I WOULD LIKE TO START BY SAYING I AGREE WITH THE VISION THAT WE HAVE AROUND HAVING EVEREST STUDENT FUTURE READY FOR COLLEGE FOR THE GLOBAL WORKFORCE.
AND FOR ALL OF THEIR FACETS GIVING BEST EDUCATIONAL OUTCOMES. HOWEVER, AS 7:30 A.M. START TIME IS A SIGNIFICANT BREAK ON ACHIEVING THE STUDENTS ATTENDING THE SCHOOL. I BELIEVE THERE ARE THREE CRITERIA FOR CONSIDERATION IN ADDITION TO 2019 TASK FORCE LOOKED AT. ONE IS LEARNING OF THE IMPACT FOR 9:00 A.M. START TIME. JOINED THE COVID-19 AND JUST AS A QUOTE FROM YOUR PATHWAY FORWARD SURVEY, IT IS THE ONLY SILVER LINING DURING THE PANDEMIC WITH ONE COMMENT FROM ONE PARENT. EVIDENCE OF POOR SLEEP ON WILL BE IN AN EDUCATIONAL OUTCOMES. SO OUR BOARD POLICY DRIVES THE ORGANIZATION. THE RESULTS OF POLICIES ARE ORGANIZATIONAL OUTCOMES AND OUR OPERATIONAL EXPECTATIONS SET THE PARAMETERS FOR THE DISTRICT.
SO JUST A REMINDER ALSO OF OUR MISSION, EACH STUDENT WILL GRADUATE PREPARED TO LEAD A RESPONSIBLE LIFE AS A CONTRIBUTING MEMBER OF OUR COMMUNITY AND GREATER SOCIETY.
OVER THE 21/22 SCHOOL YEAR WE ARE FOCUSING ON THREE AREAS TO MEET OUR BENCHMARKS AND THAT IS OUR MULTI TIERED SYSTEMS OF SUPPORT, INCLUSIVE PRACTICES IN EQUITY.
SO OUR BUDGET CYCLE IS AN ANNUAL CYCLE AND EVERY YEAR THE FIRST THING WE DO IS PROJECT ENROLLMENT.
AND THEN WE MONITOR OUR ACTUAL ENROLLMENT IN THE FALL.
ENROLLMENT IS A KEY DRIVER OF OUR STATE FUNDING AND REVENUES AND EXPENDITURES. AND THEN IN THE MIDDLE OF THE EAR WE ARE MONITORING OUR BUDGET PROVIDING MIDYEAR PROJECTIONS. WE SHARED PROJECTIONS AND PRIOR STUDY SESSIONS AND BOARD MEETINGS FOR THIS YEAR.

AND SO THIS IS A SIMILAR SLIDE. THIS IS AGAIN THE TIMELINE AND WHAT WE ARE DOING IN EACH OF THESE MONTHS TO IDENTIFY THE TIME PEOPLE AND FUNDING NEEDED TO ACCOMPLISH OUR PRIORITIES.
AND SO OUR BUDGET, ONLY LOOK AT OUR BUDGET CATEGORIES WE BREAK THEM INTO THREE MAIN CATEGORIES PARIS ORGANIZATIONAL CAPACITY, ONE OF THE RESOURCES WE NEED TO MAINTAIN THE DESIRED PERFORMANCE LEVELS.ND THOSE CAN BE LEGAL REQUIREMENTS AND GROWTH DUE TO MAINTAINING OUR SERVICE LEVELS.
AND THEN THERE IS A STRATEGIC OUTCOMES.
THINGS NEEDED TO MEET OUR GOALS AND OBJECTIVES.
AS I MENTIONED, OUR KEY FOCUS AREAS ARE MTS S, EQUITY AND SUPPORT FOR INCLUSIVE PRACTICES.
IN OUR CONTRACTUAL HANDBOOKS. CONTRACTUAL LABOR NEGOTIATIONS ALSO DRIVE OUR BUDGET. AND SO WE HAVE COLLECTIVE BARGAINING AGREEMENTS THAT ARE OPEN FOR NEXT FALL IN THREE THAT WE WILL BE WORKING WITH, THREE BARGAINING AGREEMENTS AND THEN TO HANDBOOKS THAT WE WILL BE WORKING AT WITH NEXT YEAR.
SO I WILL MOVE INTO OUR LEGISLATIVE UPDATE.
IN THE FALL WE PROVIDED, THE BOARD WORKED TOGETHER TO CREATE PRIORITIES AND DEVELOP THOSE IN THE FALL AND DEVELOPED A LEGISLATIVE PLATFORM. AND THOSE ALIGNED WITH OUR STRATEGIC PLAN. THE NEW AS CASSONDRA, OUR BOARD REPRESENTATIVE AND DISTRICT STAFF MET IN DECEMBER AND JANUARY WITH OUR LEGISLATURES. AND SO NOW THAT THE SESSION IS FINISHED, I WANT TO GIVE YOU AN UPDATE.
AGAIN, ALIGNED WITH OUR STRATEGIC PLAN AND MISSION AND VISION.SO THE LEGISLATIVE PLATFORM THIS YEAR DEVELOPED WAS BROKEN INTO THREE MAIN AREAS.
VITAL, URGENT AND ONGOING. SO IN THE VITAL CATEGORY WAS FUNDING FOR SPECIAL EDUCATION PROGRAMS AND SERVICES.
ENSURING THAT OUR NEW BENEFITS PROGRAM WAS FULLY FUNDED, SOCIAL AND EMOTIONAL LEARNING PROVIDING ADDITIONAL SUPPORT FOR COUNSELING AND OTHER SOCIAL AND EMOTIONAL LEARNING ENHANCEMENTS FOR IT AND THEN CONTINUING TO MAKE SURE WE CAN ATTRACT, RECRUIT AND RETAIN HIGH-QUALITY STAFF.YOU WILL SEE AS WE GO THROUGH THE PRESENTATION SOME RED EXES.
AND RED EXES MEANS LEGISLATURE DIDN'T REALLY HIT THE MARK FOR AN. WHEN IT CAME TO FULLY FUNDING THE COST OF SPECIAL EDUCATION, NO ADDITIONAL FUNDING WAS PROVIDED BUT SO ARE THE SPECIAL EDUCATION PROGRAM CONTINUES TO BE SIGNIFICANTLY UNDERFUNDED BY 19 MILLION FROM THE STATE.
AND OUR LOCAL EDUCATION PROGRAMS AND OPERATIONS LEVY PROVIDES THE LOCAL FUNDING TO SUPPORT THAT PROGRAM.
ADDITIONAL FUNDS FOR SOCIAL AND EMOTIONAL LEARNING.HE LEGISLATIVE BUDGET DID PROVIDE .5 FTE COUNSELOR AT HIGH POVERTY ELEMENTARY SCHOOLS AND THAT IS DEFINED BY THE STATE AS A SCHOOL BUT HAS MORE THAN 50 PERCENT POVERTY LEVELS.
LIKE WASHINGTON DOES NOT BENEFIT BECAUSE NONE OF OUR SCHOOLS HAVE THAT HIGH PERCENTAGE OF POVERTY.
AND SO WE ARE NOT BENEFITING FROM THAT.
THERE WAS NO FUNDING FOR PILOT PROGRAMS. THERE WERE SOME MINOR GRANTS, BUT REALLY THEY PROVIDED MORE EXPECTATIONS, MORE PROFESSIONAL DEVELOPMENT WITHOUT ADDITIONAL FUNDING.AND SO IT REMAINS UNDERFUNDED BY THE STATE AS WILL. IN THE EXCELLENT STAFF CATEGORY, NO CHANGE THE FUNDING OR ELIGIBILITY FOR SCV.
THE NEW PROGRAM THEY IMPLEMENTED PROVIDED ENHANCEMENTS THAT WERE NOT FUNDED.
AND SO IT CONTINUES TO REMAIN UNDERFUNDED BY THE STATE.
IN THEIR ATTRACT, RECRUIT AND RETAIN STAFF COMMIT NO CHANGES TO CERTIFICATION SYSTEMS. MAKING IT EASIER TO BE CERTIFIED FROM OUT-OF-STATE SO THAT NO CHANGES THERE.

ANNUALLY THE STATE DETERMINES COMPENSATION AND PACKS.AND SO THEY DO FUND A TWO PERCENT INFLATIONARY ADJUSTMENT OR COLA FOR NEXT YEAR. BUT THAT FUNDING IS ONLY PROVIDED TO THE EXTENT THE PROTOTYPICAL MODEL FUNDED.
WE MOST DISTRICTS AROUND THE STATE TO HIRE MORE STAFF FOR EVERYONE PRESENT STATE-FUNDED COLA INCREASE, AND DISTRICT NEEDS TO FIND PROVIDE $1 MILLION MORE THAN THAT IN LOCAL FUNDING. WHO BUDGET PAYS FOR THAT.
AND THEN THERE WERE PREMIUM CHANGES, DECREASES IN THE FIRST FISCAL YEAR THE BIENNIUM AND INCREASES IN THE SECOND YEAR.
AGAIN, THE STATE FUNDS THE FUNDED PORTION FOR STAFF AND THE DISTRICT HAS TO FUND THE LOCAL COST OF THOSE PROGRAMS. SO IN THE URGENT CATEGORY, THIS WAS DUE TO THE IMPACT OF COVID.
WE ASKED THE LEGISLATURE TO PROVIDE ÃTO HOLD US HARMLESS FOR THE LOSS OF THE NOBLEMAN AND TRANSPORTATION AND TO ENSURE WE WERE REIMBURSED FOR ALL OF OUR COSTS ASSOCIATED WITH REMOTE LEARNING AND COVID. SO IN THIS AREA, THE LEGISLATURE DID PROVIDE ADDITIONAL FUNDING TO STABILIZE OUR ENROLLMENT AND TRANSPORTATION LOSSES.
THIS YEAR WITH OUR SIGNIFICANT ENROLLMENT DECLINE, THEY PROVIDED PARTIAL STABILIZATION OF FUNDS.
AND TRANSPORTATION LOSSES AS WELL THEY PROVIDED SOME OF THE LOSSES WE INCURRED. THEY ARE MAINTAINING OUR DISTRICTS LEVY CAPACITY STUDENT ENROLLMENT LOSS BECAUSE IT EDUCATION PROGRAMS AND OPERATIONS LEVY IS BASED ON YOUR ENROLLMENT SO THEY ARE MAKING SURE DISTRICTS DON'T DECREASE BECAUSE OF THAT. THE 21, 22 SCHOOL YEAR THEY AR PROVIDING A FULL HOLD HARMLESS FOR TRANSPORTATION , WHICH MEANS THEY ARE GOING TO PROVIDE AT LEAST THE AMOUNT OF FUNDING YOU RECEIVED IN THE 1920S SCHOOL YEAR.
AND SO WE ANTICIPATE CONTINUED ENROLLMENT DECLINES IN TRANSPORTATION NEXT YEAR. SO THAT WILL BE HELPFUL.
WE ASSURED IT PRIOR BOARD MEETINGS AND A LOT OF THE FUNDS IN OUR DISTRICT HAS BEEN A SIGNIFICANT AMOUNT OF MONEY FOR REMOTE LEARNING IN THE START OF SCHOOL YEAR MORE THAN WHAT OUR FUNDS WERE PROVIDED. AND IN ADDITION BECAUSE THE FUNDS ARE BASED ON YOUR FREE AND REDUCED PERCENTAGES AND BASED ON THE TITLE I FORMULA, OUR DISTRICT RECEIVED APPROXIMATELY $400. WHERE MANY OF OUR NEIGHBORS OF A SIMILAR SIZE. NOT NEIGHBORS, BUT OTHER DISTRICTS ACROSS THE STATE RECEIVED FOR THE THOUSAND DOLLARS IN STUDENT. AND SO WHAT THE STATE DID WAS PROVIDE ASSISTANCE TO FUND THIS AND EQUITY UP TO $500 FOR RIZZO EVEN THOUGH OTHER DISTRICTS ARE GETTING $3000-$4000, THEY GIVE US THE DIFFERENCE UP TO $500. FOR AS IT WAS $84 PER PUPIL.
SOME MORE FUNDS, BUT WE ARE STILL NOT GETTING WHAT OTHER DISTRICTS ARE RECEIVING. AND IT DOES NOT COVER OUR COSTS. AND ALL OF THESE HARMLESS FUNDS ARE ONE TIME FUNDS AND THEY AREN'T USED TO COVER ONGOING EXPENDITURES. IN THE THIRD PART OF OUR LEGISLATIVE PLATFORM WAS ONGOING ISSUES THAT WE HAVE TALKED WITH THE LEGISLATURE EACH YEAR IN THE AREAS OF TECHNOLOGY. AGAIN, CURRENTLY DISTRICTS RECEIVE MINIMAL FUNDING FOR TECHNOLOGY.
IS ASKING FOR THE FUNDS, SCHOOL CONSTRUCTION FUNDING AND SIMPLE MAJORITY FOR SCHOOL BONDS . YOU WILL SEE THE FIRST ITEM FOR INCREASED FUNDING AND TECHNOLOGY I GAVE IT A GREEN CHECK AND A RED X THROUGH THEY PROVIDED $25 PER PUPIL IN THE SECOND YEAR OF THE BIENNIUM FOR BROADBAND CONNECTIVITY NEEDS OF FAMILY. OUR TECHNOLOGY AREA REMAINS SIGNIFICANTLY UNDERFUNDED BY THE STATE.

WE SPENT ABOUT $25 MILLION A YEAR AND TECHNOLOGY IN THE STATE FUNDS ABOUT $4 MILLION. USE OUR CAPITAL PROJECTS LEVY OUR VOTERS VOTE ON EVERY FOUR YEARS TO COVER THAT SHORTFALL.SO THE LAPTOPS ALONE WE HAD TO BUY THIS YEAR WITH THREE TO $4 MILLION. THE SECOND AREA THE SCHOOL CONSTRUCTION FUNDING ASSISTANCE, WE GET FUNDING WHEN OUR COMMUNITY PASSES A BOND AND FUNDS CONSTRUCTION FOR NEW SCHOOLS. WE DO NOT RECEIVE ANY STATE CONSTRUCTION ASSISTANCE FOR THAT BECAUSE THE FORMULAS ARE BASED ON PRE-1979 STANDARDS. AND TO EVEN ASK YOU MANY YEARS FOR THE FORMULAS TO BE UPDATED AND STILL NO CHANGE.
WE ACTUALLY DON'T GET FUNDED FROM THE STATE WHEN GROWTH OCCURS.THE STATE WILL GIVE US A SMALL PERCENTAGE OF CONSTRUCTION FOR WHEN WE REBUILD AN AGING SCHOOL.
THEY WILL PROVIDE FUNDING TO REBUILD AGING SCHOOLS, BUT THEY DID NOT PROVIDE ANY FUNDING RIGHT NOW.
WE ARE NOT ELIGIBLE FOR FUNDING FOR NEW BUILDINGS FOR GROWTH.
AND THAT IS A SIGNIFICANT CHALLENGE IN A DISTRICT THAT IS GROWING BY 31 PERCENT IN THE LAST 10 YEARS.
SO THE LAST ITEM WAS SIMPLE MAJORITY FOR BONDS RIGHT NOW.
WANTS TO CONSTRUCT SCHOOLS ENOUGH TO HAVE A SUPER MAJORITY OR A 60 PERCENT APPROVAL RATING, RATHER THAN A 50 PERCENT APPROVAL RATING. AND WE HAVE BEEN ASKING FOR YEARS TO HAVE THAT CHANGE TO BE 50 PERCENT LIKE OUR LEVEES.
AND NO MOVEMENT ON THE IN THIS LEGISLATIVE SESSION.
UNTIL THE LAST TWO SLIDES ARE JUST SOME BILLS.
SOME OF THE MANY BILLS THAT WERE PASSED.
WE WERE TOLD AT THE BEGINNING OF THE LEGISLATIVE SESSION THAT DUE TO COVID THERE WOULD NOT BE THE ACTIVITY IN BILLS THAT HAPPENS IN THE NORMAL LEGISLATIVE SESSION.
ALL, THEY STILL DID A LOAN TO. THERE WERE STILL BILLS WE WERE NOT EXPECTING. SO AGAIN, I SHARED SOME OF THESE WITH YOU IN PREVIOUS STUDY SESSIONS.
BUT THEY PASSED A BILL ON PAY FAMILY MEDICAL LEAVE THAT EXPANDS THE PROGRAM FOR THE NEW PAID FAMILY MEDICAL LEAVE WRITTEN SO THAT IS POTENTIAL TO ADD COSTS DUE TO STAFF LEAVES.
WE HAVE TO HIRE SUBS WHEN STAFF GO ON LEAVE.
THE LEAD TESTING AND DRINKING WATER CHANGES THE TESTING AND REMEDIATION REQUIREMENTS. AGAIN, OUR DISTRICT ALREADY HAS A ROBUST LEAD TESTING PROGRAM. BUT THIS BILL IMPLEMENTS ADDITIONAL REQUIREMENTS ON TOP OF THAT AND WILL MOST LIKELY ADD COSTS RELATED TO REMEDIATION.
THE NEXT BILL, 1323, I GOT THE LONG-TERM CARE TASK GOT PASSED IN LAST BIENNIUM BUT THEY THEN ADDED A BILL THIS YEAR TO PROVIDE CLARITY ON EXEMPTIONS. BUT THE STATE HAS IMPLEMENTED A NEW STATEWIDE EMPLOYEE PAYROLL TAX TO PROVIDE FOR A LONG-TERM CARE PROGRAM. AND SO THAT IS NEW TAX THAT IS GOING TO BE IMPLEMENTED JANUARY 2022.
THE NEXT BILL IS 1332. AND THAT ALLOWS DEFERRAL OF PROPERTY TAX PAYMENTS FOR BUSINESSES THAT LOST REVENUE.
WE DON'T KNOW THE IMPACT SPECIFICALLY TO US, BUT IT COULD REDUCE OUR LEVY REVENUES SHORT-TERM.
BECAUSE IT ALLOWS THEM TO DELAY THE PROPERTY TAX PAYMENTS.
THE NEXT BILL IS POSITIVE FOR OUR STUDENTS WHO ARE ON REDUCED PRICE LUNCH. PREVIOUSLY THEY HAD TO PAY $0.40 FOR THEIR MEALS IF THEY WERE ON REDUCED PRICE LUNCH.
THIS ALLOWS THEIR MULES TO BE FREE AND THE STATE WILL REIMBURSE THE SCHOOL DISTRICTS FOR THAT $0.40.
AND THEN THE LAST BILL ON THIS PAGE IS 5425.
AND IT EXTENDS THE TIMELINE FOR UNEMPLOYMENT INSURANCE.

AND SO WE ARE REQUIRED EACH YEAR TO COMPLETE A SIX YEAR CAPITAL FACILITY PLAN, WHICH ESTABLISHES A BASIS FOR IMPACT FEES.AND IMPACT FEES ARE THE PURPOSE OF COLLECTING THEM IS TO PROVIDE A PORTION OF THE SUPPORT FOR THE GROWTH IN OUR COMMUNITY. AND ALL OF THE PLANNED COMPONENT DRIVES THE FEE CALCULATION.
SO IMPACT FEES ARE ASSESSED BY LOCAL GOVERNMENTS AGAINST NEW DEVELOPMENT PROJECTS. SINGLE FAMILY, MULTIFAMILY HOUSING PROJECTS. THEY'RE NOT INTENDED TO PAY FOR 100 PERCENT OF THE COST OF THE NEW FACILITIES, BUT PROVIDE A PORTION OF THE COST INCURRED TO SAVE THAT NEW DEVELOPMENT.
AND SO WILL GROW, WHEN HOMES ARE BUILT, THAT BRINGS IN MORE STUDENTS TO THE DISTRICT THAT CREATES CAPACITY NEEDS OUT OUR SCHOOLS AND WE NEED TO CONSTRUCT NEW BUILDINGS.

AND THEN THE COST, EXPECTED COST OF SCHOOL FACILITIES AND BASED ON RECENT CONSTRUCTION COSTS.AND THEN THERE IS NONE IMPACT FEE REVENUES ASSOCIATED WITH THE PROJECT. AND THERE IS A 50 PERCENT REDUCTION IN THE FORMULA REQUIRED AS PART OF A FORMULA.
AND SO WE FIRST DETERMINED A PER STUDENT COST OF CONSTRUCTION BY EACH LEVEL. ELEMENTARY, MIDDLE AND HIGH ALONG WITH THE AVERAGE NUMBER OF STUDENT GENERATED FROM EACH HOUSING UNIT. AND SO WE TAKE THE COST TO CONSTRUCT A NEEDED SCHOOL DIVIDED BY THE NUMBER OF STUDENTS, THE CAPACITY OF THAT SCHOOL BOARD AND THAT GIVES YOU YOUR CONSTRUCTION COST PER STUDENT IN THE CONSTRUCTION COST FOR STUDENT MULTIPLIED BY THE STUDENT GENERATION RIGHT GIVES YOU AN IMPACT COST PER HOUSING UNIT.
AND THEN ÃDID I GO BACKWARDS? NO.
AND THAT FEE CALCULATION, WE ALSO LOOK AT THE COST IMPACT IS REDUCED BY OTHER FUNDING SOURCES, WHICH INCLUDES ESTATE CONSTRUCTION FUNDING ASSISTANCE.REDITS FROM THE STATE AND CREDITS FROM THE PROPERTY TAXES FOR IT AND SO OUR BOND TAX RATE. THIS IS A HISTORY OF IMPACT FEES PAYABLE PORTION OF OUR CAPACITY PROJECTS.
THIS TABLE SHOWS YOU THE TOTAL WE COLLECTED OVER FOUR YEARS THE AVERAGE EACH YEAR IS AROUND ANYWHERE FROM 3 TO 7 MILLION PER YEAR. EACH JURISDICTION AND IT RANGES ANYWHERE FROM 500,000 TO THE HIGHEST WAS CITY OF REDMOND IN 17 AND 18 AT 2.7 MILLION. THOSE ARE WHAT ARE COLLECTED.

THAT IS SHOWN IN THE FINANCING PLAN IN APPENDIX B AND TABLE 6. I SITE ACQUISITION COSTS ARE INCLUDED FOR ANTICIPATED ELEMENTARY NEEDS.
LET US NEW THIS YEAR GIVEN THAT WE HAVE PROJECTS COMING UP IN THE FUTURE THAT WILL NEED LAND ASSOCIATED WITH THEM.
DUE TO COVID RELATED ENROLLMENT DISRUPTIONS, WE DID THIS YEAR USER 2020 STUDENT GENERATION RATES IN APPENDIX B BECAUSE WE

KNEW THE 2021 STUDENT ENROLLMENT WOULD NOT BE REFLECTIVE OF THE REALITY OF THE STUDENTS THAT WERE HOUSING IN THESE DEVELOPMENTS.SO THE IMPACT FEE CALCULATIONS, YOU CAN SEE FOR 2021 THE DRAFT PLAN INCLUDES A SINGLE-FAMILY FEE OF 18,997 THE MULTIFAMILY FEE OF 3510.EVEN WITH THE INCREASE IN THE MULTIFAMILY, WE HAVE ONE LOWEST MULTIFAMILY IMPACT FEES OF THE KING COUNTY DISTRICTS.
AND THIS CHART SHOWS YOU WHERE WE ARE AS FAR ASSINGLE-FAMILY.
THESE ARE LAST YEARS IT FEE. EVERY DISTRICT RIGHT NOW IS DRAFTING THEIR 2021 CAPITAL FACILITIES PLAN .

AND THEN THE BOARD TAKES ACTION ON OUR PLAN ON JUNE 7. IN LINCOLN COUNTY MEETS, THE COMMITTEE MEETS WITH ALL THE KING COUNTY AND BRIAN BUCK OUR EXECUTIVE DIRECTOR OF SUPPORT SERVICES WILL REPRESENT US AT THE MEETING WERE IN AND THEY REVIEWED THE CAPITAL FACILITIES PLANS FOR COMPLIANCE. AND THEY DO A FINAL ADOPTION OF ALL THE PLANS IN THE FALL. AND IN EACH OF OUR CITIES, ONCE KING COUNTY ADOPTS HER PLANS, INTO OUR CITIES APPROVES THE FEES AS PART OF THE CITY PROCESS.
