLASSROOM TEACHER AS WELL AS THEIR SAFETYNET TEACHER. WAS OF THE STUDENTS WHO NEED THE MOST CONSISTENCY. THE DISTRICT PUTS STUDENTS BEST INTEREST IN THE FOREFRONT FOR THIS IS IN THE BEST INTEREST OF STUDENTS? WHAT IS GOING TO HAPPEN WHEN I HAD TO CLOSE OR GOING TO DO THE VIRUS AND STUDENTS ARE BACK ONLINE. HIS OWN BEST INTEREST OF STUDENTS? I KNOW WE ALL WANT TO GO BACK.
REMOTE TEACHING IS HARD, IT REALLY IS GOOD BUT IS HAVING STUDENTS IN CLASS TO SIT IN THEIR SEATS FOR THREE AND HALF HOURS NORMAL? DO NOT SEE A WHOLE FACE COMMIT TO NOT BE ABLE TO PARTNER WITH A BUDDY, DO NOT AND FREE CHOICE TIME WITH FRIENDS AND LAY HANDS ON GOING DOWN THE SLIDE.
THIS ISN'T NORMAL. NOTHING ABOUT THIS IS NORMAL IS HEALTHY. WE ARE IN A GROUP THAT DID DISRUPT THE FIVE AND SIX-YEAR-OLD IN TURN THE WORLD UPSIDE DOWN SO THEY CAN GO TO SCHOOL AND SIT WHO TRUST ME, I WANT TO GO TO SCHOOL TOO. BUT IF THIS IS WHAT A STUDENT TODAY LOOKS LIKE, CLEARLY IT ISN'T SAFE UNTIL WE CAN GET A VACCINATION FOR TEACHERS AND STUDENTS TO BE SAFE, WHERE WE RISKING HAVING STUDENTS IN PERSON FOR 75 DAYS OF SCHOOL.
THEIR LIVES TO THE LIVES OF THEIR FAMILIES, MY LIFE AND THE LIVES OF MY FAMILIES ARE SO MUCH MORE IMPORTANT THAN THE 75 DAYS FIVE AND SIX-YEAR-OLDS SITTING AT A DESK FOR 3 1/2 HOURS. AND GET THE ECONOMY NEEDS TO OPEN AND TO DO THAT NEED TO GET KIDS IN SCHOOL WHO TO ASK OF A CHALLENGE AND VIRTUE OF THE SCHOOL BOARD AND SUPERINTENDENT TO PARTIALLY GOVERNMENT TO GET TEACHERS VACCINATED BEFORE WE GO BACKTO SCHOOL . IF THEY WANT THE ECONOMY OPEN, YOU NEED TO GET TEACHERS VACCINATED BEFORE WE OPEN UP.

AND TO CONTINUE TO PROVIDE QUALITY LEARNING ENVIRONMENTS. WE HAVE BEEN MEETING SINCE NOVEMBER 2019. ARE LESLIE WAS EARLIER THIS MONTH. WE REVIEWED THE LONG-TERM FACILITY TASK FORCE REGULATIONS AND WITH THE CURRENT DEMOGRAPHIC PROJECTIONS FOR THE CONSIDER THE RECOMMENDATIONS OF THE TASK FORCE ON BOND ADVISORY COMMITTEE AND THERE VISITING THE RECOMMENDATIONS ON FACILITY NEEDS WE HAD 33 MEMBERS ON THE COMMITTEE REPRESENTING PARENTS, SENIOR GROUPS.
DISTRICT STAFF PART OF THE TECHNICAL TEAM FROM BUSINESS AND FACILITIES AND COMMUNICATIONS.THE NEXT TWO

I'M GOING TO SPEND THE NEXT COUPLE OF MINUTES, AS BARBARA MENTIONED, REVIEWING SOME OF OUR FINDINGS AND RECOMMENDATIONS HE REFERS TO OUR COMMITTEE SPENT SOME TIME REVIEWING THE 2014 LONG-TERM FACILITIESTASKFORCES .
THEIR WORK. AND THEN ALSO LOOKING AT UPDATES FROM THE DISTRICT. SOME OF OUR KEY FINDINGS FOR THE DISTRICT CONTINUES ÃTHE DISTRICT HAS SUCCESSFULLY IMPLEMENT A DIRECT RELATION TO THE 2014 TASK FORCE THROUGH THE DISTRICT CONTINUES TO SEE SIGNIFICANT ENROLLMENT GROWTH THAT HAS RESULTED IN OUR CURRENT ÃWE ANTICIPATE FUTURE OVERCROWDING. WE STILL HAVE AGING FACILITIES THAT NEED TO BE ADDRESSED. AND IN PARTICULAR, WE SEE THERE ARE SPACES THAT DON'T MEET EDUCATIONAL SPECIFICATIONS AND THE STANDARDS WE HAVE FOR OUR FACILITIES.
AND THERE IS REALLY LIMITED AVAILABLE LAND TO BUILD NEW SCHOOLS IN OUR DISTRICT. AND THEN FINALLY BECAUSE OF COVID-19, WE HAD TO MOVE OUR WORK TO VIRTUAL MEETINGS.
BUT WE ALSO DISCUSSED USING THE LESSONS LEARNED DURING NORMAL LEARNING PROGRESS AND POTENTIAL INNOVATION FOR FUTURE PROGRAMMING.NEXT WE WILL LOOK AT A COUPLE MAPS OF THE DISTRICT AND LOOK AT WHAT ENROLLMENT CAPACITY MIGHT LOOK LIKE VERSUS CURRENT CAPACITY. SO THE FIRST SLIDE SHOWS ELEMENTARY SCHOOL. I SHOULD START BY SAYING THE INFORMATION IS PROVIDED BY FLOW ANALYTICS, WHICH WAS AN EXTERNAL FIRM THAT HELP WAS DEMOGRAPHIC INFORMATION THROUGH THAT AS PART OF THE RECOMMENDATIONS MADE BY THE 2014 TASK FORCE WAS TO SUPPLEMENT SOME OF THE ENROLLMENT INFORMATION BUT TOGETHER BY THE DISTRICT ITSELF. SUFFERS 23 OUT OF THE 29 ELEMENTARY SCHOOLS WILL BE AT OR OVERCAPACITY IN THE NEXT 10 YEARS. SIX OUT EIGHT OF OUR MIDDLE SCHOOLS WILL BE AT OR OVERCAPACITY IN 10 YEARS.
AND THREE OUT OF FOUR HIGH SCHOOLS WOULD BE AT OR OVERCAPACITY IN 10 YEARS. AND OVER ALL WE SEEM CURRENTLY WE SEE 3007 OF THE STUDENTS LEARNING AND 160 PORTABLES, WHICH IS PART OF OUR DISTRICTS EFFORTS TO MAKE SURE OUR SPACE IS AVAILABLE FOR OUR STUDENTS. AND IT IS A GREAT STRATEGY FOR SHORT-TERM NEEDS. NEXT I WILL DIVE A LITTLE BIT INTO THE RECOMMENDATIONS THAT ARE COMMITTEE CAME UP WITH AFTER REVIEWING THIS DATA IN SOME OUR BUILDING CONDITIONS IN OUR RECOMMENDATIONS REPORT THAT YOU WILL BE SEEN LATER IS ORGANIZED INTO SECTIONS SUCH AS WHEN WE PLAN AND WHEN WE BUILD.
AND SOME OF THE HIGHLIGHTS ARE IN THE SLIDE.
FIRST WE WANTED TO PRIORITIZE BUILDING ADDITIONAL CLASSROOM CAPACITY AS WELL AS ADDRESSING AGING FACILITIES IT WHEN WE CONSTRUCT BUILDINGS WOULD LIKE TO CONSTRUCT THEM FOR LARGER CAPACITY. AND ALSO HAVE THEM IN SIZES

SCHOOLS ACROSS THE DISTRICT BOARD SOME SCHOOLS ARE SMALLER AND SOME SCHOOLS ARE LARGER WITHINDIVISIONS LIKE ELEMENTARY AND MIDDLE SCHOOL RODEOS WILL MAXIMIZE THE USE OF LAND AND EXISTING SCHOOL SITE . SEMINAR RECOMMENDATIONS WERE TO REBUILD SOME SCHOOLS BECAUSE THEY HAVE AVAILABLE LAND THAT CAN BE USED FOR FUTURE PROJECTS AND PROGRAMS BUT WE ALSO WANT TO BUILD WITH INNOVATION IN MIND.WE HAD SOME PRESENTATIONS FROM ARCHITECTS THAT SUGGEST URBAN SCHOOL DESIGNS MAY NEED TO BE CONSIDERED MAXIMIZE AVAILABLE LAND. AND WE ALSO RECOMMEND USING AN EQUITY LENS WHEN DESIGNING AND BUILDING FACILITIES.

AND THEN WE WANT TO REMIND YOU THAT AFTER WE PREPARED OUR PRELIMINARY RECOMMENDATIONS IN JUNE, THE FACILITIES ADVISORY COMMITTEE CONDUCTED AN ONLINE OPEN HOUSE AND SURVEY THIS PAST FALL ON THE OPEN HOUSE PROVIDED THE COMMUNITY INFORMATION ABOUT OUR CAPACITY CHALLENGES.
OUR DISTRICTS PROJECTIONS ON FUTURE GROWTH AND INFORMATION ON AGING FACILITIES AS WELL AS A NUMBER OF PORTABLES HOUSING STUDENTS. INFORMATION WAS SHARED ON THE WORK THE COMMITTEE HAD DONE UP TO THAT POINT.
AND ALSO OUR PRELIMINARY PROJECT WORK CONDITIONS.
WE ASKED FOR FEEDBACK ON THE RECOMMENDATIONS AS WELL AS COMMENTS HOW TO PRIORITIZE PROJECTS AND HOW TO FINANCE PROJECTS IT WOULD IN THE END WE RECEIVED MORE THAN A THOUSAND RESPONSES AND WE REVIEWED OVER 600 INDIVIDUAL COMMENTS.

I'M GOING TO START TALKING ABOUT THE PROJECT RECOMMENDATION, BUT BEFORE I DO A ONE TO ENSURE EVERYONE. HERE ARE GOING TO BE SOME THINGS YOU LIKE IN THE RECOMMENDATIONS AND THERE ARE GOING TO BE SOME THINGS YOU PROBABLY DON'T LIKE THAT MUCH .
I JUST WANT TO ASSURE YOU THAT VERY WHITE VIEWPOINTS WERE REPRESENTED ON OUR COMMITTEE AND IT TOOK A LOT OF DISCUSSION TO GET THESE RECOMMENDATIONS INTO A DOCUMENT WE ALL WERE OKAY WITH PUTTING OUR NAMES ON. IF YOU ARE PASSIONATE ABOUT THE FACILITIES WERE, I HIGHLY RECOMMEND YOU VOLUNTEER FOR FUTURE FACILITIES COMMITTEES. LET'S TALK ABOUT THE COMMUNITY ENGAGEMENT WE GOT BACK. FROM OUR SURVEY AND USING THE WONDERFUL NEW PROCESS THAT WE HAD FOR OVER 76 PERCENT OF THE COMMUNITY EXPRESS SUPPORT FOR THE RECOMMENDED PROJECTS, WHICH IS REALLY GREAT. AND OTHERS PROVIDED FEEDBACK AND EMPHASIZING SUPPORT FOR SPECIFIC PROJECTS OR SHARING WHY SOME MIGHT BE A LOWER PRIORITY.
THERE WERE COMMENT SPECIFICALLY EXPRESSING SUPPORT FOR THE AGENT SCHOOLS IN ALCOTT, SMITH AND ROCKWELL.
COMMENTS WERE RECEIVED IN SUPPORT OF CHOICE SCHOOLS AND THEN THERE WERE OTHER COMMENTS REGARDING CONCERNS ABOUT CHOICE SCHOOLS WOULD INCLUDE WAITING LISTS AND EQUITY ISSUES.
A FEW COMMENTS CAME IN REGARDING OF FOR COMPREHENSIVE SCHOOL VERSUS CHOICE SCHOOLS. SOME COMMENTS EXPRESSED CONCERNS ABOUT THE PROPOSED IDEA OF MOVING THE LOCATION OF CURRENT CHOICE MIDDLE SCHOOLS. POLICY COMMITTEE WE DIDN'T MAKE MAJOR CHANGES TO THE PROJECT RECOMMENDATIONS FROM JULY, WE DID ADD ADDITIONAL LANGUAGE IN THE RECOMMENDATIONS REGARDING CHOICE SCHOOLS AND I WILL DISCUSS THAT LATER AS WE GO THROUGH THE PROJECT RECOMMENDATIONS LINES.
AS FAR AS A HIGH SCHOOL MIDDLE SCHOOL PROJECT RECOMMENDATIONS ARE CONCERNED, THEY ARE SHOWN ON THIS SLIDE IT OVER RECOMMENDATIONS WERE REALLY INFORMED BY CAPACITY NEEDS, BUILDING ASSESSMENTS AND THE NUMBER OF PORTABLES CURRENTLY IN USE. AND DETAILED INFORMATION ON THAT CAN BE FOUND IN THE REPORT.

FOR THE HIGH SCHOOL RECOMMENDATIONS, WE RECOMMENDED A NEW CHOICE HIGH SCHOOL IN THE LAKE WASHINGTON LEARNING AREA IN THE EAST LAKE LEARNING AREA. CHOICE SCHOOLS WERE

RECOMMENDED OVER 1/5 COMPREHENSIVE HIGH SCHOOL DUE TO THE UNAVAILABILITY OF LAND. EITHER THAT WE CURRENTLY HAVE WERE THAT WE WOULD BE ABLE TO PURCHASE THAT WOULD BE LARGE ENOUGH FOR ANOTHER COMPREHENSIVE HIGH SCHOOL.AND FOR THE MIDDLE SCHOOLS WE RECOMMEND REBUILDING DUE TO ITS AGE AND ITS BUILDING CONDITION BUT AS A PARENT OF AN ALUMNI, I CAN DEFINITELY AGREE WITH THAT. WE RECOMMEND IN ADDITION THAT KIRKLAND MIDDLE SCHOOL AND TO REBUILD OR EXPAND EVERGREEN.
ALSO DUE TO THE AGING BUILDING CONDITIONING.
BASED ON THE COMMUNITY FEEDBACK WE RECEIVED, WE CHANGE THE TEXT OF THE TABLE FROM MOVED TO A CHOICE SCHOOL PROGRAM TO EVALUATE MOVING THE CHOICE SCHOOL PROGRAMS. WE RECOMMEND NEWER BOUNDARY IN ALL AREAS TO ALLEVIATE CAPACITY. FOR ELEMENTARY SCHOOLS AND OTHER PROJECT RECOMMENDATIONS, WE HAVE THE SLIDE.
AT THE ELEMENTARY LEVEL WE RECOMMEND ADDING ONE NEW ELEMENTARY SCHOOL IN THE LAKE WASHINGTON AREA.
ADDING CAPACITY ON THE VACANT PROPERTY AT REDMOND L/O OURS IS H. REBUILDING AND EXPANDING ROCKWELL, ALCOTT AND SMITH DUE TO THEIR AGE AND BUILDING CONDITIONS AND THE NEED FOR CAPACITY IN THOSE AREAS. ADDITIONALLY, WE RECOMMEND WE REBOUND RE-IN ALL AREAS TO ALLEVIATE CAPACITY.
OF THE RECOMMENDED PROJECTS ARE TO REFURBISH THE ONE NEED A FIELDHOUSE AND POOL AND CONTINUE TO TRY TO EXPAND PARTNERSHIPS FOR THE ATHLETIC FIELD USE.
IN ALL LEARNING AREAS, THE NEED FOR ADDITIONAL PRESCHOOL SPACE WAS DISCUSSED AND RECOMMENDED TO ALLEVIATE CAPACITY AT CURRENT SCHOOLS.AND WHILE WE DIDN'T BUT THE SPECIFIC PROJECT ON THE TABLE, OUR COMMITTEE ACKNOWLEDGED IN ITS REPORT OF THE DISTRICT IS GROWING. AS IT GROWS WE PROVIDE ADDITIONAL SCHOOL FACILITIES, WE WILL HAVE TO ALLOW FOR ADDITIONAL SPACE FOR SUPPORT ACTIVITY SUCH AS STAFF AND TEACHER TRAINING AND ADMINISTRATION, HR, TECHNOLOGY, PAYROLL FACILITIES ETC. WE LEARN THE DISTRICT IS CURRENTLY LEASING SPACE IN ORDER TO ACCOMMODATE THE NEEDS FOR STAFF SUPPORT SPACE. BASED ON THE SURVEY FEEDBACK, WE ADDED RECOMMENDATIONS TO INCORPORATE WHAT WE LEARNED SINCE COVID OF ALTERNATIVE LEARNING MODELS.
AND IT IS DEFINITELY BEEN A LEARNING EXPERIENCE FOR EVERYONE I THINK WE CAN ALL SAY.
WE HAD A INFORMATION REGARDING SCHOOL SIZES AND IN OTHER WORDS, THE FACT THAT SOME SCHOOLS MAY NEED TO BE BUILT BIGGER THAN THE CURRENT STANDARD IF WARRANTED AND TO TRY TO SEE CONSISTENCY IN SIZE WHEN REBUILDING OR ADDING ON TO SCHOOLS. WE ALSO UPDATED OUR RECOMMENDATIONS REGARDING URBAN SCHOOLS.
URBAN SCHOOLS ARE A NEW CONCEPT FOR MANY OF US BUT SOMETIMES THESE NAMES ARE HARD TO UNDERSTAND PAREN BUT WHAT IT ESSENTIALLY MEANS, AND AS AN OPTION THE DISTRICT CAN EXPLORE IN THE FUTURE WHEN ADDRESSING THE LACK OF LAND FOR COMPREHENSIVE SCHOOLS. URBAN SCHOOLS HAVE MANY BUT NOT ALL THE FEATURES OF A COMPREHENSIVE SCHOOL ON A SMALLER FOOTPRINT. AND THEY MIGHT UTILIZE OF THE COMMUNITY RESOURCES TO PROVIDE AN SCHOOL PROGRAM FEATURES LOCATED ON A COMPREHENSIVE SCHOOL CAMPUS.
THERE WERE A LOT OF COMMENTS ABOUT CHOICE SCHOOLS.
I WAS CERTAINLY PART OF THE MANY DISCUSSIONS WE HAD ABOUT CHOICE SCHOOLS. GIVEN THE NUMBER OF COMMENTS ON THE SURVEY REGARDING CHOICE SCHOOLS, ADDED INFORMATION REGARDING WHAT CHOICE SCHOOLS REALLY ARE, THEIR PURPOSES AND WHY THE DISTRICT HAS USED THEM AND ASKED THEM.
WE DID NOT HAVE AS MUCH TIME AS WE WOULD'VE LIKED TO DO YOU DIG DEEP INTO DEMOGRAPHIC DATA REGARDING CHOICE SCHOOLS WE ARE NOT A CHOICE SCHOOL COMMITTEE, ALTHOUGH MAYBE SOMETIMES IT FELT THAT WAY. BUT RECOMMENDATIONS WERE ADDED REGARDING EXPLORING WAYS TO INCREASE THE REPRESENTATION CHOICE SCHOOLS AND GROUPS OF STUDENTS SUCH AS LOW INCOME STUDENTS, SPECIAL EDUCATION STUDENTS, ENGLISH LANGUAGE LEARNING STUDENTS AND STUDENTS AND UNDERREPRESENTED RACIAL GROUPS. WE ALSO RECOMMEND INSURING FACILITIES CONSTRUCTED WITH APPROPRIATE SPACES THAT COME ACCOMMODATE A WIDER ARRAY OF STUDENT NEEDS FOR THAT CHOICE SCHOOLS BE LOCATED WHEN POSSIBLE ON A COMPREHENSIVE SCHOOL CAMPUS. THE COMMITTEE ALSO ADDED A RECOMMENDATION REGARDING EQUITY AND DESIGN.

BUT THE IDEA THAT WE SHOULD ENSURE FUTURE DESIGN AND CONSTRUCTION TAKES INTO ACCOUNT THE WAYS TO ENSURE EQUAL ACCESS TO FACILITIES ANDPROGRAMS . NOW I'M GOING TO PASS THEVIRTUAL MIKE TO MINDY. >> I GET TO CONTINUE ON PROJECT PARIS HOW ARE YOU GOING TO PAY FOR ALL OF THIS? OR AT LEAST WERE WE GOING TO GO GET THE MONEY TO MAKE THESE BUILDINGS AND PROJECTS POSSIBLE? OUR COMMITTEE SPENT QUITE A FEW SESSIONS IN THE SPRING TALKING ABOUT THE CAPACITY AND THE POTENTIAL BOTH USING LEVIES OR BONDS TO GO TO OUR COMMUNITY AND ASK FOR SUPPORT FOR THE FUNDING. AND IN THE FALL IT WAS PART OF THE COMMUNITY ENGAGEMENT SURVEY AS WELL.
THERE WAS A GOOD AMOUNT OF EDUCATION AVAILABLE AS THEY TOOK THE SURVEY. WAS AN EDUCATIONAL PIECE AS WELL AS ASKING FOR THEIR FEEDBACK ON WHICH APPROACH SHOULD BE TAKEN. GIVEN THE TOTAL PRICE TAG OF SOME OF THESE ÃOF LOOKING AT ALL THESE DIFFERENT PROJECTS.
IN THE SURVEY THERE WERE ACTUAL PRICES ASSOCIATED WITH THESE DIFFERENT PHASES. THEY WERE ROUGH ESTIMATES, BUT IT WAS THE IDEA OF PUTTING ALL THE PROJECTS IN ONE BOND OR SPREADING IT OUT OVER TWO BONDS THAT MIGHT BE FOUR YEARS APART OR THREE YEARS THAT WERE FOUR YEARS APARTMENT BUT WERE USED FOR DEVELOPER EACH COST IS. BUT THE HIGHER THE OVERALL PRICE TAG MIGHT BE BECAUSE PRICES WILL GO UP THE FURTHER OUT IN THE FUTURE YOU PUT THESE PROJECTS.
AND SO THE MAJORITY OF COMMUNITIES RESPONSE DID FAVOR A TWO-PHASE OPTION THROUGH TWO BONDS FOUR YEARS APART TO SPLIT THE PROJECTS INTO TWO GROUPS. THE COMMITTEE TOOK THAT FEEDBACK INTO CONSIDERATION BUT IT DID SEEM TO BE THE BEST BALANCE BETWEEN GETTING THINGS DONE QUICKLY SO THE SPACE WAS AVAILABLE FOR WHEN IT WAS NEEDED.
BUT ALSO KEEPING THEM BOMBS IN SIZE THE COMMUNITY WAS LIKELY TO SUPPORT AND BE ABLE TO VOTE 4 AT THE LEVEL THAT THEY NEEDED TO BECAUSE BONDS AT THIS POINT REQUIRE 60 PERCENT MAJORITY TO PASS. WE DID THAT FEEDBACK PARIS THERE WAS A LOT OF FEEDBACK THAT DID SAY GO FORWARD ALL AT ONCE, BUT IT WAS OUTSCORED JUST SLIGHTLY AS YOU SEE IN THIS CHART, BY THE IDEA OF HAVING TWO BONDS SPACED FOUR YEARS APART PAREN BUT BEING PRETTY AGGRESSIVE ABOUT GETTING THESE PROJECTS ACCOMPLISHED BEFORE WE NEED THE SPACE WITH PROJECTIONS GOING OUT OVER 10 YEARS. SO THAT WAS OUR RECOMMENDATION THERE PAREN WE ALSO ASKED THE COMMUNITY ABOUT HOW IMPORTANT OR DIFFERENT ASPECTS OF PRIORITIZING PROJECTS WHICH PROJECT SHOULD GO FIRST, WHICH PROJECTS WOULD BE IN LATER BONDS. AND THERE WAS LARGE AGREEMENT THESE WERE THE THINGS THAT WERE REALLY IMPORTANT TO THE COMMUNITY THE PROJECTS THAT YOU GOT THE MOST BANG FOR YOUR BUCK THE MORE IT COULD IMPROVE AGING FACILITIES AND INCREASE CAPACITY WERE OF HIGHEST IMPORTANCE.
