WHEREAS LAKE WASHINGTON SCHOOL DISTRICT 87 SCHOOL COUNSELORS HELP STUDENTS REACH HER FULL POTENTIAL, AND WHEREAS SCHOOL COUNSELORS ARE ACTIVELY COMMITTED TO HELPING STUDENTS EXPLORE THEIR ABILITIES, STRENGTHS, INTERESTS AND TALENTS AS THESE TRAITS RELATE TO CAREER AWARENESS AND DEVELOPMENT. AND WHEREAS, SCHOOL COUNSELORS HELP PARENTS FOCUS ON WAYS TO FURTHER THE EDUCATIONAL, PERSONAL AND GROWTH OF THEIR CHILDREN.
WHEREAS, SCHOOL COUNSELORS WORK WITH TEACHERS AND OTHER EDUCATORS TO HELP STUDENTS EXPLORE THEIR POTENTIAL AND SET REALISTIC GOALS FOR THEMSELVES. AND WHEREAS SCHOOL COUNSELORS SEEK TO IDENTIFY AND UTILIZE COMMUNITY RESOURCES THAT CAN ENHANCE AND COMPLEMENT COMPREHENSIVE SCHOOL COUNSELING PROGRAMS AND HELP STUDENTS BECOME PRODUCTIVE NUMBERS OF SOCIETY. AND WHEREAS LAKE WASHINGTON SCHOOL DISTRICT HAS APPROXIMATELY 18,799 STUDENTS PARTICIPATING IN 102 DIFFERENT CAREER AND TECHNICAL AND COURSE OPTIONS TAUGHT BY 149 CAREER AND TECHNICAL EDUCATION OH TEACHERS.
THEREFORE, THE BOARD OF DIRECTORS DO HEREBY PROCLAIM FEBRUARY 1-28 AS CAREER AND TECHNICAL EDUCATION MONTH IN THE LAKE WASHINGTON SCHOOL DISTRICT.

OUR SCHOOL MEMBERS PLAY A VITAL ROLE IN SHAPING THE EDUCATION OF OUR STUDENTS IN THE FUTURE OF OUR COMMUNITY.
THEY WORKED TIRELESSLY BEHIND THE SCENE SPENDING COUNTLESS HOURS IN MEETINGS, STUDYING POLICY, FOCUSING ON BUDGET AND MAKING DIFFICULT DECISIONS THAT IMPACT OUR SCHOOLS AND OUR CHILDREN. DURING THIS MONTH WE TAKE THE TIME TO ACKNOWLEDGE THE DEDICATION AND HARD WORK OF OUR SCHOOL BOARD MEMBERS. THERE COMMITTED TO PROVIDING OUR STUDENTS WITH THEBEST EDUCATION AND TO ENSURING OUR SCHOOLS ARE SAFE AND NURTURING ENVIRONMENTS FOR EACH OF OUR STUDENTS. THE ROLE OF THE SCHOOL BOARD IS NOT EASY. THEY'RE FACED WITH COMPLEX ISSUES THAT REQUIRE KNOWLEDGE, SKILL AND THE ABILITY TO THINK CRITICALLY. THEY WORK CLOSELY WITH ADMINISTRATORS, TEACHERS, PARENTS AND COMMUNITY LEADERS TO MAKE DECISIONS THAT WILL AFFECT THE LIVES OF OUR STUDENTS FOR YEARS TO COME. I LIKE TO TAKE THIS OPPORTUNITY TO THANK OUR SCHOOL BOARD FOR THEIR SERVICE TO OUR DISTRICT.

SO AS YOU THINK ABOUT YOUR ROLE AS A SCHOOL BOARD MEMBER, ENSURING THAT THERE IS A SHARED VISION ACROSS OUR DISTRICT IS ONE OF THE PRIMARY ROLES THAT THE SCHOOL BOARD MEMBER HOLDS.
ENSURING THAT POLICY IS WRITTEN IN A SOUND MANNER THAT ADDRESSES ALL AREAS OF THE SCHOOL DISTRICT.
HIRING AND SETTING GOALSAND EVALUATING THE SUPERINTENDENT.
ONE OF YOUR PRIMARY RESPONSIBILITIES.
MONITORING AND EVALUATING THE FINANCIAL AND FISCAL HEALTH OF THE DISTRICT , COMMUNICATING WITH ALL STAKEHOLDER GROUPS AND ACTING AS A GOVERNANCE BODY. THAT LAST PIECE IS CRITICALLY IMPORTANT, BECAUSE ACTING AS A GOVERNANCE BODY MEANS YOU SPEAK AS THE VOICE OF ONE BODY. FIVE INDIVIDUALS COMING TOGETHER TO MAKE DECISIONS AND RECOMMENDATIONS FOR STUDENTS IN THIS COMMUNITY. AND SO, I JUST DOCUMENTED A FEW ACCOMPLISHMENTS OF THE SCHOOL BOARD THAT I WANTED TO CALL OUT TONIGHT. IN BACK-TO-BACK YEARS, YOU HAVE BEEN INDICATED AS BOARD OF DISTINCTION FOR THE YEAR 2021 AND 2022. WHAT THAT MEANS IS THIS BOARD HAS DEMONSTRATED THE WORK, THE SKILLS AND THE DEDICATION, SUCH THAT (NAME) DOES INDICATE THIS BOARD AS A BOARD OF DISTINCTION. SOMETHING THAT THIS BOARD HAS BEEN THINKING ABOUT AND TALKING ABOUT FOR YEARS AND WE FINALLY

SO THROUGH THE LEADERSHIP OF THIS BOARD, WE WERE ABLE TO DO THAT AND WE BENEFITED FROM THE VOICE OF STUDENTS PARTICIPATING IN OUR BOARD MEETINGS.
THE BOARD MONITOR OE-14. SO THE ADOPTION OF THE EQUITY POLICY. AND ACTUALLY MONITORING AND EVALUATING THE DATA THAT WAS GENERATED FOR THAT IS AN IMPORTANT PART, REALLY, I'M LOOKING FORWARD TO THE FUTURE OF THIS SCHOOL DISTRICT. YOU HAVE IMPLEMENTED GREATER AND GREATER AND MORE EFFECTIVE MONITORING PROCESSES OF THE POLICIES, KNOWING THAT THE BOARD'S CONNECTION TO THE GOVERNANCE OF THE SCHOOL DISTRICT IS THROUGH POLICY.

ANOTHER LIAISON WILL PRIMARILY BE SERVING OUR PORTUGUESE SPEAKING FAMILIES, OUR BRAZILIAN FAMILIES.
ANOTHER WILL SERVE OUR SPANISH AND LATINX COMMUNITIES OUR FOURTH LIAISON WILL BE SERVING OUR MULTICULTURAL COMMUNITIES AS WELL. THIS PERSON WILL HELP OUT IN EMPOWERING, ENGAGING, ORGANIZING AND ADVOCATING ON BEHALF OF OF OUR CULTURALLY DIVERSE POPULATIONS IN OUR DISTRICT. WE ARE FOCUSING ON THE COMMUNITIES (INDISCERNIBLE) EDUCATIONAL JUSTICE, COMMUNITIES OF COLOR AND OUR LINGUISTICALLY DIVERSE COMMUNITIES. RIGHT NOW WE HAVE 4 AND THEY ARE REPRESENTATIVE OF THE COMMUNITIES THAT HAVE BEEN EMERGING WITH A NEED LIKE THIS. BUT OVER THE YEARS, WE HOPE TO INCREASE AND BE ABLE TO SERVE ALL OF OUR COMMUNITIES.
A LIAISON IS ALSO AN ADVOCATE AND A GUIDE TO OUR FAMILIES THAT WOULD BENEFIT LEARNING HOW TO NAVIGATE THE SCHOOL SYSTEM.
THEY CONNECT FAMILIES TO COMMUNITY RESOURCES AND THIS IS THE MOST IMPORTANT PART -- THEY ARE A CULTURAL BROKER.
WHAT WE MEAN BY THAT IS THEY ARE BROKERING THE RELATIONSHIP AND THE KNOWLEDGE AND THE EXPERTISE THAT THEY HAVE WITHIN THEIR COMMUNITY TO BUILD THE CAPACITY OF OUR DISTRICT STAFF AND LEADERS. BUT THEN, THEY ARE ALSO USING THOSE RESOURCES AS WELL TO HELP OUR FAMILIES AS WELL.
IN THAT PROCESS, THEY ARE BUILDING THE CAPACITY OF OUR FAMILIES AS WELL. SO BOTH SIDES ARE LEARNING FROM EACH OTHER AND THEY ARE BENEFITING FROM THAT RELATIONSHIP. AND OVERALL, WHAT IS IMPORTANT IS THAT THEY ARE A TRUSTED MEMBER OF THE COMMUNITY.

BUT ALSO CONNECTED BACK TO WHAT ARE WE INTERESTED IN, AS A BOARD SUPERINTENDENT PARTNERSHIP? AND SO, I BRING THIS PICTURE TO YOU BECAUSE IT WAS SENT TO ME VIA EMAIL FROM A GROUP OF STUDENTS. AND SO, THIS WAS SENT TO ME BY A CREATIVELY COOL IS THE TEAM NAME, THE FIRST LEGO TEAM NUMBER 56903, COMPRISED OF BOTH STUDENTS FROM ELEMENTARY AND MIDDLE SCHOOL.
THIS INNOVATION, THEIR PROJECT IS REALLY ABOUT RECHARGEABLE ELECTRIC CONCEPTS, WHICH CAN MAKE ENERGY WITH MOVEMENT IN

SO I EMAILED THIS TEAM BACK.
I SAID I WOULD SHARE IT WITH BRIAN BUCK AND BARBARA POSTHUMUS. I TALKED ABOUT TAKING THE CONCEPT AND THEN, WHAT YOU HAVE TO DO WITH THE CONCEPT? YOU ACTUALLY THEN HAVE TO TURN IT INTO, YOU KNOW, A PROTOTYPE.

SO I WANTED TO BRING THIS AS ONE OF THE PIECES OF MY REPORT TONIGHT. I WAS REALLY GLAD THEY SHARED IT WITH ME VIA EMAIL. THAT I GOT A CHANCE TO CONNECT WITH THEM AND THANK THEM FOR THEIR IDEA.
I ALSO WANTED TO SHARE WITH YO , FOR THE SECOND YEAR IN A ROW, WE HAD A NUMBER OF STUDENTS FROM LAKE WASHINGTON HIGH SCHOOL WORK WITH ONE OF OUR LOCAL SENATORS, (NAME), ON SENATE BILL 5171. I GOT A CHANCE TO TALK WITH MIKE DAWSON, ONE OF THE TEACHERS THAT WAS WORKING WITH THE STUDENTS AROUND WHAT THEY WERE FOCUSED ON.
AND REALLY, THE BILL FOCUSES ON WHAT THEY CALL PRICE DISCRIMINATION. AND THE IDEA THAT IF YOU GO TO A STORE AND YOU ARE BUYING A CHILDREN'S BACKPACK AND ONE IS PINK AND ONE IS BLUE, AND THEY ARE MADE UP OF THE SAME MATERIALS AND THE SAME DESIGN IN THE SAME ZIPPER -- WHY IS ONE, POTENTIALLY, 25, 30 PERCENT MORE THAN THE OTHER? THEY HAD ALL SORTS OF DIFFERENT AREAS WHERE THEY WERE CONCERNED THAT THERE WAS PRICE DISCRIMINATION.

AND SO, I JUST WANT TO COMMEND THESE STUDENTS FOR BRINGING SOMETHING FORWARD TO THE LEGISLATIVE PROCESS.
LAKE WASHINGTON HIGH SCHOOL, I APPRECIATE THEM REALLY SUPPORTING OUR STUDENTS IN THIS ADVOCACY.
I ALSO APPRECIATE SENATOR (NAME).
THIS IS THE SECOND BILL, I BELIEVE, FROM LAKE WASHINGTON HIGH SCHOOL THAT SHE HAS BROUGHT FORWARD.
MAYBE THIRD, ACTUALLY, NOW THAT I THINK ABOUT IT.
JUST HER WILLINGNESS TO ENGAGE WITH STUDENTS.
BECAUSE SHE SEES A GREAT VALUE IN ENSURING THAT STUDENTS UNDERSTAND THE PROCESS AND THE VALUE OF THE PROCESS AS WE WANT TO SHAPE CONDITIONS FOR OUR STATE.
SO KUDOS TO OUR LAKE WASHINGTON HIGH SCHOOL STUDENT STAFF AND OUR LOCAL SENATOR. NEXT, I WANT TO SHARE WITH YOU THREE ATHLETIC HIGHLIGHTS. FIRST I WANT TO SHARE WITH YOU LAKE WASHINGTON HIGH SCHOOL GIRLS BASKETBALL TEAM IS CURRENTLY RANKED FIRST IN 3A. OBVIOUSLY A VERY IMPRESSIVE FEAT AND KUDOS TO THAT TEAM. AND EASTLAKE HIGH SCHOOL GIRLS ARE RANKED SEVEN IN 4A RIGHT NOW IN BASKETBALL.
SO BOTH SCHOOLS AND TEAMS ARE TO BE COMMENDED.
ALSO WANT TO RECOGNIZE THAT AVA SCHMIDT, A SENIOR AT EASTLAKE HIGH SCHOOL, IN WEEK 16 OF THE SEASON WAS NOTED AS ONE OF THE ATHLETES OF THE WEEK. JUST YOU KNOW, I EMAILED AVA TODAY TO LET HER KNOW I WOULD BE SHARING THIS WITH YOU.

SO I HAVE BROUGHT FORWARD THAT PRESENTATION WITH SOME ADDITIONS. WHILE I'M NOT GOING TO GO OVER EVERY SINGLE SLIDE IN DETAIL, THOSE OF YOU INTERESTED CAN GO BACK TO THE NOVEMBER -- OR COMMUNITY, IF YOU ARE INTERESTED CAN GO BACK TO THE NOVEMBER PRESENTATION.
BUT THE PRIORITY AREAS THAT THE BOARD APPROVED, WE HAVE FOUR AREAS OF PRIORITY AND FOCUS -- SPECIAL EDUCATION, CONSTRUCTION FUNDING, TRANSPORTATION AND STAFFING.
THESE AREAS ARE ALIGNED WITH OUR MISSION VISION AND BOARD VALUES. ONCE THESE PRIORITIES ARE ADOPTED, WE MEET WITH OUR LEGISLATORS AT THE BEGINNING OF EACH SESSION. THE LEGISLATIVE SESSION BEGAN JANUARY 9, SO WE ARE JUST STARTING THE THIRD WEEK.ND THEY HAVE ALREADY -- ALMOST A THOUSAND BILLS HAVE BEEN INTRODUCED -- NOT JUST RELATED TO EDUCATION, BUT OVERALL WITHIN THE FIRST 12 DAYS. SO THEY ARE VERY BUSY (LAUGHING). SO WE WILL BE TALKING WITH YOU ABOUT SOME OF THOSE. OUR FIRST AREA OF PRIORITY WAS SPECIAL EDUCATION. JUST A REMINDER THAT WE HAVE A SIGNIFICANT FUNDING GAP IN BETWEEN WHAT THE STATE FUNDS AND WHAT IT ACTUALLY COSTS TO RUN AN ADEQUATE SPECIAL EDUCATION PROGRAM. WE HAVE A FUNDING GAP OF OVER 22 MILLION. OUR PLATFORM TALKS ABOUT FULLY FUNDING SPECIAL EDUCATION, INCREASING THE FUNDING FACTOR AND SIMPLIFYING THE SAFETY NET PROCESS.
SO THERE ARE -- AGAIN, I WON'T READ THIS SLIDE.
JUST A SLIGHT ABOUT THE DETAILS.
THESE ARE THE BILLS THAT RIGHT NOW WE ARE KEEPING AN EYE ON.
THE BILLS ARE IN THREE MAIN AREAS.SOME ARE QUALIFICATIONS, INCREASES IN THE PER-PUPIL FUNDING AND TIMING FOR SAFETY NETS. AREAS THAT WE HAVE BEEN ASKING FOR. SO THAT IS GOOD.
THE NEXT AREA IS CONSTRUCTION FUNDING.OUR PRIORITIES WERE

AROUND THE SIMPLE MAJORITY WILL STOP THE CONSTRUCTION FUNDING FORMULA AND PRIORITIZING FUNDING RELATED TO SUSTAINABLE DESIGN AND CONSTRUCTION OF SCHOOL BUILDINGS.THIS SLIDE SHOWED OUR BOND APPROVAL WRIT: RATINGS RELATED TO THE SIMPLE MAJORITY. THIS SLIDE TALKED ABOUT THAT WE AREN'T REALLY GETTING CONSTRUCTION FUNDING ON NEW SCHOOLS FOR OUR GROWTH. WE ONLY GET SOME STATE FUNDING FOR REBUILDING AGING SCHOOLS, AND THAT FUNDING IS SIGNIFICANTLY LOWER THAN THE ACTUAL COST.
SO SOME CONSTRUCTION BILLS THAT WE ARE PAYING ATTENTION TO COME IN FOUR AREAS. AGAIN, THE SIMPLE MAJORITY BILL. THERE IS A CLEAN BUILDING ENERGY PERFORMANCE BILL, A BILL RELATED TO CONSTRUCTION PLANS AND JUST SOME ACCOUNTING REQUIREMENTS.
THOSE ARE SOME OF THE KEY AREAS OF THOSE BILLS.
IN THE AREA OF TRANSPORTATION, THE LEGISLATIVE PLATFORM WAS FULLY FUND THE COSTS OF TRANSPORTATION, UPDATE THE FUNDING FORMULA FOR TRANSPARENCY AND PREDICTABILITY, AND DEVELOP FUNDING MODELS FOR ELECTRIC VEHICLES. THE AND JUST A REMINDER, THE STATE ONLY FUNDS RIGHT NOW 84 PERCENT OF OUR TRANSPORTATION COSTS. THE DISTRICT HAS APPLIED FOR GRANTS FOR ELECTRIC VEHICLES, BUT WE HAVE NOT BEEN AFFORDED THOSE GRANTS AT THIS TIME. IN THE COST OF PURCHASING ELECTRIC VEHICLES SIGNIFICANTLY EXCEEDS ANY STATE FUNDING THAT WE WOULD RECEIVE. SO A FEW BILLS THAT ARE OUT THERE RELATED TO TRANSPORTATIO .
REALLY, TWO MAIN AREAS -- THE TRANSPORTATION FUNDING MODEL THAT INCREASES FUNDING. AGAIN, THAT IS GOOD NEWS.
AND THERE IS A BILL ON ELECTRIC SCHOOLBUS REQUIREMENTS, ALTHOUGH IT IS AGAIN CONTINUOUSLY A GRANT PROGRAM.
SO THERE IS NO GUARANTEED FUNDING.
SO IN THE AREA OF STAFFING, THE LEGISLATIVE PLATFORM CONTINUES TO FOCUS ON INCREASING STAFFING ALLOCATIONS PROTOTYPICAL MODELED TO CLOSE THAT GAP BETWEEN WHAT IS ACTUALLY REQUIRED TO RUN A SCHOOL DISTRICT.
AND THEN, INCREASING FUNDING FOR SUBSTITUTES AND ANY COMPENSATION RECOMMENDATIONS TAKING INTO ACCOUNT THE IMPACT ON LOCAL LEVY FUNDS. AGAIN, THIS IS DETAILS ABOUT THE PROTOTYPICAL MODEL THAT STAFFING ENRICHMENT WORKGROUP FOCUSED ON. THIS IS A CHART SHOWING LEGISLATURE LAST YEAR PROVIDED SOME FUNDING FOR THE PROTOTYPICAL MODEL. THEY DO NOT FULLY FUND THE COST OF SUBS.

WE HAVE A NEW GOVERNMENT RELATIONS LIAISON, HER NAME IS CAITLIN (NAME).IN JANUARY. IT IS BEEN FUNDED IN THE BUDGET FOR A FEW YEARS. WE HAVE FINALLY BEEN ABLE TO IMPLEMENT THAT. AND SO, WE ARE MONITORING BILLS AND UPCOMING HEARINGS ON A DAILY BASIS.
ADMINISTRATORS AND SIRI, TODAY, TESTIFIED -- WE'VE TESTIFIED ON OVER 10 BILLS SO FAR JUST WITHIN THE LAST TWO WEEKS.
WE ARE CONTINUING TO PROVIDE FOLLOW-UP AS NEEDED VIA EMAIL OR ADDITIONAL MEETINGS. WE HAVE REGISTERED FOR THE LEGISLATIVE CONFERENCE IN OLYMPIA THAT HAPPENS LATER IN FEBRUARY.
