SO I WANT TO START WITH THE COMPONENTS OF THE LEVEES THE EPO IN THE CAPITAL PROJECTS THESE ARE LEVEES TO SUPPORT STUDENT PROGRAMS AND TECHNOLOGY AND FACILITY NEEDS AND STARTING WITH THE LEVEES TO SUPPORT THE STUDENT PROGRAMS EDUCATIONAL PROGRAMS AND OPERATIONS LEVY.

WE DID SEEK LESS THAN THE TOTAL AMOUNT THAT WAS AUTHORIZED FOR LAKE WASHINGTON SCHOOL DISTRICT AND PLANNING FOR MCCLEARY WE DID NOT KNOW EXACTLY WHAT WOULD HAPPEN WITH STATE FUNDING WITH LEVY AUTHORITY SO WE MADE INTENTIONAL DECISIONS TO GROW THE BALANCE IN PREPARATION FOR THAT SO THAT'S WHY WE HAVE THAT BALANCE AND THAT'S WHY WE HAVE BEEN ABLE TO USE THAT BALANCE OVER THE LAST COUPLE OF YEARS TO NAVIGATE MANY CONDITIONS AROUND COVID-19.

SO WHEN WE LOOK AHEAD WE KNOW THAT THE EPO COLLECTION IS LIMITED BY THE STATE THE DISTRICT CAN COLLECT 2700 PER PUPIL OR $2.50 PER THOUSAND OF ASSESSED VALUE IN THE DISTRICT HAS TO SELECT THE LOWER OF THOSE AMOUNTS SO FOR LAKE WASHINGTON WE WILL SEEK 2700 PER PUPIL TO MAINTAIN THE CRITICAL PROGRAMS AND SERVICES AND PROVIDE FUNDING FOR INCREASED COSTS OF PROGRAMS OVER TIME.SO WHEN WE THINK ABOUT THE LAST FOUR YEARS WHAT ARE SOME OF THE EXAMPLES OF INCREASED COSTS THAT WE HAVE SEEN FIRST A NUMBER OF LEGISLATIVE MANDATES I DID NOT EVEN TRY TO QUANTIFY THIS BECAUSE SOME OF THESE ARE UNKNOWN WHAT THE ACTUAL OUTCOME AND TOTAL COST WILL BE THINGS SUCH AS THE PAID MEDICAL LEAVE

THIS IS AN EXAMPLE OF SOME OF THE INCREASED COSTS DURING THAT TIME ALL OF WHICH COME FROM THE EDUCATIONAL PROGRAMS AND OPERATIONS LEVY FUNDS. SO WHEN YOU THINK ABOUT THE TOTAL CONCEPT OF WHAT THE EPO FUNDS ALL OF THE DIFFERENT THINGS THAT IT FUNDS BEYOND WHAT THE STATE PROVIDES STAFFING SOCIAL EMOTIONAL LEARNING MENTAL HEALTH SUPPORTS HEALTH AND SAFETY SAFETY AND SECURITY PROFESSIONAL LEARNING COURSE OFFERINGS SUCH AS SPECIAL EDUCATION HIGHLY CAPABLE ENGLISH LANGUAGE PROGRAMS TRANSPORTATION SUBSTITUTE PROGRAMS KNOWING WE HAVE TO HAVE APPROPRIATE STAFF TO COVER WHEN OUR EMPLOYEES ARE OUT OUR EARLY LEARNING SERVICES AND MUSIC AND ARTS AND ATHLETICS AND ACTIVITY PROGRAMS. JUST TO PROVIDE SOME DETAILS AROUND SOME OF THOSE SPECIFIC ITEMS WE PULLED OUT A COUPLE OF DIFFERENT PROGRAMS WILL WE THINK ABOUT SPECIAL EDUCATION THE LEVY FUNDS THAT ARE ALLOCATED TO THE SPECIAL EDUCATION PROGRAM ARE RIGHT AROUND 21 MILLION AND THAT FUNDS 31 PERCENT OF THAT TOTAL PROGRAM AND SO THAT IS A PROGRAM THAT IS GUARANTEED TO BE FULLY FUNDED YET WE CONTINUE TO SUPPLEMENT THAT SHE BE ABLE TO PROVIDE THE SERVICES THAT OUR STUDENTS REQUIRE ON THEIR IEP'S. WE ALSO ARE LARGE BUSINESS WE HAVE 4500 EMPLOYEES WE HAVE MANY BUSINESS SYSTEMS THAT RUN OUR BUSINESS SO IT'S IMPORTANT TO MAINTAIN LICENSING APPLICATIONS AND MAKE SURE THAT WE HAVE SUPPORT FOR THESE CRITICAL BUSINESS SYSTEMS AND THE TRAINING FOR ALL OF THIS TECHNOLOGY IS AN IMPORTANT ASPECT TO THE CAPITAL PROJECTS FUNDING FOR TECHNOLOGY AS WELL. WE KNOW THAT FOR THE SECONDARY SCHOOLS 11/12 SECONDARY SCHOOLS WILL BE AT OR OVERCAPACITY WITH 1100 STUDENTS LEARNING IN PORTABLE CLASSROOMS AND JUST AS AN EXAMPLE TO DEMONSTRATE THE EXPERIENCE THAT ARE SECONDARY SCHOOLS AND HIGH SCHOOLS ARE HAVING RIGHT NOW YOU CAN SEE IN THE LAST YEAR ALTHOUGH WE HAVE HAD RELATIVELY STABLE ENROLLMENT AS A TOTAL SYSTEM WE KNOW HIGH SCHOOLS ARE GROWING RAPIDLY AS WE HAVE HAD WHAT WE CALL A BUBBLE A LARGER STUDENT GROUP ROLLING THROUGH THE SYSTEM THOSE GROUPS ARE NOW ENTERING HIGH SCHOOLS SO YOU CAN SEE IN THE LAST YEAR WE HAVE GROWN IN OUR HIGH SCHOOLS JUST BY ABOUT 400 STUDENTS THAT WAS OUR SEPTEMBER ACCOUNT WE WILL HAVE THE OCTOBER ACCOUNT IN THE NEXT COUPLE OF WEEKS. I SHOWED THE SLIDE BEFORE BUT THIS IS A TELLING SLIDE THIS IS THE RAPID ENROLLMENT GROWTH THAT OUR DISTRICT HAS EXPERIENCED AS WE RETURNED FROM THE PANDEMIC WE KNOW ALL OF THE CONSTRUCTION GOING ON IN OUR COMMUNITY WE WILL CONTINUE TO SEE THAT ENROLLMENT GROWTH OVER THE NEXT 10 TO 12 YEARS.

JUST THIS WEEKEND IN THE SEATTLE TIMES THERE WAS AN ARTICLE THAT TALKED ABOUT FIVE SEATTLE AREA NEIGHBORHOODS THAT CHANGE THE MOST IN THIS PAST DECADE AND REDMOND I BELIEVE THEY CALLED SOUTHEAST REDMOND AND THE BEAR CREEK AREA WAS ONE OF THOSE AREAS AND IN THE LAST NINE YEARS THE INCREASE IN THE NUMBER OF HOUSEHOLDS WITH SCHOOL AGE CHILDREN LIVING IN THEM WENT FROM 29 PERCENT TO 46 PERCENT THAT'S IN ONE AREA WITHIN OUR DISTRICT WE JUST HAPPEN TO HAVE PURCHASED LAND WITHIN THAT REGION THAT IS RIGHT WITHIN THAT PROPERTY AREA AND SO IS JUST UNIQUE THAT THAT CAME OUT THIS WEEKEND BUT WE COULD PROBABLY LOOK AT A NUMBER OF DIFFERENT PLACES ACROSS THE DISTRICT AND THIS IS A SIMILAR EXPERIENCE THAT WE ARE SEEING ACROSS THE DISTRICT. BETWEEN 2011 AND 2019 BASED ON A NUMBER OF THOSE FAILED BONDS WE DID HAVE TO RUN CONSTRUCTION LEVEES IN TWO OF THOSE DID PASS IN 2011 AND 2019. AND THEN WHAT YOU ARE HEARING TONIGHT IS REALLY LONG-TERM FUNDING THAT SPANS FROM 2022 TO 2035. AND WHEN WE THINK ABOUT OUR CONSTRUCTION NEEDS AS A SCHOOL DISTRICT THERE ARE THREE COMPONENTS THAT I THINK ABOUT ONE IS IN RESPONSE TO NEEDING NEW SPACE FOR STUDENTS ADDING NEW SCHOOLS TO THE SYSTEM AND WE HAVE AGING FACILITIES WITHIN THE SCHOOL DISTRICT THAT DON'T CURRENTLY MEET THE SPECIFICATIONS SO IDENTIFYING THOSE FOR A REMODEL OR REBUILD IS CRITICAL WE HAVE HEARD FROM THE COMMUNITY THAT REDUCING THE RELIANCE ON PORTABLE CLASSROOMS IS AN IMPORTANT PART OF OUR LONG-TERM PLAN KNOWING THAT STUDENTS LEARNING IN OUR SCHOOLS IS IMPORTANT TO OUR COMMUNITY.
