YOU BALANCED HEALTH AND EQUITY FOR NEEDS IN PERSON AND VIEW YOUR DIRECTING AND GUIDANCE AROUND THAT WHEN I THINK ABOUT REGIONAL IS ONE OF THE MOST FORWARD FACING AND KNOWING THAT THIS WAS ONE OF THE FIRST DISTRICTS LEARNING FOR MANY OF THE STUDENTS THAT PROVIDED FOR SPECIAL EDUCATION LEARNING, YOU AS A BOARD PROCLAIMATION MAKING SURE EVERYONE EXTERNAL AND INTERNAL UNDERSTOOD THAT THE GOVERNOR' PROCLAMATION WAS NOT A CEILING AND WAS OUR BOARD STRIVING FOR WHAT WE WERE ABLE TO PROVIDE BECAUSE YOU KNEW THERE WAS BEST FOR STUDENTS AND YOU ALSO PROVIDED BEST FOR PARAMETERS IN MAKING SURE WE HAD THE HIGHEST IN HEALTH AND STUDENTS FOR THE STUDENTS AND SAFETY AND STAFF IN OUR COMMUNITIES. THE THIRD WAS REALLY IDENTIFYING A BENCHMARK WITHIN THE SCHOOL BOARD STANDARDS THAT YOU WORKED TOWARDS AND THE SUBMISSION REALLY FOCUSSED ON THE ANNUAL BUDGET PROCESS AND THE ALIGNMENT TO STRATEGIC EFFORTS AND THE TO ALIGNMENT TO THE COMMITMENT TO STUDENTS AND EQUITY AND IN THAT IT REALLY WAS ABOUT HAVING TR TRANSPARENT PROCESS AND MOVING FORWARDS WHERE YOU CAN HAVE HIGH LEVEL OF EXPERIENCE. SO I PUT IT ON THE AGENDA BECAUSE I THINK IT'S IMPORTANT THAT YOU SPEAK FOR ONE BODY. FIVE INDIVIDUALS WORKING FOR ONE BODY FOR A COLLECTIVE VOICE, THAT'S AN IMPORTANT PART FOR OUR STUDENTS AND COMMUNITY BECAUSE IT TRUE DID HELP LEAD OUR ORGANIZATION THAT LEAD THROUGH ONE OF THE MOST CHALLENGING YEARS.

AFTER A SYSTEM OF GRADED HOMEWORK FOR YEAR, TODAY'S HIGH SCHOOL STUDENTS HAVE TO DEAL WITH HEAVILY WEIGHTED BY THEIR WORK. JUST AS THEY ARE ALSO ADJUSTING TO THE NEW PRESSURES OF RETURNING TO FULL-TIME IN-PERSON SCHOOL WELL, THE PANDEMIC CONTINUES. PERHAPS THEIR APPROACH IS EXPECTED TO MINIMIZE THE STRET BUT NOW STUDENTS HAVE ADDED TO THE PRESSURE OF DOING WELL IN EACH AND EVERY TEST.
SHE HAS TESTING AND ANXIETY OF ADHD AND TESTING AND TAKING TIME FOR FUNCTIONING AND ORGANIZATION BUT IT DOES NOT COMPENSATE FOR THE ANXIETY FOR THE TEST. IN THE PAST, SHE CAN KEEP HER EFFORTS THAT ENFORCE KNOWLEDGE NEEDED FOR TESTS. BUT NOW EACH TEST IS A SINK OR SWIM MOMENT AND HER TEST REFLECTS THIS. IN HER JUNIOR YEAR SHE'S STRESSED AND MANAGING THE INFLUENCE GRADING SYSTEM IS DIFFICULT TOO.
MY DAUGHTER ALREADY OFTEN SHOULD COMPLETE A TEST IN ORDER TO HAVE THE 50% EXTRA TIME FOR GRANTS.
NOW SHE HAD TO RESCHEDULED WITH TEACHERS BECAUSE THAT'S HER ONLY TIME.
AND HOME WORK CAN BE DONE ON HER OWN TIME. TO ADD INSULT TO INJURY SHE HAS TEACHERS DOING GROUP PROJECTS AND HOMEWORK. CAREFULLY WORK BOOSTS CONFIDENCE KNOWLEDGE AND PROVIDES ADDITIONAL SOURCE FOR GRADING. THIS DOES NOT NEED TO BE AN EITHER OR SITUATION AND REPRESENTS SCHOOL LEADERSHIP TO ADD THE SUMMIT LEADERSHIP AND NOT CARRY OVER INTO THE SECOND SEMESTER. THE NEXT SYSTEM WE HAVE IS

WITH THAT BEING SAID, I FEEL LIKE IT'S THE ABSOLUTE WORST FOR A YEAR TO CHANGE ANY PROCESS AND WORST EVEN GRADING PROCESS FOR STUDENTS WHO ARE ALREADY STRUGGLING TO ADJUST WITH THE NEW NORMS IN SCHOOL.
I'VE NEVER SEEN MY DAUGHTER BEING SO STRESSED AND BEING DEMORALIZED AND IT'S BECOMING DETRIMENTAL TO YOUR HEALTH AND I ASK THE DISTRICT TO BE CONFIRMED AND IT'S FORCED TO MAKE SCHOOLS MAKE CHANGES ON EXPERIMENTAL SITUATIONS. AND THIS WILL BE CONSIDERED BY COLLEGES WHEN POOR GRADES SHOW UP IN THE TRANSCRIPTS. I'M HOPING THAT IT'S NOT TOO

GOT OUR STUDENTS VOICED IN THOSE VIDEOS SO THAT WAS, THAT WAS BENEFICIAL. AND SO THE BOARD HAS HAD A NUMBER OF STUDY SESSIONS RELATED TO THE LEGISLATIVE PROERTS AGAIN TONIGHT SPENT ABOUT AN HOUR IN DISCUSSION AND I THINK WE LANDED IN A PRETTY GOOD PLACE WHERE WE WILL BRING BACK A PROPOSED LEDGE PLATFORM FOR THE BOARD TO TAKE ACTION ON DECEMBER 6TH, ONE OF THE THINGS THAT WE ALSO LIKE TO DO IS CONTEXTUALIZE WITH SOME DATA AROUND THE LEGISLATIVE PLATFORM CONCEPTS AND HOW THAT IS IMPACTING LAKE WASHINGTON SCHOOL DISTRICT. SO I'VE ORGANIZED A PRESENTATION ALIGNED WITH A SPECIFIC PLAN AND THE DIFFERENT GOAL REASONS. SO THE FIRST GOAL AREA IS ACADEMIC SUCCESS.
IN THIS AREA WE WANT TO, OUR PRIORITIES FOCUS ON SPECIAL EDUCATION AND HOLD FORM LULAS A THIS IS A FAMILIAR SLIDE THAT WE UPDATE EVERY YEAR AND WHILE THIS DATE WE DO RECEIVE STATE FUNDS AND FEDERAL FUNDS FOR SPECIAL EDUCATION SERVICESM. SO UNFORTUNATELY IT DID NOT PROVIDE FULL FUNDING. AND WE SPENT SOME FOR OUR OVERALL BUDGETS FOR SPECIAL EDUCATION AND $17 MILLION IN THE 2021 BUDGET AND THAT'S THE SECOND FROM THE LAST BAR IS FUNDED FOR OUR LOCAL LEVIES. SO 65% OF OUR LEVIES ARE USED TO COVER THE SHORTFALL IN SPECIAL EDUCATION. NOW THE STATE HAS MADE SOME PROCESS SO AS THE STATE CAN SEE THE PROGRESS AND BETWEEN THE 2017-2018 SCHOOL YEAR YOU CAN SEE THERE'S SIGNIFICANT INCREASE IN STATE FUNDING SO REDUCED ARE THE LOCAL SHARE, THEY IMPLEMENTED, THEY INCREASED SOMETHING CALLED AN ACCESS COST MULTIPLIER. THEY ALSO HAVE FUNDING FOR A SAFETY NET. THE COST CONTINUED TO INCREASE AND WE'RE EXPECTING A SHORTFALL FROM $17 MILLION THIS YEAR'S BUDGET AND IT WILL KEEP INCREASING UP TO 21 AND AN AVERAGE OF 21 OVER THE LAST FEW YEARS. SO THIS IS CONTINUING TO BE A
TOP PRIORITY FOR US. >>> THE OTHER WE SHARED AT THE STUDY SESSION LAST BOARD MEETING IN OUR COVID COSTS. SO SINCE THE PANDEMIC IN MARCH OF 2020, WE HAVE SEEN

EXTRAORDINARY EFFORTS RELATED TO THE PANDEMIC SPECIFICALLY AND THE LEGISLATURE DID PROVIDE SOME ADDITIONAL FUNDING LAST YEAR AND THE FEDERAL GOVERNMENT PROVIDED WHAT'S CALLED ASTRO-FUNDING BUT IT'S CONTINUING NOT TO KEEP UP WITH THE ACTUAL COSTS THAT THE DISTRICT IS SPENDING.AND WE'RE STILL SEEING SOME ENROLLMENT DECLINE. >> WE SAW THAT IN THE 2021 SCHOOL YEAR AND SAME IN THE 2022 SCHOOL YEAR AND WE'RE GOING TO HAVE TO SEE A BUDGET CARRY OVER FOR COVID SUPPORT AND THOSE COSTS, WE'RE CONTINUING TO INCUR ADDITIONAL COSTS.
WE ALSO DO THE ENROLLMENT DIP. WE WANT TO MAKE SURE OUR LEVY CAPACITY IS MAINTAINED AND THEN WE WANT TO ENSURE THAT THE LEGISLATURE IS REDUCING OR ELIMINATING UNFUNDED MANDATES AND IF THEY DO PROVIDE NEW REQUIREMENTS THAT THEY PROVIDE FUNDING TO US TO SUPPORT THOSE REQUIREMENTS. EVERY YEAR THERE'S BILLS PASSED AND THEY PROVIDE SOME NEW
MANDATES THAT THERE'S NO FUNDING TIED TO THOSE BILLS. >>> AND WE CAN'T CONTINUE TO
PROVIDE MORE WITH LESS DOLLARS. >>> SO THAT'S IMPORTANT. SO THE NEXT TWO SLIDES I'LL REVIEW AGAIN THE COVID COSTS AND AGAIN, WE DID REVIEW THIS AT THE STUDY SESSION IN OCTOBER.
BUT FROM MARCH OF 2020 THROUGH AUGUST OF 2021, WE SPENT ABOUT $11.9 MILLION ON COVID AND THAT INCLUDED HEALTH AND SAFLT, STAFFING, TECHNOLOGY, STAFF SUPPORT, REMOTE LEARNING AND AS WE BROUGHT STUDENTS BACK. SO WE DID RECEIVE, WHAT WE'RE CALLING ESTER 1 AND ESTER 2 FUNDING AND THE STATE PROVIDES SOME FROM LAKE WASHINGTON AND I'LL SHOW YOU FROM THE NEXT TWO SLIDES THAT RECEIVED MINIMAL DOLLARS AND THAT WAS THE $7.9 MILLION AND WE HAD EXPECTED TO USE SR-$3 MILLION OVER THE NEXT TWO YEARS. AND OUR ACTUAL COVID COSTS, WE'RE EXPECTING TO SPEND ABOUT $14 MILLION AND THAT'S CONTINUED SAFETY MEASURES AND MATERIALS, CURRICULUM AND INCREASED STAFFING TO SUPPORT OUR ONLINE SCHOOL AND INSTRUCTIONAL SUPPORT FOR STUDENTS IN QUARANTINE AND THAT WILL LEAVE A $6.5 MILLION SHORTFALL THIS YEAR.

LAKE WASHINGTON IS THE SECOND LARGEST DISTRICT IN THE STATE AND WE ARE RECEIVING $410 PER PUPIL AND ABOUT $12 MILLION AND OTHER DISTRICTS, OUR SIZE OR LARGER ARE RECEIVING TEN TIMES THAT MUCH. SO THE AVERAGE ACROSS THE STATE IS ABOUT BE $2,735 SO WE ARE JUST NOT GETTING THE SUPPORT THAT WE SHOULD FOR OUR SIZE.
AND THEN THE NEXT CHART IS JUST SHOWING OUR NEIGHBORS. SO WE'RE NOT THE ONLY SCHOOL IN DISTRICT, MANY OF OUR NEIGHBORS BECAUSE OF OUR LOW FREE REDUCED POPULATION BECAUSE THE FUNDING WAS BASED ON TITLE ONE FUNDING SO OUR NEIGHBORS UPON NORTH SHORE RECEIVED LESS THAN WE DID AND BELL VIEW OUR NEIGHBOR TO THE SOUTH RECEIVED YOU KNOW ABOUT TWO TIMES WHAT WE DID.
AND SO THE STATE FOR 2021 DID PROVIDE ADDITIONAL FUNDING TO GET DISTRICTS UP TO $500 PER PUPIL AND IT WAS NOWHERE COMPARABLE TO WHAT OTHER DISTRICTS GOT BETWEEN THE
$25-$4,000 RANGE. >>> OKAY THE NEXT STRATEGICAL AREA IS WELLBEING AND I'M GOING TO FOCUS ON SOCIAL, EMOTIONAL LEARNING SUPPORT IN THIS AREA. AND THE FIRST SLIDE WILL LOOK AT

HEALTH AND SOCIAL SERVICES WHICH INCLUDES OUR NURSES AND PSYCHOLOGISTS AND BEHAVIORAL HEALTH CONTRACTORS AND HEALTH SPEC SPECIALISTS. AND THE DISTRICT HIRES 37 FTE AND THIS DOES NOT INCLUDE WHAT WE HAVE TO HIRE DUE TO COVID. SO WE'VE HAD OUT OF OUR FUNDING, WE'VE HAD TO BRING ON ADDITIONAL HEALTH AND SAFETY SERVICES AND IN STUDENT SAFETY WHICH INCLUDED OUR CAMPUS SECURITY, PLAYGROUNDS AND STUDENT SUPERVISION AND STATE POINT ABOUT 5.8 AND PROVIDES AND SIGNIFICANT SHORTFALL AND WE'D LIKE THE LEGISLATION AND ENHANCE THOSE ALLOCATIONS. AND THIS IS JUST A VIEW OF THE DOLLARS , THE SUPPORT, SO OVERALL, 60% OF THE COST ARE FUNDED FROM LEVY DOLLARS. SO I CAN SEE FROM COUNCILORS AND ABOUT $3.1 MILLION AND ABOUT HUNTER SERVICES AND STUDENT SAFETY, THE MAJORITY IS FUNDEDWITH LEVY --S AND $6.5 MILLION. >>> THEN THE NEXT AREA OR EFFECTIVE USE OF RESOURCES ARE THR THREE AREAS AND TECHNOLOGY FUNDING AND SIMPLE MAJORITY FOR SCHOOL BONDS. SO OUR TECHNOLOGY, THE STATE PROVIDES LIMITED FUNDING FOR TECHNOLOGY. WE'RE REALLY REQUIRED AS A DISTRICT TO SUBMIT VOTERS FOR TECHNOLOGY FUND AND FOR FACILITY LIFE CYCLE FUNDS AND THAT'S COVERED UNDER THE FOUR LEVEL CAPITOL FUNDING THAT VOTERS RENEW THOSE FUNDS IN FEBRUARY. SO AGAIN, THE STATE THROUGH THE FUNDING OF WITH A THEY CALL MATERIALS, SUPPLIES AND OPERATING COSTS FUNDS ABOUT $4.3 MILLION AND MAYBE $155 PER PUPIL FOR TECHNOLOGY AND WE SPEND ABOUT $900 PER PUPIL OR $2,500 ANNUALLY. SO THE LOCAL LEVY FUNDS ABOUT 83% AND WE'VE HEARD THE 90S THAT INCLUDES THE FACILITY PORTION OF THE CAPITOL LEVEL, THAT LEVY FUNDS ABOUT 90% IN THE FACILITY
NEEDS. >>> SO THE OTHER PIECE IS THE INCREASE IN SCHOOL CONSTRUCTION FUNDING AND AS A GROWING DISTRICT, IT'S CREATED SIGNIFICANT DEMAND FOR OUR NEED FOR NEW FACILITIES AND CLASSROOMS AND THE STATE DOES RECEIVE STATE CONSTRUCTION FUNDING BUT REALLY ONLY TO REBUILD AGEING SCHOOLS. AND NO FUNDING FOR NO SCHOOLS AND THE STATE ARTIFICIALS CAPS THE COST PER SQUARE FEET AND ALLOCATED FOR LOCALLY AND ADEQUATE AND NO NEW SCHOOLS IN THE STATE QUALIFY FOR FUNDING. AND THERE'S BEEN NO EFFORT ON
MOVEMENT ON ANY EFFORTS SINCE EARLY 2005. >> AND YOU'VE SEEN ON PREVIOUS SLIDES AND THE STATE PROVIDES SIMILAR AROUND $238. IT'S ACTUALLY -- I WENT BACK AND LOOKED AT THIS, WE PROVIDE $238 PER STUDENT AND IT'S MULTIPLIED BY 28%.
AND THE REALITY IS THEY'RE PROVIDING STATE FUNDING IF THE PROJECT IS ELIGIBLE AND THE AVERAGE CONSTRUCTION COSTS CAN BE ANYWHERE FROM $350 TO $500 PER SQUARE FOOT.
AND WE'VE RECEIVED LIMITED FUNDING FROM THE STATE AND THAT'S WHY WE ASK OUR VOTERS

AND SO THE LEGISLATURE CREATED AS PART OF THE IN CLEARIEVILLE WHICH IS THE BENEFITS BOARD AND THEY BROUGHT ALL SCHOOL DISTRICTS ACROSS THE STATE A BENEFIT SO THE GOAL WAS TO SAVE MONEY AND THE PROGRAM BEGAN IN JANUARY OF 2020 AND THERE'S STILL A NUMBER OF OUTSTANDING ISSUES WITH THE NEW PROGRAM. AND IT'S RESPONSIBLE FOR EMPLOYEES -- UNDER SET CONTRACT EMPLOYEES ARE NOW ELIGIBLE UNDER THE WHOLE SAME BENEFIT AND THEY ARE NOT ELIGIBLE AND THE STATE DOES NOT PROVIDE ANY BENEFIT FOR SUBSTITUTE COST. SO THEY'VE ADDED NEW

MANY OF THEM TRANSITIONED INTO THE MIDDLE OF THE YEAR. AND MANY OF THEM TRANSITIONED AND I THINK IT WAS THREE TIMES LAST SCHOOL YEAR AND YOU KNOW WE THOUGHT WITH THE SUMMER, COVID RATES DECLINED,ING I BELIEVE WE WERE AT 20 CASES WERE 100,000 SINCE JULY FIRST AND DO YOU KNOW WHAT HAPPENS WITH JULY FIRST? WE'RE ON A DECLINE AGAIN AND WE HAD A HUGE SPIKE AND WE WERE BACK THE MITTED GATIE MITIGATING MEASURES AND THEY PILE INTO A JOB SO WHEN YOU'RE POURING INTO THE HEART AND SOUL AND WHETHER YOU'RE A TEACHER OR WORKING IN THE OFFICE. WHEN I THINK THAT WE HAVE HAD THREE SUPERINTENDENTS DURING YOUR YEAR AND A PANDEMIC AND ALL OF THE MULTIPLE COMPONENTS THAT HAVE TOSSED IN.
AND YOU DOVE IN WITH TWO FEET AND YOUR WORK WAS FORMED AND BEING INVOLVED WITH THAT WITH THE LATINO VIDEOS AND MAKING SURE IT'S REACHED OUT AND WE HOPE IT WILL CONTINUE TO BE ACTIVELY ENGAGED WITH THOSE ON THE COMMUNITY SIDE AS WELL. AND I JUST WANT TO HIGHLIGHT ALL OF THOSE COMPONENTS THAT YOU HAVE MADE IT IMPACTFUL AND I HAVE LEARNED MUCH FROM YOU AND HAVE GREATLY ENJOYED THAT TIME SO THANK YOU AND LOOK FORWARD TO CONTINUING IT IN DIFFERENT

AND I APPRECIATE THAT YOU HAVE BROUGHT THAT LENS WITH YOU EVERY DAY WITH YOUR WORK AS A BOARD MEMBER I COMMEND YOU FOR YOU BEING ABLE TO STEP INTO THIS ROLE AND TRY TO LEARN WHAT DOES IT EVEN MEAN TO WORK ON A BOARD. AND I APPRECIATE YOU GO ALL IN WHEN YOU DO SOMETHING AND I THINK EVEN THOUGH YOU MAY NOT BE ON THIS BOARD MOVING FORWARD, WE'RE GOING TO CONTINUE TO AFFECT CHANGE IN THIS COMMUNITY AND WE'RE GOING TO DO GREAT THINGS FOR KIDS.
AND ALL OF YOU OWE A DEBT OF GRATITUDE FOR EVERYTHING THAT YOU HAVE PROVIDED AND THE LEGISLATIVE WORK THAT YOU DID AND THE EFFORT TO TRY TO UNDERSTAND THE DETAILS AND REALLY PUSH THOSE FORWARD AND ADVOCATE FOR THOSE PIECES BECAUSE YOU KNEW IT WAS REALLY IMPORTANT FOR THE SYSTEM BUT THAT SYSTEM IS WHAT SUPPORTED STUDENTS.
YOUR COMMITMENT LAST YEAR TO DOING THE BEST FOR STUDENTS, YOU HELD THAT THROUGH THE ENTIRE PANDEMIC AS THE WHOLE BOARD DID. BUT JUST WANTED TO EXPRESS THAT YOU SERVED DUTIFULLY AND YOU SERVED WELL AND THANK YOU FOR EVERYTHING THAT YOU DID FOR THIS DISTRICT IN THIS COMMUNITY.
