SO THE FIRST THING I WANT TO COVER IS THE COMMUNITY'S PERCEPTIONS OF LAKE WASHINGTON SCHOOL DISTRICT AND THIS WAS ONE OF MAIN PRIORITIES OF THE SURVEY GETTING THIS INFORMATION.
AND WHAT IS IMPORTANT DATA POINTS WITHIN THAT SECTION WAS ABOUT SATISFACTION WITH THE DISTRICT.
SO WE ASKED PEOPLE WHETHER THEY ARE SATISFIED WITH THE QUALITY OF EDUCATION IN LAKE WASHINGTON SCHOOL DISTRICT.
KEY ASKED THE SAME QUESTION IN A SIMILAR SURVEY IN 2014.
AS YOU CAN SEE ON THE SCREEN. RESIDENTS ARE VERY SATISFIED WITH THE QUALITY OF SCHOOLS IN LAKE WASHINGTON.
71% ARE SATISFIED. JUST 17% SAY THEY ARE DISSATISFIED AND ALSO PERSONALITILY, SATISFACTION LEVELS INCREASED 11% SINCE 2014. SO IT'S A PRETTY SIGNIFICANT IMPROVEMENT AND A BUMP UP AND SOMETHING THE DISTRICT CAN BE VERY PROUD OF. WE CAN MOVE FORWARD.
I ALSO THINK IT'S IMPORTANT TO NOTE DEMOGRAPHICALLY WHERE THESE CHANGES HAVE OCCURRED OVER THE PAST SEVEN YEARS.
ACROSS THE COMMUNITY BASICALLY EVERY DEMOGRAPHIC IS VERY

SATISFIED WITH THE SCHOOLS. MEN AND WOMEN, YOUNG AND OLD, WHITE RESIDENTS AND RESIDENTS OF COLORS.PARENTS AND NONPARENTS IN EVERY REGION OF THE DISTRICT.
BUT PARENTS HAVE ALWAYS BEEN VERY SATISFIED OR SINCE 2014 HAVE BEEN VERY SATISFIED WITH THE DISTRICT.
WHAT HAS CHANGED SINCE 2014 IS THE PERCEPTIONS AMONG PEOPLE WHO DO NOT HAVE CHILDREN OR GRANDCHILDREN STUDENTS AT SCHOOL. THEY WENT FROM 52% TO 66% SATISFIED TODAY. THAT'S A PRETTY IMPRESSIVE MOVEMENT OVER THE PAST SEVEN YEARS.
WE ALSO ASKED ABOUT THE DISTRICT'S RESPONSE TO COVID.
IT'S DEEPLY EFFECTED OUR COMMUNITY.
FROM WHAT YOU KNOW, ARE YOU SATISFIED OR DISSATISFIED WITH THE WAY LAKE WASHINGTON RESPONDED.
WE FIND A BIG DIFFERENCE BETWEEN PARENTS AND NONPARENTS.
PARENTS ARE 45% SATISFIED. 25% DISSATISFIED AND A THIRD SAYS THEY ARE NOT SURE. WHICH MAKES SENSE.
MOST NON-PARENTS ARE NOT HEARING INFORMATION ABOUT WILL SCHOOLS.
PARENTS 68% SATISFIED AND 30% DISSATISFIED.
ON THE WHOLE, WHILE THERE MAYBE A VOCAL MINORITY OF PARENTS WHO ARE UPSET, ON THE WHOLE, THE WIDE MAJORITY OF PARENTS AND NONPARENTS ARE SUPPORTIVE OF THE RESPONSE.
WE ASKED THE DISTRICT'S PERFORMANCE FROM MAINTAINING SCHOOL BUILDINGS FACILITIES, TECHNOLOGY AND COMMUNICATION.
ON ALMOST EVERY METRIC, THE DISTRICT IS GETTING STRONG RATINGS AND THESE ARE SOME OF THE STRONGEST WE HAVE SEEN.
71% SAYS THE DISTRICT DOES AN EXCELLENT OR GOOD JOB MAINTAINING BUILDINGS OR FACILITIES.
OVERALL PERFORMANCE IS 69. UP-TO-DATE, 61% POSITIVE AND AT THE SAME TIME YOU'RE SEEING THE POPULATION OF DOING A POOR JOB IS A VERY MINIMAL PROPORTION OF PEOPLE WHO THINK THE DISTRICT IS DOING A POOR JOB. THERE ARE PEOPLE WHO DON'T KNOW, UNSURE, UP TO 20 TO 22% WHO CAN'T REALLY RATE THE DISTRICT ON ONE MEASURE OR ANOTHER. OVERALL THESE RATINGS ARE STRONG UP AND DOWN THE BOARD. PREPARING FOR FUTURE GROWTH IN THE STUDENT POPULATION. WE HAVE DONE A LOT OF POLLING IN LAKE WASHINGTON SCHOOL DISTRICT OVER THE YEARS AND THIS CONSISTENTLY HAS BEEN A STRONG CONCERN, ESPECIALLY AMONG PARENTS CONCERNED ABOUT GROWTH OF THE POPULATION AND OVER CROWDING OVER THE YEARS. SO CLEARLY WE SEE WHEN IT COMES TO THINGS LIKE MAINTAINING BUILDINGS AND FACILITIES, PEOPLE ARE VERY PLEASED. WHEN IT COMES TO PREPARING GROWTH IN THE POPULATION, RATINGS ARE MORE MIXED ON THAT METRIC. NEXT, WE ASKED SOME OF THESE SAME QUESTIONS THE DISTRICT'S PERFORMANCE IN 2014 AND SOME ARE WORDED A LITTLE DIFFERENTLY. THEY ARE BASICALLY THE SAME CONCEPT. WHAT WE SEE ACROSS THE BOARD, IMPROVEMENT FROM FIVE TO 10 POINTS ON EVERY METRIC COMPARED TO LAST TIME, COMMUNICATING WITH PARENTS, COMMUNICATING CLASS SIZES BUILDINGS AND FACILITIES. NEXT.
WHEN WE LOOK SPECIFICALLY AMONG PARENTS WHO ARE MORE LIKELY TO BE ABLE TO RATE THE DISTRICT ON THESE METRICS, AGAIN WE'RE SEEING VERY, VERY STRONG RATINGS ACROSS THE BOARD.
ON MAINTAINING SCHOOL BUILDINGS AND FACILITIES.
80% OF PARENTS SAY THE DISTRICT DOES A GOOD OR EXCELLENT JOB.
77% SAY THE DISTRICT IS DOING A GOOD JOB.
THESE NUMBERS ARE VERY, VERY GOOD UP AND DOWN.
AGAIN AT THE BOTTOM, WE SEE A LITTLE LESS, SOFTER NUMBERS ON PREPARING FOR FUTURE GROWTH. MANAGING SPENDING TAXPAYER DOLLARS AND CLASS SIZES. THESE NUMBERS AREN'T BAD BY AND STRETCH OF THE IMAGINATION. ON CLASS SIZES, BUT SOFTER THAN THE RATINGS AND YOU'RE SEEING PEOPLE SAYING THE DISTRICT IS DOING A GOOD JOB RATHER THAN EXTRA.
A LITTLE ROOM FOR IMPROVEMENT THERE.
WE KNOW THAT'S ALWAYS BEEN A CONCERN AND REMAINS THE CASE TODAY. A FEW DEMOGRAPHIC NOTES.
WHAT I WANT TO POINT OUT IS THIS NUMBER TWO SHOWN ON THE SCREEN HERE. RESIDENTS OF COLOR ARE GIVING THE DISTRICT EQUAL OR HIGHER RATINGS THAN WHITE RESIDENTS.
INCLUDING BEING 11 POINTS MORE SAYING THE DISTRICT IS DOING AN EXCELLENT OR GOOD JOB COMMUNICATING WITH THE DISTRICT.
THAT'S NOT A TYPICAL PATTERN. IN MANY OTHER DISTRICTS WE'RE SEEING THE OPPOSITE, DISTRICTS ARE FINDING IT CHALLENGING TO REACH COMMUNITIES OF COLOR. WHAT WE'RE SEEING IN LAKE

WASHINGTON SCHOOL DISTRICT AND RESIDENTS OF COLOR ARE HEARING FROM THE SCHOOL DISTRICT AND RATING THEM VERY HIGHLY ON MOST METRICS. ON THE FLIP SIDE, IT WOULD NOTE, SORRY, ONE MORE THING ON THE LAST SLIDE.RESIDENTS OF LOWER INCOME HOUSEHOLDS ARE GIVING THE DISTRICT LOWER RATINGS ON TEACHING QUALITY, COMMUNICATION, CLASS SIZES AND FUTURE POPULATION GROWTH.
SO SOMETHING TO KEEP AN EYE ON THERE.
NEXT. IN TERMS OF WE ASKED AN OPEN-ENDED QUESTION. WHAT ARE THE BIGGEST ISSUES FACING SCHOOLS IN LAKE WASHINGTON SCHOOL DISTRICT
>> THE BIGGEST THING WE HAVE BEEN LOOKING AT IS THE PROPORTION OF PEOPLE WHO PICKED COVID.
A FEW YEARS AGO NO ONE WAS SAYING DISTANCE LEARNING WAS AN ISSUE. 60 TO 70% OF PEOPLE SAYING THAT'S EFFECTED SCHOOLS. THAT'S STILL QUITE A BIG CHALLENGE AND PEOPLE ARE BRINGING IT UP TOP OF MIND.
IT'S NOT QUITE AS DOMINANT A CHILDREN SIX MONTHS AGO IN SIMILAR DISTRICTS. I WOULD ALSO MENTION CLASS SIZE, COMING THROUGH, 13% OF PEOPLE PICKED UP ON THAT.
THAT'S A PERSISTENT CONCERN IN THE DISTRICT AND THE THIRD CATEGORY WE HAVE, 11% MENTIONED PO LITICIZING EDUCATION OR SOMETHING IN THAT. TO BE CLEAR, PEOPLE DIDN'T USE THESE EXACT TERMS. THESE ARE CATCH-ALL CATEGORIES FOR RESPONSES THAT MENTION THESE THEMES.
IT'S NOT 11% MENTIONED CRITICAL RACE THEORY BUT A VOCAL MINORITY OF RESIDENTS MENTIONING SOMETHING ABOUT PO LITICIZING EDUCATION IN SCHOOLS AND THINGS LIKE THAT.
WE ASKED RESIDENTS ABOUT THEIR PERCEPTION OF NEED OF FUNDING.
DO PEOPLE THINK LAKE WASHINGTON SCHOOL DISTRICT HAS ENOUGH FUNDING OR DO THEY NEED ADDITIONAL FUNDING? WE FOUND A MAJORITY, 51% NEEDS ADDITIONAL FUNDING.
THOSE OF 19% SAY THE DISTRICT DEFINITELY NEEDS ADDITIONAL FUNDING. 36% SAY THE DISTRICT HAS SUFFICIENT OR TOO MUCH. NOW, THIS IS OVER 50%.
SO THERE'S SOME RECOGNITION OF THE NEED FOR FUNDING HERE.
BUT I WOULD DESCRIBE THIS A LITTLE BIT SOFTER AS BEING A LITTLE SOFTER THAN WE HAVE SEEN IN OTHER PLACES IN TERMS OF PERCEPTION FOR THE NEED OF FUNDING.
WE SEE IT'S A LITTLE HIGHER AMONG MEN AND PARENTS.
BOTH AT 54% AND HIGHER INCOME HOUSEHOLDS.
AMONG OTHER DEMOGRAPHICS THERE ISN'T QUITE A STRONG PERCEPTION OF NEED FOR SCHOOL FUNDING. I WOULD ALSO WANT TO MENTION HOW THIS COMPARES TO 2014. THIS IS A VERY DIFFERENT ENVIRONMENT FOR A NUMBER OF REASONS.
WHEN WE ASKED THE SAME QUESTION IN 2014, WE HAD 57% SEE A NEED FOR MORE SCHOOL FUNDING AND 33 WHO DID NOT.
A LITTLE BIT NARROWER AND SOFTER THAN IN 2014.
ONE REASON WHY RESIDENTS MAY HAVE CONCERNS ABOUT ADDITIONAL FUNDING FOR SCHOOLS MAY HAVE TO DO WITH TAX SENSITIVITY.
IF THEY THINK THEIR TAXES ARE FAR TOO HIGH, THEY MAY BE WARY OF ANY SUGGESTION OF ADDITIONAL SCHOOL FUNDING RELATING THAT TO THEIR PROPERTY TAXES. WHAT WE FIND IS JUST A LITTLE UNDER HALF, 45% OF RESIDENTS THINK THEIR TAXES FOR EDUCATION OR QUALITY OF PUBLIC SCHOOLS ARE TOO HIGH BUT EQUAL PROPORTION, 41% SAY THERE'S TAXES ARE JUST RIGHT.
NO ONE IS GOING TO SAY THEIR TAXES ARE JUST RIGHT MYSELF INCLUDED. IS THERE A STRONG MAJORITY OF PEOPLE SAYING THERE'S TAXES ARE TOO HIGH AND THAT COULD HAVE IMPLICATIONS FOR A BOND OR LEVY PASSAGE.
WE'RE NOT SEEING SUPER STRONG TAX LEVY.
AVERAGE FOR THE AREA. WHEN WE ASKED, WHEN WE THINK SPECIFICALLY ABOUT THE LEVY THEMSELVES, WHAT WE ASKED RESIDENTS ABOUT WHAT THEIR PRIORITIES WERE FOR FUNDING WITHIN THE LEVIES. THIS OF COURSE DOES NOT DICTATE THOSE LEVIES OR WHERE THE MONEY MIGHT GO TO, BUT CAN BE HELPFUL IN THINKING ABOUT THE THINGS IN THE LEVIES THAT EMPHASIZE OR RESONATE THE MOST WITH PEOPLE. SCHOOL STAFF, NURSES, COUNSELORS, MENTAL HEALTH SUPPORT IS VERY HIGHLY PRIORITIZED. 72% SAID IT WAS A HIGH OR TOP

CERTIFICATE FOR ELL AND PROFESSOR OR TRAINING FOR STAFF, ATHLETICS WAS CERTAINLY A LOWER PRIORITY FOR LEVY FUNDS THAN THE OTHER TOPICS WE MENTIONED.NOT THAT PEOPLE DON'T THINK THIS IS IMPORTANT, BUT WHEN IT COMES TO THINKING WHERE LEVY DOLLARS COULD GO, THIS WAS A LOWER PRIORITY. QUICK DEMOGRAPHIC DIFFERENCES.
WHEN IT CAME TO STAFF, NURSING MENTAL HEALTH SUPPORT, THIS WAS MORE OF A TOP PRIORITY FOR WOMEN THAN WOMEN AND THOSE WITHOUT A COLLEGE DEGREE THAN THOSE WITH AND LOW WITH LOWER INCOME HOUSE HOLDS COMPARED TO HIGHER HOUSEHOLDS.
THIS IS MORE IMPORTANT FOR PARENTS THAN NONPARENTS AND LOWER HOUSEHOLDS. WE SAW THAT LOWER INCOME HOUSEHOLDS WERE LIKELY TO RATE THE QUALITY OF TEACHING IN THEIR NEIGHBORHOOD SCHOOLS AS LOWER THAN THOSE IN HIGHER INCOME HOUSEHOLDS. NEXT.
WE ALSO ASKED ABOUT CAPITAL LEVY.
AGAIN PROVIDED A FEW DIFFERENT PLACES WHERE THAT FUNDING COULD GO TO SEE WHAT PEOPLE THOUGHT WAS A PRIORITY FOR THEM.
TECH AND COMPUTERS REALLY POPPED HERE AS DID SAFETY AND SECURITY UPGRADES IN SCHOOL BUILDINGS. MAKING PHYSICAL REPAIRS IN MECHANICAL SYSTEMS AND UPDATING MECHANICAL SYSTEMS WITH H VAC AND THE LIKE. THAT WAS A HIGH PRIORITY.
YOU WILL SEE THE INTENSITY BEHIND IT.
FOR THE PERSON THAT SAID TOP, TOP PRIORITY WAS NOT QUITE AS HIGH AS OTHERS AND UPGRADING ATHLETIC FIELDS.

WHEN IT CAME TO THOSE SAFETY AND SECURITY UPGRADES, WE SEE IT'S NOT, THIS IS NOT UNIQUE TO LAKE WASHINGTON SCHOOL DISTRICT. IT'S MORE IMPORTANT FOR PARENTS AND MORE IMPORTANT FOR THOSE WITHOUT A COLLEGE DEGREE AND OLDER RESIDENTS SAFETY AND SECURITY.
NEXT. SO A COUPLE FINAL THINGS TO COVER. WE ASKED DIRECTLY WHETHER RESIDENTS WERE TO PREFER, IF THEY FORCED THEM TO CHOOSE

A MAJORITY PREFER MONEY GO TOWARD TEACHING AND STAFF.
JUST 5% SAY THE MONEY SHOULD GO TO SCHOOL FACILITIES.
OBVIOUSLY PEOPLE WOULD LOVE TO HAVE BOTH.
THIS DOESN'T SURPRISE US GIVEN THE EARLIER METRICS WE SHOWED EARLIER. PEOPLE THINK THAT FACILITIES ARE GENERALLY IN GOOD SHAPE AND NOT THAT PEOPLE HAVE CONCERNS ABOUT THE QUALITY OF TEACHING AND STAFF, BUT AN OVERWHELMING TOP PRIORITY FOR MANY RESIDENTS IN THE DISTRICT IF IT'S ALREADY GOOD. NOT A SURPRISE TO SEE.
BASICALLY EVERY PART OF THE COMMUNITY DEMOGRAPHICALLY IS MORE IN FAVOR OF IT GOING TO TEACHERS AND STAFF THAN BUILDING AND MAINTENANCE. NEXT.
WE ALSO ASKED WHEN IT COMES TO STUDENT GROWTH, WHAT WOULD BE THE BEST WAY TO ADDRESS THE INCREASE IN STUDENTS? WOULD IT BE, AND WHAT YOU SEE BASICALLY IS THAT PEOPLE PREFER TO BUILD ADDITIONS ON TO EXISTING SCHOOLS.
TO BUILD SOMEWHAT NEW SCHOOL BUILDINGS AND ADD PORTABLES AND NOT TO MAKE CLASS SIZES LARGER. THE DIFFERENTIATION WE THOUGHT WAS CLEAR. HERE'S THE DATA POINT TO ANSWER THE QUESTION BUT, THE REASON SHE FELT WE NEEDED MORE TIME, TO GIVE, TO WALK THROUGH THE QUESTIONS AND CONCEPTS, WE FELT LIKE WE NEEDED A GOOD DURATION OF TIME IN ONE SETTING. IT FEELS LIKE THIS IS A VERY DIFFERENT BOND AND LEVY CYCLE.

WE'RE IN THE MIDST OF THINKING ABOUT THE LONG-TERM CONSTRUCTION FUNDING PLAN. THOSE ARE TWO VERY SUBSTANTIAL ELEMENTS. THE IDEA WE ACTUALLY HAVE AN ASSESSED VALUATION BASIS TO CONSIDER A LONG-TERM STRATEGY LEVY IS RELATIVELY NEW TO US AS A COMMUNITY AND AN ORGANIZE.
SO, A LOT OF GREAT QUESTIONS HAVE BEEN ASKED AND TRYING TO ANSWER THEM IN A SUCCINCT MANNER THAT MAKES SENSE TO EACH OF YOU IS SOMEWHAT COMPLEX BUT THEN ALSO TO THINK ABOUT YOU KNOW WHAT DO WE WANT LONG-TERM? THE SCHOOL DISTRICT.
IN 50 YEARS, NONE OF US WILL BE IN THESE SEATS.
OKAY. I CERTAINLY HOPE I AM NOT IN THIS SEAT AT 98 YEARS OLD. I DON'T THINK THAT WOULD BE A GOOD POSITION. AND HONORARY SUPERINTENDENT POSITION. BUT IN 50 YEARS FROM NOW, WHAT DO WE WANT? WHAT DECISIONS NEEDED TO HAVE BEEN MADE SO THAT AT THAT POINT IN TIME, THE INFRASTRUCTURE AND FACILITIES REALLY MATCH WHAT WE KNOW OUR COMMUNITY WANTS, WHICH IS HIGH QUALITY FACILITIES THAT PROVIDE THE BEST EDUCATION FOR THEIR KIDS THAT ARE COMMUNITY RESOURCES.
THOSE ARE WHAT WE NEED TO THINK ABOUT.
THINKING ABOUT THAT LONG-TERM WILL HELP US COME TO SOME CONCLUSIONS AROUND WHAT DO WE DO TODAY.
SO EXCITED ABOUT THAT CONVERSATION.
IN OUR WORK WE CONTINUE TO GO BACK TO THESE VALUE SAYS AND THE BOARD'S VALUES. THE VALUING OF ALIGNING WITH OUR MISSION AND VISION. WE HAVE A RIGOROUS MISSION AND VISION FOR KIDS. WE KNOW THAT OUR BOARD, OUR COMMUNITY, OUR STAFF INTERNAL STAKEHOLDERS, EXTERNAL STAKEHOLDERS, VALUE HIGH-QUALITY EDUCATION FOR OUR STUDENTS.

SO WE WANT TO MAINTAIN THAT. WE KNOW THAT EXCELLENT SCHOOLS ARE PART OF EXCELLENT COMMUNITIES.
THAT'S A VALUE THAT WE NEED TO UPHOLD AND MAINTAIN.
BUT WE ALSO HAVE A VALUE IN JUST TRANSPARENCY.
BEING CLEAR ABOUT SCHOOL FUNDING PROCESSES AND PROCEDURES AND WHY WE'RE MAKING DECISIONS. SO THAT'S THE WORK WE CONTINUE TO WORK THROUGH. AND SO KIND OF PROBABLY SAYING IT JUST A LITTLE BIT DIFFERENTLY BUT THE SAME THING.
