Recognitions] HEARING ON, MOTION CARRIES. HEARING ON THE MOTION IS A RECOGNITION AS IT IS THE SCHOOL LIBRARY MONTH AND DIRECTOR LALIBERTE IF YOU CAN PLEASE READ THE PROCLAMATION. >> SCHOOL LIBRARIES PROVIDE MATERIALS FOR TEACHERS AND STUDENTS THAT WILL ENCOURAGE GROWTH AND KNOWLEDGE AND WERE AS THE SCHOOL LIBRARY MEDIA SPECIALIST ROLE IS TO PROVIDE LEADERSHIP AND EXPERTISE NECESSARY TO ENSURE THE LIBRARY PROGRAM WAS AN INTEGRAL PART OF THE INSTRUCTIONAL PROGRAM OF THE SCHOOL AND WHERE IS SCHOOL LIBRARY'S PROVIDE MATERIALS AND IN THE CONTRIBUTIONS TO THE AMERICAN AND WORLD HERITAGE CULTURE AND WHERE IS THE SCHOOL LIBRARY CONTRIBUTES TO THE INDIVIDUAL GROWTH ACKNOWLEDGMENT OF EXCELLENCE AND EQUITY OF EDUCATION AND THEREFORE WE THE MEMBERS OF BOARD OF DIRECTORS HEREBY PROCLAIM APRIL 2023 AT SCHOOL LIBRARY MONTH AND LAKE [D. Audience Participation] WASHINGTON SCHOOL DISTRICT. >> WONDERFUL, THANK YOU SO MUCH. THE NEXT ITEM ON THE AGENDA'S PUBLIC COMMENT, AS I STATED BEFORE THE BOARD OF DIRECTORS OF LAKE WASHINGTON WELCOMED THE PUBLIC TO A BUSINESS MEETING OF THE BOARD AND WE ENCOURAGE COMMUNITY ENGAGEMENT WE DEDICATE 30 MINUTES TO HEAR FROM THE PUBLIC FROM PUBLIC, HEARING THIS EVENING WE HAVE A SIGNIFICANT NUMBER OF PEOPLE SIGNED UP IN REGARDS TO MULTIPLE DIFFERENT TOPICS WE WILL EXTEND THAT TIME AND WHAT I WOULD LIKE TO REQUEST AS YOU COME FORWARD AND TO DO YOUR PUBLIC, WE GIVE YOU THREE MINUTES FOR YOUR TIME AS WELL AS TO NOT DUPLICATE OTHER COMMENTS THAT WERE MADE PRIOR SO THAT WAY WE CAN MOVE THROUGH AND WE HAVE A FULL AGENDA AS WELL FOR OTHER DECISIONS, I WANT TO GIVE EVERYBODY THE OPPORTUNITY TO SPEAK. WITH THAT WE'RE GOING TO GO AHEAD AND GET STARTED. THE FIRST PERSON THAT I HAVE SIGNED UP THIS EVENING IS JANICE RICHARDSON, OKAY WE WANTED TO CONFIRM. THE NEXT PERSON IS BEING WAYNE. PLEASE COME FORWARD YOU HAVE THE MICROPHONE IF YOU HAVE WRITTEN COMMENTS PLEASE FEEL FREE TO HAND THOSE TO THE BOARD OR TO TERESA HARDING AND TAKE THIS AND MAKE SURE WE GET A COPY WITH THEM. THANK YOU, GO AHEAD. >> SHE'S WORKING ON THIS AND WE GOTTA GET YOUR MICROPHONE ON. COULD YOU TAP THE MICROPHONE PERFECT THANK YOU SO MUCH FOR GIVING ME THE OPPORTUNITY TO SPEAK. I'M HERE TO CALL THE BOARD ATTENTION TO THE STANDARD TO PRIVATE SCHOOL ON THE PROGRAM AND I SENT AN E-MAIL TO THE RECENT RESIDENT AND THE DOCTOR AND ESPECIALLY WHEN CONSIDERING THE STUDENTS AND TO SPEND AMOUNT OF THE TIME AND AFTER HE CAME BACK HE STRUGGLED WITH ENGLISH BUT A PROPHET SCHOOL IN THE PUBLIC RECORDED BUT INSTEAD [00:05:04] SPEND AN AMOUNT OF TIME IN THE TUTORS TO HELP THEM TO INCLUDE HIS ANGUISH. WE DON'T KNOW WHERE TO SEEK HELP BECAUSE WERE NOT PART OF THAT LOCATION SYSTEM AND I DON'T KNOW THIS MAY BE OBVIOUS TO A LOT OF PEOPLE HOMESCHOOLED BUT WE DON'T KNOW THAT. AS A RESORT FOR THE STUDENTS LIKE US IS NOT TO CONSIDER. I SELECT THE BAR TO RECONSIDER IN THE PROCESS FOR THE STUDENTS IN MY SONS AND ALL THE OTHERS. THAT IS ALL. >> WONDERFUL, THANK YOU SO MUCH. THE NEXT INDIVIDUAL I HAVE SIGNED UP HIS DENNIS KEIRA. >> HOW ABOUT NORAH KEIRA, NEIL YEAR? OKAY. IF THEY HAPPEN TO SHOW UP, PLEASE LET ME KNOW AND WE WILL FIGURE OUT HOW TO WORK WITH THAT. THE NEXT INDIVIDUAL IS [INAUDIBLE]. WELCOME. >> THANK YOU FOR LETTING ME SPEAK TODAY. WE NOTICED SCHOOL LUNCHES ARE HIGHLY PROCESSED AND RICH IN SODIUM AND ADDED SUGARS WE WOULD LIKE THE DISTRICT TO PUT MORE MONEY AND LUNCHES SOAKING SKINNY HEALTHIER AND HAVE BETTER QUALITY FOOD THIS WILL HAVE MANY BENEFITS THAT WE WILL TALK ABOUT. >> WHAT STUDENTS EAT FOR LUNCH AFFECT THEIR PERFORMANCE BUT ACCORDING TO THE FOOD AND DRUG ADMINISTRATION MANY KIDS FALL SHORT ON GETTING THE IMPORTANT NUTRIENTS IS A NEED TO HAVE A HEALTHY DIET, STUDIES SHOW KIDS ON AVERAGE EAT LOTS OF PROCESSED FOODS IF THIS IS THE CASE THEN CURRENT ELEMENTARY SCHOOL LUNCHES ARE NOT HELPING THE SITUATION. MOST SCHOOL LUNCHES ARE HIGHLY PROCESSED AND CONTAIN HIGH LEVELS OF SODIUM IN THE FOOD AND DRUG ADMINISTRATION RECOMMENDS NUMBER THEN 5800 MILLIGRAMS OF SODIUM A DAY FOR KIDS. SCHOOL PASTA IS OVER 1000 MILLIGRAMS OF SODIUM PER CUP, STUDENTS HAVE BREAKFAST, DINNER AND SNACKS AND MOST LIKELY GO OVER THE RECOMMENDED LIMIT JUST BY GETTING SCHOOL LUNCH. >> ON THE OTHER HAND ARE SCHOOLS SERVE PIZZA EVERY DAY AND UNFORTUNATELY SOME STUDENTS GET PIZZA FIVE DAYS A WEEK, THIS PIZZA INCLUDES HIGH LEVELS OF SATURATED FAT AND SODIUM WHICH DOES NOT MAKE A HEALTHY FOOD CHOICE, ANOTHER CONCERN IS DRINKS, CHOCOLATE MILK TO BE EXACT, HAS EXACTLY 22 GRAMS OF ADDED SUGAR. THE RECOMMENDED AMOUNT OF ADDED SUGAR PER DAY IS 25 GRAMS. IF KIDS HAVE CHOCOLATE MILK DAY AFTER DAY, IT IS ALMOST CERTAIN THAT THEY WILL PASS THE HEALTHY LIMIT. IF WE CHANGE THE MENU ITEMS KIDS WILL HAVE BETTER CONCENTRATION AND ENERGY WITH A HEALTHY AND BALANCED MEAL, HEALTHY LUNCH OPTIONS WILL ALSO GIVE KIDS A BETTER BRAIN FUNCTION. THE. WE WOULD LIKE TO PROPOSE THE IDEA OF AROUND THE WORLD LUNCHES FOR EACH DAY OF THE WEEK CAN BE A DIFFERENT FOOD. FOR EXAMPLE ON CHINESE DAY THE SCHOOL COULD SERVE DUMPLINGS, NOODLES AND SPRING ROLES AND ON INDIAN DAY THEY COULD SERVE CURRIES AND BUTTER CHICKEN, WHAT THIS WILL HELP KIDS OUT OF THEIR COMFORT ZONE, KIDS LIKE TO EAT, HEALTHY WILL GIVE THEM BETTER CHOICES IF THEY BUY A LUNCHEON NOT JUST PIZZA EVERY DAY BECAUSE IT MAY BE THE ONLY THING THAT THEY LIKE THAT THE SCHOOL PROVIDES. ALL IN ALL THE SCHOOL NEEDS TO SERVE BETTER FOOD OPTIONS SO STUDENTS CAN BE AND FEEL THEIR BEST. THANK YOU, THAT IS ALL. >> MAY I ASK A FAVOR OF YOU COULD EACH OF YOU TELL US YOUR NAMES SO WE KNOW WHO EACH ONE OF YOU ARE. >> I SIGNED UP MYSELF I AM [INAUDIBLE], THIS IS ALINA AND STELLA. I SIGNED US ALL UP BECAUSE WE SPLIT EXACTLY INTO THREE MINUTES. >> WONDERFUL, THANK YOU SO MUCH. APPRECIATE THAT. [00:10:06] >> THE NEXT INDIVIDUAL I HAVE SIGNED UP IS ANDRE. >> AT FIRST I WOULD LIKE TO ACKNOWLEDGE I TOTALLY SUPPORT THE POSITION. IT WOULD BE GREAT IF THIS IS SIMPLE MENTOR. FOR MY OWN TOPICS. >> REAL QUICKLY IF WE COULD PULL THE MIC UP CLOSER WE COULD HEAR YOU. >> SORRY. I HAVE TWO TOPICS I WILL START WITH ONE C5 TIME OR ANOTHER. I AM SPEAKING ON BEHALF OF DISTRICT VARIANCE WHOSE CHILDREN ARE IN MIDDLE SCHOOL QUEST OR DURING THE PROGRAM I STARTED THE DISTRICT PROPOSED DISCONTINUED WITH SELF-CONTAINED SCIENCE CLASSES IN MIDDLE SCHOOL QUEST STARTING THE NEXT SCHOOL YEAR THAT'S COMING. THREE DEEPLY DISAPPOINTED IN THIS YEAR AND THEY NEED TO PROGRESS THROUGH THE CURRICULUM IN THE PACE WITH ARTIFICIALLY IMPOSED LIMITS. WE WOULD LIKE TO MIND IN THE STATE WITH ENHANCED INSTRUCTION IS LEGALLY CONSIDERED TO ACCESS TO BASIC COMMUNICATION THE PROGRAMS OFFICE HAS CALLED SCIENCE AS NOT BEEN A SUBJECT WITH THE DIFFERENT SERVICES AND INTEGRATION FOR STUDENTS IN THE PROGRAM WITH THEIR NONPROGRAM PEERS AS SOME OF THE REASON FOR CHANGE WE STRONGLY DISAGREE IT'S UNREASONABLE TO ASSUME THAT CHILDREN WHO WORK ON THE 90TH AND 99% OF NATIONWIDE OF ELIGIBILITY EXCESS ONCE WITHOUT FAIL THE SCIENCE TEST OF INTRODUCED. AND FOR OUR CHILDREN AND PARTS OF THE SIGNIFICANT BENEFITS THAT THE PROVEN ON HIGHLY CAPABLE STUDENTS ARE GROUPED TOGETHER WITH LIKE-MINDED PEERS THIS EXTENT PAST THE ACADEMIC EQUALLY IMPORTANT SOCIAL AND EMOTIONAL BENEFITS, THE QUEST TO ADVANCE TO THE CURRICULUM ALL THE WAY TO COLLEGE STATUS AND GET A HEAD START OF THE POTENTIAL OF FUTURE MAJOR AND ITSELF FOR THE UNIQUE NEEDS OF STUDENTS BEYOND GENERATION, IT'S ALSO FROM RECOMMENDATION OF THE NATIONAL INSTITUTION OF THE CHILDREN, WE BELIEVE THIS TRUSTED CHANGE IN HIGHLY CAPABLE EDUCATION AT THE MIDDLE SCHOOL IS NOT SUPPORTED BY THE COMMUNITY. WE URGE THE PROGRAMS OFFICE TO REINSTATE SCIENCE, SELF-CONTAINED CLASSROOM OF MIDDLE SCHOOL QUEST AND FEMINIST EXPERIENCES AND EXPECTATIONS IN SUPPORT OF OUR GOAL, THANK YOU. >> THANK YOU. >> I ASSUME I DON'T HAVE TIME FOR ONE MORE. >> WAS THAT THREE MINUTES, I DID NOT SEE THE SIGN. >> GO AHEAD. >> NOW I'M ACTING ON BEHALF OF MANY MIDDLE SCHOOL PARENTS AT THE LAST BOARD MEETING THE DISTRICT HAS ADOPTED A NEW START TIME FOR THE COMING SCHOOL YEAR WITH THE GOAL FROM THE LEGAL TEAMS FOR HIGH SCHOOLERS. UNFORTUNATELY INSTEAD OF THE HOLISTIC LEVEL THIS SHIPS FROM MIDDLE SCHOOL STUDENTS WHO WILL NOT HAVE TO WAIT UP 40 MINUTES EARLY THAN THE HIGH SCHOOL PEERS AND STUDENTS OF TWO HOUR OF SLEEP COMFORT ACCORDING TO THE GUIDELINES, JOHN HOLMAN SAID THE RESEARCH FOR THE CHANGE WAS COMPARED AND UNCLEAR ON THE BENEFITS FOR HIGH SCHOOL EXCELLENCE. AND FORTUNATELY HE DID MENTION THAT ALMOST ALL OF THIS TO JUSTIFY ADVOCATES FOR LATER START TIMES INSUFFICIENT SLEEP FOR ALL ADOLESCENTS AGE 10 - IN 19 ON BOTH HIGH STUDENTS. ONLY THE U.S. MEDICAL AUTHORITIES OF SLEEP MEDICINE AND IN THE MEDICINE AND STATEMENTS THAT DIPLOMATS START TIMES NO AREA THAN 8:30 A.M. FOR BOTH MIDDLE AND HIGH SCHOOLS, WHEREAS NONE OF THE START TIMES CAN READING. HELD BY THE INCOME MEDIA THOSE MENTIONED EXCLUSIVELY WHO TALKED ABOUT MIDDLE SCHOOLERS SPECIFICALLY ONLY FOR THOUGHTS LESS THAN 2% ENTERTAIN FOR WHERE TO START WITH THIS GROUP. IN THE SECOND ONE LESS THAN 1% OF THOSE PREFERRING OPTION ONE [00:15:03] AND NEAR THAT TIME FOR MIDDLE SCHOOLS MOST OF BECAUSE OF OTHER SCHOOL ACTIVITIES THE MAJORITY OF THE CORRESPONDENCE JUSTIFIED THEIR PREFERENCE FOR OPTION ONE AND ELEMENTARY START TIMES. MORE THAN 1300 DISAPPOINTMENTS IF YOU SUM UP THE BUCKETS FOR SUPPORTS, NO CHANGE IN EITHER OPTION OUTNUMBERED THOSE IN EITHER OF THE PROPOSALS. WITH BOTH COMMUNITY OPINION SUPPORT THE REASONABLE START TIME FOR ALL AGE GROUPS WE URGE DOCTOR HOME AND AND THE BOARDS TO ADHERE TO THE GUIDING PRINCIPLES OF DOING WHAT IS BEST FOR STUDENTS IN THE DISTRICT'S PRIORITIES WITH THE FOCUS ON EQUITY AND WELL-BEING. AND RATHER THAN A PLUMMETING THE IMPLEMENTING UNSUSTAINABLE OPTION IN ONE OF THE AGE GROUPS IN EQUITABLE SOLUTION WITH ALL STUDENTS. ON THE PRACTICAL NOTE WE HAVE SOME SUGGESTIONS TO THE BOARD WHICH THE OPTIONS OF THE BOARD AND COMMUNITY ON THE STADIUM, PLEASE NO AS MIDDLE SCHOOL FEMINIST ARE NOT SO HAPPY WE WANT EQUITY AND SOCIALLY FOR ALL. THANK YOU. THE NEXT INDIVIDUAL SIGNED UP AS KATIE WHITE. >> THANK YOU. ESTEEM BOARD MEMBERS I TEACH AT RIVER VALLEY ONLINE SCHOOL OR SERVICE, WE WERE INFORMED LAST WEEK THAT WERE BEING CUT FOR BUDGET REASONS, THIS IS INEQUITABLE AND WILL HARM HUNDREDS OF STUDENTS AND FAMILIES IN OUR COMMUNITY BUT SINCE THE JUSTICE JUSTIFICATION IS FISCAL I WANT TO USE MY TIME SOLELY TO DISCUSS THE BUDGET CLAIM. LET ME SPEAK IN BUSINESS TERMS. ACCORDING TO FORBES IT TAKES 1.S TO TURN A PROFIT. THEREFORE IT MAKES NO SENSE TO CUT US AFTER ONE SEMESTER BECAUSE WERE NOT YET BUDGET NEUTRAL. WE HAVE BEEN GIVEN A CHANCE TO ESTABLISH A CUSTOMER BASE. OUR ENROLLMENT IS INCREASING BY 20 - 25% EVERY SCHOOL QUARTER. HE WOULD SHUT DOWN A BUSINESS WITH THAT KIND OF GROWTH RATE. IT IS VIRTUALLY INEVITABLE THAT OUR ENROLLMENT FUNDING WILL SOON COVER OUR EXPENSES. LW SD HAS SAID THEY HAVE AN INTEREST IN REOPENING AN ONLINE PROGRAM IN A FEW YEARS. WHY WOULD WE GO TO THE STARTUP COST OF HIRING, TRAINING AND ADVERTISING ALL OVER AGAIN THAT WOULD DRAIN THE BUDGET MORE THAN JUST STAYING OPEN. THERE ARE MANY WAYS THE DISTRICT HAS NOT TAPPED INTO OUR POTENTIAL TO SAVE THE MONEY. ONE OF HER TEACHERS COULD EASILY COVER EVERY SINGLE CREDIT RECOVERY CLASS IN THE DISTRICT RATHER THAN HOLDING A SEPARATE PROGRAM EVERY SCHOOL. WE SOLVE OVERCROWDING AND SCHEDULING NIGHTMARES JUST BY EXISTING SAVING COUNTLESS HOURS FOR COUNSELORS AND SCHOOL SUPPORT STAFF. MANY PEOPLE DON'T REALIZE WE OFFER DUAL ENROLLMENT SO STUDENTS CAN TAKE THE IN PERSON CLASSES THAT THEY WANT WHILE REDUCING OVERCROWDING IN COURT CLASSES THIS IMPROVES THE STUDENT EXPERIENCE WHILE ALSO SAVING ON REMEDY PAYMENTS TO OVERBURDEN IN PERSON TEACHERS. ADDITIONALLY WE ALREADY HAD PLANS TO HELP BALANCE OUR BUDGET WE HAD AN 18 MONTH PLAN TO REDUCE SPENDING BY PHASING OUT THE CURRICULUM PROVIDER THAT THE DISTRICT CHOSE FOR US. IF NECESSARY WE ARE PREPARED TO SHORTEN THE TIMELINE BUT WERE ALSO PREPARED TO PURSUE GRANTS AND TECH PARTNERSHIP TO INCREASE THEIR FUNDING. LASTLY OUR SCHOOLS DEFICIT IS SMALLER THAN YOU MIGHT THINK IN THE FIRST PLACE. WE ARE NOT TALKING ABOUT MILLIONS OF DOLLARS. I DEFICIT COULD NOT COME CLOSE TO BUYING A HOUSE IN REDMOND. YOU LOSE FUNDING BY LOSING STUDENTS AND MOST OF OUR STUDENTS WILL NOT COME BACK TO THE DISTRICT WITHOUT SERVOS. THE BUDGETARY ARGUMENT FOR CUTTING OUR SCHOOL IS INVALID. YOU WILL HEAR THEM FOR THE WRITTEN AND SPOKEN, WHY IT WOULD ALSO BREAKER DISTRICT COMMITMENT TO EQUITY AND STUDENT SUCCESS. I DON'T KNOW IF I HAVE ANY CHANCE OF CHANGING THE MINDS. YOU MIGHT CONSIDER THIS DECISION FINALIZE. PLEASE NOTE THE DISTRICT WILL BE LOSING INCREDIBLE STUDENTS AND FAMILIES, THE DECISION DOES NOT MAKE SENSE FISCALLY, ETHICALLY OR ACADEMICALLY. OUR COMMUNITY DESERVES TO KEEP SERVOS. [00:20:02] I HOPE YOU WILL RECONSIDER SHUTTING IT DOWN BEFORE YOU'VE GIVEN A CHANCE TO SUCCEED. THANK YOU. >> THANK YOU. OUR NEXT INDIVIDUAL SIGNED UP HIS EMILEE CLEARED. >> GOOD EVENING. I AM EMILEE CLOWARD I'M ALSO A TEACHER AT THE ONLINE SCHOOL. AS KATIE HAS ALREADY COVERED THE PHYSICAL ASPECT I AM HERE TO COVER THE HUMAN ASPECT FOR OUR FAMILIES AND OUR STUDENTS THAT WE SERVE AT THE ONLINE SCHOOL. AS WELL AS A TEACHER I'M A MOTHER TO FOUR CHILDREN THREE HUMOR TEENAGERS WHICH IS THE DEMOGRAPHIC THAT ARE SCHOOL SERVES AND I'M KEENLY AWARE OF THE STRUGGLES AND CHALLENGES THAT OUR STUDENTS AND CHILDREN ARE FACING RIGHT NOW. AS EDUCATORS WE STRIVE TO MAKE DATA-DRIVEN DECISIONS AND WE WORK COLLECTIVELY AND COLLABORATIVELY TO TRY TO COME TO SOME SORT OF MUTUAL MEETING GROUND WHERE EVERYONE CAN SUCCEED AND WE WORKED TIRELESSLY WITH ONLINE SCHOOL DOING THAT. LAKE WASHINGTON SAYS IS COMMITTED TO ENSURING INCLUSIVE, EQUITABLE WELCOMING SAFE SCHOOL ENVIRONMENT WHICH ALL STUDENTS ARE SEEN, HEARD AND VALUED. THE RECENT ANNOUNCEMENT TO SHUTTER THE ONLINE SCHOOL IS NOT IN ALIGNMENT WITH THE STATEMENT NOR WITH THE DISTRICT'S VALUES. I'VE BEEN ASKED TO SHARE STATEMENTS FROM OUR FAMILIES AND STUDENTS WHO CAN'T BE HERE BECAUSE OF THE SHORT NOTICE THEY ARE AWARE THEY COULD SUBMIT COMMENTS BUT THEY WON'T HAVE A VOICE AS WELL. SOME OF THEM HAVE JOINED US IN PERSON THIS EVENING AS WELL EVEN THOUGH THEY'RE NOT SIGNED UP TO COMMENTS. THE FIRST ONE IS A SIXTH-GRADER SOPHIA, STARTING ONLINE SCHOOL WAS A NEW JOURNEY FOR ME I WAS NOT SURE HOW IT'S GOING TO TURN OUT NOW THAT I COMPLETED ON MOSTLY YEAR OF IT I SAY WITH UTMOST CONFIDENCE IT'S IN THE BEST EDUCATIONAL EXPERIENCE OF MY LIFE SERVOS HAS ALLOWED ME TO THE LIFESTYLE THAT ACHIEVED MY MAXIMUM POTENTIAL BEING A TYPE 1 DIABETIC SINCE A KINDRED AGE OF TWO MY EDUCATIONAL JOURNEY HAS HAD LOTS OF BOMBS ALONG THE R ROAD. WHEN I WAS DOING IN PERSON SCHOOL I SPENT A LOT OF CLASSROOM TIME IN THE HEALTH ROOM DUE TO DIABETES WHEN I CAME BACK TO THE CLASSROOM I WOULD SCRAMBLE TO CATCH UP. IN THIS DAY AFTER DAY I WAS MISSING VALUABLE INSTRUCTION TIME THIS IS ONE EXAMPLE OF THE HEALTH NEEDS THAT ARE STUDENTS IN THIS DISTRICT HAVE AND WHY SERVICE IS USEFUL. ANOTHER FAMILY WROTE BECAUSE OF THE UNTIMELY DECISION OUR STUDENTS HAVE MANY DOORS CLOSE TO THEM INCLUDING CHOICE SCHOOLS AND OTHER HIGH QUALITY ONLINE SCHOOLS WHICH HAVE HAD LINES BACK IN JANUARY LW SD PRIDES ITSELF IN CREATING EDUCATIONAL PATHWAYS FOR VARIOUS BACKG BACKGROUNDS. ONE EXAMPLE IS A COMMITMENT TO SERVING THE HOMELESS POPULATION. WE ADMIRE THE DEDICATION AND OPPORTUNITY TO MAKE AVAILABLE TO THEM. WE TOO WOULD LIKE THE OPPORTUNITIES AND ONLINE EDUCATION DOES SERVE STUDENTS IN OUR COMMUNITIES FOR THE PROOF OF THE SUCCESS FOR A LARGE BODY OF STUDENTS IS RIGHT IN FRONT OF YOU. WHY WOULD YOU WANT TO PULL THE PLUG ON THAT, KIDS HAVE EXPRESSED IT ONLY MAKES SENSE THAT IS AVAILABLE TO THEM BECAUSE WE DO IN FACT LIVE IN A TECH HUB, MY DAUGHTER WAS ENVISIONING THE FUTURE WERE IN HIGH SCHOOL SHE COULD DO AN ONLINE SCHOOL COUPLED WITH AN INTERNSHIP AT MICROSOFT OR MICROSOFT OR GOOGLE ONLINE EDUCATION ALLOWS THESE HAVE THE FLEXIBILITY IN THEIR SCHEDULE AND INCORPORATE THE THINGS THEY ARE PASSIONATE ABOUT. IT GOES ON BUT IN THE INTEREST OF TIME I ASK YOU TO PLEASE RECONSIDER YOUR DECISION AND LET'S NOT PUNISH THESE KIDS FOR THE HARDWARE, RIGHT NOW THAT'S EXACTLY HOW THEY FEEL AND I WOULD ECHO THE SENTIMENTS OF OUR STUDENTS AND FAMILIES AND ASK YOU TO PLEASE RECONSIDER THIS DECISION. I WISH WE COULD'VE DONE THIS SOONER I WISH THERE WOULD'VE BEEN A STUDY SESSION. I WISH SOMEONE WOULD HAVE ASKED FROM INPUT FROM STUDENTS AND THEIR FAMILIES BEFORE THE DECISION WAS MADE, PLEASE RECONSIDER. THANK YOU. >> THANK YOU. THE NEXT PERSON ON THE AGENDA IS [INAUDIBLE]. KIERSTEN [INAUDIBLE] >> GOOD EVENING MEMBERS OF THE BOARD, THANK YOU FOR THE OPPORTUNITY TO SPEAK TONIGHT, I AM THE MOTHER OF THREE CHILDREN, GIFTED CHILDREN THAT GO TO SCHOOL HERE IN WASHINGTON HIGH SCHOOL IN THE SCHOOL DISTRICT, THE OLDEST IS THE CURRENT EIGHTH-GRADER IN THE CROSS PROGRAM WE ALSO HAVE A CURRENT FIFTH-GRADER WHO IS IN FULL-TIME CLASS AND A FIRST GRADER WHO WILL BE IN CLASS NEXT YEAR I'M ALSO ON THE BOARD OF THE GROUP [00:25:04] OF THE HIGHLY CAPABLE COMMUNITY. OUR FAMILY HAS IF YOU YEARS OF EXPERIENCE WITH THE SERVICE OF THE HIGHLY CAPABLE SERVICES AND I WOULD LIKE TO, ON THE ACCELERATED PROGRAMS TO CUT SCIENCE AT A MIDDLE SCHOOL CL CLASS. THE CLASS PROGRAM FOR US WAS AND IS CRUCIAL AND NECESSARY IT HELPED MY SON TO LET GO OF THE SELF-HATE THAT HE DEVELOPED DURING HIS FIRST YEARS IN ELEMENTARY AFTER TWO YEARS IN SCHOOL HE FELT LIKE SOMETHING WAS VERY WRONG WITH HIM THAT HE WAS NOT RECOGNIZED AS A GIFTED CHILD HE IS IN THE DIFFERENTIATION OFFERED WAS BY FAR NOT SUFFICIENT, QUEST HELPED HER DAUGHTER DEVELOP PERSEVERANCE, GRIT AND FEEL SAFE IN AN ENVIRONMENT OF LIKE-MINDED PEERS THAT FINALLY CHALLENGED HER AND MET HER PACE. THE CURRENT MIDDLE SCHOOL QUEST PROGRAM OFFERS SELF-CONTAINED CLASSROOMS FOR HIGHLY CAPABLE STUDENTS. MOST OF THESE CLASSES THEY ARE NOT RECEIVING AN ACCELERATED CURRICULUM. THE QUEST CLASSROOMS IN ELA, SOCIAL STUDIES AND SCIENCE ALLOW THEM TO WORK THROUGH THE GIVEN CURRICULUM AT A FASTER PACE AND MAKE USE OF THE EXTRA TIME TO TAKE DEEP DIVES INTO THE SUBJECTS AND GET THE CURIOUS AND QUIRKY QUESTIONS TAKEN SERIOUSLY DISCUSSED AND ANSWERED. WITH A PROPOSAL TO DECOUPLE SCIENCE FROM QUEST THE ACCELERATED PROGRAMS OFFICE IS DRAMATICALLY REDUCING THE SUPPORT FOR HIGHLY CAPABLE LEARNERS MIXING THE HIGHLY CAPABLE KIDS INTO THE GENERAL EDUCATION SCIENCE CLASSES WILL PUT A HIGHER LOAD ON TEACHERS TO MANAGE DIFFERENTIATION AS THEY HAVE TO COVER A WIDER SPAN OF STUDENT WRITING. THIS WILL MAKE INSTRUCTIONS FAR LESS EQUITABLE ACROSS CLASSES AND ACROSS SCHOOLS. OUR FAMILY AND ESPECIALLY OUR RISING SIXTH-GRADERS DEEPLY DISAPPOINTED AND FRUSTRATED WITH THIS PROPOSAL, TO QUOTE OUR DAUGHTER AND YOU HAVE TO IMAGINE AN EXASPERATED MIDDLE SCHOOL ARE HERE THAT IS LIKE GOING BACK TO BEFORE QUEST WHEN ALL YOU THOUGHT OF BEFORE SCHOOL WAS WHEN CAN THIS CLASS BE OVER SO I CAN GET OUT OF HERE. WE ASK THAT THIS PLAN WILL NOT BE PUT IN EFFECT AND ARE HIGHLY CAPABLE STUDENTS RECEIVE INSTRUCTIONS AND SCIENCE TO REFLECTOR A PROVEN ABILITIES AND VIGOR, DEATH AND PACE, THANK YO. >> THANK YOU AND VALERIE. >> GOOD EVENING AND THANK YOU FOR THE OPPORTUNITY TO SPEAK WITH YOU TONIGHT. I WAS SPEAKING WITH A YOUNG STUDENT TODAY WHO SAID TO ME IS NOT EXACTLY THE BEST TIME TO BE A YOUNG PERSON. I THINK OF THAT IN LIGHT OF THE DATA THAT THE CDC RELEASED IN THEIR RECENT YOUTH RISK BEHAVIOR SURVEY THAT WAS RELEASED LAST MONTH. , THIS LOOKS AT DATA WITH STUDENTS ACROSS THE UNITED STATES. IT IS UNIVERSALLY FRIGHTENING, IT'S EVEN WORSE IF YOU ARE A GIRL OR IDENTIFY AS LGBTQ, TONIGHT I WANT TO TALK TONIGHT SPECIFICALLY ABOUT THE EXPERIENCE OF A GIRL, THE DATA GOING QUICKLY TO THE DATA, 60% OF TEENAGE GIRLS FELT PERSISTENT, SADNESS AND 2021 AS COMPARED TO 29% OF TEEN BOYS, THAT IS A HUGE DISPARITY. NATIONALLY ONE AND THREE GIRLS SERIOUSLY CONSIDERED ATTEMPTING SUICIDE AND 25% HAD A SUICIDE PLAN, LOCALLY IN KING COUNTY WHICH IS WHAT I HAVE DATA FOR FROM THE HEALTHY YOUTH SURVEY 26% OF EIGHTH GRADE GIRLS SERIOUSLY CONSIDERED SUICIDE IN THE PAST YEAR, 12% OF THE EIGHTH-GRADE GIRLS REPORTED ATTEMPTING SUICIDE. THIS IS KING COUNTY. NATIONALLY ONE IN FIVE TEEN GIRLS EXPERIENCE SEXUAL VIOLENCE IN THE PAST YEAR. 14% OF TEEN GIRLS HAS EVER BEEN FORCED TO HAVE SEX LOCALLY IN KING COUNTY ONE IN 512 GRADERS REPORTED EVER HAVING TO ENGAGE IN UNWANTED KISSING SEXUAL TOUCHES OR INTERCOURSE. THE DATA ARE GUTWRENCHING FOR [00:30:03] GIRLS. AND UNFORTUNATELY THEY REFLECT TO ACCURATELY WHAT IT IS LIKE TO BE A GIRL GROWING UP. I WAS SPEAKING WITH THE RECENT LW SD GRADUATE WHO WANTED ME TO SHARE HER EXPERIENCE. AND I'M SHARING THIS NOT TO CRITICIZE THE SCHOOL'S DISTRICT BUT TO SHOW HOW MUCH NEED THERE IS WITHIN THE SCHOOLS FOR CONSISTENCE AND ACCESSIBLE MENTAL HEALTH AWARENESS, EDUCATION AND SUPPORT. THIS GIRLS PARENTS CHOSEN ACADEMIC CHOICE SCHOOL BECAUSE THEY FELT LIKE THEY WERE DOING THE BEST FOR THE CHILD, AND MIDDLE SCHOOL SHE DEVELOPED ANXIETY AND DEPRESSION AND SHE WAS SELF HARMING. HER PARENTS DID NOT UNDERSTAND. THEY SAID YOU DON'T HAVE DEPRESSION IT'S AN ATTENTION SEEKING BEHAVIOR AND MENTAL HEALTH, EDUCATION SHE DOES NOT REMEMBER EITHER IN MIDDLE SCHOOL OR HIGH SCHOOL. SHE SAID SHE CERTAINLY DID NOT HAVE ANY EDUCATION OR SUPPORT WHEN SHE REALLY NEEDED IT WHEN SHE WAS IN CRISIS MENTAL HEALTH WOULD STIGMATIZE BY OTHER STUDENTS AND INCONSISTENTLY TREATED AMONG TEACHERS WHICH INCREASE THE ISOLATION. HER PARENTS ARE BRIBING HER TO GO TO SCHOOL AND SHE SAID I LITERALLY WANTED TO KILL MYSELF. I DON'T CARE WHAT YOU GIVE ME I NEED TO GET OUT OF HERE AND I NEED THIS TO END. >> THANKFULLY SHE STARTED SEEING A THERAPIST AT THAT POINT WITH HER PARENTS BUT SHE SWITCH TO A COMPREHENSIVE HIGH SCHOOL AT THIS POINT AND AT 16 SHE WAS SEXUALLY ASSAULTED CAUSING HER TO SPIRAL EVEN FURTHER. SHE RESORTED TO ALCOHOL AND DRUGS SAYING IS THE ONLY WAY THAT YOU COPE IF YOU DON'T HAVE ANY OTHER SUPPORT. GUIDANCE COUNSELORS THAT ARE COMPREHENSIVE HIGH SCHOOL DID NOT WANT TO TALK ABOUT FEELINGS THEY ONLY WANTED TO TALK ABOUT ACADEMICS. SHE SAYS MY COUNSELOR DID NOT WANT ME IN SHE JUST WANTED ME OUT. EVENTUALLY SHE SWITCH TO RUNNING START SHE GRADUATED AND I SAY SHE IS DOING REALLY WELL NOW. AND IN A MASTERS PROGRAM IN SOCIAL WORK, THIS EXPERIENCE SHE IS USING FOR THE BETTER TO IMPROVE HER WORLD BUT WHAT SHE WANTED ME TO TELL YOU AND WHAT SHE WANTS YOU ALL TO HEAR IS THERE NEEDS TO BE BETTER SUPPORT IN SCHOOLS WITHIN SCHOOLS FOR MENTAL HEALTH. SHE WANTED TO ASK STUDENTS ALL THE STUDENTS IN THE DISTRICT WHAT WOULD BE HELPFUL TO THEM TO NORMALIZE MENTAL HEALTH AND TO GET RESOURCES INTO THE KIDS WHEN THEY NEED THOSE RESOURCES. THE DATA THE CDC SHOWS US NATIONALLY IS REFLECTED IN WHERE WE LIVE RIGHT NOW. AND I THANK YOU VERY MUCH FOR LISTENING TO HER STORY AND CONSIDERING WHAT SHE HAS TO SAY. THANK YOU. >> THANK YOU. >> THE LAST INDIVIDUAL FOR AN PERSON IS [INAUDIBLE] >> GOOD EVENING LAKE WASHINGTON SCHOOL BOARD MEMBERS. THANK YOU FOR LISTENING TO US. I ALSO GIVE EXTRA SUPPORT TO THE STUDENTS WHO CAME AND SPOKE ABOUT THE LUNCH PROPOSAL. BUT I'M HERE TO TALK ABOUT ANOTHER ISSUE. I'M A PARENT OF TWO KIDS IN THE DISTRICT AND THE OTHER ONE IS AN QUEST FULL-TIME IN MY YOUNGER ONE GOT INTO FULL-TIME QUEST. >> I'M URGING YOU TO NOT REPEAT THE MIDDLE SCHOOL QUEST SCIENCE PROGRAM. INSTEAD FIND ALTERNATE SOLUTIONS THAT THE DISTRICT MAY BE FACING. I WANT TO TAKE A MOMENT TO CONSIDER WHO ARE THE CHILDREN WE ARE TALKING ABOUT WHO HAVE BEEN MOST AFFECTED BY THIS DECISION, THESE ARE OUR CHILDREN WHO HAVE GONE THROUGH A BATTERY OF TESTS THAT WERE IDENTIFIED BY YOU WHILE ACROSS COGNITIVE AND ACADEMIC DOMAINS TO FIGHT IN THE TOP 2% NATIONALLY ACROSS ALL THE SECTORS IT'S LITERALLY EVERY SINGLE DAY SIT WITH YOU AND MEANS IS TWO PLUS ONE OR TWO PLUS TWO STUDENTS ACROSS THE COUNTRY THAT PERFORM BETTER THAN THESE STUDENTS THESE DAYS. I KNOW THESE TESTS HAVE FLAWS BUT THIS IS STILL IMPORTANT THAT I THINK IS CRITICAL TO UNDERSTAND. WE KNOW THAT LAKE WASHINGTON HAS ONE OF THE MOST STRINGENT REQUIREMENTS IN THE COUNTRY AS WELL AS THE MOST BRIGHTEST AND MOTIVATED CHILDREN ACROSS THE DISTRICT. [00:35:02] WHAT THIS MEANS ONE THAT QUALIFY INTO THIS PROGRAM ARE ADVANCED LEARNERS. IN ADDITION I WANT TO MAKE IT CLEAR I DO RECOGNIZE A LOT OF CHILDREN WHO DON'T QUALIFY BUT AMONG THE BRIGHTEST CHILDREN IN THIS COUNTRY WE TRULY ARE AN AMAZING DISTRICT, THIS PROPOSAL OF THE MINUTES SCIENCE AND WANTS TO BRING QUEST STUDENTS WITH THE MOTHER WE RECEIVED LAST WEEK. THAT MEANS THAT IT'S NOW IN THE TEACHER TO DIFFERENTIATE AND ESCAPE FROM ONE END OF THE SPECTRUM TO ANOTHER. I'M CURIOUS TO SEE WHAT RESEARCH DOES THE DISTRICT HAVE THAT SHOWS THIS KIND OF DIFFERENTIATION CAN BE SUCCESSFULLY ASIDE FROM THE MIDDLE SCHOOL REVIEW COMMUNITY WHICH IS DISAPPOINTEDLY WAS NOT IN ANY WAY A REPRESENTATION OF OUR COMMUNITY ONE OTHER DISTRICT HAS BEEN DONE IN THIS PROPOSAL ADDED TOTALLY MANY PARENT-TEACHER VOICES WHO HAVE SAID THIS LEVEL OF DIFFERENTIATION IS PRACTICALLY IMPOSSIBLE. WHAT THIS MEANS THIS PROPOSAL WILL DO A DISSERVICE TO ALL. INSTEAD I URGE YOU, ONE SOLUTION IS TO IDENTIFY NONPROGRAM STUDENTS WHO QUALIFY WITH GEOMETRICS IN THE CLASSROOM INTEGRATE THEM INTO THE QUEST SCIENCE CLASSROOM JUST LIKE YOU HAVE DONE IT IN OUR DISTRICT FOR MANY, MANY YEARS I'M SURE YOU HAVE THE DATA TO SHOW THIS IS HELPED ALL CHILDREN BE BETTER AND SUCCEED IN A PATHWAY AFTER HIGH SCHOOL. FINALLY I WANT TO END FACING THIS PROPOSAL WAS NOT TRUE COLLABORATION WITH THE COMMUNITY WHICH TRULY MAKES ME FEEL VERY SAD, WE ARE YOUR PARTNERS AND IT'S OUR CHILDREN AND THEIR FUTURE THAT ARE IMPACTED BY THESE DECISIONS THAT ARE NOT BASED ON RESEARCH, PRACTICE OR COLLABORATION. PLEASE CONSIDER PARTNERING WITH US TO FIND A SOLUTION THAT IS ULTIMATELY EQUITABLE AND WILL CONTINUE TO PROVIDE EXCELLENT EDUCATION TO ALL OF HER STUDENTS. THANK YOU. >> THANK YOU OUR NEXT ARE ALL VIRTUAL PRE-THE FIRST INDIVIDUAL SIGNED UP IS [INAUDIBLE] >> THAT WAS MY MOM AND SHE HELPED US WRITE THIS. >> I AM HERE I AM IN THE COMMUNITY BUT I WILL LET THEM TAKE IT FROM HERE. THANK YOU. >> ONE IN 10 WOMEN HAVE POLYCYSTIC OVARIAN SYNDROME 56 TO 75% ARE NON- DIAGNOSED IN THE LIFETIME. IF THE SYMPTOM IS SO COMMON WHY IS IT SO LOW MY NAME IS [INAUDIBLE] >> AND MY NAME IS [INAUDIBLE]. PC OS IS A SYNDROME THAT OCCURS IN WOMEN WHERE THE OVARIES ARE RELEASED AND ACCESS TO THE MAIL HORMONES CALLED ANDROGENS MANY WOMEN THAT SUFFER FROM PC OS EXPERIENCE LIST OR IRREGULAR PERIODS, EXCESSIVE WEIGHT GAIN, EXCESSIVE HAIR GROWTH UNDERGROWTH AND ACTING ALL IN THE ADOLESCENTS. THESE SYMPTOMS CAN BE DETRIMENTAL TO ONE'S HEALTH PHYSICAL AND MENTAL. WHEN WE INTERVIEWED PHYSICIANS MANY EXPLAIN THE SYNDROME IS VERY COMMON BUT MOST WOMEN DON'T COME FORWARD SAYING THEY HAD THE ISSUES BECAUSE THEY DON'T THINK OF THEM TO BE VERY SEVERE. ME AND [INAUDIBLE] WORK TOGETHER TO CREATE A CAMPAIGN TO RATE RAISE AWARENESS FOR PC OS. OUR WORK IS NOT DONE WE THINK THE BEST WAY TO CREATE AWARENESS AND ADOLESCENT GROWTH IS TO INCLUDE AN OVERVIEW OF PC OS IN THE LAKE WASHINGTON SCHOOL DISTRICT SEXUAL EDUCATION CURRICULUM. BECAUSE PC OS IS USUALLY DIAGNOSED LATER IN LIFE WHEN WOMEN ARE TRAINED TO GET PREGNANT, THEY ARE USUALLY UNABLE TO REVERSE THEIR SYMPTOMS AND AVOID THE SYNDROMES DOWNSTREAM CONSEQUENT THIS. HOWEVER, WITH THE EARLY DIAGNOSIS IS REVERSAL AS POSSIBLE. WITH THE EDITION OF PC OS ED CURRICULUM THE GIRLS CAN GET THE HELP THAT THEY NEED EARLY ON AND LIVE A HEALTHY LIFE WITHOUT THE CONSEQUENCES OF UNTREATED PCO WEST. >> THANK YOU. >> THANK YOU. >> I THANK YOU ARE SPEAKING BUT YOU MIGHT BE ON MUTE, WE ARE NOT HEARING. >> I'M SO SORRY I JUST WANTED TO [00:40:03] THANK YOU FOR GIVING ME A CHANCE TO PRESENT THIS THIS IS SOMETHING THAT IS CLOSE TO MY HEART. I SEE A LOT OF ADOLESCENT GIRLS BUT IF STRUGGLED WITH EATING DISORDERS IN THE WAY ISSUE IN EXCESSIVE HAIR GROWTH AND OBVIOUSLY THIS IS LINKED WITH DIET AND EXERCISE BUT ALSO LINKED WITH LESS AWARENESS OF PC OS AND SOMETHING LIKE THIS WE KNOW OUR KIDS ARE VERY TECH SAVVY AND I THINK IT WOULD REALLY LEAD UPON THIS AND HOPEFULLY COME TO US WITH A PRIMARY CARE DOCTORS, PSYCHIATRISTS AND LET US KNOW THAT THEY'RE GOING THROUGH THIS AND WE CAN BRING BACK TIMELY HEALTH I ENCOURAGE MY DAUGHTER TO DO THIS AS A PROJECT THEY DIFFERENTLY PROVE THEMSELVES, THANK YOU SO MUCH FOR GIVING YOUR TIME HERE. THANK YOU. >> THANK YOU. >> NEXT INDIVIDUAL SIGNED UP IS [INAUDIBLE] >> THANK YOU SO MUCH FOR THIS OPPORTUNITY I'M A LAKE WASHINGTON SCHOOL DISTRICT STAFF BUT I'M HERE AS A MOM TODAY. I WOULD LIKE YOU TO BE AWARE OF AN ISSUE THAT'S PROBABLY GOING TO BE IMPACTED IF YOU STUDENTS. MY SON IS ONE OF THEM. WE LOVE OUR DISTRICT BECAUSE IT GIVES HER STUDENTS OPPORTUNITY TO BE COLLEGE AND CAREER READY. MY SON WANTS TO TAKE ADVANTAGE OF THAT HE WANTS TO BE A STUDENT NEXT FALL AS WELL AS A STUDENT ABLE TO TAKE AP CLASSES AT REGIMENT HIGH SCHOOL. HE'S IN THE SAME SITUATION AS A FEW OTHER FRIENDS AT REDMOND HIGH SCHOOL. WITH THE SHIFT IN THE SCHEDULE IT COULD BE VERY HARD TO FIT IN THE SEVEN CLASSES THIS IS WHERE SERVICE WOULD BE A GREAT PLACE FOR STUDENTS TO TAKE CLASSES THAT CAN HELP THEM GET THE SEVEN CLASSES. IT'S ONE SCENARIO THAT I DON'T DISTRICT HAS EVEN LOOKED AT OR EXAMINE BUT THAT COULD BE A PROBLEM IN THE SAFETY ISSUE WITH THE SCHOOL STARTING AT 830 TO ARRIVE AND IT STARTS AT 12:00 O'CLOCK FOR THE P.M. AFTERNOON SESSION. THE MOST THE THING TO BE ABLE TO FIT HIS THREE CLASSES THEY NEED SEVEN CLASSES TO GRADUATE. AS SOMEONE LIKE MY SON WANTS TO TAKE TWO YEARS HE WANTS TO DO THE MEDICAL CAREERS PROGRAM IN THE SECOND YEAR THE NEW PROGRAM THAT THEY JUST LAUNCHED THE SYSTEM BIOLOGY PROGRAM THESE ARE PARTNERSHIPS THAT ARE SO IMPORTANT FOR OUR STUDENTS AND WE WANT OUR STUDENTS TO CONTINUE TO THINK ABOUT THEM AND NOT HAVE LOGISTICAL NIGHTMARES ON THE HINDRANCE. I URGE YOU TO DO A STUDY TO SEE THE IMPACT AND SEE HOW OUR ONLINE SCHOOL CAN HELP SOLVE THAT PROBLEM. THANK YOU. >> THANK YOU. THE NEXT INDIVIDUAL IS KINSEY READ WONDERFUL, COME FORWARD PLEASE. THANK YOU IF YOU CAN PULL THE MICROPHONE DOWN WHEN YOU GET A CHANCE, THAT WOULD BE GREAT. >> MY NAME IS KINSEY AND I'M A STUDENT OF SORBO'S AND IT WAS NOT ONLY A SCHOOL BUT A COMMUNITY. IT'S VERY SAD TO SEE IT GO ON SUCH SHORT NOTICE. WHAT ABOUT THE STUDENTS ALREADY HAVE PLANS FOR IT AND CAN'T FIND AN ALTERNATIVE THAT WORKS FOR THEM AND THEIR FAMILIES AND SUCH SHORT NOTICE. WE GOT USED TO THE SYSTEM, ENVIRONMENT, TEACHERS AND STYLE IT IS HARD TO BRING BACK A TRADITIONAL SETTING. IT SHOWS IN PERSON WITH MORE BULLYING AND. PRESSURE THAT SLOWS DOWN THE ACADEMICS. THANK YOU. I'M GLAD YOU WERE ABLE TO MAKE IT IN PERSON TONIGHT, GOOD TO SEE YOU. THE NEXT INDIVIDUAL SIGNED UP IS [INAUDIBLE]. I'M NOT CURRENTLY SEEING THEM ONLINE WILL COME BACK IF WE NEED TO DO NEXT INDIVIDUAL IS [INAUDIBLE]. THE NEXT IS ZOE PILGRIM. >> THANK YOU. I AM VERY THINK WILL FOR THIS [00:45:06] TIME ABOUT THE ONLINE SCHOOL IN WISEMAN SO IMPORTANT FOR STUDENTS STUDENTS ON IEP'S, 504 PLANS AND AOL SERVICES. I AM THE IEP TEACHER HERE IN OUR ONLINE SETTING. AT FIRST I WAS THINKING I'M GOING TO SHARE ABOUT WHY IT'S IMPORTANT. I'M GETTING DO WHAT EMILEE SHARED I'M GOING TO SHOW THE STUDENTS VOICE I HAVE OVER 50 STUDENTS I'VE BEEN IN TOUCH WITH OVER THE PAST TWO YEARS OF OUR ONLINE SCHOOL. I HAVE A LOT OF WONDERFUL COMMENTS THAT THEY HAVE SHARED IN THE ALONG THE WAY. I FEEL LIKE IT'S IMPORTANT TO HEAR AS WELL. ONE OF THE MAIN REASONS I'M GOING TO GO THROUGH I HAVE A BIT TO SHARE A STUDENT ONCE SAID I REALLY DID NOT LIKE IN PERSON BECAUSE I HAVE ANXIETY AND I WAS TOO WORRIED IN THE CLASSROOM PEOPLE WERE ALWAYS STARING AT ME. I FEEL SAFE IN THE ONLINE SCHOOL I DON'T HAVE TO WORRY ABOUT SCHOOL SHOOTINGS. THREE I ACTUALLY GET MY WORK DONE WITH LESS DISK UNTRUE DISTRACTION BY CLASS AT SCHOOL I WAS ALWAYS DISTRACTED. THAT CAME UP REPEATEDLY I HAD COUNTLESS STATEMENTS FROM STUDENTS AND I'M ABLE TO FOCUS AND I DON'T HAVE THE DISTRACTIONS AROUND ME. ANOTHER IMPORTANT MESSAGE SOMEONE HAD SHARED, I GET HELP NOW I GET MORE ONE-ON-ONE HELP THAT I'VE EVER HAD WITH TEACHERS AND MY GRADES ARE BETTER. ANOTHER STUDENT I REMEMBER THE STUDENT LAST YEAR OF MIDDLE SCHOOL HAD SAID, YOU MAKE MATH MAKES SENSE. I REMEMBER HOW EXCITED HE WAS BEING ABLE TO MEET AFTER CLASS EASILY IN OUR ONLINE STUDY WE CAN MEET WITH STUDENTS QUICKLY WE DON'T HAVE TO TAKE 10 MINUTES TO RUN DOWN THE HALL GOOD. THE OTHER ONE THAT WAS IMPORTANT THEY DON'T FEEL STIGMATIZED THEY DON'T FEEL LIKE THEY ARE BEING SINGLED OUT BECAUSE THEY HAVE THEIR IEP WHEN WE HELP THEM IN THE CLASSROOM IN THE SECONDARY IT IS VERY IMPORTANT THAT WE DON'T MAKE ANY STUDENT FEEL SO DIFFERENT THAT THEY BAD ABOUT THEIR LEARNING DIFFERENCES. AND SO SPECIFICALLY IN REGARDS TO THIS. AGAIN, I SURE ONLY HOW I FEEL PERSONALLY BUT IT WAS IMPORTANT FOR ME TO SHARE WHAT THE STUDENTS HAVE SAID. HONESTLY SCHOOL IS ABOUT STUDENTS AND THEIR SUCCESS. STUDENTS EXCEED MORE WHEN WE LISTEN TO WHAT THEY HAVE TO SAY. THANK YOU VERY MUCH FOR MY TIME. >> THANK YOU, THE NEXT INDIVIDUAL [INAUDIBLE] >> GOOD EVENING THANK YOU FOR ALLOWING ME THE OPPORTUNITY TO EXPRESS MY CONCERNS ABOUT THE REMOVAL OF SCIENCE IN THE MIDDLE SCORE PROGRAM. MY SON IS IN FIFTH GRADE IN ALALBERT EINSTEIN AND ELEMENTARY WE LEARNED THAT SCIENCE IS BEEN REMOVED FROM THE QUEST PROGRAM THIS CAME AS A SURPRISE AS I HAVE NOT SEEN ANY PREVIOUS INFORMATION OR HAD THE FEEDBACK IN THE PROCESS. HOW THIS WAS REACHED AND REPLACES IT ONLY INFORMATION I HAVE HIS E-MAIL FROM THE WASHINGTON SCHOOL DISTRICT. I AM CONCERNED MY CHILD IS CHALLENGED AND WILL BE DISENGAGED IN CLASS. MANY OF MY SONS QUEST YEARS ARE AHEAD OF THE CLASS AND LESS CHALLENGING MATERIAL IS EVEN MORE TO KEEP THEM ENGAGED. THIS IS TO BE TWO REASONS GIVEN FOR THE CHANGE, I UNDERSTAND THE EMPHASIZED WITH STOPPING AND SCHEDULING. I'M MORE CONCERNED ABOUT THE OTHER REASONS OF SOCIAL AND EMOTIONAL DEVELOPMENT IN THE EDUCATION OF STUDENTS WITH THE MIDDLE SCHOOL QUEST AS THIS CAN APPLY TO OTHER SUBJECTS AS WELL IN A NON- WELCOME PRESIDENT. I ALSO UNDERSTAND THE DISTINCT WAS NOT THE PROCESS AND THERE IS NOT MUCH SCIENCE EDUCATION BUT MY CHILD WAS TESTED IN SECOND GRADE OR IN FIRST GRADE ACTUALLY. AND TO RECONSIDER THE DECISION AND HOPE THERE'S AN OPPORTUNITY EVEN FOR ELECTIVE CLASSES FOR STUDENTS ARE READY AND CAPABLE FOR MORE CHALLENGING MATERIAL IN MIDDLE SCHOOL. THANK YOU. [00:50:05] >> THANK YOU. NOW WE HAVE AUGUSTINE PUPPY. >> HI. I AM AUGUSTINE AND I'M IN SEVENTH GRADE AT RIVER VALLEY ONLINE SCHOOL PREDOMINANTLY THE REASON WHY THIS ONLINE SCHOOL HAS BEEN SO HELPFUL FOR ME. I JUVENILE WHICH CAUSES CHRONIC PAIN WHEN I HAD TO DO IN PERSON SCHOOL IT WAS HARD EVEN WITH ACCOMMODATION IT IS HARD DOING OTHER THINGS THE KIDS CAN DO LIKE SITTING IN A CHAIR, WALKING UP AND DOWN STAIRS AND THINGS LIKE THAT AND I DO WANT TO HAVE THIS HAPPEN AGAIN. WHEN I STARTED ONLINE SCHOOL MY PARENTS WERE VERY SKEPTICAL THINKING I WOULD LEARN BETTER OR DO BETTER IF I WERE TO GO IN PERSON AGAIN. IN REALITY I'VE LEARNED BETTER FROM ONLINE SCHOOL. MY GRADES ARE BETTER THAN THEY WERE IN PERSON NOT ONLY IS ONLINE SCHOOL BETTER FOR ME PHYSICALLY IT'S BETTER FOR ME MENTALLY. WHEN I NEEDED TEACHER I IMMEDIATELY GET HELP FROM E-MAILS OR FOR MEETINGS THAT I HAVE WITH THEM WHICH IS NOT AN OPTION FOR ME IN PERSON. ANOTHER REASON THAT I STRUGGLED IN THE PAST IS BECAUSE MY SOCIAL ANXIETY I FELT LIKE I WAS COUNSELING BEING JUDGED BY OTHERS AND HAD A DIFFICULT TIME MAINTAINING FRANCHISOR MAKING FRIENDS IN GENERAL NO ONE UNDERSTOOD WHAT IT FELT LIKE OR AFFECTED ME I FELT ALONE IN SCHOOL WHENEVER STARTED ONLINE SCHOOL MY ANXIETY WAS PRETTY BAD BUT AS THEY STARTED TO WARM UP TO MY TEACHERS AND CLASSMATES MY ANXIETY BECAME BETTER IT WAS MORE INSTEAD OF HAVING A CLASS I HAD A COMMUNITY AND MORE PEOPLE UNDERSTOOD WHAT IT FELT LIKE AND WHAT I WAS GOING THROUGH THE THOUGHT OF LOSING THIS CONNECTION WITH MY TEACHERS AND CLASSMATES AND FRIENDS FEELS UNREAL I JUST WANT TO MAKE SURE THE DISTRICT UNDERSTANDS THE REAL CONSEQUENCES THIS DECISION WILL HAVE ON ALL OF THE STUDENTS OF THE RIVER VALLEY ONLINE SCHOOL. PLEASE RECONSIDER YOUR DECISION. THANK YOU. >> THANK YOU. >> THE LAST PERSON I HAVE SIGNED UP FOR VIRTUAL IS [INAUDIBLE]. I DO NOT SEE THE NAME ONLINE, CORRECT? OKAY. WITH THAT WE WILL END THE AND PERSON IN VIRTUAL PUBLIC COMMENT WE DID RECEIVE WRITTEN COMMENTS FROM A VARIETY OF INDIVIDUALS SOME TO CHOIR IN THE LAKE WASHINGTON SCHOOL DISTRICT AND ADDITIONAL COMMENTS IN REGARDS TO THE SCIENCE AND MIDDLE SCHOOL CLASS IN THE SERVICE CLOSURE OF THE SCHOOLS AS WELL. THANK YOU ALL FOR BEING INVOLVED. WE ALSO HAVE THE BOUNDARY CHANGES A PIECE THAT IS IN HERE. THANK YOU ALL VERY MUCH THE INTERPUBLIC, AND WE WILL NOW MOVE ON WITH THE REST OF OUR AGENDA. YOU CAN FEEL FREE TO STAY WHAT CAN HAPPEN BUT JUST A HEADS UP WITH PUBLIC, THIS IS THE TIME WHERE THE BOARD IS LISTENING TO WHAT'S PROVIDED IT'S NOT A TIME TO ENGAGE BACK WITH THE PEOPLE WHO MAKE THE COMMENTS. I WANT TO LET YOU KNOW YOU'RE WELCOME TO STAY IF YOU WOULD LIKE TO READ HOWEVER, WE WILL CONTINUE WITH OUR BOARD MEETING [E. Consent Agenda] AS WELL YOU CAN GET UP TO LEAVE AT ANY TIME IF YOU WOULD LIKE. WITH THIS THE NEXT ITEM IS THE APPROVAL OF THE MARCH 27, 2023 CONSENT AGENDA. I WILL NOW ENTERTAIN A MOTION TO APPROVE THE CONSENT AGENDA. >> SO MOVED. >> SECOND. >> IT IS A MOVE BY DIRECTOR STUART AND SECOND BY DIRECTOR LALIBERTE TO APPROVE THE CONSENT AGENDA AS PRESENTED. DOCTOR HOME AND WE PULLED THE JOY. >> DIRECTOR CARLSON. >> YES. >> DIRECTOR STREET. >> YES. >> DIRECTOR LALIBERTE. >> YES. >> VICE PRESIDENT CHOI. >> AND VICE PRESIDENT LIEBER. >> WITHOUT THE MOTION DOES CARRY, DOCTOR HOME AND CAN YOU SUMMARIZE THE DONATIONS THAT WERE PROVIDED. >> IN THE PACKAGE OF DONATIONS TOTALING OVER $46000 FROM P TSA AND OTHER SOURCES. THESE DONATIONS COMING AND ALLOW US TO PROVIDE EXTRA PROGRAMS AND SERVICES TO STUDENTS AND PROVIDE UNIQUE OPPORTUNITIES THAT WE WOULD NOT BE ABLE TO PROVIDE. WE THINK ANYONE WHO PROVIDED DONATIONS BECAUSE IT DOES BENEFIT OUR STUDENTS. [F. Non-Consent Agenda] >> THANK YOU. HER NEXT ITEM ON THE NONCONSENT AGENDA IS A STUDENT SERVICES PROGRAM UPDATE. I WILL PASS THIS OFF TO DOCTOR HOME AND AND HE CAN GIVE THE INTRODUCTIONS. >> ABSOLUTELY. DIRECTOR STUDENTS JOHNNY FU IS HERE TO PROVIDE THE BOARD WITH [00:55:01] AN UPDATE AROUND MIDDLE SCHOOL MENTAL HEALTH SUPPORT, YOU HEARD TONIGHT IN PUBLIC COMMENT SOME OF THE DATA THAT THE CDC RELEASED. IT WAS A COUPLE OF MONTHS AGO AND I KNOW WE SAW THE DATA AND WE ANALYZE OUR HEALTHY YOUTH SURVEY DATA AND AS YOU KNOW ONE OF THE BUDGET PROPOSALS BEING PUT FORWARD IS TO MAINTAIN MIDDLE SCHOOL BEHAVIORAL HEALTH SERVICES AT THE CURRENT LEVEL. TONIGHT JOHNNY WILL PROVIDE YOU WITH AN UPDATE AROUND THE RATIONALE FOR THAT THE PROGRAM MODEL IN THE BENEFITS THAT OUR SCHOOLS ARE SEEN IN THE DATA AROUND THE SERVICES BEING DELIVERED TO STUDENTS. WITHOUT I WILL HANDED OVER TO JOHNNY. >> TAPPED THE LIGHT AT THE BOTTOM. >> THERE WE GO. GOOD EVENING I REALLY APPRECIATE THE TIME TO BE ABLE TO GET IN FRONT OF THE BOARD AS WELL AS OUR COMMUNITY OUR SCHOOL COMMUNITY AND TALK ABOUT THE WORK THAT HAS BEEN ONGOING IN SUSTAINING OVER THE PAST SEVEN OR EIGHT YEARS. IT'S BEEN A DEVELOPMENT AND GROWTH AND WE ALSO HAVE THE PANDEMIC. THE PANDEMIC ABSOLUTELY REQUIRED US TO DO RESPONSE AND PROGRAMMING AND REALIGNMENT. I'M EXCITED TO SHARE WITH THE BOARD SOME OF OUR EFFORTS IN SUSTAINING EFFORTS AS WE MOVE FORWARD. REALLY BRIEF I ALWAYS WANT TO SAY WHY DO WE EXIST IN STUDENT SERVICES EXIST OUR MISSION AS A DEPARTMENT IS MAKING SURE EACH STUDENT AS YOU WALKED TO THE BUILDING THAT YOU FEEL LIKE YOU MATTER. THAT YOU MATTER TO US AND YOU MATTER TO EACH OTHER AND YOU HAVE A SENSE OF BELONGING THAT YOU ARE PART OF THE SCHOOL COMMUNITY AND THE LARGER COMMUNITY AS WELL AS FEELING PSYCHOLOGICALLY AND EMOTIONALLY WITH THAT OUR VISION IS AROUND EQUITY THAT WERE ABLE TO HELP REMOVE THE PERSISTING PREDICTABLE IDENTITY MARKERS THAT PREDICT STUDENT OUTCOMES PREDENTAL STUDENT SERVICE COMES WITH OUR MENTALITY AND MINDSET AROUND HOW TO SUPPORT EMOTIONAL AND BEHAVIORAL WELL-BEING. AS YOU KNOW I KNOW WE WOULD LOVE TO FORGET THAT WE ARE GETTING OUT OF A PANDEMIC IN THE PANDEMIC DID SOME DISRUPTION TO NOT ONLY OUR FAMILY AND OUR DAILY LIVES BUT ALSO THE DEVELOPMENT OF OUR YOUNG FOLKS. PARTICULARLY AROUND THE SOCIAL ISOLATION THAT OUR YOUNG PEOPLE FACE DURING THIS TIME. IT DOES NOT MATTER IF YOU WERE 18 AT THE TIME TO STARTING YOUR ACADEMIC CAREER AS A 5-YEAR-OLD. WHAT WAS THE DIFFERENCE OF 5-YEAR-OLD HAS FIVE YEARS OF LIVING EXPERIENCE WHERE THE HIGHSCHOOLER HAS 16 YEARS TO DRAW FROM TO SAY THIS IS NOT NORMAL THIS IS SOMETHING THAT IS DIFFERENT AND OUR LIFE AND THEY CAN LEAN INTO THE RESILIENCY SKILLS THAT THEY'VE DEVELOPED OVER TIME. WHERE IS A 5-YEAR-OLD WISHES STARTING SCHOOL IS STRUGGLING TO UNDERSTAND WHAT IS A SOCIAL CONTRACT, WHAT IS A SOCIAL ENGAGEMENT DOES THIS LOOK LIKE NOW AMONGST MY PEERS. IT'S ALSO. IN WHICH HEALTH CONCERNS ARE ALL OVER THE PLACE. SOMETHING I HEARD FREQUENTLY TODAY THAT WAS DIFFERENT THAN PRIOR TO THE PANDEMIC WHEN SOMEONE IS ILL THE QUESTION IS I HOPE YOU GET WELL SOON. WHEREAS NOW I'M HEARING YOUNG FOLKS IN ADULTS SAY ARE YOU GOING TO BE OKAY. THAT IS SOMETHING THAT THE PANDEMIC IN THE HEALTH CONCERNS THAT STIRRED UP, ARE YOU GOING TO BE OKAY? ADDITIONALLY THINK ABOUT THE SOCIAL DISRUPTION IN A CHILD'S SOCIAL DEVELOPMENT AND THINK ABOUT THE MILESTONE THAT HE USED EXPERIENCES IN K-12 EXPERIENCES. THINK ABOUT IT CAN A NURSE STARTING THE FIRST YEAR. THE FIRST DAY THAT YOU DROP YOUR [01:00:05] CHILD OFF AT THE MILESTONE THINK ABOUT THE TRANSITION FROM A FIFTH GRADER TO SIX GREATER TO MIDDLE SCHOOL. THINK ABOUT IT GRADE TO NINTH GRADE AND GRADUATION DURING THE PANDEMIC WE HAD SOME DISRUPTION WHERE FOURTH-GRADER NOT TO EXPERIENCE A FIFTH GRADER AND SIXTH GRADERS THAT WERE STILL IN ELEMENTARY BECAUSE HE NEVER HAD THE OPPORTUNITY TO MAKE THE TRANSITION. AS WELL AMONG PEERS TO NAVIGATE. HOW DO WE GROUP GROW UP TOGETHR BECAUSE OF THE DISRUPTION THE PANDEMIC CAUSED WE NOTICE BEHAVIOR CHANGES. SOME BEHAVIOR CHANGES THAT WE NOTICE IS INCREASING SUBSTANCE USES. I'LL TALK MORE ABOUT THAT AND WHERE WERE SEEN IT IN SOCIALLY INAPPROPRIATE BEHAVIORS. WERE WONDERING WHERE IS THIS COMING FROM PETER SOCIAL CONTRACT HAS CHANGED OUR SOCIAL ENGAGEMENT HAS CHANGED. SO MUCH SO THAT IT IS CAUSING SOME CONFLICT AND WE SEE THAT HOW DO WE NAVIGATE CONFLICT AND BUILD SKILLS EVEN AS ADULTS. I WANT TO SHARE THE TIMELINE I'M NOT GOING TO GET INTO IT FULLY THERE IS A LOT OF DOTS ON HERE, THE KEY POINT THAT I WANT TO BRING UP IS A SUSTAINED EFFORT AS A DISTRICT THAT WE ARE MAKING TO INTEGRATE MENTAL HEALTH SERVICES AND EDUCATIONAL SYSTEM. IT IS REALLY DIFFICULT. I WANT TO ASSURE THAT EARLY ON IN THE STAGES IN THE PARTNERSHIP AND WE REALIZE HIS CAPACITY AND COLLABORATION WERE REALLY KEY AND WHEN YOU ARE SPLIT IN BETWEEN TWO SCHOOLS FOR INSTANCE A HIGH SCHOOL AND SPLIT BETWEEN TWO HIGH SCHOOLS WITH 2000 STUDENTS IT'S PRETTY HARD TO THINK ABOUT BUILDING CAPACITY IN COLLABORATION IS LIKE PUTTING OUT A FIRE. I'M HERE FOR ONE DAY, I'M HERE FOR TWO DAYS AND HOPEFULLY I WILL CATCH YOU. IF NOT TELL ME WHERE THE FIRES ARE. OVER TIME AS WE RECOGNIZE THE COLLABORATION OF THE PARTNERSHIP IS REALLY KEY AT INTEGRATING AND ATTENDING SOCIAL EMOTIONAL NEEDS IN TERMS OF THE MENTAL HEALTH IN OUR BUILDING WE BEGAN TO GROW OUR CAPACITY AND RESOURCE IN TERMS OF INDIVIDUALS AND TRAINEES. WE DEVELOP PARTNERSHIPS WITH UNIVERSITIES AND TRAINING MODULES FOR CLINICIANS AND ALL THAT TO SAY IN 2022 DIRECTORY THREE ARE PARTNERS WITH WHY ES AND EVERGREEN HEALTH ARE NOW FULL-TIME IN MIDDLE SCHOOL AND HIGH SCHOOL AND CHOICE SCHOOLS THAT IS HUGE PROGRESS THAT WE HAVE MADE IN THE LAST 17 MARKET YEARS AND I WANT TO FIGURE COMMUNITY FOR THE CONTINUED SUPPORT AND SUSTAINED EFFORT TO GET TO THIS POINT WE STILL HAVE WORK TO DO BECAUSE INTEGRATION IS NOT EASY IT'S VERY DIFFICULT TO CONTINUE TO MAINTAIN AND TO CONTINUE TO BE FLEXIBLE AND ALIGN OUR WORK. BUT I WANT TO SHARE REALLY IMPORTANT HIGHLIGHTS THAT WE ARE SEEING IN OUR BUILDINGS, TO GIVE A SHOUT OUT TO OUR BUILDINGS. I GET THE OPPORTUNITY TO BE IN FRONT OF YOU TONIGHT AND ARCH SCHOOL COMMUNITIES THAT THESE ARE THE GREAT THINGS ARE HAPPENING IN THE TRUE WORK IS HAPPENING IN OUR BUILDINGS IN OUR SCHOOL COUNSELORS INTERSCHOOL MINISTRIES AND ARE PARTNERS WHITE AS TO MAKE THIS HAPPEN. TO BELIEVE IN SUSTAINED THIS WORK IN THE COLLABORATION AND WHAT CAN WE DO TOGETHER TO MEET STUDENTS NEEDS BUT JUST NOT IN TERMS OF THE INTERVENTION BUT ALSO THE PREVENTION AND EDUCATION THAT ARE COMMUNITY MEMBERS TALKED ABOUT TODAY. A PART OF THAT IS CREATING INTEGRATION PLAN. THE INTEGRATION ALLOWS FOR SCHOOL COUNSELOR AND ADMINISTRATIVE TEAM AND ARE WHY ES SPECIALIST TO SAY HOW ARE WE GOING TO STEP IN TO THE PREVENTATIVE TIER ONE SUPPORTS LIKE PSYCHOEDUCATION, WORK ON DESTIGMATIZE MENTAL HEALTH. IT IS OKAY TO NOT BE OKAY AND IT'S OKAY TO TALK ABOUT MENTAL HEALTH AS NOT TABOO IN ADDITION TO TIER TWO SUPPORT INTERVENTIONS. AND SOMETIMES YOU NEED ADDITIONAL SUPPORT AND ISSUES NAVIGATING CONFLICT NAVIGATING EVERYDAY UNCERTAINTY IT DOES NOT REQUIRE LEVEL INTENSITY IT REQUIRES A LITTLE SKILL BUILDING AND PSYCHOEDUCATION AND OVER A SMALL AMOUNT OF TIME. OTHER IMPACT THAT I WANT TO SHARE IS A COMMUNITY PARTNERSHIP WITH EVERGREEN IS A DIRECT LINK THAT WE HAVE OTHER COMMUNITY AGENCIES. THE DIRECT LINK ALLOWS FOR THE SENSIBILITY AS WELL AS A COMMUNICATION FOR A WARM HANDOFF OF A STUDENT THEN NEEDS SERVICES [01:05:02] IN THE COMMUNITY OR THE WRAPAROUND SUPPORT. WE DO KNOW THE STUDENT AND HERE'S WERE WORKING ON AT SCHOOL. HERE ARE SOME OF THE SPORTS THAT WE NEED TO THINK ABOUT WITH THE FAMILY AND THE COMMUNITY. I HIGHLIGHTED SOME PROGRESS THAT WE HAVE MADE OTHER CHALLENGES AS WELL. WHAT ARE THE THINGS I WANT TO OUTLINE AND TALK A LITTLE BIT ABOUT IS THE ACUTE NEEDS OF OUR STUDENTS NOW. IN THE INTENSITY OF THOSE NEEDS. EMMA OF STUDENTS THAT WERE SEEN HASN'T NECESSARILY CHANGED BUT WHAT OUR STUDENTS ARE SHOWING UP WITH IS PRETTY INTENSE WHICH REQUIRES US TO BE REALLY COLLABORATIVE AND THINK ABOUT HOW DO WE RESPOND. WHEN I TALK ABOUT ACUTE NEEDS TO THE ROTATING AND ANXIETY AND SOME OF HER STUDENTS IN SCHOOL REFUSAL DUE TO SCHOOL MENTAL HEALTH CONCERNS AND CHALLENGES AS WELL AS DEPRESSION. THE OTHER PIECE THAT WERE NOTICING CASES OF SUBSTANCE ABUSE AT THE MIDDLE SCHOOL LEVEL. SUBSTANCE ABUSE THAT WE ARE NOTICING IS SO PERVASIVE AND INTENSE THAT IS IMPACTING NOT ONLY THE STUDENT AND HARMING THE STUDENT BOOK READING SAFETY CONCERNS FOR THE SCHOOL ENVIRONMENT. THESE ARE CASES AS A TEEN WERE TRYING TO WORK ON AND COLLABORATE AND TRY TO ACCESS COMMUNITY. HERE IS A CHALLENGE I SAID AS I HIGHLIGHT I WANT TO HIGHLIGHT AS A CHALLENGE SOME OF THE INTENSITY THAT WE ARE HANDLING IN DEALING WITH IN TERMS OF OUR STUDENT NEEDS THERE IS LIMITED AVAILABILITY IN TERMS OF SERVICES IN OUR COMMUNITY BECAUSE REGIONALLY WERE DEALING WITH THE SAME THING PART OF A COLLABORATIVE THAT MEETS BIWEEKLY THE QUESTION WE CONSTANTLY ASK WHERE DO YOU NO THAT HAVE BEEN OPEN FOR SERVICES THAT CAN TAKE STUDENTS WHO NEED SHORT INTENSIVE SERVICES. I WILL TELL YOU IT'S VERY HARD AND WERE DEALING WITH INTENSE CHALLENGING CASES THAT WE CONTINUE TO PROBLEM SOLVE BUT WE ARE WAITING FOR THE COMMUNITY PARTNERS TO HAVE OPEN ASSESS ABILITY WE CONTINUE TO WORK THROUGH THAT. I WANT TO SHARE DATA POINT. WE TALKED ABOUT HIGHLIGHT AND CHALLENGES, WHY IS HIS WORK IMPORTANT. THIS IS THE FIRST SEMESTER OF HER MIDDLE SCHOOL BEHAVIOR HEALTH, WE HAD OVER 50000 CONNECTION POINTS, WE THINK ABOUT CONNECTION POINTS OF TIER ONE AND TIER TWO AND WITH THE COMMUNITY MEMBERS SAY TODAY EDUCATION AND PREVENTION OF MENTAL HEALTH EDUCATION IS REALLY VITAL. WE HAD 15000 CONNECTIONS. IT'S AMAZING TO SEE THE OPPORTUNITIES IN WHICH ARE SCHOOL COUNSELORS AS WELL AS HER MENTAL HEALTH CLINICIANS BE ABLE TO WORK SIDE-BY-SIDE TO DELIVER EDUCATION OPPORTUNITIES. GO IN THE CLASSROOM AND TALK ABOUT MENTAL HEALTH EDUCATION WAS STUDENTS CREATE OPPORTUNITIES FOR FAMILIES TO ASK QUESTIONS, ENGAGE WITH STAFF AROUND WHAT IS MENTAL HEALTH AND WHAT ARE WAYS IN WHICH WE CAN SUPPORT IN STEFAN THAT DOESN'T REQUIRE US TO BE A THERAPIST OR REQUIRE US TO HAVE A MENTAL HEALTH BACKGROUND. WHAT ARE WAYS THAT WE CAN ENGAGE WITH OUR STUDENTS THAT ARE SEEN AND HEARD. I TALKED A LITTLE BIT ABOUT THE INTENSITY THAT WERE CONTINUING TO WORK THROUGH AND WE HAD OVER 3000 SERVICE HOURS TO ADDRESS SOME OF THE INTENSIVE NEEDS. SOME OF THE INTENSIVE NEEDS IS RESPONDING TO STUDENT WHO PRESENT AND MAY HAVE PLANS TO TAKE THEIR LIFE. I SAY THAT WITH GRAVITY WE HAD 33 SUICIDE WITHOUT OUR BEHAVIORAL HEALTH SUPPORT SPECIALIST THAT SERVICE MAY NOT HAVE BEEN. AS WELL AS 110 SAFETY PLANS AND SAFETY PLANS ARE DEVELOPED SO AS STUDENT CAN ACCESS THEIR EDUCATIONAL EXPERIENCE KNOWING ADULTS IN THE BUILDING CARE ABOUT THEM AND THEY KNOW WHAT TRIGGERS THEM AND HOW THEY MIGHT SUPPORT, THAT IS AMAZING THAT'S ABSOLUTELY AMAZING TO COMMUNICATE AND COLLABORATE TO MAKE SURE THAT A CHILD KNOWS THEIR NEEDS CAN BE MET AND THERE'S A PLAN TO SUPPORT THEM IF AND WHEN CHALLENGES ARISE. THE OTHER PART I'M REALLY PROUD ABOUT AND I'M EXCITED THAT WERE ABLE TO DO IS RESPOND TO ELEMENTARY CONCERNS AROUND SUICIDE IDEATION AND RISK COUNSEL. EVERY BEHAVIOR HEALTH SUPPORT SPECIALIST IS TIED TO A LEARNING COMMUNITY. AND WHEN IN ELEMENTARY SCHOOL HAS CONCERNS WE SEE CONCERNS OF [01:10:03] THE FOURTH AND FIFTH GRADE LEVEL AND AT TIMES IN THE THIRD GRADE LEVEL TO SAY WE CAN HELP YOU OUT AND THINK. THERE'S ACTUALLY RISK WHAT ARE THE NEXT STEPS HOW DO WE DEVELOP A SAFETY PLAN IF NEEDED HOW DO WE HELP YOU ACCESS SERVICES BEYOND THIS CONVERSATION. THE OTHER POINT I WANT TO MAKE THAT IS VITAL TO HIGHLIGHT THE 400 PLUS STUDENTS WHO HAD ACCESS TO MENTAL HEALTH CLINICIAN AT THE BUILDING WITHOUT INSURANCE ELIGIBILITY. I WANT TO SEE THAT THAT'S REALLY IMPORTANT WHEN WE THINK ABOUT MENTAL HEALTH SERVICES ONE OF THEM. HIS INSURANCE AS A SCHOOL DISTRICT WE'VE BEEN ABLE TO SOLVE THAT PROBLEM EVERY CHILD THAT WALKS THROUGH OUR DOOR AND MIDDLE SCHOOL MIDDLE IN HIGH SCHOOL HAS ACCESS THAT IS RARE IN HER SUSTAINED EFFORT AROUND MAKING SURE HAS ACCESS TO THAT IS REALLY VITAL. THAT SHOWS THAT 400 PLUS STUDENTS ARE ACCESSING THE MENTAL HEALTH MISSION OVER THREE MORE TIMES THAT IS BECAUSE OF THE COLLABORATION THAT WE HAVE AT OUR SCHOOL COUNSELORS AND ADMINISTRATORS AND THEIR PARTNERS. I WANT TO CLOSE WITH A FEW THINGS YOU HEARD ME SAY THIS SCHOOLS CANNOT DO IT ALONE THE PARTNERSHIP IS GOOGLE IN KEY AND MENTAL HEALTH EXTENDS OUTSIDE OF HER SCHOOL BOUNDARY. I WOULD SAY IT COMES INTO OUR SCHOOL AND THEIR SCHOOLS ARE THE ETHICS FOR THE BEHAVIOR HEALTH CONCERNS THAT WE SEE TODAY. AND IT SHOWS UP AT HER DOOR EACH DAY IN OUR ADULTS IN THE BUILDING HAVE TO RESPOND. IT'S A DOING A PRETTY DRUNKARD JOB OF PROBLEM-SOLVING AND COMING TOGETHER. HAS IT BEEN STRESSFUL IT ABSOLUTELY HAS BEEN STRESSFUL THE LEVEL OF INTENSITY OF THE ACUTE NEEDS THAT WE SEE. THERE IS DAYS THAT IS CHALLENGING THAT WE WALK OUT AND SAY THAT WE NEED CHANGES ARE WE DOING SERVICE AND ARE WE DOING JUST SERVICE FOR THIS CHILD. WHAT IS GREAT WE COME BACK THE NEXT DAY AND WERE PROBLEM-SOLVING AND FIGURING OUT CAN WE ASK THIS QUESTION DIFFERENT OR CAN WE CALL THIS PARTNER AND ASKED THEM WHAT MIGHT THEY KNOW THAT WE CAN ACCESS. FINALLY THE BOARD COMMITMENT HAS BEEN PIVOTAL IN VITAL I WANT TO THANK THE BOARD FOR THE CONTINUED SUSTAINED COMMITMENT TOWARDS HIS WORK. THAT IS ME, THANK YOU. >> I ALSO WANT TO ADD, PLAN LIKE THIS DOES NOT OCCUR IT DOES TAKE ORDINATION IN A WANT TO THANK JOHNNY AND HIS TEAM FOR THEIR ONGOING COMMITMENT TO THIS WORK, THIS HAS TO BE FOSTERED AND NURTURED ON A DAY-TO-DAY BASIS IN RELATIONSHIPS WITH MULTIPLE SERVICE PROVIDERS AND MAKING SURE OUR SERVICE PROVIDERS THAT ARE COMING INTO OUR SCHOOLS ARE BOUGHT INTO THIS VISION FOR STUDENTS AND SERVICES IN OUR SCHOOLS. THANK YOU FOR THAT AS WELL. >> ARE THERE ANY QUESTIONS, DIRECTOR TROY. >> I WAS CURIOUS AROUND SOME OF THE DATA THAT YOU PRESENTED ABOUT STUDENTS ACCESSING SUPPORTS, DO WE OR HAVE WE TRACKED ANY OF THIS HISTO HISTORICALLY, DO WE KNOW IF THIS IS CONTINUOUSLY INCREASING RATE OR ARE WE TAPERING OFF, IS THERE A TREND? >> I'M GOOD AND FIGHT JOHNNY BACK TO THE MICROPHONE TO PROVIDE A BETTER RESPONSE THAN I COULD. >> A GREAT QUESTION AND WE HAVE CONTINUED TO ITERATE ON A PROGRAM AND ARE DATED CONTINUES TO CHANGE. A PART OF THAT LIMITED THE CAPACITY THIS IS WHAT WE CAN ATTRACT, OFTEN TIMES IT WAS ALL THE SIGNIFICANT INTENSIVE ISSUES THAT WE WERE HAVING. FOR INSTANCE SUICIDE RISK ASSESSMENT OR HAVE ANY HOSPITALIZATIONS DO WE RECOMMEND. AS WE BUILD CAPACITY AND REALLY BEGIN TO THINK ABOUT INTEGRATIVE AND PREVENTIVE SERVICES WE CAN BEGIN TO TRACK OUR SERVICE DELIVERY IN DIFFERENT WAYS IN TERMS OF FOR INSTANCE 15000 CONNECTION POINTS AND CONNECTION POINTS ARE CLASSROOMS LESSONS [01:15:03] THAT ARE 30 STUDENTS WERE ANOTHER WAY WE CAN TRACK IT IS HOW OFTEN ARE WE DOING. EDUCATION AS WE GET MORE ROBUST IN OUR INTEGRATION OF MENTAL HEALTH SUPPORT WE CAN BETTER TRACK AND HAVE A DATA SYSTEM THAT SAYS HERE IS HOW WE ARE ATTENDING AS WELL AS INTERVENTION SERVICES I WOULD SAY OUR DATA SYSTEM IS GETTING BETTER VERSUS LOOKING AT THIS REACTIVE MODEL INSANE HAVING SRA'S AND HOW MANY CASES ARE WE HANDLING AND WE CAN LOOK AT IT MORE ROBUST AND THEY WERE MAKING AN IMPACT TO WHOLE SCHOOL COMMUNITY IN TERMS OF MENTAL HEALTH CHALLENGES PER SE BUT ALSO THE DESTIGMATIZE ASIAN OF MENTAL HEALTH THROUGH A CONNECTION POINTS. >> ALL ADD ANECDOTALLY IT WASN'T THAT LONG AGO YOU CAN SEE IT CORRESPONDS A LITTLE BIT WITH BUILDING OUT OF THE SERVICES. THOSE SERVICES BE EXPANDED TO RESPOND TO THE INCREASED NEED. IT WASN'T THAT LONG AGO I WOULD GET A CALL TO EVERY SUICIDE ASSESSMENT TO GET CONNECTED AND IT WOULD BE PERIODIC. WHEN IT HAPPENED THERE WAS HIGH LEVELS OF CONCERN BUT NOT WITH THE FREQUENCY THAT WERE SEEN TODAY. IT WAS UNHEARD OF THAT WE WERE CONCERNED AROUND SUICIDE IDEATION OF THE SUICIDE LEVEL AND IS PRETTY RARE THAT WE WOULD HEAR ABOUT IT IN THE MIDDLE OF WHERE WE WILL COME UP PART OF THAT IS BUILDING OUT SERVICES AND DONE WORK TO DESTIGMATIZE AND DOING A BETTER JOB OF TRACKING AND MAKING THE SERVICES SUCCESSFUL AND ENERGETICALLY RECEIVED A HIGHER LEVEL OF THE COMMUNITY WITH HER STUDENTS INCREASING TO RESPOND TO THE NEED HAS BEEN IMPAIRED. I HAVE THE INTEREST IN SEEING DATA COLLECTED TO ENSURE THAT WE ARE PROPERLY FUNDING AN INCREASING NEED WITH INCREASE IN SUPPORT AND VICE VERSA. IT'S HARD TO DO THE ANTIDOTE OF UGLY. I HAVE AN INTEREST IN SEEING THAT DATA TRACKED. >> SHIVANI. >> I WANT TO SAY IT'S BEEN AMAZING LISTENING TO YOUR PRESENTATION AND EXCITING THERE ARE SO MANY MENTAL HEALTH RESOURCES IN PLACE FOR MIDDLE SCHOOL STUDENTS. SPEAKING TO THAT I WAS WONDERING DO YOU HAVE ANY DATA OR HAS ANYTHING BEEN TRIED FOR HIGH SCHOOL OR IS THAT A FUTURE PLAN AS OF RIGHT NOW? >> THAT'S A GREAT QUESTION. THIS EVENING I DID NOT FOCUS TOO MUCH ON HIGH SCHOOL WE DO HAVE DATA POINTS THAT ARE SHARED WITH US WITH A SEMIANNUAL BASIS. I'M MORE THAN HAPPY TO SHARE THE DATA TO YOUR POINT DIRECTOR I COULD DEFINITELY SHARE A LITTLE BIT MORE DATA. IN TERMS OF THE HIGH SCHOOL FOR I COULD SHARE IN TERMS WERE WORKING TO BUILD OUR MENTAL HEALTH LITERACY. AN EXAMPLE WE ARE DOING TEEN MENTAL HEALTH WHICH IS DIRECTLY A FOUR-WEEK LESSON ABOUT AN HOUR OF CLASS TIME DEDICATED TO MENTAL HEALTH LATER SEE THAT ALLOWS FOR 10TH GRADE STUDENTS TO BE ABLE TO IDENTIFY WHAT TYPES OF COURTS ARE NEEDED AND HOW TO HANDOFF A. IF IT'S IN CRISIS AND WHAT IS MENTAL HEALTH, WE TALK ABOUT MENTAL HEALTH WHAT WE MEAN BY MENTAL HEALTH, MENTAL HEALTH IS NOT ABOUT A MENTAL HEALTH ILLNESS BUT IT'S THE WELL-BEING OF AN INDIVIDUAL AND WHAT GOES INTO IT. AT TESLA WERE TESTING OUT A PILOT PROGRAM AND WE HAVE SOME DATA ON THAT WE ARE ON YOUR TWO OF THEM FOR MENTATION AND WERE EXCITED ABOUT THAT WORK. IN TERMS OF ONGOING SUPPORT AT THE HIGH SCHOOL LEVEL THERE IS A FULL-TIME EVERGREEN HEALTH SOCIAL WORKER AND THAT VARIES BETWEEN BUILDING THE BUILDING AND WHAT TYPES SERVICES THEY OFFER IN TERMS OF MENTAL HEALTH EDUCATION AND SUPPORT. DEFINITELY THEY ARE THERE TO HELP SUPPORT THE ACUTE INTENSIVE NEEDS AS WELL. WERE MORE THAN HAPPY TO SHARE THAT AT A LATER DATE. >> I WANT TO SAY I'VE BEEN IN THE MENTAL HEALTH CLASS BECAUSE I GO TO STEM AND I HAVE TO TAKE IT LAST YEAR END IT WAS REALLY COOL EXPERIENCE AND I THINK IT WAS SUPER IMPORTANT FOR TEACHERS [01:20:02] THAT WERE THERE AND ALSO STUDENTS TO UNDERSTAND WHAT'S GOING ON AND I REMEMBER THE END OF THE MEETING YOU GUYS HAD SLIPS WE WERE ABLE TO ASK FOR HELP AND THAT WAS REALLY IMPORTANT AND AN AMAZING EXPERIENCE AND I WOULD DEFINITELY RECOMMEND IT TO OTHER PEOPLE AS WELL. SPEAKING TO THAT AS WELL ARE THERE PLANS TO HAVE THAT BE IN OTHER SCHOOLS, HIGH SCHOOLS THROUGHOUT THE DISTRICT. >> THANK YOU. >> WERE AN ONGOING CONVERSATION AND I APPRECIATE YOU SHARING YOUR EXPERIENCE OF HOW IMPACTFUL THAT IS AND THAT'S WHAT THE DATA SHOWS AND THAT'S WHAT STUDENTS ARE SAYING THIS IS WHAT I THOUGHT MENTAL HEALTH WAS INTO RESPOND AND NOW I ACTUALLY KNOW THIS AND I FEEL MORE CONFIDENT I APPRECIATE YOU SHARING THAT DIRECT STORY. >> DOCTOR LIBERTY. >> LAST JUNE WE AMENDED RESULTS 32 AND THE GOAL WAS TO MAP WHAT WE ARE TRACKING RESULTS WITH HER LIFE AND GLOBAL CITIZENSHIP SKILLS, I ALMOST SAID THAT CORRECT WHICH WE MEASURE THE PERFORMANCE TO MAP THE WASHINGTON STATE SOCIAL EMOTIONAL LEARNING STANDARD IN THE GOAL WAS TO ALIGN THAT TO FOCUS THE WORK ON THE SYSTEM ON SOCIAL EMOTIONAL LEARNING AND EDUCATION AND IT WOULD BE INTERESTING TO HAVE A PROGRAM ON THAT COMPONENT INTO HAVE THAT PRESENTED AT A MEETING AND HOW THAT IS ALIGNING TO RESULTS, A PAIR OF A KINDERGARTNER I SEE IT COME HOME EVEN FROM A KID A RUNNER ONCE IN A WHILE I KNOW WERE OVER TEACHING THEIR PREVIOUS GREAT TO SEE BUT I WOULD REALLY LIKE TO HAVE THE AGENDA ITEM THE 30 ON THE WORK PLAN BUT IF NOT FOR THE NEXT YEAR. >> IT IS NOT FOR THIS YEAR BUT NEXT HERE ON THE PLAN IS BECAUSE WE CALL IT THE WORK PLAN ETHIC IS NICE TO CORRELATE THOSE PRESENTATIONS ALONG WITH THE MONITORING AND IF I REMEMBER CORRECTLY VERY EARLY IN THE SCHOOL YEAR, I BELIEVE THE SEPTEMBER OR OCTOBER. >> THE ONLY OTHER THING THANK YOU FOR YOUR PRESENTATION, ABSOLUTELY FABULOUS TO LISTEN TO, I DON'T HAVE A QUESTION MINE IS ACTUALLY AROUND THE REQUEST FOR DATA THAT CAME THROUGH PRETTY BE INTERESTING TO LOOK AT 10 LEARNING ENVIRONMENT AND WHETHER WE ARE STATING ANYTHING IN REGARDS TO THE MENTAL HEALTH WELL-BEING FROM A POLICY STANDPOINT AND THAT MIGHT FALL INTO THEIR I DIDN'T LOOK SO I DON'T KNOW FOR SURE. >> I DO BELIEVE WE DO. >> THAT MIGHT LOOK FOR POLICIES FROM A PARAMETER STANDPOINT FROM THE OPERATION STANDPOINT TO SEE IF IT'S SOMETHING WE WANT TO HIGHLIGHT SO THOSE THINGS CAN. I THINK YOU'RE OFF THE HOOK. ALRIGHT OUR NEXT STEP IS A BOUNDARY RECOMMENDATION FOR THE LAKE WASHINGTON LEARNING AREA. I WILL HAND THAT TO YOU TODAY SAY THAT WRONG? YOU ARE UP FOR THE INTRODUCTION. >> TONIGHT THE BOARD WILL BE TAKING FORMAL ACTION AROUND THE BOUNDARY RECOMMENDATION FOR THE ELEMENTARY AND MIDDLE SCHOOLS IN THE LAKE WASHINGTON LEARNING AREA THAT IS ELEMENTARY AND MIDDLE SCHOOLS THAT FEED INTO LAKE WASHINGTON HIGH SCHOOL. AT THE LAST BOARD MEETING THE BOARD ASKED FOR FOLLOW-UP ON A REQUEST OF DATA RELATED TO VARIANCES IN THE BOARD RECEIVED A WRITTEN UPDATE BUT TONIGHT ASSOCIATE SUPERINTENDENT WILL PROVIDE THE SAME LEVEL OF DETAIL HERE IN PRESENTATION FORMAT AS WELL. TONIGHT IN YOUR NONCONSENT AGENDA TAB TO YOU OF THE FULL BOUNDARY RECOMMENDATION SITUATION RECOMMENDATION AND ACCOMPANYING DOCUMENTS AND THE RECOMMENDATION IS TO IMPROVE THE SUPERINTENDENT ANDREW SUPERINTENDENT LAUNDRY ADJUSTMENTS EXCEPTIONS ABEYANCE IS FOR THE LAKE WASHINGTON ELEMENTARY AND MIDDLE SCHOOLS ELEMENTARY SCHOOL WILL BE IMPLEMENTED BEGINNING ON 23 - 24 SCHOOL YEAR END MIDDLE SCHOOL [01:25:01] WILL BE OF LIMITED BEGINNING IN 24 - 25 SCHOOL YEAR, WITHOUT ALL HANDED OVER TO BARBARA TO PROVIDE THE PRESENTATION. >> THANK YOU VERY MUCH AS DOCTOR ALLMAN SAID HE ASKED ME TO PROVIDE ADDITIONAL DATA AROUND PROJECTING GIVEN THE QUESTIONS ABOUT VARIANCES AND COULD ALL VARIANCES BE CONSIDERED AND ACCEPTED. AROUND THE VARIANCE CONSIDERATIONS WE DID A DATA REVIEW AND IT WAS IMPORTANT THAT WE LOOK AT THE MOMENT PROJECTION FOR FALL OF 23 TO DETERMINE IF SCHOOLS HAD SPACE AND IF FAMILIES CAN BE ACCOMMODATED AND WE CREATED TWO TABLES THAT WALKED TO THE ESTIMATES, THE OTHER THING THAT HAPPENED AT THE LAST MEETING WE HAD JUST RECEIVED UPDATED PROJECTIONS FROM FLOW ANALYTICS WE CREATED TWO TABLES ONE WITH THE CURRENT FORECAST AND ONE WITH UPDATED FORECAST IN THE WALK-THROUGH ENROLLMENT ONCE IT'S MADE AND IT WAS IMPORTANT IN ORDER TO USE ASSUMPTIONS IN THE WORST CASE SCENARIO YOU HAVE TO ASSUME AUDUBON AND RASH BOUNDARY AND AUDUBON STUDENTS WERE MOVING TO RASH THEY ALL MOVE AND THAT ARE ELIGIBLE FOR AN EXCEPTION OR ELIGIBLE TO APPLY FOR A VARIANCE THE ASSUMPTIONS THAT THE DATA ASSUMES THAT THAT IS A WORSE CASE SCENARIO, THERE IS A LOT OF INFORMATION ON THE SLIDE IN THE FIRST TABLE USES THE FALL ENROLLMENT ON THE NEXT YEAR'S REGISTRATION IN THE UPCOMING KINDERGARTEN ENROLLMENT, THAT IS THE DATA THAT CLOSELY ALIGNS WITH HOW WE STAFF OUR BUILDINGS FOR FALL. I WON'T GO THROUGH EVERY NUMBER BUT AT THE TOP IS A ENROLLMENT IN ROW ONE, AND WROTE TO IS A PROJECTED CURRENT REGISTRATION INFORMATION IN THE TABLE WALKS THROUGH EACH SCHOOL REJECTED STUDENTS DUE TO THE BOUNDARY PROCESS THAT WOULD GO INTO BRUSHWOOD GOING TO FRANKLIN AND THEN IT WOULD BE GOING TO ROSE HILL. AND YOU CAN SEE THE TRANSITIONS IN ROW THREE THROUGH SIX INCOMING OR OUTGOING. AND THEN THAT PROVIDES THE PROJECTED FALL ENROLLMENT WITH BOUNDARY IMPLEMENTATION AND THEN WE WALKED THROUGH A PROCESS. WE KNOW THEIR CURRENT FOURTH-GRADERS AND THEIR SIBLINGS ARE ELIGIBLE TO APPLY FOR AN EXCEPTION WHICH WOULD ALLOW THEM TO STAY IN THEIR LAST YEAR IN ATTENDANCE AT THEIR CURRENT SCHOOL AND YOU CAN SEE AUDUBON RUSH AND TWAIN IN THE OPPOSITE THAT WOULD HAPPEN AND THEY WOULD NOT ATTEND UNTIL THE NEXT YEAR AND YOU CAN SEE THOSE AS NEGATIVE NUMBERS IN ROW 19 THAT PROVIDES AN UPDATED FALL IN ANOTHER UPDATED NUMBER ON THE CURRENT SCHOOL CAPACITY AND YOU CAN SEE IN THOSE CASES PRIOR TO VARIANCES YOU CAN SEE THE DIFFERENCE IN CAPACITY ENROLLMENT IN ROW 12 AND IF WE LOOK TO ALL FAMILIES THAT ARE ELIGIBLE FOR A VARIANCE APPLIED AND WERE ACCEPTED, ROW 14 IS THE POTENTIAL NUMBERS, WE ADDED ONTO THEIR PROJECTIONS AND COMPARED TO CAPACITY IN THE TWO SCHOOLS AUDUBON AND RASH WOULD BE OVERCAPACITY IF WE ACCOMMODATED ALL VARIANCES. AGAIN THE CONCERNS WITH THE ADDITIONAL CLASSROOMS THEY WOULD BE USING THEIR SHARED LEARNING SPACES POTENTIALLY FOR CLASSROOMS THEY CONVERT THE ART AND SCIENCE OR MUSIC ROOMS AND OTHER SPACES TO CLASSROOMS. WE DID THE SAME EXACT EXERCISE, THIS IS TABLE TWO WITH UPDATED FORECAST FROM FLOW ANALYTICS, I WON'T GO THROUGH ALL THE NUMBERS AGAIN BUT THE BOTTOM LINE PRETTY HAVE TO LOOK AT EACH SCHOOL AND [01:30:05] WE KNOW THEY BOTH WHAT HAPPENED AT THE SAME TIME ALL THE STATE AUDUBON STUDENTS BUT WE HAVE TO LOOK AT THE WORST CASE SCHOOL, I DO SHARE IT WAS THE ORIGINAL FORECAST IN THE RECOMMENDATION ON THE RIGHT READING YELLOW COLUMN SHOWING THE CURRENT CAPACITY AND THEN. AN UPDATED FORECAST ROSE HILL IS REALLY THE SAME LARGER IN KIRKLAND AND ROSE HILL MIDDLE SCHOOL ARE SLIGHTLY SMALLER THAN THE ORIGINAL FORECAST. GIVEN THAT DATA ANALYSIS, THE REVIEW AND ANALYSIS, WE WERE NOT ABLE TO FULLY GUARANTEE THE ALL VARIANCES CAN BE ACCEPTED BUT WE DID WANT TO MAKE SURE THAT WE UPDATED ENHANCE AND UPDATE OUR VARIANCE CONSIDERATION IN THE RECOMMENDATION AND ITALICIZE LANGUAGE IS WHAT'S NEW AND DIFFERENT ON HERE. WE ADDED INFORMATION ABOUT VARIANCES AND WILL BE ACCEPTED BASED ON SPACE AVAILABILITY AT THE SCHOOL WHICH ALSO INCLUDES CAPACITY AT THE GRADE LEVEL THEY ARE COMPLYING FOR THAT IS CONSISTENT WITH THE CURRENT VARIANCE PROCESS NOW. FOR EXAMPLE YOU MAY HAVE SPACE IN 10 SPACES IN KINDERGARTEN THAT YOU COULD ACCOMMODATE BUT THE SAME 10 SPACES WOULD CAUSE YOU TO OUR CLASSROOM THAT THE SCHOOL DOESN'T HAVE CAPACITY FOR. AND ANOTHER GRADE LEVEL YOU DON'T HAVE TO ADD A CLASSROOM. IT JUST DEPENDS ON THE GRADE LEVEL. WE ALSO ADDED PRIORITY TO CURRENT CAN GOING THROUGH THIRD GRADE STUDENTS WHO ARE CURRENTLY ATTENDING THOSE SCHOOLS AUDUBON RUSSIAN TWAIN WHO HAVE TO MOVE BECAUSE OF THE BOUNDARY AGAINST SIBLINGS AND THAT WILL BE BASED ON SPACE AVAILABILITY. , WE HAVE A STRONG INTEREST IN SUPPORTING OUR FAMILIES AND ALSO MAKING CHANGES TO BOUNDARIES, OUR PRINCIPALS ARE AWARE OF THE REVISED LANGUAGE DIRECTOR STEPHANIE CLARK WILL WORK WITH THE PRINCIPLES AND AS WE WORK WITH FAMILIES TO ENSURE CAPACITY AND ENSURE WE SERVE THEIR STUDENTS. THE VARIANCE PROCESS STARTS IN THE SPRING AND SPACES EVALUATED THROUGHOUT THE SUMMER, THE GOAL FOR THE BOUNDARY SCHOOLS FOR INITIAL COMMUNICATION BY FAMILIES BUT IN THE MAY AND CONSIDERATIONS WILL CONTINUE OVER THE SUMMER AS THESE CHANGE. WE KNOW SOME OF THE SCHOOLS THERE IS A LOT OF TRANSITION THAT HAPPENED OVER THE SUMMER. I THINK I SAID IN MY PRESENTATION OF MARCH THE BEST THING OR FAMILIES CAN DO IS TO LET US KNOW IF THEY HAVEN'T REGISTERED PLEASE REGISTER FOR NEXT YEAR IF THEY ARE MOVING OUT OF THEIR NEIGHBORHOOD SCHOOL OR TO ANOTHER SCHOOL DISTRICT PLEASE LET US KNOW THE AS WELL AS SOON AS THEY CAN. ONE LAST SLIDE REMINDER ABOUT OUR COMMUNICATION AND TRANSITION PLANNING FOLLOWING TONIGHT'S ACTION BY THE BOARD TOMORROW DISTRICT LEVEL COMMUNICATION WILL BE SENT TO HIS FAMILY'S SHARING THE BOUNDARY DECISION AND ON WEDNESDAY A FOLLOW-UP COMMUNICATION WILL BE SENT BY THE BUILDING PRINCIPAL TO CURRENT FAMILIES AND PRIOR TO SPRING BREAK THE ELIGIBLE FAMILIES RELATING TO BOUNDARIES EXCEPTIONS WILL BE COMMUNICATED WITH AND THEY WILL ALSO BE COMMUNICATED ELIGIBLE FAMILIES ABOUT THE VARIANCE PROCESS WILL BE COMMUNICATED WITH. MIDDLE SCHOOL COMMUNICATION WILL BE SENT TO FIFTH-GRADERS ABOUT, IT WILL BE WELCOMED INTO THE NEW BUILDING OCCURRED IN THE SPRING. THAT CONCLUDES THAT INFORMATION. , THANK YOU PRETTY ANY QUESTIONS OR CLARIFICATION ON THE BOARD? PRE-DIRECTOR CARLSON. >> I WANT TO SAY THANK YOU FOR TAKING A HARD LOOK AT THIS THE CHANGES ARE NOT DRAMATIC BUT I FEEL THE CHANGES ARE APPROPRIATE AND I CERTAINLY HOPE AFTER REVIEW IF ABSOLUTELY EVERYONE [01:35:05] ASKED FOR VARIANCE WE CAN SAY WE CAN'T ACCOMMODATE EVERY VARIANCE, I SINCERELY HOPE WE KNOW VARIANCES CAN BE ACCOMMODATED FOR VARIANCES, THANK YOU. HEARING NO OTHER QUESTIONS, DIRECTOR LALIBERTE. >> HE SAID VARIANCE DECISIONS WOULD AIM TO COMMUNICATE FAMILIES AT THE END OF MAY. THE WINDOW FOR APPLYING FOR A VARIANCE. >> OUR INTENT IS TO SEND THE COMMUNICATION TO FAMILIES THAT ARE ELIGIBLE TO EXCEPTIONS CURRENT FOURTH-GRADERS AND THEY WILL BE GIVEN A DUE DATE TWO DAYS BEFORE SPRING BREAK BEFORE RETURNING TO THAT FORM THE VARIANCE WILL GO OUT IN A SIMILAR TIMEFRAME AND FAMILIES WILL HAVE A DUE DATE TO TURN IN THE VARIANCE AND AGAIN, THE GOAL IS PRIOR TO SPRING BREAK THE VARIANCE WILL FOLLOW OUR CURRENT PROCESS AND VARIANCES CAN APPLY IN TWO SCHOOLS THAT ARE OPEN BUT THE GOAL IS FOR THOSE FAMILIES SPECIFICALLY IN THE BOUNDARY PROCESS WHO GET THE APPLICATIONS IN WE WILL BE ABLE TO COMMUNICATE BY MAYWEATHER AND THE ANSWER COULD BE YES WE CAN ACCEPT YOU, NO WERE HOLDING ONTO IT TO DO SOME ADDITIONAL EVALUATION. WE WILL CONTINUE TO CONSIDER OVER THE SUMMER. HEARING NO OTHER QUESTIONS WILL ENTERTAIN A MOTION TO APPROVE THE BOUNDARY RECOMMENDATION THAT IS PROVIDED. >> SO MOVED. >> SECOND. >> MOVE BY DIRECTOR CARLSON AND SECOND BY DIRECTOR STEWART TO APPROVE THE BOUNDARY RECOMMENDATION AS PRESENTED, ANY FURTHER DISCUSSION? COMMENTS? >> DIRECTOR LALIBERTE. >> INCREDIBLY PAINFUL WITH THE IMPACT ON INDIVIDUAL FAMILIES IS FELT AND OBVIOUS AND I APPRECIATE ALL THE WORK THAT IS GOING INTO THIS AND THE FLEXIBILITY AND IS HAVING TO BE PROACTIVE IN NOTIFYING FAMILIES ANOTHER OPPORTUNITY FOR VARIANCE LIKE PUSHING ON THAT AND DO THE BEST WE CAN TO KEEP THOSE THAT WANT TO STAY IN THE CURRENT SCHOOL AND MAKING SURE THERE'S EVERY OPPORTUNITY FOR THAT. >> OKAY. >> DIRECTOR CHOI. >> I WOULD LIKE TO THANK DOCTOR HALLMAN AND HIS TEAM FOR REAL LOOKING AT THE NUMBERS FOR THE NEW ENROLLMENT PROJECTIONS. I APPRECIATE THE ADDITIONAL WORK THAT WAS DONE TO REALLY DIVE INTO THIS NUMBER. I WILL SAY, THE OTHER THING YOU MENTIONED THERE WILL BE ACTIVITIES IN THE SPRING AND THE NEW SCHOOLS FOR INCOMING STUDENTS AND I HOPE THAT FAMILIES PARTAKE IN THESE OPPORTUNITIES IF THEY ARE MOVING INTO A NEW SCHOOL COMMUNITY TO TRY TO FIND THE SAME SENSE OF HOME AT THEIR OTHER ELEMENTARY SCHOOL IF THE VARIANCE IS IMPOSSIBLE. I DID HAVE ONE OTHER QUESTION THAT LEAVES A CONCERN THAT WAS RAISED IN SOME OF HER COMMUNITY CONVERSATIONS THAT WERE HELD REGARDING AFTERSCHOOL CARE OPTIONS. MY UNDERSTANDING THERE WAS CONCERNS BECAUSE FAMILIES NEEDED TO APPLY FOR THOSE CARE OPTIONS NOW IF THEY WERE PASSING CURRENTLY ENROLLED BUT TO THE VARIANCE PROCESS I DON'T HOW THAT WORKS. IF THEY ARE WAITING TO FIND OUT WHAT SCHOOL THEY ARE NEEDED TO BE ATTENDING. >> OR FAMILIES AGAIN WILL BE NOTIFIED IF THERE MOVING TO THE NEW SCHOOL BUT ANYBODY MOVING TO A NEW SCHOOL WITH A DIFFERENT CHILDCARE PROGRAM WILL HAVE PRIORITY ENROLLMENT FOR THAT CHILDCARE PROGRAM SO WE'VE WORKED WITH OUR EXTENDED PARTNERS TO MAKE SURE THAT THEY HAVE PRIORITY ACCESS. >> WHAT ABOUT AFTER APPLYING FOR A VARIANCE IN THE VARIANCE IS GRANTED ARE THEY LOSING THEIR SPOT AT THEIR CURRENT SCHOOL? >> NO THEY WOULD NOT BE LOSING THEIR CURRENT SPOT, THE REGISTRATION I DON'T HAVE THE EXACT DATE BUT THE SCHOOLS, RUSH HAS YMCA RIGHT NOW AND I BELIEVE THEY DON'T OPEN I WILL HAVE TO [01:40:04] CONFIRM WITH THE OPEN THE REGISTRATION BUT THOSE FAMILIES HAVE REREGISTERED IN THE EARLY ON THE YMCA LIST AND DISPATCH TRANSITIONING TO THE NEW SCHOOL BEYOND THAT LIST BUT IF THEY STAY IN A VARIANCE THAT COULD BE DROPPED OFF THE CURRENT LIST. >> DIRECTOR STUART. >> THANK YOU FOR THE FOX ABILITY IT IS RARE IN THE LAST 10 YEARS THAT WE HAVE HAD A WINDOW TO BE ABLE TO BE FLEXIBLE AND IT IS A WELCOME RELIEF. I THINK THE FAMILIES AND THE STUDENTS IN THE FACT THAT WE WERE WILLING TO GO WHEN AND DO THE WORK AND DO THE ACCOMMODATION TO TRY TO HAVE THOSE VARIANCES MADE AVAILABLE HEAVEN FOR BID I FIND IT TO BE DIFFICULT TO BELIEVE. BUT THE PARENTS NEED TO KNOW THAT THEY HAVE AN OPENING. I THINK THAT'S IMPORTANT BECAUSE I KNOW WERE AT A POINT WERE NOT GOING HEAD OVER HILLS WHERE WE WERE THE LAST 10 YEARS. THANK YOU. >> ANY OTHER POINTS OF DISCUSSION. HEARING NONE I WILL CALL FOR A VOTE TO APPROVE THE RECOMMENDATION FOR THE BOUNDARY AS PRESENTED ALL THOSE IN FAVOR PLEASE SIGNIFY BY VOTING YAY. ANYONE OPPOSE? HEARING NONE, THE MOTION CARRIES. HER NEXT ITEM ON THE AGENDA THIS EVENING IS IN REGARDS TO THE CONSTRUCTION LOVING PROCEEDS FROM 2019 AND 2022. >> THIS ITEM HAD THREE IN THE NONCONSENT AGENDA TONIGHT IS A PRESENTATION MADE AT HER NEXT MEETING WE'LL BRING A PACKET FOR THE BOARD TO CONSIDER FOR FORMAL ACTION. THIS IS ABOUT REDIRECTING THE 2019 AND 2022 CONSTRUCTION LOVING PROCEEDS IN MATCHING FUNDS. AS THE BOARD KNOWS OUR CONDITIONS ARE EVER-CHANGING HERE ACROSS THE DISTRICT ARE ENROLLMENT PATTERNS HAVE CHANGED AND WE ACTUALLY HAVE A PROJECTION AROUND ENROLLMENT THAT IS SUBSTANTIALLY DIFFERENT THAN WE'VE HAD IN THE PAST THIS HAS CAUSED US TO MAKE SURE THE PROJECTS THAT WE ARE CONSIDERING AND MOVING FORWARD WITH HAVE AN ADDITIONAL LAYER OF SCRUTINY AND EVALUATION THAT IS WHAT TONIGHT'S PRESENTATION IS ABOUT. IT'S ABOUT RECOMMENDATION OF REDIRECTING FUNDS IN ACTUALLY IDENTIFYING THE DIFFERENT PROJECT THAN WHAT WE SHARED WITH THE COMMUNITY WHEN WE WENT OUT FOR THE 2022 CONSTRUCTION LOBBY. I BELIEVE IT'S IMPORTANT THAT WE TAKE VERY SERIOUSLY THE WISE USE OF OUR PUBLIC RESOURCES BECAUSE WHEN OUR COMMUNITY SAYS YES TO A LOVELY THAT COMES WITH A SET OF EXPECTATION AND RESPONSIBILITY ON THE DISTRICT. WE TRY TO BE TRANSPARENT WITH THE PROJECTS THAT WE ARE MOVING FORWARD WITH. IN THIS MOMENT THE TRANSPARENCY REALLY IS AROUND THE CHANGE IN RECOMMENDATION IN THE DECISION-MAKING PROCESS SHOULD WE MOVE FORWARD WITHOUT. THIS RECOMMENDATION DOES ADD CAPACITY IN THE SAME AREA IDENTIFIED WITH THE CAPACITY IS NEEDED. IT DOES ADDRESS LONG-TERM GOALS. WITH THAT I'LL ASK THE SUPERINTENDENT BARBARA TO PROVIDE THE BOARD WITH AN OVERVIEW OF THE REPURPOSING FUNDS FOR CONSTRUCTION PROJECT. THANK YOU VERY MUCH, I WANTED TO PROVIDE A BACKGROUND OF HOW WE ARRIVED AT THE RECOMMENDATION AND WE SHARED WITH THE BOARD IN A MARCH STUDY SESSION IN THE DECEMBER STUDY SESSION AND THE ADDITIONAL INFORMATION MARCHING HERE WE ARE TONIGHT. I JUST WOULD'VE REVIEWED THE BUILDING EXCELLENCE PLAN UPDATE, WE HAVE FOR THE 2022 CONSTRUCTION LOVING PROJECTS, THAT WAS APPROVED BY VOTERS IN FEBRUARY THERE WAS CAPACITY ON [01:45:07] THE EAST SIDE IN ADDITIONAL ON THE WEST SIDE AND AGAIN, WE PROVIDE FOR PROPERTY AND CONSTRUCTION ESCALATION. A TOTAL LEVY OF $295 MILLION. SO AGAIN ONE OF THE THINGS THAT WE DID IS EVALUATING, EVALUATING SPACING CAPACITY AND OPTIONS OF THE BROADMAN AREA, IN DECEMBER WE SHARED THAT WE WOULD BE LOOKING AT ENROLLMENT DATA AND PROJECTIONS COMING TO THE BOARD IN LATE WINTER REGARDING PROJECTS AND STRATEGY IN THE THINGS WE WERE CONSIDERING WAS ADDED CAPACITY NEED ON THE REDMOND ELEMENTARY CAMPUS AND WE ALSO KNOW THAT WE STILL HAVE AGING FACILITIES THAT CAN BE REBUILT AND IN LARGE STILL INCREASING CAPACITY IN THE REDMOND AREA WE KNOW WE WANT TO REDUCE THE RELIANCE ON PORTABLES AND CONSIDERING SHIFTING STUDENT ENROLLMENT THROUGH BOUNDARY INSTRUCTION WE KNOW THAT WE CAN SHIFT PROGRAMS TO ALIGN WITH ENROLLMENT AS WELL THOSE ARE OPTIONS WHEN THERE IS CAPACITY CONSTRAINTS. AGAIN THIS WAS INFORMATION THAT WAS SHARED DURING THE LEVY PROCESS THAT THESE WERE THE LEVY PROJECTS IN THE ELEMENTARY CAPACITY, THE MIDDLE SCHOOL CAPACITY AND THE HIGH SCHOOL CAPACITY AND IN PROPERTY. , AND 2022 LEVY WAS STEP ONE IN OUR BUILDING EXCELLENCE PLAN AND THOSE PROJECTS THAT WE HAD OTHER PROJECTS IN PHASE TWO IN PHASE THREE AS WELL. AGAIN TO DO THE ANALYSIS WE WANT TO FOCUS ON THE REDMOND AREA THIS IS THE MAP OF THE WHOLE DISTRICT. FOR CONSISTENCY IN THE PLAN WAS PUT IN PLACE THE PROJECTIONS WENT OUT TO 2029 SO WE WANT TO MAKE SURE WERE LOOKING AT THE SAME DATA IN THE FORECAST TO COMPARE APPLES TO APPLES. ALL MOVE ON. IN FEBRUARY 2021 FACILITY ADVISORY COMMITTEE RECOMMENDED BASED ON THE FEBRUARY 2020 PROJECTIONS THAT THERE WAS CONTINUED HOUSING GROWTH IN DOWNTOWN REDMOND CITY CENTER IN MIRAMAR VILLAGE THERE IS ANTICIPATED GROWTH AT THAT TIME OF 3 - 400 WERE ELEMENTARY STUDENTS THEY RECOMMENDED USING THE UNDERDEVELOPED LAND ON THE REDMOND ELEMENTARY CAMPUS AND TO BUILD A NEW ELEMENTARY SPACE ADDING 554 CAPACITY OF 550 STUDENTS. OUR CURRENT NUMBERS OF WHAT'S HAPPENING RIGHT NOW THE CURRENT NUMBERS ARE LOWER THAN PROJECTIONS FLOW ANALYTICS HAS PROVIDED AN UPDATED LONG-TERM ENROLLMENT FORECAST AND WE SHARE THAT WITH THE BOARD IN EARLY MARCH. HOUSING GROWTH IS STILL CONTINUING DOWNTOWN REDMOND IN MIRAMAR VILLAGE 1100 UNITS AND THAT IS MOSTLY MULTI-FAMILY WHICH GENERATES LESS STUDENTS FOR EXAMPLE SINGLE-FAMILY DEVELOPMENTS WE HAVE LOWER BIRTHS HAPPENING WHICH DRIVES LOWER KINDERGARTEN ENROLLMENT AND THEN DRIVES THE GREAT PROGRESSION IN OUR ELEMENTARIES AND YOU CAN SEE THAT IN OUR ELEMENTARY NUMBERS. SO THE OVERALL FORECAST FOR THE AREA HAS BEEN REDUCED. THIS IS A CHART COMPARING THE FLOW ANALYTICS FORECAST COMPARED TO THE CURRENT FORECAST. THE SOLID LINE IS THE ORIGINAL FORECAST FROM JANUARY OF 21 AND THE SOLID YELLOW LINE IS GRADES ELEMENTARY K THROUGH FIVE IN THE DASHED LINE IS THE CURRENT FEBRUARY FORECAST, THE DASHED LINE IS ACTUAL ENROLLMENT FOR FALL 2021 IN FALL 2022 AND BEYOND THAT THE BLACK DASHED LINE IS THE FORECAST. YOU CAN SEE IN THE REDLINE IS HIGH SCHOOL IN THE LIGHT GREEN LINE IS MIDDLE SCHOOL. YOU CAN SEE IN ALL LEVELS IN THE NEW UPDATED FORECAST, ACTUAL ENROLLMENT IN THE UPDATED FORECAST IS LOWER THAN THE ORIGINAL PROJECTIONS. SPECIFICALLY IN THE REDMOND LEARNING AREA THERE IS A LOT OF [01:50:01] NUMBERS ON THE SLIDE. WHAT IS MEANT TO SHOW YOU IS THE ORIGINAL JANUARY 2020 PROJECTION FOR FALL OF 29 HAD REDMOND ELEMENTARY PROJECTED TO GROW TO A THOUSAND STUDENTS THAT WAS THE IMPETUS OF THE RECOMMENDATION FOR BUILDING 550 STUDENT CAPACITY, THE WHOLE REDMOND LEARNING AREA HAD A PERMANENT CAPACITY SHORTFALL OF 762 STUDENTS SPECIFICALLY THE REDMOND FEEDER WHICH IS ROCKWELL REDMOND EINSTEIN AND HAD A SHORTFALL OF 692 WITH THE TIMBERLINE MIDDLE SCHOOL FEEDER WAS PARKS AND HAD A SHORTFALL OF 70. AS YOU CAN SEE EACH YEAR THE PROJECTION FOR REDMOND ELEMENTARY WAS REDUCED TO 855, THEN 831 NOW IS 747 AND THE ACTUAL ENROLLMENT WAS GOING TO BE 682 IN FEBRUARY OF 22, REDMOND HAS 546 STUDENTS RIGHT NOW. BACK TO THAT WERE THE RED CIRCLE IS, RIGHT NOW THE PROJECTIONS FOR FALL 29 IS A PERMANENT CAPACITY THERE IS PROVIDED CAPACITY WITHIN THE WHOLE REDMOND AREA BUT WITHIN REDMOND MIDDLE SCHOOL THE FEEDER SCHOOLS THERE IS AN 84 CAPACITY RIGHT NOW. AGAIN JUST A REMINDER THE TRENDING DIVERSE HAS DECLINED BY 3000 AND CROSSED KING COUNTY ARCADIA GARDEN ENROLLMENT WAS AROUND 24028500 PER CANDOR CLASS AND NOW ARE ENROLLMENT THIS FALL IS 2000 STUDENTS. THAT IS A SUMMARY OF THAT, THIS IS ANOTHER DETAILED CHART SHOWING THE CAPACITY SO YOU HAVE EACH SCHOOL HAS THE FIRST COLUMN OF THE PERMANENT CAPACITY IN THE SECOND COLUMN IS A TOTAL CAPACITY WHICH INCLUDES PORTABLES AND THEN THE 2022 ACTUAL ENROLLMENT AND THEN THE CHARTS OF THE PERMANENT CAPACITY OR TOTAL CAPACITY. ANYTHING THAT IS BLUE IS UNDER CAPACITY AND ANYTHING GREEN, YELLOW OR RED IS AT OR OVER CAPACITY. YOU CAN SEE IN THE DOWNTOWN EDUCATION AREA SCHOOLS WILL BE AT 97 TWOMAC 101% AND PERMANENT CAPACITY, 13 STUDENTS OVER PERMANENT CAPACITY BUT THE TOTAL CURRENT PORTABLES WILL BE AN 80 - 83% RANGE. SO THIS IS JUST ANOTHER PICTURE OF THE CURRENT 10 YEAR FORECAST THROUGH 2032. YOU CAN SEE AGAIN THE MAJORITY OF THE SCHOOLS IN THE REDMOND AREA AND ROCKWELL BARTON ARE SITTING IN THE BLUE UNDER CAPACITY RIGHT NOW. WE LOOKED AT ALTERNATIVES TO BUILDING NEW CAPACITY ON THE REDMOND CAMPUS IN ONE OF THE ALTERNATIVES WAS ADDRESSING AGING FACILITIES AND INCREASING CAPACITY BY REBUILDING AND ENLARGING ROCKWELL WE LOOKED AT BUILDING A NEW ELEMENTARY SCHOOL ON AIRPARK 188 PROPERTY THAT IS THE ONE IN THE INDUSTRIAL AREA BY COSTCO. PLACING ADDITIONS AT THE A AREA ELEMENTARY SCHOOLS AND USING FUNDS TO PREDESIGNED AGING FACILITIES ADDING PORTABLES AND CHANGING SCHOOL ATTENDANCE BOUNDARIES AND CHANGES PROGRAMS LOCATIONS. IN FACT IN ANTICIPATION OF NEW STUDENTS ENROLLING THIS FALL WE ALREADY MADE DECISIONS TO CHANGE OUR GIFTED PROGRAM MOVING FROM REDMOND TO MAN DUE TO ADDITIONAL STUDENTS THAT ARE ENROLLING. ONE OF THE THINGS WE ALSO LOOKED AT, WE HAVE THREE ELEMENTARY SCHOOLS THAT ARE AGING FACILITIES. WE HAVE TWO OTHER MIDDLE SCHOOLS, EVERGREEN AND COME I BUT OF THE AGING ELEMENTARY SCHOOLS WE HAVE ALCOTT, ROCKWELL AND SMITH. SO WE LOOK AT THE AGE OF THE SCHOOLS, ROCKWELL'S OLDEST SCHOOL AND WHAT PHASE WAS INITIALLY PLANNED. BUT WE LOOKED AT WHAT WAS HAPPENING WITH THE ENROLLMENT IN THOSE AREAS. BOTH ALCOTT, THE EVERGREEN FEEDER AND THOSE ARE CONTINUING TO DECLINE IN AND REDMOND THERE ENROLLMENT PROJECTION IS [01:55:01] CONTINUING TO INCREASE SLIGHTLY. AND WE ALSO KNOW ALL OF THESE ARE AGING FACILITIES AND THEY RECENTLY NEED TO BE REBUILT, WE WANT TO MAKE SURE THOSE GET ADDRESSED AT SOME POINT IN THE FUTURE. TONIGHT THE RECOMMENDATION TO REPURPOSE THE LEVY FUNDS TO REBUILD IN THE LARGE ROCKWELL ELEMENTARY IN 2026. AND AGAIN, AS DOCTOR PULLMAN EXPLAINED THE RATIONALE FOR THE RECOMMENDATION IS DUE TO THE CHANGE IN THE OVERALL PROJECTION THE NEED FOR A NEW SCHOOL OF 550 STUDENTS HAS REALLY CHANGED THIS WILL ALLOW US TO ADDRESS AN AGING FACILITY AS PART OF HER LONG-TERM GOALS AND ALLOW US TO ADDRESS THE AGING FACILITY AT A LOWER COST RATHER THAN IN PHASE THREE WE ALSO KNOW THAT WE HAVE A NEAR-TERM LIFECYCLE UPGRADE BY REBUILDING AND ENLARGING WE CANNOT HAVE TO DO THAT AT THAT FACILITY SO IT REDUCES OR LIFECYCLE COSTS. IT WILL ADD 252 PERMANENT CAPACITY TO AN AREA THAT HAS A SLIGHT GROWTH PROJECTION, PERMANENT CAPACITY WILL INCREASE FROM 438 TO 690 AND REDUCE OUR RELIANCE ON PORTABLES AND STILL ALLOWS FOR FUTURE PLANNING AND CONSIDERATION ON THE REDMOND CAMPUS. PRIETO WON A WALK-THROUGH THE FINANCIAL IMPACTS FOR THIS RECOMMENDATION, THE FIRST COLUMN SHOWS THE ORIGINAL BUDGET FOR THE PROJECT. THE 295 MILLION. AS WE GET CLOSER TO A SCHEMATIC DESIGN WERE ABLE TO KNOW CLOSER TO THE COST ESTIMATES WHICH IS WHY WE BUILD THE PROGRAM CONTINGENCY WE KNOW CONSTRUCTION IS INCREASING AND I HEARD A FIGURE OF 70% THIS YEAR BUT 8% WE ARE ESTIMATING THE NEXT COUPLE OF YEARS THEY% ANNUAL INCREASE THE CONSTRUCTION COSTS CONTINUE TO INCREASE, WE WANT TO MAKE SURE WE HAVE CONTINGENCY SO YOU SEE THE LINE ITEM FOR THE MIDDLE SCHOOL ADDITIONS IN THE MIDDLE SCHOOL COLUMN WE ARE USING 9 MILLION OF THE CONTINGENCY CONSTRUCTION FOR THEIR BUDGETS AND THE NEW ELEMENTARY PROJECT WAS NEEDING 5 MILLION AND WE HAVEN'T GOTTEN TO THAT POINT WITH THE ESA CAPACITY AND OR WESTSIDE CAPACITY WERE NOT ON THE PLANNING STAGES YET FOR THAT. SO WE USED 14 MILLION OF THE CONTINGENCY. THE NEXT SLIDE SHOWS WHAT HAPPENS WITH THE RECOMMENDATION OF REMOVING THE NEW ELEMENTARY CAMPUS PRETTY CAN SEE THAT CROSSED ON THE SECOND ROW AND ADDING ROCKWELL WE ESTIMATE WE WILL NEED $800 MILLION TO REBUILD AND EXPAND ROCKWELL, THE NEW ELEMENTARY WAS AT 550 CAPACITY AND ROCKWELL ELEMENTARY WOULD BE REBUILT IN LARGE STATUS 690 STUDENT CAPACITY WHICH IS WHAT WE'VE BEEN DOING HER OTHER ELEMENTARY SCHOOLS OUT. , WE WILL NEED THE TOTAL PROJECT COST TO GO UP TO 306,000,000.2 MILLION AND IN NEED OF THEM LOVE THEM .2 MILLION. I WANT TO WALK-THROUGH HOW WE ARE GOING TO PAY FOR THAT, THESE ARE SLIDES FROM OLDER PRESENTATIONS. SOME PEOPLE NEED THE VISUAL I HAVE A LOT OF TABLES BUT SOME PEOPLE LIKE THE VISUAL CHARTS I WANT TO BRING THAT A BETTER 2016 BOND THE VOTERS APPROVED A 398 MILLION-DOLLAR BOND MEASURE AND COMBINED WITH HER STATE CONSTRUCTION ASSISTANT FUNDS IMPACTED FEES INTEREST EARNINGS THAT PROVIDED US $458 MILLION IN TOTAL REVENUES. WE SPENT OUR ORIGINAL PLAN OF 420 MILLION AND AGAIN, DUE TO CAREFUL MANAGEMENT OF OUR PROJECTS WE WERE ABLE TO COMPLETE PROJECTS WITHIN OUR RESOURCES AND THEN WE USE 25 MILLION OF THE FUNDS FOR PROPERTY PURCHASES. WE HAVE 4 MILLION REMAINING IN THE 2016 BONDS AND THOSE ARE REPURPOSED BACK IN 2019. FOR OUR 2019 LOBBY THAT WAS 121 MILLION OTHER LEVY PLUS WE WERE GOING TO USE ANOTHER 24 MILLION FROM OTHER SOURCES AND ANOTHER $144 MILLION IN PROJECTS REMAINING THAT IS THE CORE ADDITION AT CARSON BEFORE WE HAVE FINAL EXPENDITURE [02:00:03] FIGURES BUT RIGHT NOW ARE ESTIMATING 135 MILLION FOR CONSTRUCTION PROJECTS. DUE TO CAREFUL MANAGEMENT OF PROJECTS, FAVORABLE MID PACKAGES OPTIMIZING SCHEDULES THAT ALLOWED US TO SAVE 7% OF THE ORIGINAL CONSTRUCTION BUDGET. IN ADDITION WE RECEIVED STATE CONSTRUCTION ASSISTANCE FUNDS FROM THE STATE THAT WE WERE ORIGINALLY PLANNING ON TO THE COLLECTIONS AND INTEREST EARNINGS FOR PROVISIONAL RESOURCES. SOMETIMES WE GET ASKED WHY DIDN'T YOU PLAN FOR THE ADDITIONAL REVENUES AHEAD OF TIME, YOU CAN'T ALWAYS COUNT ON THE STATUS CAN IMPROVE ASSISTANCE, THE IMPACT FEES FROM OUR CITIES FLUCTUATE UP AND DOWN EVERY YEAR IN INTEREST EARNINGS RIGHT NOW AND GOOD INTEREST-RATE ENVIRONMENTS FOR SOME YEARS INTEREST-RATE EARNINGS ARE VERY LOW. IF YOU MAKE THOSE ASSUMPTIONS OF THE COLLECTIONS, WE CAN'T AFFORD TO PAY WHAT WE PROMISE AND I CAN AFFORD TO DO THAT. AND THAT'S A 2019 CONSTRUCTION LEVY THE 2022 CONSTRUCTION LEVY WHICH IS THE NEWEST LOBBY, RIGHT NOW IN THE IMPACT FEES FROM OUR CITIES WE START ASSIGNING THOSE TO THE PROJECTS ASSIGNED IN THE IMPACT FEES RIGHT NOW IN THE CITY OF REDMOND ARE ACTUALLY COMING IN NICELY AN ADDITIONAL 13 MILLION IMPACT FEES REMAINING AND CAN BE USED TOWARDS THE PROJECTS AND ALLOWING THE OTHER RESOURCES TO BE USED ELSEWHERE. THAT IS A NICE BAR CHART ICONS. THIS IS THE FINANCIAL TABLE. FOR OTHERS THAT LIKE TABLES. THOSE THREE THINGS THAT I WENT THROUGH, THE FIRST THREE ROWS $4.3 MILLION IN THE BOND PROGRAM LEFT AND 17 MILLION IN THE 2019 CAPITAL LEVY IN THE 22 CAPITAL LEVY IN THE 12.6 MILLION IMPACT FEES. LIKE IS IS 34 MILLION REMAINING. WE NEED TO SET ASIDE FUNDS FOR PROPERTY PROP UNDER PROPERTY ACQUISITION, LGL, BOND CLASS FUNDING THE 2022 LEVY. NOT LEAST 27,000,011.2 MILLION FOR THE REBUILD THE LARGE ROCKWELL AND THAT LEAVES 15.8 MILLION TO SUPPORT ANY CONSTRUCTION PROJECT INFLATION AND A HYPER INFLECTION INFORMATION AND IS IMPORTANT THAT WE KEEP SOME OF THOSE DOLLARS FOR THAT. THAT COMES TO THE LAST LIE, THAT BRINGS US TO THE RECOMMENDATION AND HOW IT CAN BE FUNDED, TONIGHT YOU'RE RECEIVING A PRESENTATION. ATTACHED TO THE BOARD MATERIALS THE RESOLUTION REVIEWED BY THE LEGAL COUNSEL AGAIN BOTH OF THE LEVEES ALLOW THE RESOLUTION ALLOWS THOSE FUNDS TO BE USED FOR ANY CAPITAL PROJECT THAT WE WANT TO MAKE SURE THAT WE ARE CHAINED SPENT WITH HER COMM COMMUNITY. THIS RESOLUTION ALLOWS THE 2019 AND 22 CONSTRUCTION LEVEES TO BE REDIRECTED SO THEY CAN BE USED FOR ANY CAPITAL CONSTRUCTION PROJECTS TO SERVE OUR AGING FACILITY, CAPACITY NEEDS, REBUILD IN LARGE PROJECTS, FACILITY ADDITIONS, PORTABLES, UPGRADES TO CLASSROOMS, FUTURE BOND AND LEVY PLANNING AND INTERNAL BUILDING MODIFICATION AND PROPERTY ACQUISITION. THAT IS REALLY THE PURPOSE OF THE RESOLUTION AND WHAT IT ALLOWS. AFTER TONIGHT WILL BE DOING A COMMUNICATION TO THE COMMUNITY AND STAFF IN A PRESS RELEASE AND SEND A MESSAGE TO COMMUNITY AND STAFF AND INFORMING THEM THAT ON APRIL 3 THE BOARD WILL TAKE FORMAL ACTION ON THE RECOMMENDATION AND ONCE THE FORMAL ACTION IS DONE, THEN SUPPORT SERVICES WILL BEGIN TO DETERMINE THE DELIVERY METHOD FOR THE ROCKWELL PROJECT AND GATHER THE DESIGN TEAM AND START MOVING FORWARD ON THAT. >> DOCTOR HOME AND YOU HAVE SOME QUESTIONS? >> NOT QUESTION SOMEONE HIGHLIGHT A FEW THINGS IN THE PRESENTATION ON SLIDE SIX AND [02:05:01] SEVEN THAT WAS INFORMATION WE WENT TO THE PUBLIC WITH WITH AS PART OF HER INFORMATIONAL CAMPAIGN ABOUT THE 2022 LEVY SLIDE SIX TALKS ABOUT ELEMENTARY CAPACITY IN THE REDMOND AREA. ON SLIDE SEVEN IT'S VERY SPECIFIC ABOUT A NEW ELEMENTARY SCHOOL ON THE REDMOND ELEMENTARY CAMPUS. THAT WAS INFORMATION WE WENT OUT TO THE PUBLIC WITH AND THAT'S WHY WE ARE PROVIDING WITH THIS DETAILED RECOMMENDATION TONIGHT AND WE WENT OUT AND ASKED OUR VOTERS TO SUPPORT A NEW ELEMENTARY SCHOOL ON THE REDMOND ELEMENTARY CAMPUS. WANTING TO BEEF THE ROW IN THE SPIRIT OF TRANSPARENCY YOU SEE ALL OF THE VARIOUS MESSAGING THAT WE WILL DO AFTER TONIGHT TO MAKE SURE OUR COMMUNITY IS AWARE OF THE RECOMMENDATION TO REPURPOSE LEVY FUNDS THAT WERE DESIGNATED WERE A DIFFERENT PROJECT, I WANT TO TALK ABOUT, PART OF THE DATA STATES AND 29 THE REDMOND AREA ELEMENTARY SCHOOLS WILL HAVE PERMANENT CAPACITY OF 84 STUDENTS. AVAILABLE, 84 STUDENTS AVAILABLE, NOT JUST 84 STUDENTS. IT IS A KEY POINT TO OUR LONG-TERM GOALS FOR SCHOOLS. 84 STUDENT CAPACITY SPREAD BETWEEN THE FIVE SCHOOLS, IT REALLY DOESN'T LEND ITSELF TO OUR SCHOOLS BEING ABLE IN THE FLUCTUATIONS IN THE STUDENT ENROLLMENT PATTERNS. THEY MAY FLUCTUATE UP OR DOWN TO HAVE IT AVAILABLE SPACE WITHIN YOUR SCHOOL TO ACCOMMODATE THAT WITHOUT NEEDING TO REDUCE THE STANDARD OF SERVICE IS REALLY IMPORTANT. THE BOARD KNOWS WE'RE DEVELOPING GOALS RELATED TO HER LONG-TERM CONSTRUCTION PLANNING FOR THE DISTRICT. I JUST PULL THOSE UP AND ASSURED THEM PREVIOUSLY WITH THE BOARD, REALLY DOES RELATE TO THIS RECOMMENDATION AS WELL. PRIMARY AND THAT, ALL SCHOOLS IN THE DISTRICT CAN PLUMMET THE STANDARD OF SERVICE, CURRENTLY ROCKWELL ELEMENTARY BEING AND AGING FACILITY DOES NOT ALIGN WITH OUR STANDARD OF SERVICE IN LAKE WASHINGTON. THIS ACCOMPLISHES THE GOAL IN THAT REGARD AND WE BELIEVE THAT IS THE BEST ENVIRONMENT FOR SCHOOLS TO ADDRESS THE LEARNING NEEDS OF STUDENTS. ANOTHER ONE OF HER GOALS ALL OVER SCHOOLS HAVE A TARGET ENROLLMENT BETWEEN 80 AND 89% CAPACITY OF THEIR SCHOOLS PRETTY AGAIN THAT ALLOWS FOR THE FLUCTUATION TO OCCUR WITHOUT JEOPARDIZING OR MINIMIZING THE EDUCATIONAL OPPORTUNITIES FOR STUDENTS ON ANY GIVEN CAMPUS. PRE-THOSE ARE TWO KEY POINTS AS WELL AS WE THINK ABOUT OUR LONG-TERM GOALS FOR CONSTRUCTION IN THEIR FACILITIES WITHIN THE DISTRICT. >> ANY QUESTIONS QUESTION AT. >> JUST A THANK YOU, THIS IS A REALLY COMPLICATED SHIFT. THE WORLD CHANGED ON US AND NOBODY COULD ANTICIPATED THOSE PROJECTIONS IF YOU WERE SHOWN THE PROJECTIONS AND 2019 OF WHAT WAS GOING TO HAPPEN I NEVER WOULD'VE BELIEVED IT. THANK YOU FOR TRYING AND TO FIND A WAY TO DO THINGS WHEN THE WORLD CHANGED ON US. >> HAVE A FEW QUESTIONS. I WOULD ASSUME THIS IS TRUE AS WELL IF THEY PUT A SCHOOL IN THE REDMOND ELEMENTARY CAMPUS, AT SOME POINT AFTER THE SCHOOL WOULD BE OPEN AT ROCKWELL OR REDMOND THEY WOULD HAVE A BOUNDARY REVIEW WITHIN THE AREA AND THE SAME SORT OF SHIFTING OF WHAT WE SAW THIS EVENING AND JUST BALANCE OFF THE ENROLLMENT. >> CORRECT. >> THE OTHER QUESTION THAT I HAD, THIS CAME UP THREE OR FOUR YEARS AGO WITH THE EARTHQUAKE STUDY THAT HAD, IN REGARDS TO SCHOOLS IN THE STATE. I BELIEVE ROCKWELL WAS ON THE LIST AND I DON'T QUITE REMEMBER WHAT THE FINDINGS WERE IN THAT BUT THIS WOULD BE SOMETHING THAT WE WOULD ADDRESS TO THE RETROFITTING THAT WE HAVE DONE. >> THAT IS CORRECT. AGAIN I WOULD HAVE TO GET SPECIFICS ON WHAT THE SPECIFIC ISSUE WITH ROCKWELL AND SOME OF THE SCHOOLS IS WINDOWS AND THINGS LIKE THAT. BUT THIS WILL BE ABLE TO ADDRESS THOSE BY REBUILDING AND I USE THE TERM REBUILDING IN LARGE WITH EVERY AGING SCHOOL WE STILL GO THROUGH THE NEW AND LOOSE STUDY TO ENSURE EITHER REMODEL OR BUILDING A NEW BUILDING WHICH IS THE MOST FEASIBLE TO DO, THAT [02:10:04] STUDY IS PART OF THE PROCESS THAT THEY WILL SUPPORT SERVICES THAT WILL GO THROUGH. >> I ALSO JUST WANT TO SAY THANK YOU. AS LEVY DOLLARS ARE VOTED BY OUR PUBLIC IT IS IMPORTANT TO BE ABLE TO BE VERY CLEAR AS TO HOW THOSE DOLLARS WILL BE USED. BUT WITH THE FLEXIBILITY THAT IS ALSO REQUIRED WITH THE SHIFTING CONTEXT AND DYNAMICS I HAVE, THAT MAKES ME THINK THAT YOU DIDN'T FORGET THE PROPERTY ABOUT THE PLATEAU WHERE REBUILDING A FLEXIBLE SPACE TO ADDRESS TO SYDNEY UNDER DIFFERENT NEEDS AT DIFFERENT TIMES, I APPRECIATE THE OPPORTUNITY AND BEING ABLE TO BRING THIS FORWARD. AND HOPEFULLY ADDRESS THOSE NEEDS. I REMEMBER WHEN I CAME ON THERE WAS A PLAN TO REBUILD ALL THE SCHOOLS WORK IN OUR DISTRICT. LIKE SEVERAL DIFFERENT TIMES ALONG THAT WAY THERE HAVE BEEN CHALLENGES WITH FUNDING TO DIFFERENT THINGS AND THEN THE GROWTH STARTED. ONCE THAT GROWTH HIT US AT 500 KIDS PER YEAR THE OPTION OF REBUILDING AND ENLARGING WAS MUCH MORE LIMITED ESPECIALLY IN THE REDMOND AREA THIS IS A GREAT OPPORTUNITY TO TAKE A BREATHER AND TO BE ABLE TO ADDRESS SOME OF THE ADDITIONAL CHALLENGES THAT ARE STILL THERE. WE APPRECIATE GOING FORWARD IN THE COMMUNICATION AS WELL. >> IF THE BOARD HAS ANY QUESTIONS OR FOLLOW-UP THAT WOULD BE BENEFICIAL PRIOR TO TAKING FORMAL ACTION LET ME KNOW AND WE WILL BUILD THAT INTO THE PRESENTATION FOR THE BOARD AT A SPECIAL MEETING WHICH IS NEXT MONDAY APRIL 3 AT 5:00 P.M. >> ANY OTHER QUESTIONS? SEEING DON, THANK YOU VERY MUCH I APPRECIATE THAT. I WOULD RECOMMEND WE TAKE A 10 MINUTE BREAK, JUST FOR THE MOMENT THAT WE CAN ALL THINK FOR A SECOND AND THEN WE WILL BE >> MOVING ON WITH HER AGENDA THE NEXT ITEM INFORMATION ABOUT THE BUDGET AND THE ALIGNMENT OF THE BUDGET, DOCTOR HOLMAN WILL BE PRESENTED NOT AS HE GETS RE READY. RIGHT BEFORE HE STARTS IT APPEARS TO HAVE SOMEBODY WHO WOULD LIKE TO MAKE A MOTION IN REGARDS TO HER AGENDA. >> A MOVE TO AMEND THE AGENDA, I DON'T KNOW THEY CALL THAT THE FIRST READING BUT THE FIRST READING OF RESULTS ONE FROM THIS MEETING TO THE NEXT MEETING ON APRIL 3. MOVE THE ITEM TO THE AGENDA TONIGHT TO THE AGENDA FOR AP APRIL 3. >> IS THERE A SECOND? >> A SECOND. >> WILL BY DOCTOR THE UNDER DIRECTOR LALIBERTE MOVE TO DIRECTOR CHOI THE RESULT WHICH IS MONDAY APRIL 3 ALL THOSE IN FAVOR IF I BY SAYING YAY. ANYONE OPPOSED, WE WILL MAKE THAT CHANGE TO THE AGENDA AND WE WILL MOVE IT OVER TO THE NEXT ONE. PRE-WITHOUT DOCTOR HOLMAN WE CAN GO FORWARD. >> TONIGHT I WANT TO PROVIDE THE BOARD WITH AN UPDATE AROUND THE BUDGET ALIGNMENT WORK WITH THE COMMUNITY IS AWARE OF AND YOU ARE AWARE OF AND STAFF IS AWARE OF THAT IS GOOD TO CONTINUE THE WORK THAT IS GOING ON PRE-WITHOUT DOCTOR HOLMAN WE CAN IN THE CHANGES THAT ARE OCCURRING AS WE MOVE THROUGH THIS BUDGET SEASON. WHEN I THINK ABOUT ALIGNMENT IT IS ALIGNMENT OF STRATEGY ENSURING THAT WE ARE FINDING OUR PRIORITIES AND STRATEGIC DIRECTION BUT ALSO ALIGNMENT OF OUR RESOURCES ENSURING THAT WE MAINTAIN FISCAL VIABILITY IN THE LONG-TERM AND THAT WE HAVE OUR REVENUES ALIGN WITH OUR EXPENDITURES FOR THE FISCAL HEALTH OF THE DISTRICT. IT IS ALIGNMENT IN MULTIPLE WAYS. WE THINK ABOUT OUR STRATEGIC PRIORITIES EQUITY, INCLUSION AND M TSS. IT IS THE CORE OF THE WORK THAT WE ARE PARTNERING WITH OUR SCHOOLS AROUND KNOWING THE EQUITY OVERLAYS EVERYTHING THAT WE DO AS A DISTRICT. THE BOARD HAS ADOPTED POLICY RELATED TO EQUITY IN THE ADMINISTRATION HAS ADOPTED A POLICY RELATED TO EQUITY AND EQUITY IS ABOUT ENSURING THE PROGRAM SERVICES AND SUPPORT THE ENVIRONMENT FOR EACH AND EVERY STUDENT IS ACCESSIBLE AND SAFE AND VIABLE. THE WORKAROUND INCLUSION AND [02:15:02] MTSS ENSURING HER INSTRUCTIONAL PROGRAMS AND SERVICES ACTUALLY CAST A WIDE UMBRELLA SO ALL STUDENTS ARE ABLE TO ATTEND THEIR NEIGHBORHOOD SCHOOL PARTICIPATING CORE INSTRUCTION IN A TYPE OF INSTRUCTION THAT THEY NEED TO BE SUCCESSFUL. INDIVIDUAL AND BY VALUES IN ITS BY THE BOARD'S POLICY, AS ACADEMIC EXCELLENCE FOR EACH AND EVERY ONE OF OUR STUDENTS IS A VALUE THAT DRIVES OUR WORK, THE WELL-BEING FOR STUDENTS AND STAFF AROUND THAT WILL BE FOR STUDENTS CONSIDERING ISSUES OF EQUITY, THAT IS OF VALUE AS WE THINK ABOUT HOW DO WE USE OUR RESOURCES TO THE BEST DEGREE TO ACCOMPLISH THE GOALS THAT WE HAVE FOR STUDENTS OR DISTRICT. ENGAGEMENT OF OUR STAKEHOLDERS THROUGH PROCESSES. OPERATIONAL EFFICIENCY AND SUCCESS, LONG-TERM FISCAL VIABILITY OF THE SCHOOL DISTRICT. CLARITY IN THE PROCESS OF COMMUNICATION THROUGH THIS IN TRANSPARENCY AND COMMUNICATION AND DECISION-MAKING AROUND HER RESOURCES. I JUST WANT TO TALK BRIEFLY OF BIG PICTURE ITEMS AROUND HER BUDGET. LAKE WASHINGTON SCHOOL DISTRICT IS PHYSICALLY STABLE WERE GOING TO PROCESS RIGHT NOW THAT REALLY STARTED SIX, SEVEN, EIGHT YEARS AGO AS WE WERE MAKING DECISIONS AROUND HER BODY AROUND HOW WE WANT TO BUILD UP OUR BALANCE TO RESPOND TO WHAT POTENTIALLY WAS GOING TO OCCUR AND WE BUILT UP OUR FUND BALANCE BECAUSE WE DID NOT KNOW IF THE LEVY CLIFF WOULD AFFECT LAKE WASHINGTON NEGATIVELY. ULTIMATELY MCCLEARY WAS ESSENTIALLY A WASH IN TERMS OF DOLLARS AND CENTS FOR WASHINGTON YET WE HAD THE FUND BALANCE BUILT UP. IN PARTNERSHIP WITH THE BOARD WE HAD DEVELOPED BUDGETS THAT HAVE BEEN SPENDING DOWN THE FUND BALANCE OVER TIME, WE ALSO KNOW DURING THE PANDEMIC WE HAD TO USE HER FUND BALANCE RESOURCES TO BE ABLE TO RESPOND AND FUND MANY OF THE ACTIONS AND REQUIREMENTS TO DEAL WITH THE PANDEMIC WE DID NOT RECEIVE THE SAME LEVEL OF SUPPORT DOLLARS TO RESPOND TO THE PANDEMIC BUT WE WERE VERY FORTUNATE TO HAVE THOSE RESERVES TO RESPOND, THE WORK THAT WERE GOING THROUGH RIGHT NOW WE KNEW SIX OR SEVEN OR EIGHT YEARS AGO THERE WILL COME A POINT IN TIME WHERE WE NEEDED TO REALIGN OUR BUDGET AND RIGHT SIDES ARE BUDGET AND GET REVENUE BACK IN ALIGNMENT WITH EXPENDITURES FOR THE LONG-TERM. AT THIS POINT IN TIME WE WILL BE BRINGING A BUDGET TO THE BOARD IN JUNE OF 2024 THAT HAS REVENUES AND EXPENDITURES LIKE. AGAIN THAT IS ABOUT 16 OR 18 MONTHS OUT. BUT THERE IS ONGOING WORK RIGHT NOW ABOUND ARE BUDGET BUT THAT IS THE POINT IN TIME WHERE THE BOARD WILL SEE A BUDGET THAT ACTUALLY HAS REVENUES AND EXPENDITURES ALIGN WITH ONE ANOTHER. THE LEGISLATURE IS CURRENTLY IN SESSION AND WE KNOW THERE ARE IMPACTS SOME COULD BE POSITIVE SOME COULD BE UNFUNDED MANDATES, WE DON'T KNOW WHAT THE OUTCOME WILL BE RIGHT NOW, ANY BUDGET OUTLOOK THAT THE BOARD HAS SEEN REALLY DOES NOT TAKE INTO CONSIDERATION THE LEGISLATIVE IMPACTS THAT ARE REALLY UNKNOWN RIGHT NOW ALTHOUGH WERE TRACKING VERY CLOSELY WHAT IS OCCURRING AND WHEN YOUR LEGISLATURE IS GOING THROUGH THEIR WORK RIGHT NOW. THE WORKAROUND BUDGET IS REALLY AROUND RE-PRIORITIZATION AND FOCUS AND TRYING TO BE INTENTIONAL WITH HER RESOURCES. THIS IS A SLIDE THAT YOU HAVE SEEN AND REALLY WHAT THIS TELLS US OUR ENROLLMENT OVER THE PAST FEW YEARS IN OUR PROJECTED ENROLLMENT REALLY DOES CONTINUE TO HAVE DECLINES IN REALLY THE LONG-TERM PROJECTIONS HAS IS CONTINUING TO DECLINE SO WE WILL BUILD OUR BUDGETS WITHOUT REGARD FOR SCHOOL DISTRICT BUDGETS ARE TRULY FUNDED THROUGH STUDENT ENROLLMENT THAT IS THE BIGGEST PREDICTOR OF SCHOOL DISTRICT BUDGET. WITH THIS DECLINE WE ALSO KNOW THAT MEANS WERE HAVING TO DECLINE IN REVENUE AS WELL. AGAIN THIS IS A SLIDE THAT WE HAVE USED TO DEMONSTRATE WHAT IS OCCURRING WITH THE REVENUES AND EXPENDITURES AND YOU WANT THE BLUE LINE TO BE OVER THE GREEN LINE OR YOU WANT THEM TO BE CONCURRENT WITH ONE ANOTHER. HERE YOU CAN SEE SINCE 2021 WE [02:20:06] ACTUALLY HAD HER EXPENDITURES HIGHER THAN OUR INCOMING REVENUES. AGAIN THAT IS INTENTIONAL AND WE'VE BEEN DOING THAT ON PURPOSE TO SPEND DOWN OUR FUND BALANCE BUT WE ARE AT THAT PLACE WHERE WE NEED TO DO THE WORK TO ENSURE OUR REVENUES AND EXPENDITURES IN THE LONG-TERM ARE ALIGNED. I WANT TO TALK A LITTLE BIT ABOUT COMMUNITY ENGAGEMENT. USING THE SITE BEFORE, AS WE THINK ABOUT OUR LONG-TERM BUDGET WORK AND WERE ALSO THINK ABOUT HOW TO UPDATE OUR STRATEGIC PLAN CONCURRENTLY SO AS WE THINK ABOUT OUR STRATEGIC EFFORTS MOVING FORWARD THAT WERE ALSO IDENTIFYING THE RESOURCES THAT ARE AVAILABLE TO BE ABLE TO FUND THE STRATEGIC PRIORITIES. ONE OF THE FIRST STEPS IN THE PROCESS WAS REACHING OUT YOUR COMMUNITY THROUGH THE THOUGHT ASKED EXCHANGE. WE'VE COMPLETED THOUGHT EXCHANGE ONE AND THOUGHT EXCHANGE TWO IS THE COMMUNITY RIGHT NOW. THESE ARE HIGH-LEVEL THEMES THAT CAME BACK. ONCE WE RECEIVE THOUGHT EXCHANGE TO BACK WE WILL DO THE SAME THING BUT WE WILL PUBLISH THE RESULTS WITH THE DETAILS TO OUR COMMUNITY AS WELL READ YOU CAN SEE HERE A HIGH FOCUS ON STUDENTS AND QUALITY INSTR INSTRUCTION. QUALITY STAFF TO ENSURE THAT OUR SCHOOLS IN THEIR CLASSROOMS ARE VIABLE FOR STUDENTS. WE REALLY APPRECIATE THIS AS WE THINK ABOUT HOW DO WE ALIGN SUPPORTS FOR STUDENTS EVEN AS WE NEED TO THINK ABOUT REPRIORITIZING REVENUES. A COUPLE OF NEXT STEPS AROUND COMMUNITY ENGAGEMENT. AS I SAID THOUGHT EXCHANGE TO WAS PUBLISHED I BELIEVE ON FRIDAY WITH A QUESTION ASKING HER COULD BE TO DO WHAT PROGRAMS AND RESOURCES SHOULD BE PRIORITIZED IN THE BUDGET TO ENSURE STUDENT SUCCESS. IT A THOUGHT EXCHANGE ALLOWS IN ANY INDIVIDUAL AND THE ENTIRE COMMUNITY WITHIN THE THOUGHT EXCHANGE RESPONSE TO THOSE IDEAS AND IT DOES HELP TO REALLY IDENTIFY THE KEY PRIORITIES IN KEY AREAS WITHIN THE COMMUNITY. ANOTHER EFFORT THAT I DON'T BELIEVE THE BOARD IS ACTUALLY AWARE OF. AS WE THINK ABOUT OUR COMMUNITY ENGAGEMENT EFFORTS. WERE GOING TO IDENTIFY SOME RESOURCES FROM INTERNAL BUDGETS AND TO GO OUT TO SOME VERY TARGETED KEY STAKEHOLDER GROUPS AND WORK WITH THE EQUITY AND FAMILY ENGAGEMENT TEAM TO LISTEN AND HEAR FROM THEM AND ENGAGE WITH WHAT'S WORKING AROUND THE EQUITY AND FAMILY ENGAGEMENT EFFORTS AND WHAT ARE SOME GAPS. EVEN WITH THE LIMITED RESOURCE POOL BE ABLE TO WORK TOWARDS ADDRESSING THOSE IN HAVING HER KEY STAKEHOLDER GROUPS AND FORMER BUDGET WORK AS WE BRING THE FORMAL RECOMMENDATION TO THE BOARD IN JUNE AROUND 23 - 24 BUDGET. FINALLY THE PLANNING AROUND THE 23 - 24 BUDGET, EXCUSE ME THAT SHE'S A 24 - 25 BUDGET AND THE STRATEGIC PLANNING PROCESS IS ALL THE WORK THAT WILL GO ONE NEXT YEAR AROUND ENGAGEMENT AND PLANNING FOR THE FUTURE. SOME REALIGNMENT OF RESOURCES. A COUPLE OF THINGS UP FRONT AS WE ADDRESS OUR OVERALL BUDGET, SOMETIMES LOOKING AT SPECIFIC POSITIONS THAT WE ARE NOT GOING TO CONTINUE AND YOU CAN SEE HERE TO SPECIFIC POSITIONS UNFILLED SO WERE ACTUALLY MOVING AWAY FROM THEM AND IDENTIFYING HOW THAT WORK IS GETTING DONE WITHIN THE SYSTEM. BUT WHAT IS THE DIRECTOR OF TECHNOLOGY INTEGRATION AND THE OTHER IS EMERGENCY MANAGER POSITION. SOME OF THE REALIGNMENT WORK THAT WE DID FOCUSES ON SUPPORT FOR TIER ONE OR QUARTER INSTRUCTION AND NON- EDUCATIONAL, WHAT DOES THAT MEAN CORE INSTRUCTION IS THE INSTRUCTION THAT HER GRADE LEVEL TEACHERS PROVIDE FOR ALL STUDENTS PAIRED WITH A ABOUT READING INSTRUCTION, THE THEORY OF ACTION IN THE RESEARCH POINTS TO STUDENTS PARTICIPATING IN CORE INSTRUCTION ACTUALLY HAS THE HIGHEST LEVERAGE IN STUDENTS ACHIEVING STANDARDS AND LITERACY SKILLS AND HAVING SUPPORTS, INTERVENTION TO ACCELERATE LEARNING AND GROWTH FOR STUDENTS HAVE GAPS. REALLY FOCUSING OUR EFFORTS AROUND TIER ONE SUPPORTS IS IMPORTANT. [02:25:01] IT IS IMPORTANT TO KNOW EVEN AS WE SHIFT RESOURCES WE ARE MAINTAINING HER INTERVENTION SUPPORT, SAFETY NET PROGRAM, MULTILINGUAL PROGRAM, TITLE I SUPPORTS TO ACCELERATE STUDENT LEARNING AS WE IDENTIFY GAPS IN THEIR UNDERSTANDING. PART OF THIS IS ALSO REALIGNING SOME OF THE SAFETY NET FTE WITH A COACHING PROGRAM IN 16 OUT OF 39 SAFETY NET FTE SO WE CAN HAVE INSTRUCTIONAL COACHING WITHIN OUR ELEMENTARY SCHOOLS. THIS ALLOWS US TO ADD A FULL-TIME WHAT WERE CALLING IT NTFS INCLUSION COACH AT ALL ELEMENTARY SCHOOLS DURING OUR INCLUSION PILOTS WE'VE ACTUALLY HAD THIS POSITION AT THE 10 SCHOOLS THIS YEAR. WE LEARNED A LOT FROM THAT. AS WE MOVE FORWARD REALLY BE IN SPECIFIC ABOUT WHAT THE COACH DOES AS WE TARGET CORE INSTRUCTION TO SUPPORT OUR EDUCATORS IN THEIR WORK AND THEIR CLASSROOMS. THE NEXT AREA IS ABOUT SUPPORTING THE BEHAVIORAL HEALTH NEEDS OF OUR STUDENTS THROUGH NTFS AND RESTORATIVE PRACTICES. THIS ALIGNS WITH THE WHOLE IDEA OF RESOURCING SUPPORTS CLOSEST TO HER STUDENTS. USE ALL THAT IN THE THEMES FROM THE THOUGHT EXCHANGE AROUND PUSHING SUPPORT INTO HER SCHOOLS CLOSEST TO STUDENTS. ONE OF THE WAYS THAT WE ADDRESS SOME OF OUR CENTRAL EFFORTS IS THROUGH TEACHERS ON SPECIAL ASSIGNMENT. WE ARE ACTUALLY REDUCING OUR STAFFING BY ABOUT 12 AND HALF FTE TO BE ABLE TO ALLOCATE A FULL-TIME DEAN OF STUDENTS TO EACH OF HER MIDDLE SCHOOLS AND TO MAINTAIN A FULL-TIME DEAN AT EACH OF HER HIGH SCHOOLS, THE DEAN OF STUDENTS IS REALLY ABOUT PROVIDING TARGETED SUPPORT FOR OUR STUDENTS AND BEING ABLE TO SUPPORT THE IMPLEMENTATION OF NTFS EFFORTS RESPONDING TO STUDENT NEEDS AND WE CONSISTENTLY HEARD THE BOARD HAS BEEN CONSISTENTLY HEARD HOW A DEAN OF STUDENTS AT THE MIDDLE SCHOOL HAS REALLY PROVIDED A UNIQUE TYPE OF SUPPORT FOR STUDENTS. I THINK IN RELATION TO WHAT JOHNNY TALKED ABOUT TONIGHT IN COLLABORATION TRYING TO ADDRESS THE BEHAVIORAL HEALTH AND BEHAVIORAL NEEDS OF OUR STUDENTS. IT DOES TAKE A COMPLETE AND COMPREHENSIVE SET OF STAFF TO DO THAT WELL. AS WE THINK ABOUT THE HEALTH NEEDS OF OUR STUDENTS WE ARE MOVING FORWARD WITH INCREASING THE NURSING STAFFING BY FOUR ADDITIONAL NURSES. WE KNOW AS KIDS CAME BACK FROM THE PANDEMIC WE CONTINUE TO SEE INCREASED HEALTH NEEDS OF STUDENTS SO BEING ABLE TO LOWER THE RATIO FOR A NEW NURSES TO STUDENTS ACROSS THE DISTRICT WILL BE IMPORTANT MOVING FORWARD. AND THEN WE HAVE A FEW CLASSIFIED REDUCTIONS ACROSS THE BOARD. WE HAVE A PROGRAM AFTER SECONDARY SCHOOL WE HIRE CUSTODIANS AS ROVERS MEANING THEY HAVE A CORESIGHT THAT THEY ARE ASSIGNED TO BUT THEY CAN ALSO BE REASSIGNED AND ADJUST AS NEEDED IF THERE'S OPENING AND ANOTHER SCHOOL BUT WE ALSO HAVE A TEAM OF FIVE STAFF THAT ARE HIRED NOT AS SCHOOL-BASED CUSTODIANS BUT THERE ABLE TO BE PLUGGED IN FOR SUPPORT AS NEEDED AND WE REDUCING THAT PROGRAM SO WE WON'T HAVE THE FIVE FTE OF CUSTODIANS THAT IS OUTSIDE OF HER SCHOOL-BASED CUSTODIANS. WE ARE ALSO REDUCING OUR PROFESSIONAL HOURS 55 OF 265 HOURS TOTAL. THE TEAM IS WORKING RIGHT NOW WHAT DOES THAT LOOK LIKE ACTUALLY SCHOOL BY SCHOOL LEVEL BY LEVEL FOR THE OFFICE PROFESSIONALS IN THOSE POSITIONS RIGHT NOW. WE HAVE AN OPEN GROUNDS POSITION. WERE NOT MOVING FORWARD WITH FILLING THAT THAT IS A REDUCTION IN THEM ARE WORKING WITH OUR CITIES AROUND HER CONTRACTUAL SAFETY SERVICES THAT SUPPORT OUR SECONDARY SCHOOLS RIGHT NOW. THINKING ABOUT THE CONCEPT OF PROGRAM OF EVALUATION. WE DO HAVE PROGRAMS THAT ARE DESIGNATED TO BE REVENUE NEUTRAL. THE BOARD HER PUBLIC COMMENT TONIGHT FROM ONE OF THOSE SO WE DID MAKE A DECISION TO MOVE FORWARD WITH CLOSING AMATEUR VALLEY ONLINE AS THAT WAS A PROGRAM THAT WAS THIS YEAR AND PROJECTED TO CONTINUE TO BE [02:30:05] OVERBUDGET. AS A REVENUE NEUTRAL PROGRAM FUNDED THROUGH THE ALTERNATIVE LEARNING EXPERIENCE DOLLARS A LE THAT WAS A DECISION WE MADE THINKING ABOUT BUDGET YOU HEARD ALL THE EDUCATORS AND STUDENTS AND FAMILIES. IT WASN'T THAT IT DIDN'T PROVIDE BENEFIT THIS WAS A PROGRAM THAT UNFORTUNATELY WE DID NOT SEE A PATHWAY TOWARDS BUDGET NEUTRAL. A COUPLE OTHER BUDGETS I CALL THE MANEUVERS BECAUSE THINGS THAT WE ARE MOVING FORWARD WITH I ASKED HER CENTRAL LEADERSHIP TEAM ON AVERAGE TO REDUCE HER BUDGET BY 5%. THAT'S AN EFFORT WERE GOING TO TO BE STRATEGIC I SAY ON AVERAGE BY 5% THERE'S SOME BUDGETS AND MAY BE REDUCED BY MORE THAN 5%. THE BOARD IS AWARE OF MULTIPLE BUDGETS THAT WE MANAGE AS A DISTRICT THERE ARE TIMES WE ARE FINDING THINGS FROM OUR GENERAL OPERATING BUDGET THAT COULD BE PAID FOR OUT OF THE CAPITAL BUDGET. WE ARE ABLE TO SHIFT SOME OF THESE EXPENSES ENTER CAPITAL BUDGETS AND REPRIORITIZE WITHIN OUR CAPITAL BUDGET TO BE ABLE TO DO THAT AND THAT FREES UP OUR OPERATING BUDGET THAT CAN BE USED FOR CLASSROOM PURPOSES. RIGHT NOW WE ACTUALLY HAVE SOME OF HER CENTRAL STAFF WORKING IN THE LEASED SPACE AS YOU SIGN THE LEASING HAVE TO DO THAT BY TIMES. WHAT WERE LOOKING OUT THE FUTURE OF THAT. AS THE BOARD KNOWS LEASED COLLARS COME OUT OF OUR GENERAL OPERATING BUDGET THAT IS SOMETHING THAT WERE LOOKING AT AGAIN OVER THE NEXT COUPLE OF YEARS TO MOVE AWAY FROM THAT JUST BECAUSE THOSE ARE DOLLARS AGAIN THAT CAN BE USED FOR OTHER PURPOSES. AS WE CONTINUE TO DO THIS WORK OUR STUDENTS WILL CONTINUE TO BE THE NORTHSTAR. THE WORK OF REALIGNING OUR BUDGET AND GETTING HER EXPENDITURES AND REVENUE BACK INTO ALIGNMENT IS CHALLENGING. THERE ARE IMPACTS ON GOOD PEOPLE THAT WORK WITH INTERSYSTEM. AS WE WORK THROUGH THIS WILL CONTINUE TO KEEP HER EYE ON STUDENTS AND WHAT THEY NEED. THAT'S THE UPDATE AROUND THE ALIGNMENT WORK THAT WE'VE BEEN DOING. THANK YOU, ANY QUESTIONS FOR DOCTOR HOME AND ABOUT THE BUDGET ALIGNMENT. DIRECTOR CARLSON? >> THANK YOU IN LIGHT OF THE FEEDBACK THAT WE GOT THIS EVENING ON THE ONLINE SCHOOL CAN YOU REVIEW THE SCALE OF THE BUDGET GAP THERE. IT'S MY UNDERSTANDING A NOTIFICATION WHEN A 700 - $800,000 OVER BUDGET WITH THE NUMBER OF KIDS THAT ARE SERVED IN THE PROGRAM. >> CORRECT. >> THE ONE-PIECE RACE THIS EVENING THAT I WOULD STILL LIKE TO GET INFORMATION ON IS THE DEGREE TO WHICH THE PROGRAMS FOR MEDICAL IEP'S, IN ORDER TO JUSTIFY SOMETHING THAT MUCH OVERBUDGET AND IF THE MENTAL HEALTH POPULATION IN THE MEDICAL POPULATION IS BEEN SUBSTANTIALLY SERVED PACKET JUSTIFY LOOKING AT THE PROGRAM BUT I DON'T HAVE THE NUMBERS. I WOULD APPRECIATE THAT IF YOU GET THAT. >> NO ADDITIONAL QUESTIONS? DIRECTOR LALIBERTE. >> I APPRECIATE THE UPDATE AND I APPRECIATE YOU BEEN KEEPING THE BOARD INFORMED ON WHERE THIS HAS BEEN GOING I KNOW IT'S DIFFICULT WORK AND I APPRECIATE IT. >> DIRECTOR STUART? >> WE BASICALLY TOUCHED ON THE HARD NUMBERS IN THE IMPACT ON THE BUDGET. COULD YOU GIVE US A THUMBNAIL LOOK OF WHAT EFFORTS WILL BE MADE TO ASSIST THOSE STUDENTS [02:35:04] THERE TO BE AFFECTED AND ARE WE GOING TO WORK FAMILY TO FAMILY AND WHAT RESOURCES DO WE ALREADY KNOW THAT ARE OUT THERE THAT WE CAN PLACE THEM IN IMMEDIATELY. >> ABSOLUTELY. IN TERMS OF PLACEMENT PROBABLY CANNOT TELL YOU PLACEMENT WISE BUT I TELL YOU THE INFORMATION WE SHARED WITH FAMILIES WHEN WE SENT THEM THE MESSAGE. WE DO HAVE UNIQUE EDUCATIONAL OPPORTUNITIES IN THE DISTRICT AS WELL. I KNOW A COUPLE OF THE OPTIONS THAT WE PROVIDED TO FAMILIES, EMERSON HIGH SCHOOL IS A SCHOOL THAT HAS A UNIQUE SET UP AND NOT SCHEDULE THE HOW THEY THINK ABOUT THE ACADEMIC CALENDAR. ACTUALLY SPLIT THEIR QUARTERS INTO HALVES SO THEY ACTUALLY HAVE MULTIPLE GRADING PERIODS IN SESSIONS THROUGHOUT THE YEAR. I CONTINUE TO HEAR FROM STUDENTS THAT THAT'S A BENEFIT BECAUSE THE TIMELINE IS MUCH SHORTER FOR THEM TO THINK ABOUT THEIR ACADEMIC PROGRESS AND RESULTS AND EMERSON HIGH SCHOOL I KNOW A COUPLE FAMILIES SATURDAY REACHED OUT TO EMERSON HIGH SCHOOL. EMERSON K-12'S APPARENT PARTNERSHIP PROGRAM FOR STUDENTS AND FAMILIES THAT ARE SELECTED TO DO HOMESCHOOLING. TO PARTICIPATE IN EMERSON K-12 YOU ARE REQUIRED TO SUBMIT THE INTENT TO HOMESCHOOL PAPERWORK AND BY DOING THAT AND ENROLLING IN EMERSON K-12 YOU HAVE ACCESS TO AN ARRAY OF DIFFERENT ACADEMIC OFFERINGS THAT EITHER THE FAMILY CHOOSES BECAUSE THEY WANT THEIR CHILD ENGAGED WITH OTHER STUDENTS THROUGH THE ACADEMICS. MAYBE THEY DON'T HAVE THE BACKGROUND AND SOCIAL STUDIES TO BE ABLE TO TEACH THAT SO IT HELPS TO PROVIDE IT THAT WAY. WE ALSO MENTIONED ANOTHER OP OPTION. IT PAINS ME TO TOM OUR STUDENTS, LAKE WASHINGTON STUDENTS ABOUT A PROGRAM THAT WOULD MAKE THEM NOT LAKE WASHINGTON STUDENTS BUT THERE IS THE WASHINGTON VIRTUAL ACADEMY WITHIN ONLINE PROGRAM THAT IS AVAILABLE TO ANY STUDENT IN THE STATE OF WASHINGTON. THERE ARE SOME STUDENTS THAT REALLY DO LIKE THE ONLINE PROGRAMMING. WE DID SHARE THE INFORMATION IN THE CONTACT INFORMATION LINKS TO THE WEBSITE ENROLLMENT INFORMED LIKE THAT AS WELL. AS WE THINK ABOUT STUDENTS ON IEP'S, CHRIS I WILL FOLLOW UP WITH ON THE INFORMATION YOU ASKED FOR AS WELL THOSE ARE ALWAYS INDIVIDUAL CONVERSATIONS BUT I ALSO KNOW OUR STAFF WILL WORK WITH EACH ONE OF HER STUDENTS AS THEY ARE THINKING ABOUT WHAT UNIQUE SUPPORTS THAT THEY NEED OR YOU NEED SCHOOLING IN WHICH OPTION WOULD BEST SERVE THEIR NEEDS. >> ALRIGHT, THANK YOU. OUR NEXT ITEM IS THE [G. Superintendent Report] SUPERINTENDENT REPORT. >> HAD THE PRIVILEGE OF GOING OUT TO A SOFTBALL GAME BETWEEN LAKE WASHINGTON HIGH SCHOOL AND REDMOND HIGH SCHOOL LAST WEEK AND THEY ASKED ME TO THROW OUT THE FIRST PITCH I'M SITTING HERE WITH A SOFTBALL BECAUSE WHAT WAS UNIQUE ABOUT THIS GAME IS LAKE WASHINGTON AND REDMOND ACTUALLY ARE A FIRST EVER IN THE STATE OF WASHINGTON AS FAR BACK AS THEY HAD TRACKED STATE CHAMPIONSHIPS. THEY ARE THE FIRST TEAMS WITHIN THE SAME DISTRICT IN THE SAME SPORT TO BOTH WIN STATE CHAMPIONSHIPS IN THE SAME YEAR. LAKE WASHINGTON WHEN THE IIIA TITLE LAST YEAR END REDMOND ONE THE FOR A TITLE LAST YEAR. THEY COMMEMORATED THAT BY HOSTING THE GAME AT LAKE WASHINGTON HIGH SCHOOL. HE CAN SEE IN THE UPPER RIGHT-HAND CORNER. BOTH OF THE TROPHIES AND THE GIRL STANDING THERE WERE THE GIRLS ON THE TEAM LAST YEAR THAT PARTICIPATED IN THE STATE CHAMPIONSHIP. I THE PRIVILEGE OF GOING OUT TALKING WITH THE GIRLS IN THE [02:40:03] COACHES AND I SHARED A FEW COMMENTS AND THEN THROUGHOUT THE FIRST PITCH AND FORTUNATELY IT WAS A STRIKE. IT WAS FUN IT WAS A TREMENDOUS AMOUNT OF FUN AND I'M GLAD I JUST DIDN'T THROW IT OVER THE BACKSTOP OR IN THE DIRT. AND IT BEING FULL NEWFIELD FUNDED THROUGH OUR LEVIES. AND THERE WAS A GOOD TURNOUT. ANOTHER UPDATE I WANTED TO SHARE I WAS NOT ABLE TO ATTEND THIS BUT JOHN NEAR HAS A HISTORY OF FAMILY LITERACY NIGHTS AND YOU CAN SEE HERE, THOSE ARE CUPCAKES THAT YOU ARE OBSERVING THERE. AND ON ANNUAL BASIS ONE OF THE STAFF MEMBERS ACTUALLY PUT THIS TOGETHER. IT'S PRETTY AMAZING, YOU CAN SEE HERE THEY HAD A TON OF EVENTS. A LOT OF LITERACY ACTIVITY AND LITERACY TWISTER, READING TIC-TAC-TOE, BOOK FAIR, A BOOK GIVEAWAY, PIZZA, THE THEME IN THE CUPCAKE DISPLAY WAS A VERY HUNGRY CATERPILLAR. I KNOW THE BOYS HAD A TREMENDOUS TURNOUT AT THE FAMILY LITERACY NIGHT WHICH THEY DID AGAIN THIS YEAR. WE REALLY APPRECIATE OUR SCHOOL TEAM OUT THERE. A LITERACY NIGHT DOES NOT HAPPEN IF YOU DON'T HAVE A CORE OF STAFF AND FAMILIES THAT ARE COMMITTED TO MAKING THAT HAPPEN. OUR TEACHERS STAY LATE, THEY MAKE ALL OF THESE PLANS TO MAKE THEIR LITTLE STATIONS AND GAMES EXCITING FOR KIDS. KIDS LOVE TO SEE THEIR TEACHERS OUTSIDE OF THE SCHOOL DAY. IT COMES WITH AN AMAZEMENT AND THE WONDER THAT OCCURS. WHAT I THINK THE JOHN NEAR TEAM FOR EVERYTHING THAT THEY DID. WHAT'S ON THE CALENDAR, I HAVE TWO SLIDES, IT'S REMARKABLE THE NUMBER OF RELIGIOUS HOLIDAYS AND CALENDAR NEW YEAR'S THAT OCCUR. YOU CAN SEE HERE IN APRIL SO MANY THINGS HERE, WORLD AUTISM AWARENESS MONTH, THE BOARD RECOGNIZES THE SCHOOL AWARENESS MONTH, LOOK AT THE RELIGIOUS HOLIDAYS IN VARIOUS NEW YEAR'S THAT OUR COMMUNITY MEMBERS WITHIN OUR COMMUNITY ARE CELEBRATING DURING THE NEXT PERIOD OF TIME. I'M NOT GOING TO READ EACH OF THEM BUT I WANT TO RECOGNIZE THE FACT THAT HER STUDENTS AND FAMILIES AND PARTICIPATE IN VARIOUS RELIGIOUS HOLIDAYS AND RELIGIOUS EVENTS AND WERE REALLY PROUD TO BE ABLE TO CELEBRATE THAT WITH THEM AND PROVIDE AN OPPORTUNITY WITHIN OUR SCHOOLS TO RECOGNIZE THAT. THAT IS MY SUPERINTENDENT REPORT TONIGHT. >> THANK YOU. ALL RIGHT, THE NEXT ITEM PUBLIC AND COMMUNITY AFFAIRS. >> THERE'S NOT MUCH OF AN UPDATE. AFTER THE VISIT TO OLYMPIA WE HAD ONE-ON-ONE FOLLOW-UPS ON VARIOUS TOPICS. AND THE ONLY HOPE THAT WE HAVE IS A BUT UNDER BUDGET ROLL AND RECONCILIATION PROCESS AND I'M NOT HOLDING MY BREATH. IT IS GRIM AND WERE NOT KIDDING THE PROMISE FUNDING THAT THEY TOLD WAS THAT WE WOULD GET THE SESSION AFTER BEING IGNORED AND MCCLEARY TWO YEARS AGO. OR WHEN THEY DID THESE BUDGETS. THOSE CHICKENS WILL COME HOME TO ROOST FOR SOME FOLKS. >> THANK YOU. DOCTOR HOLMAN. >> ASSOCIATE SUPERINTENDENT BARBARA HAS A FEW UPDATES TO SHARE. WE ARE TRACKING OUR LEGISLATORS EFFORTS RIGHT NOW. WE KNOW THE SENATE'S BUDGET WAS RELEASED LAST WEEK IN THE HOUSE BUDGET WAS SUPPOSED TO BE RELEASED TODAY. I HAVE NOT SEEN IT YET. IT IS INTERESTING TO START UNPACKING WITH THE SENATE PROVIDED WITH SLIGHT INCREASES IN SPECIAL ED FUNDING AND I USE THE WORD SLIGHT BECAUSE VERY SLIGHT COMPARED TO THE GAP THAT THERE IS BETWEEN STATE FUNDING AND WHAT IT COSTS TO RUN A SPECIAL EDUCATION PROGRAM. WORKING TO ADDRESS TRANSPORTATION COMPONENTS. [H. Public and Community Affairs] [02:45:02] >> YOU JUST GAVE MY UPDATE. ON MARCH 20 THE ECONOMIC FORECAST COUNCIL RELEASED THE REVENUE FORECAST AND THEY STATED THERE WAS A GROWTH OF 3.8% WHICH IS THE SLOWEST REVENUE GROWTH WITH HAVING 10 YEARS. THAT IS INTERESTING PIECE OF INFORMATION AS THEY WORK TO FINALIZE THEIR BUDGET. BUT THEY ARE APPROACHING THE OPPOSITE CHAMBER OF POLICY CUT OFF ON MARCH 29, 2 DAYS FROM NOW. THE FISCAL COMMITTEE, IS TUESDAY APRIL 4. IN THE CHAMBER OF ORIGIN BILLS THAT DO NOT ADVANCE FOR CONSIDERED DEAD SO THEY CAN BE REVISE FOR THE PURPOSE OF THE BUDGET. IN THE LAST THREE WEEKS WE TESTIFIED ON SIX BILLS WITH A COMBINATION OF VIRTUAL AND WRITTEN TESTIMONY. AND FOCUS ON EXPLAINING BILLS TO IMPACT ON STUDENT RESOURCES IN EFFECTIVENESS OF PROPOSED PROGRAMS AND URGING OUR LEGISLATURE TO PROVIDE FUNDING FOR NEW REQUIREMENTS. WE COMMUNICATED, JOHN COMMUNICATED WITH EACH OF OUR REPRESENTATIVES TO SHARE LONG-TERM SPECIAL EDUCATION AND TRANSPORTATION NEEDS. WE SENT A LETTER TO THE HOUSE OF EDUCATION APPROPRIATION LEAD ATTIC ENGINE ADVOCATING FOR SPECIAL ED FUNDING. AS JOHN SAID THE SENATE RELEASED HIS BUDGET ON THURSDAY THE 23RD THE HOUSE RELEASED HER BUDGET THIS AFTERNOON. WERE IN THE PROCESS OF ANALYZING THE PROPOSALS AND SPEAK AND THEY EXPECT TO ADVANCE THEIR BUDGET AS QUICKLY AND THEN MOVING THE FINAL POLICY BILL TO THE EXACT SESSION IN APRIL 23 IS THE LAST DAY OF REGULAR SESSION. CONTINUING TO ANALYZE THOSE IMPACTS. THAT IS MY UPDATE. I JUST NEED TO SAY SOMETHING OUT OF PROCESS AND TURN I WAS LOOKING AT THE HR REPORT AND I WOULD BE REMISS THAT I NOTICED THAT TIM KIMBRELL IS RETIRING AFTER 40 YEARS, ALMOST 40 YEARS WITH THE DISTRICT. HIS LAST DAY IS MARCH 31. TIM IS A TRUCK DRIVER AND WORKS IN OUR WAREHOUSE. AGAIN I HAD OVERSIGHT TO THE WAREHOUSE BACK INTO THOUSAND FOUR AND I HAD DIRECT OVERSIGHT TO THAT. I GOT TO KNOW TIM REALLY WELL AND HE STARTED IN 19835 YEARS AFTER THE SUPPORT SERVICES FACILITY OPEN AND HAS BEEN THERE EVER SINCE. AGAIN TIM IS A VERY DEDICATED LOVED HIS JOB SO CONGRATULATIONS TO TIM AND I WANTED TO RECOGNIZE 40 YEARS OF SERVICE IS A GREAT ACCOMPLISHMENT. >> THANK YOU. >> I AM DONE. THAT WAS FAST. >> ANY ADDITIONAL QUESTIONS IN REGARDS TO PUBLIC OPINION AFFAIRS? HEARING NONE. THE NEXT ITEM ON THE AGENDA IS [I. Closing Items] BOARD MEMBER AND STUDENT BOARD REPRESENTATIVE COMMENTS. ANY COMMENTS, DIRECTOR CARLSON. >> I GOT TO BUT I WANT TO GO LAST. I THINK YOU'RE UP EVAN. >> I WILL TRY TO KEEP THIS SHORT AS POSSIBLE BUT I HAD SOMETHING WRITTEN DOWN AND I WANT TO MAKE SURE I SAY ENTIRELY BECAUSE IT'S IMPORTANT. I WANTED TO ADDRESS THE PARENTS THAT CAME HERE EARLIER TONIGHT. I KNOW IT'S A BIT LATE AND I CANNOT BLAME THEM FOR GOING HOME BUT HOPEFULLY SOMEONE CEASES. THAT WERE CONCERNED ABOUT THE CHANGE OF MIDDLE SCHOOL CLASS SCIENCE CLASS OR MAKEUP. PERSONALLY I WANT TO SAY THIS IS NOT A STATEMENT OF MY POSITION ON THIS MATTER AS A STUDENT BOARD REPRESENTATIVE, IT'S NOT MY PLACE TO SAY I'M NOT CURRENTLY A MIDDLE SCHOOL STUDENT AND NOR WAS I IN QUESTION WILL SCHOOL HOWEVER, I DO WANT YOU TO KNOW THAT THE SENIOR SITTING RIGHT HERE WITH STUDENT REPRESENTATIVE ON THE DAIS IN FRONT OF IT WAS FORMALLY A QUEST STUDENT. I MOVED OUT OF QUEST ACROSS THE COUNTRY TO VIRGINIA THE SUMMER BEFORE MY THIRD GRADE YEAR. I MOVED TO PUBLIC SCHOOL AND REPEATED MUCH OF THE THIRD GRADE INTO A MAGNET MIDDLE SCHOOL WHICH CRUCIALLY HAD MIXED CLASSROOMS BETWEEN HIGH OR GIFTED LEVEL STUDENTS AND LOWER-LEVEL STUDENTS BY DESIGN. IT GAVE ME THE CHANCE TO BE CONNECTED TO MY SCHOOL AND I FOUND JOY IN HELPING STUDENTS WHO ARE MORE COMFORTABLE ASKING ME FOR HELP THEN FROM THE TEACHER AND THE ENTIRE CLASS. I WAS THANKED FOR MY ACADEMIC SKILLS THAT I PREVIOUSLY WAS OSTRACIZED AND ISOLATED BECAUSE OF. YES MY CLASSES WERE LESS GEARED TOWARD MY LEARNING SPEED BUT IN REPLACEMENT OF THE DEEP DIVES I GAINED A DEEPER LEVEL OF UNDERSTANDING OF THE SUBJECTS BY WORKING WITH MY PEERS SEEN HER PROBLEMS WERE TACKLED IN DIFFERENT WAYS. I FOUND GOOD QUESTIONS WERE OUT THERE THAT I MISSED BY ACCEPTING [02:50:02] THE LEARNING AS REALITY EMPOWERING THROUGH WITH MY OWN ACADEMIC ABILITY. ALL OF THESE THINGS MAY HAVE NOT HAD THE SAME POSITIVE IMPACT ON ME AS A SEPARATED CLASS WOULD HAVE BUT I BELIEVE THE MIXED CLASSES HELP ME ACHIEVE THINGS LIKE STUDENT BOARD REPRESENTATIVE WITH BETTER COMMUNICATION AND PREPPED ME BETTER TO ACHIEVE IN A WORLD OF DIFFERENT ABILITIES. I HOPE YOU DON'T TAKE FROM THIS THAT I AM VALIDATING YOU OR YOUR STUDENTS CONCERNS. YOUR CONCERNS AND ANXIETIES ARE THE SAME ONES MY FAMILY HAD WHEN MOVING I SIMPLY WANT YOU TO KNOW AS A STUDENT WHOSE EDUCATIONAL JOURNEY MIRRORS THE CURRENT SITUATION, THESE CHANGES WHILE NOT PERFECT POSITIVELY IMPACTED MY LIFE. IF YOU'RE WATCHING THIS AND WOULD LIKE TO REACH OUT, REGARDING MY EXPERIENCE, I HOPE YOU DO AS A STUDENT REPRESENTATIVE MY E-MAIL IS SPR CASH LAKE WASHINGTON JUANITA AT LW ST.ORG AND I'D BE HAPPY TO COMMUNICATE WITH YOU. THANK YOU. >> THANK YOU HAVING, DIRECTOR CARLSON YOU SAID YOU HAD A FEW THINGS YOU WANTED TO SAY. >> THANK YOU FOR SHARING. I HAVE A SIMILAR PERSONAL ANTIDOTE TO SHARE WITH REGARD TO THIS EVENINGS MEETING WHICH IS, I'LL TRY TO KEEP THIS AS BRIEF AS POSSIBLE. I KNOW WE MOVED TO USING THE RENDERED TICKERTAPE LIFE TRANSLATION OF HER SPEECH TO TRY TO MAKE IT MORE INCLUSIVE SPACE. I KNOW MOST OF YOU PERHAPS NOT EVAN ARE AWARE THAT I HAVE ADHD. I WANT TO INTRODUCE YOU TO MY WIFE. IT IS ALMOST IMPOSSIBLE FOR ME NOT TO LOOK AT A SHINY OBJECT OR SOMETHING THAT IS MOVING RELATIVE TO SOMETHING THAT IS STATIC. AS A CONSEQUENCE OF MOVING TEXT TRUMPS MY ATTENTION TO A STATIC SLIDE OR SPOKEN PRESENTATION. I WILL BE READING IT AND NOT HEARING WHATEVER YOU'RE SAYING RIGHT NOW LET ME INTRODUCE YOU TO THINGS THAT SHOW UP IN OUR LIFE TRANSCRIPTION ABOUT ONCE A MINUTE. WHEN JOHNNY WAS TALKING ABOUT HER MENTAL HEALTH ISSUES WHICH I CONSIDER VERY IMPORTANT. AT 807 WHICH TRANSLATED AS THE HAIR CHANGES. I HAVE NO IDEA I'M PRETTY SURE HE WASN'T TALKING ABOUT HAIR CHANGES. IT ATE AWAY IT WAS TRANSLATED AS THE OTHER DOGS I WORKED OUT IT WAS SUPPOSED TO BE THE OTHER DOCS, THIS IS NOT UNIQUE TO JOHNNY'S PRESENTATION PRETTY BARBARA'S TEETH UNDER PRESENTATION AT 839 RUSSIAN TWAIN WHICH I BELIEVE WAS SUPPOSED TO BE RASH AND TWAIN BUT IT CAME OUT RUSSIA. ONE MINUTE LATER 25TH GRADE OR CHANGES I WASN'T AWARE WE HAD A 20 FIFTH-GRADER CHANGE. IN JOHN'S PRESENTATION AT 849 WOLVERINE PACKING FORM I HAVEN'T FIGURE OUT WOLVERINES AT 839. AT 850 COMM 850 COMMUNITY SAYS A LADY THAT SAYS COMMUNITY SAYS YES TO A LEVY. FOR THOSE OF US WITH ADHD TWO STICKER TYPES WHATEVER OUR COMMUNICATING MUCH MORE DIFFICULT AND I'M LESS CONCERNED ABOUT MYSELF BECAUSE I CAN BRING INTO INCHES WORTH OF MASKING TAPE AND MASK OFF THE LIFE TICKERTAPE I'M CONCERNED THAT WE HAVE MANY MORE CHILDREN WITH ADHD IN OUR SCHOOLS WHO WERE HAVING THIS AND EVERY LESSON THAT WE HAVE CHILDREN WITH HEARING ISSUES. I AM VERY CONCERNED THAT ADHD IS BEEN WORSE BY TECHNOLOGY THAT IS SUPPOSEDLY MAKING THINGS MORE ACCESSIBLE TO ANOTHER DISABILITY. ANYWAY I DON'T NEED A RESPONSE I WANT TO INTRODUCE YOU TO MY WORLD AND SOME OF THESE WERE ENTERTAINING THE WOLVERINE I WANT TO GO BACK AND FIGURE OUT WHERE IT CAME FROM. GETTING TO THE ONE THAT I PLAN TO SAY. THIS EVENING AS WE ARE WATCHING THE BUDGET PRESENTATION, I DON'T KNOW IF I WAS PROUD OR DISMAYED TO SEE THE ENROLLMENT HISTORY SLIDES NOR TO INCLUDE THE YEAR THAT I JOINED THE BOARD I WAS FIRST ELECTED IN 2007 ELECTION IN 2008 THE FIRST YEAR WAS 2009 IN 2010 THAT SAYS A LITTLE BIT ABOUT IT. BACK IN 2007 WHAT I DECIDED TO RUN FOR THE BOARD IT WAS IMPORTANT TO ME WHY I RAN FOR THE BOARD. I HAD A 1-YEAR-OLD, 4-YEAR-OLD AND A 7-YEAR-OLD IN OUR SCHOOLS. COMBINED, THAT WAS GIVEN TO SOME FOR MY COLLEAGUES WHO I JOINED WAS 0 CHILDREN IN OUR SCHOOLS, THAT I FELT QUALIFIED ME STRONGLY FOR BEING ON THE SCHOOL [02:55:02] BOARD PREDETERMINES OUT HAVING CHILDREN IS NOT QUALIFICATION TO BE ON THE SCHOOL BOARD THE ONLY QUALIFICATION YOU ARE REGISTERED VOTER -- HAVING RUN AND BELIEVING PASSIONATELY IT WAS VERY IMPORTANT FOR MYSELF TO HAVE KIDS AS A REPRESENTATIVE AND NOT HAVING KIDS IN THE SCHOOLS POTENTIALLY MAKES ONE LESS IN CONTACT WITH THE SCHOOL SYSTEM. MY 1-YEAR-OLD FROM 2007 WOULD BE GRADUATING IN THE CLASS OF 2023. THERE WERE NO MORE CRAWL SINCE IT CAME ALONG. MY LAST CHILD WILL BE GRADUATING THIS JUNE. THAT INTERNALLY, THE FIRST THING I WANT TO SAY I WILL NOT BE RUNNING ON THE BALLOT IN NOVEMBER. THAT IS IMPORTANT BECAUSE A CANDIDATE FILING TO PARTICIPATE IN THE ELECTION IS BETWEEN DATE OF MAY 15 AND MAY 19. THERE WILL BE AN OPEN SEAT IN OUR DISTRICT. I FEEL I WOULD BE REMISS IF I DIDN'T TRY TO GET AS MANY PEOPLE TO PAY ATTENTION TO THAT AS POSSIBLE. SO THAT IS THE FIRST PIECE OF THIS. I REALLY HOPE THAT WE CAN FIND PEOPLE WHO ARE INTERESTED AND I ENCOURAGE THEM TO CONTACT ME OR THE REST OF THE BOARD FOR INFORMATION ON WHAT IT IS TO BE A BOARDMEMBER AND WHAT SACRIFICES ARE INVOLVED. THERE IS 0 SALARY INVOLVED AND I BELIEVE THAT IS A GOOD THING. BUT IT IS NOT A HIGHLY COMPENSATED VOLUNTEER POSITION. THE OTHER THING I WANTED TO ANNOUNCE IN PUBLIC IS IN TANDEM WITH THAT, NOT ONLY IS MY SON GRADUATING BUT THERE IS A CERTAIN INTERNATIONAL TRAVELING AND OTHER THINGS IN MY NEAR-TERM PLANS THAT TRULY EVEN THOUGH I DON'T FEEL LIKE I'VE DONE MY BEST AS A BOARD NUMBER THE LAST COUPLE OF YEARS, I WILL NOT BE ABLE TO PARTICIPATE AT THE LEVEL BETWEEN HIS GRADUATION AND WHENEVER THE ELECTION HAPPENS. I AM ANNOUNCING TONIGHT, MY INTENTION TO RESIGN EFFECTIVE JULY 1 SO THIS IS WHERE THINGS GET COMPLICATED SO I DON'T HAVE TO SHOW UP TO MEETINGS WHERE I WILL MISS THEM I'VE MISSED RELATIVELY FEW BUT I WOULD MISS A WHOLE LOT BETWEEN JULY AND NEXT MONTH, MUCH LESS JANUARY WHEN WE SEE WHOEVER WINS THE ELECTION. , THIS IS A DECISION I AM SADDENED BY BUT IT IS SOMETHINGI FEEL IS VERY IMPORTANT FOR THE DISTRICT THAT I DO THIS AND BE HONEST ABOUT WHAT I CAN GET THE DISTRICT. THE CONSEQUENCE OF THAT WILL BE THE REST THE BOARD AS I UNDERSTAND IT, BECAUSE I WILL BE LEAVING MORE THAN THREE MONTHS BEFORE THE ELECTION, THE REST OF THE BOARD WILL HAVE TO FIGURE OUT HOW TO FIND INTERIM REPLACEMENT FOR MY SEAT. IN THE PERIOD BETWEEN JULY AND NOVEMBER. I WILL RECUSE MYSELF FROM ALL SUCH CONVERSATIONS ABOUT HOW TO DO IT BUT I AM PUBLICLY SAYING THIS IS MY INTENTION AND I WISH ALL OF YOU THE BEST OF LUCK. I WILL BE SHOWING UP TO THE BOARD MEETINGS AND I WILL BE DOING MY BEST TO CAN TRIBUTE MEANINGFULLY AND THIS IS MY INTENTION IN I HOPE I WILL ACHIEVE THE BEST POSSIBLE OUTCOME FROM THE DISTRICT. THANK YOU. >> THANK YOU. THAT CREATES A FEW MORE AGENDA ITEMS. YOU HAVE SOMETHING YOU WANT TO SAY DOCTOR HALLMAN? >> I DO I DON'T HAVE ANYTHING WRITTEN BUT BOARDMAN SHIP IS A UNIQUE ROLE. IT DOES NOT COME NATURAL. IT IS COMPLICATED, IT IS FRUSTRATING, THE RESPONSIBILITY OF A BOARDMEMBER IS TREMENDOUSLY SIGNIFICANT AND CHRIS I KNOW YOU GOT ON THE BOARD BECAUSE YOU SAW SOME THINGS IN THE SYSTEM THAT DID NOT JIVE WITH HOW YOU THOUGHT THEY SHOULD GO AND IT WAS REALLY RELATED TO MATHEMATICS. I THINK ABOUT THAT EXPERIENCE FOR YOU AND GESTURE TENURE ON THE SCHOOL BOARD AND I KNOW I CAN COLLECTIVELY SAY FOR THE SUPERINTENDENTS THAT HAVE SERVED WITH YOU THAT THEY ALWAYS APPRECIATED YOUR DIRECT FEEDBACK, THE WAY YOU ARTICULATE VERY CREATIVE IDEAS ABOUT THE [03:00:06] DISTRICT AND YOUR NEVER ENDING COMMITMENT TO KIDS. NO MATTER HOW YOU PACKAGED IT, YOU WERE ALWAYS ABOUT KIDS AND THEIR EXPERIENCES. IT SHOWED UP IN VERY UNIQUE WAYS. I WANT TO THANK YOU FOR OUR LENGTHY CONVERSATIONS DURING THE PANDEMIC WHERE YOU HELPED EXPLAIN A FEW THINGS TO ME. THAT REALLY ONLY YOU COULD. I TRIED TO TAKE THOSE CONVERSATIONS TO HEART AS I THOUGHT ABOUT LEADING AN EDUCATIONAL SYSTEM THROUGH GLOBAL PANDEMIC. MY ABILITY TO DO THAT WAS DIRECTLY RELATED PROBABLY MORE THAN CORRELATED TO THOSE CONVERSATIONS. I PROVIDED YOU WITH BAR CHARTS AND NOT ENOUGH LINE GRAPHS, I APOLOGIZE FOR THAT. BUT I HAVE APPRECIATED YOUR PARTNERSHIP OVER THE YEARS, YOUR FRIENDSHIP AND YOUR SERVICE TO THE KIDS IN THIS DISTRICT. I'M SURE I WILL SEE MORE AT A LATER DATE BUT I WOULD BE REMISS IF I DIDN'T THANK YOU FOR EVERYTHING THAT YOU HAVE GIVEN TO LAKE WASHINGTON. >> [INAUDIBLE] >> HE HAS TO WRITE IT FIRST. THAT IS OKAY. THANK YOU, THEY WILL BE MORE CONVERSATION GOING FORWARD I'M SURE AND WE CAN THANK YOU FOR ALL YOUR SERVICE OVER THE YEARS. THAT IS GREAT. WE DO PLAN TO HOLD ANY INFORMATION SESSION ON HOW TO RUN FOR SCHOOL BOARD AND WHAT IT MEANS TO BE A SCHOOL BOARD MEMBER, WERE LOOKING TO FINALIZE A DATE FOR ANYBODY WHO MIGHT BE INTERESTED. I WOULD ENCOURAGE ANYBODY IT IS NOT ONLY ONE DIRECTORS POSITION BUT ACTUALLY IF YOU HAVE ANY INTEREST AT ALL AT ANY POINT IN YOUR FUTURE OF CONSIDERING TO COME AND LEARN A LITTLE BIT. THAT WILL GIVE YOU THE OPPORTUNITY. ANY OTHER BOARD MEMBER COMMENTS? WE DO HAVE SCHOOLBOARD VISITS ON HERE, JUST A HEADS UP WE DID VISIT LAST MARCH 7. THERE WAS FIVE OF US TO SEE THE OPPORTUNITY PROVIDED TO OUR STUDENTS, SCHEDULES IS DEFINITELY SOMETHING THAT CAME UP THERE SO I WOULD BE INTERESTED TO FIND OUT HOW WE ARE ALIGNING THOSE SCHEDULES WITHIN THAT SETTING AS IT WAS BROUGHT UP TONIGHT. WE WILL BE HAVING A REVIEW, A SCHOOL BOARD MEETING. WE WILL HAVE A BOARD MEETING ON APRIL 3. IT WILL START AT 5:00 P.M., THAT WAS A SPECIAL ONE THAT WE JUST PUT IN. AND THEN ON APRIL 24 WILL BE A REGULAR STUDY SESSION AT 5:00 P.M. IN A BOARD MEETING AT 7:00 P.M. AND WITH THAT I WILL NOW ENTERTAIN A MOTION TO ADJOURN THE MARCH 27, 2023 BOARD MEETING. >> SO MOVED. >> SECOND. >> REMOVED BY DIRECTOR CARLSON AND SECOND BY DIRECTOR LALIBERTE TO ADJOURN AS OF 10:22 P.M., ALL THOSE IN FAVOR SIGNIFY BY VOTING YAY. ANYONE OPPOSED? HEARING * This transcript was compiled from uncorrected Closed Captioning.
