IT COMMEMORATES THE EMANCIPATION OF THE LAST CONFEDERATE COMMUNITY OF ENSLAVED AFRICAN AMERICANS AND SYMBOLIZES THE ONGOING STRUGGLE FOR FREEDOM, EQUALITY, AND JUSTICE. JUNETEENTH SERVES AS A REMINDER OF THE UNYIELDING RESILIENCE, STRENGTH, AND INGENUITY OF THE BLACK COMMUNITY, WHILE ALSO HIGHLIGHTING THE NEED TO CONTINUE WORKING TOWARDS A SOCIETY FREE FROM RACIAL OPPRESSION. 2023 MARKS THE FIRST YEAR THAT THE LAKE WASHINGTON SCHOOL DISTRICT CELEBRATES JUNETEENTH AS A FORMAL HOLIDAY TO HONOR THE ANCESTORS OF THE PAST, CELEBRATE THE CHANGE AGENTS OF THE PRESENT, WHILE LAYING THE FOUNDATION FOR A MORE INCLUSIVE AND EQUITABLE FUTURE. THE FIRST ONE IS VIRTUAL AND IT'S NOT LOGGED IN YET. WE WILL MOVE TO OUR THIRD PERSON FOR PUBLIC COMMENT. NEIL GERA. THERE IS A 3-MINUTE TIMER. AS A REMINDER. >> HI I'M NEIL, I'M A FROM REDMOND MIDDLE SCHOOL FROM SEVENTH GRADE. MOVED HERE FROM ITHACA NEW YORK LAST YEAR I FINISHED HIGH SCHOOL ALGEBRA ONE A SPANISH ONE WITH AN A+ IN BOTH. AFTER COMING TO REDMOND I AM TAKE A E A GEOMETRY AND SMASHED TO GRADES HIGHER THAN 90 PERCENT OF BOTH WITH THE COMPLETION OF THESE 4 HIGH SCHOOL COURSES I HAVE THE OPPORTUNITY TO A TILT REDMOND HIGH SCHOOL BECAUSE MY DOUBLE PROMOTION FROM SEVENTH THROUGH NINTH GRADE. I WANT TO BE AN ENGINEER WHEN I GROW UP. I DO ENJOYED RAW HISTORY SO NATURALLY I WANTED TO TAKE AP WORLD HISTORY AS A FRESHMAN IN RHS. I'M NOT ALLOWED TO DO SO AND I'M NOT SURE WHY. I ASKED IF AP WORLD HISTORY IS IMPOSSIBLE TO TAKE THE SECOND SCIENCE COURSE IN THE CHEMISTRY. UNFORTUNATELY THAT'S NOT PERMITTED EITHER. THEY SOUND LIKE 2 SEPARATE REQUEST SO LET ME EXPLAIN. IN ORDER TO FULFILL THE SOCIAL STUDIES REQUIREMENT NEED TO TAKE 3 COURSES. TO GET US GOVERNMENT IS MANDATORY SO I ONLY HAVE 2 COURSES LEFT TO CHOOSE FROM. I WOULD PREFER TO TAKE AP WORLD HISTORY IN AP US HISTORY RATHER [00:10:02] THAN HONORS WORLD STUDIES IN AP WORLD HISTORY. IF THAT DOESN'T WORK IN SOME ALREADY INTERESTED IN PURSUING MORE STEM COURSES, NATURALLY, I WAS THINKING I COULD TAKE 2 SCIENCE COURSES. OUR RHS DOESN'T ALLOW US TO TAKE 2 SCIENCE COURSES ARE FRESHMAN YEAR. LOOKED AT COURSE PATH THE WAYS FOR EASTLAKE HIGH SCHOOL WHERE THIS IS ALLOWED. I'M CONFUSED AS TO WHY I CAN'T TAKE CHEMISTRY AND BIOLOGY? ON THAT FRONT I BELIEVE I'M READY TO TAKE 2 SCIENCE COURSES BECAUSE OF MY EXPERIENCE FROM SCIENCE AND LEAVE THE COMPETITIONS. I WON SEVERAL MEDALS OF THE NEW YORK AND WASHINGTON STATE COMPETITIONS THIS YEAR AND LAST YEAR. FOR CRAVE THE WAVE, SOUNDS AND MUSIC PRODUCT CODE BUSTERS AND OTHER METALS AND BIO PRESSES LAB AND MORE AT THE REGIONAL COMPETITION. ADVANCED TO THE STATE ROUND OF MOUTH AND THEY PRESENTED STATE OF WASHINGTON THE MIRACLE REGIONAL MATH LEAGUE COMPETITION OR ARM OF THE UNIVERSITY OF NEVADA RENO AT THE BEGINNING OF THIS MONTH. IS ALSO AN AMERICAN MOUTH COUNSEL OR MCA NATIONAL HONOR ROLE AS A SIXTH-GRADER. I HOPE I CONVINCE YOU THAT ARE READY TO TAKE AP WORLD HISTORY AS A FRESHMAN OR 2 SCIENCE COURSES AS A FRESHMAN IF THAT'S NOT POSSIBLE. REQUEST YOUR SUPPORT TELL ME PURSUE MY DREAMS. THANK YOU.[APPLAUSE] >> THANK YOU. THANK YOU NEIL. HER NEXT PUBLIC COMMENT IS NORA GERA. >> HI, I'M NORA AND I WOULD LIKE TO USE 2 MINUTES OF MY TIME TO SUPPORT MY BROTHER AND EXPLAIN WHY I THINK EQUITY IS SO IMPORTANT IN HIGH SCHOOL EDUCATION TO DO 2 THINGS. WANT TO FIRST DEFINE EQUITY RATHER MISUNDERSTOOD CONCEPT AND 2 GIVE YOU AN EXAMPLE OF EQUITY AND ACTION AS IT APPLIES TO MY LIFE IN THE HOPES IT CAN SUPPORT MY BROTHER AND ALSO BRING CLARITY TO EQUITY IN THE EQUATION OF HIGHER EDUCATION. WHAT IS T IS EQUITY? AT FIRST IT SOUNDS LIKE A LOT LIKE EQUALITY. THEY ARE NOT REALLY THE SAME THING. THE SPARK NOTES VERSION IS THAT EQUALITY GIVES ALL STUDENTS THE EXACT SAME OPPORTUNITIES. WHILE EQUITY LEVELS THE PLAYING FIELD FOR STUDENTS OF DIFFERENT ABILITIES. SIMPLY PUT, IT MEANS PROVIDING MORE RESOURCES AND SUPPORT TO THOSE THAT NEED IT. OF COURSE IT'S NOT EASY TO DECIDE OR EVEN TELL WHO GETS MORE SUPPORT BUT, IT'S CLEAR THE STUDENTS HAVE A SPECTRUM OF ABILITIES AND NEEDS I LIKE TO HONE IN ON THE EXPERIENCE OF STUDENTS WHO ARE CONSIDERED HIGH POTENTIAL OR WHO WANT MORE ENGAGING COURSES AND COURSEWORK. THAT BRINGS ME TO PART 2. MY STORY. THE STORY STARTS WITH ME AT AGE 9. WHILE I COULDN'T EXPRESS IT MILD TEACHERS COULD TELL IT WAS FINISHING MY COURSEWORK EARLY I COULD PRACTICE CONCEPTS THAT I HAVE LEARNED WHILE MY PEERS WERE STILL LEARNING THEM. NARROW DIVERSITY WAS NOTHING BACK THEN THAT MY TEACHERS HAD LIKE AN INKLING THAT I COULD CONTINUE DOING WHAT I WAS DOING, FINISHING MY COURSEWORK EARLY AND HELPING OUT MY PEERS BUT, THEY HAD A FEELING IT WASN'T FULLY REALIZING MY POTENTIAL. MY TEACHER WAS ABLE TO 1, RECOGNIZE MY LEARNING DIFFERENCES AND 2, MAKE A PLAN TO SUPPORT ME WHICH LED TO ME TAKING ALGEBRA ONE AT AGE 9. FAST-FORWARD TO TODAY I'VE MOVED SCHOOL DISTRICTS, GRADUATED HIGH SCHOOL AT AGE 15, WENT TO CORNELL UNIVERSITY I WORK AT MICROSOFT NOW. LONG STORY SHORT, IF I REFLECT BACK ON MY JOURNEY, IF I DIDN'T HAVE THE OPPORTUNITY TO TAKE THESE HIGHER LEVEL COURSES WHEN I DID, I DON'T KNOW IF I WOULD'VE GONE TO CORNELL OR WORKED AT MICROSOFT OR BILLY HAVE COME AS FAR AS I HAVE WITHOUT THAT SUPPORT AND UNDERSTANDING OF MY LEARNING DIFFERENCES. SO, AGAIN, I'M HERE TO SUPPORT MY BROTHER AND HIS EXHILARATION HELP HIM REACH HIS FULL POTENTIAL I THINK EQUITY IS VITAL FOR THAT. SO, BY MAKING EQUITY STANDARD HIGH SCHOOL EDUCATION, I HOPE YOU CAN SEE WHY EQUITY SHOULD MEAN SO MUCH TO YOU AND ME. >> THANK YOU. [APPLAUSE] NEXT WE HAVE DOCTOR DENNIS GERA. >> THEY RAISE THE BAR SO HIGH. I'M DOCTOR DENNIS, FATHER OF 2 BEAUTIFUL CHILDREN. I'M VERY PROUD OF WHAT THEY DID. AS NEIL MENTIONED WE MOVE FROM ITHACA TO HEAR WHERE HE HAD FINISHED TO HIGH SCHOOL HOOL COURSES IN 6 GRADE OF ALGEBRA ONE A SPANISH ONE AS A+ GRADES. HE FINISHED 2 COURSES HERE IN RED BILLED MIDDLE SCHOOL OF GEOMETRY IN SPANISH TO AS 1/7 GRADE SCORING MORE THAN 98 POINTS IN THERE. [00:15:05] I AM AT THE LOSS WITH THE WAY THAT REDMOND HIGH SCHOOL HAS PLACED POLICY ABOVE EQUITY AND STANDARDS AND ITS UNWILLINGNESS TO PROVIDE AN EQUAL SET OF OPPORTUNITIES AS THOSE OFFERED BY THE OTHER HIGH SCHOOLS IN THE SAME DISTRICT. AS DEAL WAS POINTING OUT. IF EASTLAKE LETS STUDENTS TAKE 2 SCIENCE CLASSES AS A FRESHMAN BUT RHS DOESN'T. WHY DO I CARE SO MUCH ABOUT THIS? I THINK LAURA MADE A GOOD POINT AND SHE GAVE A PRETTY GOOD STORY. SUBJECT ACCELERATION AND GREAT ACCELERATIONS ARE ROUTINE IN THE US SCHOOL DISTRICTS TO ALLOW ALL STUDENTS TO REACH THEIR MAXIMUM POTENTIAL. I'VE SEEN IT FIRSTHAND MY DAUGHTER. SHE HAS BENEFITED FROM THE SUBJECT ACCELERATION WHEN SHE TOOK ALGEBRA ONE AT AGE 9. THEN CONTINUE TO TAKE HIGH SCHOOL MATH AND SCIENCE CLASSES REGULARLY SHE WENT MIDDLE SCHOOL IN BOTH INDIANA AND OHIO. SHE REACHED HER MAXIMUM POTENTIAL EVENTUALLY GETTING INTO AN IVY LEAGUE UNIVERSITY CORNELL OR SHE DIDN'T MENTION IT BUT I BRAG, SHE FINISHED 3 YEARS. COMPUTER SCIENCE. BUT NEIL HAS BEEN GRANTED A GREAT ACCELERATIONS TO HIGH SCHOOL BUT ARE STILL STRUGGLING TO FIND THE PATH FORWARD THAT WILL PROVIDE ADEQUATE CHALLENGE ENRICHMENT TO HIS KNOWLEDGE AND UNDERSTANDING. FOR EXAMPLE IN THE MATH SEQUENCE THE NEXT COURSE AFTER GEOMETRY IS HONORS ALGEBRA 2. LET ME ASK ABOUT WHAT PREVENTS NEIL FROM ATTENDING ALGEBRA 2 IN PERSON AT RHS? THE LACK OF EQUITY HAS ALREADY TAKEN A TOLL ON NEIL'S EDUCATIONAL JOURNEY AS HE COULD NOT TAKE SPANISH TO A PERSON LAST YEAR. THIS IS UNFAIR TO NEIL AND HIS DREAMS OF PURSUING SCIENCE AND ENGINEERING CAREER AT THE UNIVERSITY. IT BECOMES CLEAR THAT EQUITABLE EDUCATION FOR STEM STUDENTS OF ALL AGES IS NOT A TOP PRIORITY OF REDMOND HIGH SCHOOL AND ADMITS TRADERS. ANOTHER UNRESOLVED QUESTION, EPISTEMIC STUDENT IS REQUIRED TO TAKE 3 SOCIAL STUDY CREDITS TO GRADUATE OUT OF WHICH US GOVERNMENT IS MANDATORY, WHY WHAT HIGH POTENTIAL STEM STUDENT TAKE 2 COURSES OF WORLD HISTORY AND HONORS HISTORY AP AND HONORS WEEK WHY HE SHOULD NOT TAKE AP WORLD AND THE AP US HISTORY? THE US GOVERNMENT IS MANDATORY ANYWAY. IN CONCLUSION UNLESS PUSHED BACK HARD ON THESE UNPROVEN IDEAS PREVENTS STUDENTS FROM REACHING THEIR MAXIMUM POTENTIAL. SUCH A DECISION WILL COME MY SONS DREAM OF PURSUING SCIENCE AT A TOP UNIVERSITY. I WOULD GREATLY APPRECIATE IF LW ESTATE WOULD CONSIDER AND ALLOW NEIL TO TAKE AP ONE HISTORY IF THAT'S NOT ALLOWED THEN LET HIM TAKE 2 SCIENCE COURSES AS OTHER SCHOOLS IN THE SAME DISTRICT DO ALONE. THANK YOU. >> THANK NEXT WE HAVE JACK FITHIAN. IS THERE A JACKET? OKAY. THEN WE'VE GOT CYDNEY KNAPP. OKAY THE LAST PERSON WE HAVE SIGNED UP FOR IN PERSON COMMENT IS JERRY LUTZ. >> GOOD EVENING PRESIDENT CHOI SUPERINTENDENT HOLMAN AND DIRECTORS. MY NAME IS JERRY LUTES AND I REPRESENT GNI REDMOND SEVENTH DEVELOPMENT LLC WHICH IS THE FEE TITLE OWNER OF LOT 11. THE SCHOOL DISTRICTS 20 2227 CAPITAL FACILITIES PLAN INCLUDED THE SCHOOL DISTRICT ACQUISITION OF LOT 1 AND THE 2023 PLAN BE CONSIDERED TONIGHT. CONTINUES THAT PROCESS. WE SUBMIT COMMENTS CHALLENGING ASSISTANT SUPERINTENDENT POSTURE MISSES DETERMINATION OF NON-SIGNIFICANCE. LAST YEAR'S DECISION BY MR. BUCK SUBJECT TO A CURRENT APPEAL BECAUSE THE SCHOOL DISTRICT HAS IMPROPERLY SEGMENTED ENVIRONMENTAL REVIEW AND CONTINUES TO DO SO. THE SCHOOL BOARD SHOULD NOT RELY ON THE DNS TO PROVE THE CFP. MORE IMPORTANTLY THE CFP CONTAINS FALSE STATEMENTS. THE DISTRICT CANNOT TAKE GNI'S RIGHTS SUBJECT TO THE CITY'S OPEN SPACE RIGHTS TO ACQUIRE 60 TO 65 PARKING STALLS FOR THE LE SCAR RESOURCE CENTER AND USE THE GRAVEL LOT AS IS. DON'T TAKE MY WORD FOR IT, SHE AND EYES SEPA COMMENTS INCLUDE PUBLIC TESTIMONY FROM THE CITY OF REDMOND'S PLANNING AND SETTLEMENT DIRECTOR, CAROL HELLAND, THAT THE DISTRICT'S PLAN WOULD VIOLATE THE OPEN SPACE AGREEMENT AND THAT UNTIL THE OPEN SPACE AGREEMENT AS [00:20:06] AMENDED OR CHANGED THE SCHOOL DISTRICT CANNOT USE MORE PARKING STALLS LOT 11 THAN IT ALREADY HAS PURSUANT TO ITS EASEMENT. BUT THE CITY WOULD REQUIRE SEPA ENVIRONMENTAL REVIEW BEFORE ANY CHANGE TO THE OPEN SPACE AGREEMENT OCCURS. THAT EVEN IF THE OPEN SPACE AGREEMENT HAS CHANGED THE CITY OF REDMOND'S CONFERENCE OF PLANETS ONLY WOULD PRECLUDE THE SCHOOL DISTRICTS PROPOSED CHANGE OF USE. THE DISTRICT WOULD NEED TO BUILD A PARKING GARAGE. A ROUGH ESTIMATE OF THE COST OF THE REQUIRED CAPITAL PROJECT WOULD ADD 5 MILLION TO 13 MILLION TO YOUR CAPITAL FACILITIES PROGRAM. THE SECOND ISSUE IS LANG ACQUISITION COST. ASSUMING THE DISTRICT IS ABLE TO CONDEMN THE DISTRICT HAS POSTS OPPOSED TO A PUBLIC POSITION FOR $184,000 BASED ON OPEN SPACE VALUE. THE DISTRICT WAS URGED TO MOVE QUICKLY TO AVOID THE PERCEPTION UNAUTHORIZED CHANGE OF USE SUCH AS G AND I IS PURSUING WITH THE CITY OF REDMOND WOULD INCREASE LOT 11'S VALUE. LIKE TO EXPLAIN THAT IN MORE DETAIL. G AND I HAS APPRAISAL OF THAT VALUE AS OF LAST JUNE FOR $16 MILLION AND A SIGNED PURSES PURCHASE AND SALE AGREEMENT CONTINGENT ON APPROVAL OF ITS PLAN FOR THE SAME $16 MILLION WITH WASHINGTON HOLDINGS. WHICH INCIDENTALLY WAS REPRESENTING THE STATE ENGINE FUND. THE DISTRICT REFOUND TO IT INTERFERED WITH GNI'S APPLICATION PROCESS THE DATA EVALUATION COULD BE LAST SPRING. WITH 12 PERCENT INTEREST ADDED WHICH IS $160,000 PER MONTH UNTIL YOU PAY. SO THE CAPITAL FACILITIES PLAN CALLS FOR THE SCHOOL DISTRICT TO ACQUIRE PROPERTY THAT IT CANNOT USE WITHOUT ADDITIONAL CONSENT FROM THE CITY AND CONSTRUCTION OF A PARKING GARAGE AT A ROUGH POTENTIAL TOTAL COST OF UP TO $33 MILLION. WE URGE YOU TO INDEPENDENTLY ASSESS THESE STATEMENTS AND POSTPONE ACTION ON THE CAPITAL FACILITIES PLAN UNTIL YOU HAVE. THANK YOU VERY MUCH. >> THANK YOU. WE DO HAVE A COUPLE OF VIRTUAL CALL PUBLIC COMMENTS NG. WE ARE GETTING THEM ONLINE AS WE SPEAK. >>. [INAUDIBLE] >> THANK YOU FOR BEARING WITH US WHILE WE GET THIS FIGURED OUT. >>. [INAUDIBLE] NO? DARN. >> TYLER LITZENBERGER IS UP FOR PUBLIC COMMENT.> CAN YOU HEAR ME OKAY? >>. [INAUDIBLE] [00:25:05] >> SURE. HOW DOES THAT SOUND? ? [INAUDIBLE] >> YOU BET, HOW DOES THAT SOUND? TOLERABLE? YOU CAN HEAR ME ENOUGH? NO PROBLEM. I WILL BE QUICK. I APPRECIATE WORKING THROUGH THIS. MY WIFE AND I HAVE 2 KIDS AT KELLER ELEMENTARY. I JUST WANTED TO PUT IT ON AN AGENDA OR PUT IT ON A TOPIC ABOUT MAY BE PERHAPS LOOKING AT THE BOUNDARIES FOR MIDDLE SCHOOL FOR MICAH MIDDLE SCHOOL. WE LIVED IN AN AREA, WE CALL IT THE WEDGE. IT'S IN BETWEEN, IT'S EAST OF 100 AVENUE NORTHEAST, WEST OF JUANITA, I'M LOOKING AT THE MAP ON MY PHONE. SOUTH OF NORTHEAST 1/45 STREET. WE WERE LOOKING AT THE BOUNDARIES SINCE OUR KIDS ARE PRETTY SOON HERE GOING TO BE SHIFTING FROM ELEMENTARY SCHOOL TO MIDDLE SCHOOL. JUST WITH THE WAY THE TRAFFIC PATTERNS AREN'T HAVING TO NAVIGATE THROUGH 405. IT'S A LOT EASIER FOR US IN OUR LOCATION TO HEAD UP TO BEN HILL FOR MIDDLE SCHOOL. IT'S A LITTLE MORE PROBLEMATIC AND CHALLENGING FOR US TO HEAD OVER TO COME I CAN IN THE CURRENT LAKE WASHINGTON SCHOOL DISTRICT HOUSING AS GOING OVER TO COME I CAN. I WANT TO BRING UP THE TOPIC OF THE FAMILIES IN THIS WENCH AND NEIGHBORHOOD TO HAVE AN OPTION OR CHOICE OF WHERE, WHICH MIDDLE SCHOOL THEY WANT TO SEND THEIR KIDS TO. MILEAGE IS CONCERNING AS DRIVE TIMES AND TRAFFIC PATTERNS. THAT'S A SIGNIFICANT CHALLENGE FOR US IN GETTING ACROSS 405 IT OVER TO KINGSGATE AND BACK DOWN FOR WHERE WE NEED TO GO TO WORK AND COMPARED TO BEN HILL. I WANTED TO PUT IT OUT THERE FOR SOMETHING THAT MAY BE JUST TALKING TO THE MAPPING IN THE FUTURE WOULD HELP OUT. THANK YOU VERY MUCH. I APPRECIATE IT. >> THANK YOU. THE NEXT PERSON WE HAD WAS ANDRIY STASYUK . HELLO? CAN YOU HEAR ME? AWESOME. THEY EY GET FOR BEING ABLE TO SPEAK ODAY. IN OPE[INAUDIBLE] MIDDLE SCHOOL. >> STUDENTS HAVE LARGER AMOUNTS OF HOMEWORK, ENOUGH TO KEEP THEM BUSY UNTIL LATE AT NIGHT WHICH IS THE EXACT SAME ARGUMENT FOR MOVING HIGH SCHOOL TIMES TO LATER. STUDENTS DOESN'T HELP. [INAUDIBLE] I AM ASKING THE BOARD TO CONSIDER STARTING [00:30:33] MIDDLE SCHOOL QUEST ONE. LATER. THIS WOULD CAUSE MINIMAL DISTURBANCE FOR TRANSPORTATION. [INAUDIBLE] THANK YOU. >> ARTHUR WEINER. >> HI Y'ALL, CAN YOU HEAR ME? FORGIVE ME I HAD TO STEP OUT OF THE REDMOND SENDING COUNSEL MEETING, PUBLIC COMMENT TO DRAW THE PUBLIC COMMENT FOR LAKE WASHINGTON SCHOOL DISTRICT. MY NAME IS ARTHUR EINER WE HAVE NOW TO KIDS IN LAKE WASHINGTON SCHOOL DISTRICT. DOCTOR CARLSON THANK YOU FOR YOUR BREVITY ON FRIDAY. DOCTOR HOLMAN, APPRECIATE YOUR WITTY COMMENTS. THANK YOU FOR THAT. THE REASON I AM ON THE MIND TODAY IS TO ASK THE SCHOOL DISTRICT TO LOOK INTO REDMOND CITY'S PLAN TO OPEN THE FIRE GATE ON 172ND AVENUE JUST NORTH OF CLARA BARTON ELEMENTARY. THE CITY IS OPENING THE GATE AS WE SPEAK. CONDUCTING A TRAFFIC STUDY BY A SCHOOL IN THE MIDDLE OF SUMMER TIME. IN ORDER TO MAKE 172ND AVENUE A MAJOR THOROUGH FOR IN REDMOND. IF MY INTENT TONIGHT IF YOU WEREN'T AWARE OF THE PROJECT WAS TO SOLICIT YOUR HELP IN KEEPING OUR SCHOOLCHILDREN SAFE AND REQUESTING THE CITY TO RETHINK ITS APPROACH BY A BIT MORE DUE PROCESS AND IS THE SECOND LARGEST SCHOOL DISTRICT IN THE STATE I AM OPTIMISTIC THAT YOUR WEIGHTS, SHOULD YOU DECIDE THAT IT'S APPROPRIATE TO SUPPORT THE BOSS MIGHT COME ACROSS MY PHONES DYING. YOU WILL SEE IT AS AN APPROPRIATE MEASURE TO CHAMPION NOT OPENING THE GATE AT 172ND AVENUE NORTHEAST. THEY ARE ANTICIPATING 5000 CARS AGAIN. THEY'RE NOT PLANNING TO WIDEN THE ROAD NORTH OF THE SCHOOL. PLANNING TO PUT IN A ROUNDABOUT WHERE KIDS CROSS. IT REALLY MAKES NO SENSE. CAN MY INTENT THIS EVENING WAS TO ALERT UOFU WEREN'T LOADED ALREADY AND SOLICIT YOUR HELP TO KEEP OUR SCHOOLCHILDREN SAFE. THANKS SO MUCH AND I APPRECIATE THE WORK YOU DO. GOOD NIGHT. >> THANK YOU ARTHUR. [F. Consent Agenda] THAT CONCLUDES PUBLIC COMMENT FOR THIS EVENING. THE BOARD RECEIVED 2 WRITTEN PUBLIC COMMENTS THAT YOU CAN FIND IN YOUR BOARD DOCS. THE NEXT ITEM ON THE AGENDA THIS EVENING IS THE APPROVAL OF THE JUNE 20, 2023 CONSENT AGENDA. I WILL NOW ENTERTAIN A MOTION TO APPROVE THE CONSENT AGENDA. >> MOVE FOR APPROVAL OF THE CONSENT AGENDA. >> IT'S BEEN MOVED BY DIRECTOR LALIBERTE AND SECONDED BY DIRECTOR STUART. DOCTOR HOLMAN, LEOPOLD THE FORWARD RWARD PLEASE. >> MOTION ON CARRIES DOCTOR HOLMAN WILL YOU PLEASE ¦ >> TONIGHT ON THE BOARD'S AGENDA YOU HAVE OVER $82,000 OF DONATIONS PROVIDED TO THE DISTRICT ABOUT $10,000 FROM HER PTS A PARTNERS AND OVER $72,000 FROM PRIVATE SOURCES. AS WE THINK ABOUT ALL THE DIFFERENT PROGRAMS AND ACTIVITIES WHERE PART TRYING TO ACCOMPLISH FOR KIDS MANY OF THOSE THINGS OCCUR BECAUSE OF THE IONS FROM OUR COMMUNITY. FROM OUR LAKE WASHINGTON [00:35:07] SCHOOLS FOUNDATION, PTS A AND PRIVATE. WE WILL SIGNIFICANT GRATITUDE WE ACCEPT THESE DONATIONS TONIGHT. >> THANK YOU DOCTOR HOLMAN. [G. Non-Consent Agenda] MOVING ON TO OUR NONCONSENT AGENDA. THE FIRST ITEM ON THE AGENDA IS AN UPDATE ON OUR STUDENT BOARD REPRESENTATIVES. VICE PRESIDENT LALIBERTE? PLEASE PROVIDE US WITH AN UPDATE? >> WE RECEIVED 63 APPLICATIONS FROM STUDENTS FOR THE 3 OPEN STUDENT REPRESENTATIVE POSITIONS. THE BOARD RECALLS SHIVANI WILL BE JOINING US AGAIN FOR NEXT YEAR, SHE WILL BE 1/12 GRADER ON THE EAST SIDE OF HER DISTRICT. WE WILL BE ADDING 11TH GRADE FROM THE EAST SIDE OF THE DISTRICT AND A AND 11 THE 12TH GRADER FROM THE WEST SIDE OF THE DISTRICT SINCE EVAN IS GRADUATING. WE RECEIVED 63 APPLICATIONS. LEAH AND I REVIEWED EACH AND EVERY ONE OF THOSE APPLICATIONS TOGETHER. THEN WE INTERVIEWED A SIGNIFICANT NUMBER OF STUDENTS, 21 STUDENTS. IT WAS NEAR IMPOSSIBLE TASK TO EVEN WHITTLE THE FIELD DOWN. WE HAVE SO MANY TALENTED STUDENTS WHO ARE READY AND WANT TO LEAVE IN OUR DISTRICT. WE ARE NOW EXCITED TO ANNOUNCE THAT OUR STUDENT REPRESENTATIVES FOR THIS NEXT SCHOOL YEAR SHIVANI WILL CONTINUE AS OR SOONER FOR THE EASTSIDE REP SEDATIVE. WE HAVE SELECTED TO JOIN HER UNLESS SHE FROM REDMOND HIGH SCHOOL AS HER JUNIOR FOR THE EASTSIDE OF THE DISTRICT REPRESENTATIVE. TO RON, EVENTUALLY TORONTO WILL HAVE ME PRONOUNCING HIS LUST INCORRECT. IT'S LIKELY TO BE TRAIT. TO RUN FROM ICS INTERNATIONAL COMMUNITY SCHOOL WILL BEAR SOONER FROM THE WEST SIDE. SHIRA VUITTON WILL BE HER JUNIOR FROM THE WEST SIDE OF THE DISTRICT. I WANT TO THANK ALL THE STUDENTS WHO TOOK THE TIME TO SUBMIT THEIR APPLICATIONS AND JOIN US. MANY ON THE WEEKENDS FOR INTERVIEWS OVER THE PAST FEW WEEKS. WE ARE REALLY IMPRESSED THE CALIBER OF THE STUDENTS AND HAVING THE CHANCE TO LEARN A LOT FROM THEM DURING OUR CONVERSATIONS. LAKE WASHINGTON HIGH SCHOOL PEER THANK YOU. WE'LL HAVE STUDENTS FROM TESLA STEM CAUGHT REDMOND HIGH SCHOOL, ICS AND FROM LAKE WASHINGTON HIGH SCHOOL. A LARGE CROSS SECTION OF OUR DISTRICT. WERE LOOKING FORWARD TO HAVING THE JOINT. I WILL BE BRINGING THEM UP TO SPEED OVER THE SUMMER IN AUGUST AND I THINK THAT THEY'LL BE JOINING US FOR THE START OF THE ACADEMIC YEAR. HOW DID I DO? GREAT. >> THANK YOU VERY MUCH. ARE THERE ANY QUESTIONS? >> OF A QUESTION IN REGARDS TO A POLICY IN REGARDS TO OUR STUDENT REPS. IF THAT WILL BE COMING FORWARD TO MAKE SURE WE CAN BUILD THIS PROCESS IN. >> DIRECTOR LALIBERTE WOULD YOU LIKE TO ANSWER THAT? >> I WOULD EXPECT TO SEE THAT ON THE AGENDA AT ONE OF OUR AUGUST MEETINGS. >> GOOD TO HEAR. THANKS. >> I WILL ADD MIGHT BE VALUE IN ESTABLISHING A STANDING COMMITTEE FOR THE STUDENT REPRESENTATIVE WORK MOVING FORWARD AS THIS WILL BE A YEARLY PROCESS. WE ALWAYS HAVE 2 STUDENTS WHO WERE GRADUATING. THAT WILL BE FOR THE FUTURE. >> IF I CAN ADD ONE MORE THING THEN. IF WE CAN, IN THE AUGUST PIECE BRING BACK BY COMMITTEE RECOMMENDATION WOULD BE A GREAT THING AS WELL. ALSO WANT TO SAY THANK YOU TO BOTH OF YOU AND TO STAFF WHO HELPED TO SUPPORT THE PROCESS AND TO GET THIS DONE. THAT WAS A LOT OF WORK AND A LOT OF EFFORT. ALSO DOES GIVE A CHANCE TO HEAR A LOT FROM OUR STUDENTS. I APPRECIATE YOU TAKING THE TIME AND DOING SO AND ENSURING YOU HAVE THE OPPORTUNITY. >> THANK YOU. DOCTOR HOLMAN? >> I ALSO COULD HAVE THE OPPORTUNITY TO REACH OUT TO THE STUDENTS WHO WEREN'T SELECTED TO SERVE AS A STUDENT REP TO THE BOARD. LET THEM KNOW ABOUT THE SUPERINTENDENTS ADVISORY COUNCIL OR WHATEVER IT WILL BE NAMED WE HAVE STUDENTS THAT ARE INTERESTED IN ENGAGING I WANT TO MAKE SURE THEY HAVE OPPORTUNITY. ARMS COULD REACH OUT TO THEM BEFORE SCHOOL GETS OVER. I THINK DIRECTOR LALIBERTE WILL SEND ME THE LIST OF NAMES. I WILL REACH OUT TO THEM AS A PRELUDE TO SOME COMMUNICATION IN SEPTEMBER. WITH ALL OF THAT INTEREST IT'S EXCITING TO BE ABLE TO ENGAGE WITH OUR STUDENTS DIFFERENTLY. >> MOST DEFINITELY. MOVING TO OUR NEXT NONCONSENT AGENDA ITEM IS A 2023/24 [00:40:07] BUDGET. THE FIRST READING. DOCTOR HOLMAN? >> WE'VE BEEN IN CONVERSATION ABOUT BUDGET SINCE THE START OF THE SCHOOL YEAR. KIND OF ACTIVELY JANUARY I BELIEVE IT WAS THE JUNE FIFTH STUDY SESSION. THE BOARD RECEIVED AN INITIAL REVIEW OF THE 23/24 BUDGET PICTURE WITH SOME UPDATED INFORMATION. AS THE BOARD KNOWS IT'S A VERY ACTIVE TIME OF THE YEAR FOR OUR BUSINESS SERVICES DEPARTMENT AS THEY ARE PUTTING TOGETHER ALL OF THE PARTS AND PIECES RELATED TO THE NEXT ANNUAL BUDGET. TONIGHT IS THE FIRST READING OF THE 2023/24 BUDGET. ASSOCIATE SUPERINTENDENT ARBOR POSTHUMOUS IS HERE ALONG WITH DOCTOR BUSINESS SERVICES. [INAUDIBLE] CHRIS BRAUTIGAN. BOTH WILL BE PROVIDING INFORMATION AROUND THE BUDGET AND THE TIMELINES ASSOCIATED WITH NEXT STEPS IN AUGUST. BARBARA? >> THANK YOU DOCTOR HOLMAN. SORRY ABOUT THAT MIKE. MUST'VE BEEN ON VERY LOUD. ALL RIGHT. I'M EXCITED TONIGHT TO SHARE THE NEXT YEAR'S, 23/24 PROPOSED BUDGET FOR THE LAKE WASHINGTON SCHOOL DISTRICT. TONIGHT WE'RE GOING TO REVIEW OUR BUDGET POLICIES, PROCESS AND TIMELINE. DIRECTOR CHRIS BRAUTIGAN WILL PROVIDE AN OVERVIEW OF OUR FUNDS. GENERAL RUN EXPENDITURES. OUR STRATEGIC RESOURCE ALIGNMENT AND ANNEXED OPS. SO, THIS IS THE FIRST YEAR THAT BY ANNUAL BUDGET HAS BEEN ADOPTED BY THE LEGISLATURES. THAT'S WHEN THEY MAKE A LOT OF CHANGES. SO THE MAJORITY OF OUR BUDGET IS DRIVEN BY THE LEGISLATURE. SPECIFICALLY THE ANNUAL COLA THAT IS PROVIDED. THEY PROVIDED AN INCREASE TO HEALTH BENEFITS. SOME CHANGES IN RETIREMENT CONTRIBUTIONS. THOSE ARE PROVIDED FOR STATE-FUNDED STAFF AND THERE'S A LOCAL IMPACT FOR THOSE AS WELL. THE LEGISLATURE ALSO IN THIS BUDGET PROVIDED A SMALL INCREASE TO SPECIAL EDUCATION FUNDING. HE CONTINUED TO MAKE INCREMENTAL STEPS TO INCREASE THE PROP PROTOTYPICAL ALLOCATION MODEL THROUGH 24/25 FOR A PHYSICAL SOCIAL AND EMOTIONAL SUPPORT STAFF. THAT WILL HELP BRIDGE THE GAP BETWEEN WHAT THE STATE FUNDS AND WHAT THE DISTRICT ALREADY SPENDS. THE BUDGET YOU WILL SEE TONIGHT ALSO REFLECTS ENROLLMENT CHANGES. IN WHICH WILL GO INTO MORE DETAIL LATER ON IN THE PRESENTATION. NORMALLY AT THIS TIME OF THE YEAR WE CAN SHARE WHAT WE CALL THE F 105. THIS VERY THICK DOCUMENT. THAT'S THE WITH THE BOARD WILL ADOPT IN AUGUST. OSBI IS HAVING TECHNICAL DIFFICULTIES WITH THEIR SOFTWARE WE HAVEN'T BEEN ABLE TO GET THIS DOCUMENT YET. WE HOPE TO HAVE IT IN THE NEXT COUPLE OF WEEKS AND WE WILL POST THAT AS SOON AS IT'S AVAILABLE. FOR TONIGHT, YOU HAVE WHAT WE CALL, THE DETAILED FINANCIAL PAGES. THAT IS POSTED IN THE BOARD MATERIALS. THEN, IN AUGUST YOU WILL HAVE OUR BUDGET SUMMARY AVAILABLE. THOSE ARE ALL THINGS THAT THE BUDGET STAFF ARE WORKING ON. ALL OF THE DOCUMENTS AVAILABLE TONIGHT ARE IN THE BOARD MATERIALS. WE WILL ALSO GET THE WEBSITE UPDATED TOMORROW WITH LINKS TO THE AVAILABLE DOCUMENTS. A PLACE WILL BE THERE ON THE WEBSITE TO PROVIDE QUESTIONS, PUBLIC COMMENT. I WANT TO THANK AGAIN THE TEAM, CHRIS IS HERE TONIGHT AT THEN KEVIN SIMONS IS SITTING IN THE AUDIENCE. OUR BUDGET MANAGER. AGAIN, THERE IS A LOT OF WORK THAT GOES INTO THE BUDGET DOCUMENT. IT'S NOT OVER YET. THEY'RE STILL WORKING HARD ON THIS. OKAY, MOVING ALONG. I WILL REVIEW THE BUDGET POLICIES THAT DRIVE THIS PROCESS. POLICY 6000 RELATES RELATED TO OUR PREPARATION AND ADOPTION. JUST A REMINDER THE ANNUAL BUDGET IS THE COMMITMENT OF THE BOARD TO FULFILL THE OBJECTIVES OF OUR INSTRUCTIONAL PROGRAM. THE BUDGET DEVELOPMENT SHALL PROVIDE FOR OUR STAFF PARTICIPATION, ENSURING OF INFORMATION. AS A DISTRICT WE SOLICIT INPUT FROM OUR DEPARTMENTS AND PROGRAM MANAGERS. WE HAVE A STRATEGIC ADMINISTRATIVE LEADERSHIP TEAM THAT PROVIDES REVIEW AND FEEDBACK. DOCTOR HOLMAN HAS SHARED OUR BUDGET ALIGNMENT RECOMMENDATIONS WITH THE BOARD AND MULTIPLE STUDY SESSIONS AND AT BOARD MEETINGS. [00:45:09] AGAIN, THE BUDGET TO ADOPT THE BUDGET MUST PRESENT THE BUDGET AND THE PUBLIC HEARING NO LATER THAN AUGUST 31. THAT INCLUDES A BUDGET MEETING. THE OTHER POLICY THAT DRIVES THE BUDGET IS EVER E5 FINANCIAL PLANNING.'M NOT GONNA GO OVER THE WHOLE READ ALL OF THIS. THE BUDGET, THIS OUTLINES HOW THE BUDGET SHOULD BE PRESENTED. IT'S IN A SUMMARY FORMAT THAT'S UNDERSTANDABLE. IT CLEARLY DESCRIBES REVENUES AND EXPENDITURES. DISCUSSES ASSUMPTIONS. IT REFLECTS ANTICIPATED CHANGES IN LEGISLATIVE CHANGES, EMPLOYEE COMPENSATION AND PROVIDES FOR ANTICIPATED YEAR END FUND BALANCE OF NOT LESS THAN 5 PERCENT OF PROJECTIVE REVENUES. OUR TIMELINE TONIGHT, WE ARE PROVIDING THE BUDGET PRESENTATION. THE PROPOSED BUDGET AGAIN WILL BE AVAILABLE ON THE DISTRICT WEBSITE. IF ANY REPUBLIC WOULD LIKE A PRINTED COPY THEY CAN REQUEST THAT FROM THE BUDGET OFFICE. OR DOWNLOAD IT OFF THE WEBSITE. THE PUBLIC COMMENT PERIOD REALLY STARTS SORRY, THAT SHOULD SAY JUNE 21.TARTS TOMORROW THROUGH AUGUST 7. WE HAVE A PUBLIC HEARING ON THE SEVENTH AND THEN THE FORMAL BOARD ACTION IS ON THE 21ST. THE BUDGET MUST BE ADOPTED NO LATER THAN AUGUST 31. SO, JUST A REMINDER THAT YOU KNOW, EVEN AS WERE WORKING WITH LIMITED RESOURCES WE CONTINUE TO ALIGN OUR RESOURCES WITH OUR STRATEGIC PRIORITIES. JUST SHARING THE BUDGET ALIGNMENT WORK WE'VE GONE THROUGH THIS SPRING. WE SHARED WITH OUR COMMUNITY BUDGET MESSAGES IN FEBRUARY AND MARCH.WE LAUNCHED THAT EXCHANGES IN MARCH.E IMPLEMENTED OUR SHORT-TERM BUDGET ALIGNMENT WORK IN MARCH SHARED THAT WITH IMPACTED PROGRAMS AND STAFF.HEN SHARON THE BUDGET ALIGNMENT AT THE MARCH 27 BOARD MEETING. I'M GOING TO TURN IT OVER TO DIRECTOR BRANIGAN AND HE WILL GO OVER THE FUNDS IN THE DETAILS. >> THANK YOU. JUST AS A REMINDER, THE BUDGET IS BROKEN UP INTO 5 DIFFERENT FUNDS. THE TOTAL PROPOSED FOR THE 23/24 AT 762.8 MILLION. WE WILL DO AN OVERVIEW OF EACH FUND IN THE NEXT FEW SLIDES. THE ASB FUND HAS AN EXPENDITURE AUTHORITY OF $7.5 MILLION. EACH SCHOOL PREPARES HER INDIVIDUAL BUDGET PLANS FOR THE YEAR AND SUBMITS THOSE TO THE DISTRICT. THE EXPENDITURES INCLUDE STUDENT EXTRACURRICULAR ACTIVITIES FOR EACH SCHOOL. REVENUES INCLUDES FUNDRAISERS, SALES AND SUPPORTS. THE DEBT SERVICE FUND INCLUDES EXPENDITURE 30 FOR 71.1 MILLION. BUDGET EXPENDITURES INCLUDE PRINCIPAL AND INTEREST WERE PREVIOUSLY SOLD BONDS INCLUDING THE OLD GEO BONDS SOLD IN MAY 2020. THE BUDGET INCLUDES FORMALLY FOR MILLION-DOLLAR CONTINGENCY COULD REVENUES IS FROM LEVEES TO REPLACE THE BONDS OF REFLECTS OUR ESTIMATED INTEREST REVENUE. THE CAPITAL PROJECTS FUND IS AN EXPENDITURE AUTHORITY FOR HUNDRED 24.8 MILLION. THIS INCLUDES REMAINING 2018 AND CURRENT 2022 CAPITAL TECH FACILITY LEVY PROJECTS. AS WELL AS A 2022 CONSTRUCTION LEVY PROJECTS. REVENUES INCLUDE 22 CAPITAL FACILITIES AND TECH LEVY. 2019 AND 2022 6 YEAR CONSTRUCTION LEVEES. INVESTMENT EARNINGS, IMPACT FEES AND A PLANT LGL BOND SALE IN KING COUNTY AQUATIC GRANT. THE BUDGET INCLUDES CAPITAL PROJECTS FUND TRANSFERS TO GENERAL FUND FOR ONGOING TECHNOLOGY TRAINING AND OBLIGATIONS DUE TO STATE COUNTY REQUIREMENTS. ALSO TRANSFER FROM CAPITAL PROJECTS FUND TO DEBT SERVICE FUND FOR LGL BOND PRINCIPAL AND INTEREST PAYMENTS. AS I MENTIONED, IT HAS ESTIMATED FOR AL GEO BONDS SOLD TO BE PREPARED OVER 5 YEARS TO FRONT FUND THE 2022 CAPITAL CONSTRUCTION PROJECTS. THE MAJOR CAPITAL PROJECTS FOR 2023/24 INCLUDE OUR 22 6 YEAR CONSTRUCTION LEVY PROJECTS. OUR 22 FOR YOUR LEVY PROJECTS FOR FACILITIES AND TECHNOLOGY. WITHIN THE 22 6 CONSTRUCTION LEVY WHERE THE MIDDLE SCHOOL [00:50:04] ADDITIONS, ROCKWELL ELEMENTARY REBUILD AND ENLARGEMENT. AND THEN ALSO THE ADDITIONAL HIGH SCHOOL CAPACITY AT SITE 59 ¦ THE DIFFERENT LEVY PRODUCTS THE FACILITIES AND TECHNOLOGY. THE TRANSPORTATION VEHICLE FUND HAS EXPENDITURE AUTHORITY FOR 2.2 MILLION. BUDGET TO REPLACE 14 BUSES, REVENUES INCLUDE STATE DEPRECIATION FOR BUS REPLACEMENT. ALSO OUR INVESTMENT EARNINGS. AS A REMINDER OUR LAST TRANSPORTATION LEVY WAS OF 2001. WE'RE STILL USING THOSE FUNDS PLUS THE MONIES WE GET FROM STATE DEPRECIATION TO REPLACE OUR BUS FLEET. AS YOU MAY RECALL LAST YEAR TRANSPORTATION AND PURCHASING DEPARTMENTS WORK WITH AIRBUS VENDORS TO PUT A BUS ORDER IN FOR OVER 2 FISCAL YEARS. FOR A TOTAL OF 20 BUSES. 10 IN 20 23 THIS SAVED US 20 PERCENT OR JUST OVER $500,000. THE COST OF THE BUSES BY DOING THAT. 10 OF THE BUSES FROM 22 AND 23 WILL BE RECEIVED IN AUGUST. THE OTHER 10 BUSES FOR THE 23/24 BUDGET WILL BE RECEIVED IN SEPTEMBER 023. THIS BUDGET OF 2.2 MILLION INCLUDES THOSE 10 BUSES THAT WE WILL RECEIVE A SEPARATE WHICH IS THE SECOND HALF OF THAT AND THEN ALSO ADDITIONAL BUDGET CAPACITY FOR POTENTIAL PURCHASE OF 4 MORE BUSES AT THE END OF 23/24 SCHOOL YEAR. ON TO THE GENERAL FUND. SO, ENROLLMENT IS A KEY DRIVER FOR BOTH REVENUES AND EXPENDITURES. THE BUDGET FOR 23/24 INCLUDES A HEADCOUNT PROJECTION FOR 30,215 STUDENTS. AS YOU CAN SEE FROM THIS CHART THAT COVID INTERRUPTED A RAPID ENROLLMENT GROWTH OVER THE YEARS. STARTING IN 1920 WE HAVE SEEN A LOSS OF ABOUT 885 STUDENTS THROUGH 2022/23. SO, FROM A BUDGET TO BUDGET WERE PROJECTING AN INCREASE CREASE ENROLLMENT. EVEN THOUGH WHEN YOU LOOK AT THE CUM AT THE BLUE INE IN BETWEEN THE 2 RED ED LINES. OUR 22 /ÁUNTRAN3Á ENROLLMENT EXCEEDED OUR BUDGETED NT. IT IS A DECREASE FROM WHAT WERE PROJECTING FOR WE BUDGETED CONSERVATIVELY AND 22/ÁUNTRAN3Á WHICH IS WHY RECEIVE THE INCREASE 22/23 UALS. WHEN WE COMPARE THOSE TO OTHER DISTRICTS WE CAN SEE LAKE WASHINGTON SCHOOL DISTRICT HAS HAD THE LOWEST ONE OF THE LOWEST DECLINES IN KING COUNTY AND PIERCE COUNTIES SINCE COVID STARTED. WE CONTINUE TO MONITOR DEMOGRAPHIC DATA INCLUDING OUR BUSINESSES AND OUR EMPLOYMENT GROWTH IN THE REGIONS OF MONETARY ENROLLMENTS. IT HAS A LARGE IMPACT ON OUR BUDGET. THE PREVIOUS SLIDE TALKED ABOUT HEADCOUNT AS WE'VE SHARED BEFORE, AT A PREVIOUS STUDY SESSION WERE BUDGETED ON ANNUALIZED AVERAGE FTE. THIS REFLECTS AN INCREASE IN BUDGET TO BUDGET OF 282 FTE. IT ALSO REFLECTS A DECREASE OF 86 STUDENTS IN SPECIAL EDUCATION. AGAIN, WERE BEING CONSERVATIVE IN OUR BUDGET ESTIMATE ENROLLMENT. WE DON'T WANT TO OVER CREATE EXPENDITURES. THE BUDGET CONTINGENCY OF ABOUT 500 STUDENTS. THIS ALLOWS US IF MORE STUDENTS SHOW UP IN THE FALL TO HIRE MORE TEACHERS IF THAT IS NEEDED. WE WILL BE RECEIVING FUNDING FROM THE STATE TO PAY FOR THAT. SOME OF THE KEY CHANGES TO REVENUES OVERALL BUDGET OF ROADS REVENUE CREASES IS 2.29 [00:55:05] MILLION. OF THAT 14.1 MILLION IS AN INCREASE IN LOCAL IMPACT. THE INCREASES INCLUDE THE INCREASE TO BASIC ENROLLMENT. OUR LEVY CONDUCTION IS BASED ON VOTER APPROVED AMOUNTS. THE INTEREST EARNINGS, WE HAVE CAPITAL PROJECTS FUNDS BEING REDIRECTED TO GENERAL FUND FOR NEXT YEAR. AND SOME OF THE DECREASES IN REVENUES FOR LOCAL IMPACT INCLUDES THE DECREASE IN SPECIAL ED ENROLLMENT AND SOME OF OUR CATEGORICAL PROGRAMS. ALTHOUGH SOME OF THE CATEGORICAL PROGRAMS ARE GOING UP AND THEN IT IS A DECREASE. OTHER INCREASES FOR STATE LEGISLATIVE CHANGES. TOTAL OF 11.3 MILLION. THIS INCLUDES A COST-OF-LIVING ADJUSTMENT OF 3.7 PERCENT. INCREASES FOR EMMA SOCKS. TREASURES FOR STATE-FUNDED HEALTH BENEFITS. AS BARBARA MENTIONED, THE STAFFING MODELS INCREASING AS WELL AS THE SPECIAL ED RATIOS THAT ARE BEING FUNDED. ONE OF THE DECREASES ON THE LEGISLATIVE CHANGES IS THE PENSION RATES. IT'S A DECREASE IN REVENUE WHICH ALSO IMPACTS OUR EXPENDITURES. CONTINUING WITH THE REVENUE INCREASES. WE'VE GOT TRANSPORTATION INCREASING BY $2 MILLION. OUR 23/24 BUDGET IS BASED ON OUR 22 ÃTONY 3 ACTUALS. AS WE'VE SHARED BEFORE STATE FUNDING FORMULA IS NOT VERY TRANSPARENT OR EASY TO PREDICT. WE BUDGET CONSERVATIVELY BASED ON WHAT WE'VE ACTUALLY RECEIVED IN THE CURRENT YEAR. AND THEN, OTHER IN SELF-SUPPORT. HAS AN INCREASE OF 1.8 MILLION. THIS IS OUR SELF-SUPPORTING PROGRAM THE INCREASES FOR THINGS LIKE PRESCHOOL, EXTENDED DAY AND EMERSON CHILDCARE. AS WELL AS HER CAPITAL TRANSFERS. A TOTAL INCREASE OF 29.2 MILLION IN REVENUE FROM BUDGET TO BUDGET. THIS IS JUST A DIFFERENT VIEW OF OUR REVENUES. THIS IS WHAT YOU WILL SEE IN THE BUDGET. THE COMPARISON OF THE STATE TO FIND REVENUE CATEGORIES FROM PRIOR YEAR BUDGET TO THE PROPOSED BUDGET. SO OVERALL INCREASE OF 5.6 PERCENT. THE MAJORITY OF THIS IS DUE TO OUR LEVY INCREASES, ENROLLMENT, STATE BENEFIT PENSION CHANGES ENTER EXPENDITURE BUDGET INCLUDES A LOT OF THESE CHANGES IT HAS SOME PHYSICS COST. REQUIRED ORGANIZATIONAL NEEDS AND BUDGET REALIGNMENT. WITHIN THE STATE OF APPORTIONMENT IS PRIMARILY THE LEGISLATIVE IMPACTS FOR COLA, PENSION AND BENEFITS. THE STAFFING MODEL CHANGES IN THE ENROLLMENT. STATE CATEGORICAL IS WHERE WE SEE THE INCREASE FOR TRANSPORTATION AND SPECIAL ED FUNDING.THERE'S VERY LITTLE CHANGE IN OUR FEDERAL GRANTS. THE LEVY INCREASES DUE TO THE FIRST 4 YEAR OVER FEBRUARY 22 VOTER APPROVED AMOUNT. IN THE FEED PROGRAM IS DUE TO SOME OF THE INCREASES WE HAVE AN EXTENDED DAY ADVANCED PLACEMENT FEES ON PRESCHOOL AND ATHLETIC PRESENTATION. OTHER INCLUDES OUR TRANSFERS FROM CAPITAL PROJECTS. SOME OF OUR KEY EXPENDITURE CHANGES. FROM WHAT YOU WERE SEEING ON THE PREVIOUS SLIDE, THE ARROWS ARE NOW READ. THE DOWN ARROWS PRINT OUT GREEN BECAUSE EXPENDITURES ARE GOING UP. JUST REVERSED THE COLORS ON THOSE. OVERALL EXPENDITURE CHANGES REFLECT SOME OF .6 PERCENT INCREASE OVER THE PREVIOUS YEAR. AS YOU CAN SEE THE STAFFING DUE TO ENROLLMENT IS INCREASING BY 1.7 MILLION. THIS REFLECTS A NET CHANGE FROM BASIC ENROLLMENT IN SPECIAL ED ENROLLMENT. 13.7 4 COMPENSATION BENEFITS AND PENSION. THIS IS REQUIRED CHANGES FOR SALARIES, STEP INCREASES, COLLECTIVE BARGAINING AND AS A NOTE OF THE STATE IPT CONTINUES TO DRIVE THE ONGOING LOCAL COST WHICH IS ABOUT 1.5 MILLION PER ONE PERCENT INCREASE. CATEGORICAL GRANTS AND SELF-SUPPORTING PROGRAMS IS GOING UP BY ABOUT 1.3 MILLION. OR FIXED COST INCREASES ARE GOING UP ABOUT 1.5. THIS INCLUDES PRIMARILY DUE TO INSURANCE INCREASES ALSO INCLUDES UTILITIES AND AUDIT FEE INCREASES. THEN OUR EXPENDITURE REDUCTIONS ABOUT THE ONE-TIME EXPENDITURES FROM LAST YEAR WE HAD REMOVED [01:00:04] FROM THE BUDGET. AGAIN, THE OVERALL EXPENDITURE REDUCTIONS FOR THE BUDGET LINE ARE 4.9 MILLION. NET INCREASE OF $9 MILLION IN THE GENERAL FUND. AS REQUIRED BY THE LEGISLATURE. WE UPDATE YOU EVERY YEAR ON THE MATERIALS AND OPERATING COST BUDGET. THE STATE HAS FUNDED OTHERWISE KNOWN AS M SOCKS. THE STATE FUNDS EMMA SOCKS AT 42.9 MILLION. THE DISTRICT BUDGET EXPENDITURES FOR M SOCKS IS 29.8 MILLION. THE DIFFERENCE OF 13.1 MILLION IS BEING USED FOR SPECIAL ED, SOME COST, PROFESSIONAL LEARNING, OTHER CURRICULUM, TRAINING AND ALL THESE OTHER ITEMS ARE EDUCATIONAL BENEFIT IMPACT OF STUDENT ACHIEVEMENT. AGAIN, THIS IS A SUMMARY OF EXPENDITURES BY A PROGRAM WHICH IS WHAT YOU'LL SEE IN THE BUDGET. OVERALL INCREASE IS CURRENTLY DUE TO STATE FUNDING CHANGES FOR COLA AND BENEFITS. ALSO INCLUDED CHANGES DUE TO ENROLLMENT, CATEGORICAL GRANTS, COLLECTIVE BARGAINING, FIXED COST BUDGET REALIGNMENT. NOW BARBARA WILL GO OVER FUTURE PROJECTIONS. >> THANK YOU CHRIS. ALL RIGHT. WE'VE SHARED OUR 4-YEAR OUTLOOK ASSUMPTIONS WITH THE BOARD AND STUDY SESSIONS BEFORE. THIS IS SIMILAR INFORMATION YOU'VE SEEN. THE STATE, LAKE WASHINGTON HAS ALWAYS DONE A 4 YEAR BUDGET OUTLOOK. THE STATE RECENTLY BEGAN REQUIRING IT AS PART OF THE BUDGET PROCESS ABOUT 4 OR 5 YEARS AGO. AGAIN, DISTRICT IS PRUDENT IN ITS BUDGETING. WE LOOK BEYOND THE ONE-YEAR REVIEW TO MAKE SURE THE DECISIONS WE MAKE TODAY WE KNOW OTHER EFFECTIVENESS OF THE LONG TERM. WE DEVELOPED A BUDGET PLAN TAKING THAT INTO ACCOUNT, AGAIN FUTURE ENROLLMENT CHANGES, FUTURE COST AND LEGISLATIVE MANDATES. OUR ASSUMPTIONS GOING FORWARD BEYOND THE 23/24 SCHOOL YEAR. WE HAVE ENROLLMENT DECLINE OF .7 PERCENT PER YEAR OR 800 STUDENTS OVER 4 YEARS. WE WORK WITH FLOW ANALYTICS, A DEMOGRAPHER TO PROVIDE AN ANNUAL LONG-TERM FORECAST. THAT IS WHAT THEY ARE PROJECTING FOR US OVER THE NEXT 4 YEARS. WE'VE SHARED ABOUT THE PROTOTYPICAL MODEL CHANGES. THOSE ARE BEING PHASED IN THROUGH 24/25. BEYOND FOR THE NEXT 3 YEARS THE STATE IPD IS ESTIMATED TO BE ABOUT 3.9 PERCENT AND 24/25. 2.4 THE YEAR AFTER AND 1.9 PERCENT. THOSE ARE ALL ESTIMATES. THEY COULD BE LOWER OR HIGHER. NO OTHER SIGNIFICANT CHANGES IN STATE FUNDING ARE ANTICIPATED THOUGH WE AGAIN TALK TO OUR LEGISLATORS ABOUT THAT EVERY YEAR. OUR LEVY AMOUNTS ARE BASED ON VOTER APPROVED AMOUNTS. THE EXPENDITURE SIDE WE CONTINUE TO ALIGN OUR STAFFING WITH OUR ENROLLMENT DECLINES. IN THIS CASE AND ARE REQUIRED STAFFING RATIOS. WE HAVE ONGOING LOCAL COST NEEDS OVER STATE FUNDING. ONGOING FIXED COST INCREASES AS CHRIS MENTIONED, OUR INSURANCE IS A BIG DRIVER OF HER FIXED COST INCREASES. WE CONTINUE TO SEE DOUBLE DIGIT INCREASES IN OUR PROPERTY AND CASUALTY AND LIABILITY INSURANCE. WE HAVE SHARED WITH THE BOARD BEFORE. WE CONTINUE WHAT WE MADE SOME BUDGET CHANGES THIS YEAR. ORGAN AID TO CONTINUE TO GET REVENUES IN ALIGNMENT WITH EXPENDITURES IN ALIGNMENT WITH REVENUES OVER THE NEXT COUPLE OF YEARS. ADDITIONAL REDUCTIONS IN THE RANGE OF 11 Ã15 MILLION WILL BE NEEDED. YOU WILL SEE ONCE YOU HAVE AN F1 95 WHICH WE DON'T HAVE YET. ONCE YOU HAVE THAT WILL CONTAIN THE 4-YEAR REQUIRED OUTLOOK. THIS IS JUST A SNAPSHOT OF THAT. THE FIRST COLUMN IS THE PROPOSED BUDGET. WE ARE PLANNING ON STARTING THE YEAR AROUND 49 MILLION. AS WE SHARE EVERY YEAR THAT ASSUMES ALL OF OUR FUNDS THAT ARE PLANNED TO BE SPENT THIS YEAR ARE SPENT. TYPICALLY OUR ACTUAL FUND BALANCE COMES IN HIGHER THAN THAT BUT WHAT WE BUDGET DUE TO CARRYOVER AND GRANTS THAT WEREN'T SPENT. WE NEED TO CARRYOVER THAT MONDAY. I REVENUES AND EXPENDITURES, WE [01:05:07] ARE STILL USING OUR FRONT BALANCE. OUR EXPENDITURES ARE HIGHER THAN I REVENUES BY ABOUT $7.7 MILLION. WE ANTICIPATE ENDING NEXT YEAR WITH THE FUND BALANCE OF 41.5 MILLION. MOVING FORWARD USING THOSE ASSUMPTIONS THAT WE SHARED. THE NEXT FEW YEARS YOU WILL SEE CONTINUE TO SEE BEGINNING FRONT BALANCE DECLINING. BUT, IT ALSO ASSUMES WE HAVE ADDITIONAL REQUIRED BUDGET REDUCTIONS. AGAIN THIS SHOWS 11 MILLION AND DEPENDING ON WHAT ACTUALLY HAPPENS, THAT NUMBER COULD AGAIN INCREASE OR DECREASE. AGAIN, THIS PLAN MAINTAINS OUR DISTRICT MINIMUM FUND BALANCE REQUIREMENT OF 5 PERCENT. SO, OVER NEXT STEPS ARE AS WE SHARED PICK THE BUDGET DOCUMENT WILL BE AVAILABLE ON THE DISTRICT WEBSITE THERE IS A PUBLIC COMMENT. STARTING NOW THROUGH AUGUST 6. THE PUBLIC HEARING IS AUGUST 7. THERE WILL BE FORMAL BOARD ACTION ON THE 21ST. I'M GOOD AT OPEN IT UP. >> I HAVE A COUPLE OF THINGS. CAN YOU REMIND ME HOW THE PUBLIC KNOWS IT'S A PUBLIC COMMENT PERIOD? >> WE WILL PUT IT ON OUR WEBSITE AND WE ALSO PUBLISH A NOTICE IN THE PAPER. THAT'S A REQUIREMENT THAT WE PUBLISH THE NOTICE.> THANK YOU. COULD YOU GO BACK TO SLIDE 20 FOR ME? >> YES. >> IT'S THE HISTORICAL AND 23/24 PROJECTED ENROLLMENT. FOR THE AUGUST 7 MEETING, I THINK OVERUSING HERE IS OUR HISTORICAL MODEL OF RAPID GROWTH DESIGN. WHERE DECLINING ENROLLMENT, I DON'T KNOW IF IT FITS THIS MODEL ANYMORE. I HAVE SOME NOTES HERE I'VE BEEN TAKING AROUND, HOW DO WE COMMUNICATE THIS EFFECTIVELY. IT MAKES SENSE TO THOSE THAT AREN'T IN THE FINANCE WORLD. BECAUSE WE ARE MIXING BOTH ACTUAL ENROLLMENT AND ARE BUDGETED ENROLLMENT. BUDGETED IS A DIFFERENT TYPE OF NUMBER WE ARE USING. SO, THERE IS A RELATIONSHIP BETWEEN THE 2 OVER TIME. I THINK WE CAN DEMONSTRATE AND SO I KNOW WE'VE BEEN TRYING TO FIGURE OUT WHAT IS THE BEST WAY TO TALK ABOUT THIS AND SHOW THIS VISUALLY. I HAVE SOME ADDITIONAL IDEAS ON HOW TO SHOW THAT. SO IT MAY BE IT MAKES IT A LITTLE BIT MORE CLEAR. >> ABSOLUTELY. WE CAN ALSO, YOU CAN ALSO DO A CHART SHOWING OUR FUTURE PROJECTIONS MIGHT BE HELPFUL AS WELL AS LONG WITH OUR OUTLOOK. >> DIRECTOR CARLSON? >> ON THAT VERY TOPIC ACTUALLY. I WAS THINKING THE SAME. ONE OF THE THINGS I THINK THAT WILL BE HELPFUL ON THIS IS, IT SHOWS HISTORICAL ACTUALS. DOESN'T SHOW HISTORICAL BUDGETS. IF YOU COULD SHOW ME 18 YEARS OF HISTORICAL BUDGETS ON TOP OF THE ACTUALS THEN I CAN SEE, FELT WERE GENERALLY TRYING TO BE CONSERVATIVE BY COUPLE OF PERCENT. THAT WOULD HELP UNDERSTAND WHAT THIS NEW BUDGET FOR NEXT YEAR WHICH DOESN'T HAVE AN ACTUAL YET COME IT MEANS. >> THAT'S WHAT'S COMING ON AUGUST 7. >> EXCELLENT. >> I CAN'T WAIT. >> I WENT BACK AND LOOKED. THIS IS OUR THIRD TIME. THESE THIRD TIME IF HAVE THIS PRESENTATION. NOT THAT I'M GETTING TIRED OF IT OR ANYTHING. THERE SOME PARTS OF IT I THINK I'VE MEMORIZED NOW. I DON'T HAVE ANY QUESTIONS ON SUBSTANCE. MY QUESTION WOULD'VE BEEN BETTER IN AN EMAIL BUT, IN THE BUDGET DOCUMENT, THE DRAFT BUDGET BY FUND. THE FAR RIGHT COLUMN TRACKS TO INCREASE OR DECREASE PERCENTAGES YEAR TO YEAR. 4 DIFFERENT EXPENDITURES. FOR SOME RATHER THAN PROVIDING IT IT LIST REALLOCATION. I THINK I KNOW WHAT THAT MEANS. COULD YOU EXPLAIN NOT. >> WHAT IT MEANS IS EITHER DOING DUE TO ACCOUNTING REQUIREMENTS OR M, HOW WE ORGANIZE OUR PROGRAMS WE'VE MOVE THOSE DOLLARS TO A DIFFERENT PROGRAM. THEY DIDN'T DISAPPEAR. SO, THAT'S REALLY WHAT THE REALLOCATION MEANS. >> THAT'S WHAT I THOUGHT. SO YOU CAN ACTUALLY ATTRACT A DIFFERENT LINE ITEMS. THAT'S WHY INSTEAD OF SAYING 50 PERCENT DECREASE THAT WOULD'VE NOT BEEN ACCURATE. >> THERE TRULY WAS A DECREASE. WE MOVE THOSE DOLLARS DUE TO ACCOUNTING REQUIREMENTS TO DIFFERENT PLACES. [01:10:01] WORKS OKAY. THANK YOU. >> GOOD QUESTION. >> DIRECTOR BLIESNER? >> I HAVE 2 QUESTIONS. TALKED ABOUT THE TRANSPORTATION VEHICLE FUND. IN THE PURCHASE OF OR THE REPLACEMENT OF 14 BUSES. AS WE'VE TALKED ABOUT SUSTAINABILITY AND LOOKING AT ELECTRIFICATION. MY UNDERSTANDING IS AT THIS .10 OF THOSE WERE ALREADY COMMITTED TO WHICH IT SOUNDED LIKE AND THEREFORE EXTRA. OVERLOOKING HOW WE COULD UTILIZE THAT BUDGETING WITH OUR TRANSPORTATION FUND TO BE MOVING TOWARDS AN ELECTRIC FLEET? >> SO, RIGHT NOW WE ARE LOOKING AT OTHER WAYS TO ELECTRIFY OUR FLEET. THE CURRENT MODEL OF FUNDING DOESN'T ALLOW US TO BUILD THAT INTO THE PLAN RIGHT NOW. I BELIEVE THEY PASSED LEGISLATION THAT TRANSPORTATION LEVIES CAN BE USED FOR BOTH ELECTRIC BUSES AND THE INFRASTRUCTURE. LOOKING AT BARBARA TO MAKE SURE I'M ACCURATELY REFLECTING. I THINK THAT WAS MAYBE A YEAR AGO IN THE LEGISLATIVE SESSION. RIGHT NOW THE BUSES WE ARE LOOKING AT ARE REALLY REPLACEMENTS OF CURRENT VEHICLES. AS OPPOSED TO ELECTRIFY. THERE ARE OTHER AVENUES THAT WE ARE EXPLORING WITH GRANT FUNDING THINGS LIKE THAT. AS WELL AS THE LEGISLATIVE PROCESS TO THINK ABOUT HOW THE DEPRECIATION FUNDS ALONG WITH THE DOLLARS WE DO HAVE. IS THERE A WAY PUTTING THOSE 2 TOGETHER WITH SOME LEVEL OF ENHANCEMENT FOR ELECTRIFICATION COULD BE POSSIBLE. >> THE COST ARE ALMOST 2 AND HALF TO 3 TIMES WHAT THE COST OF CURRENT BUSES ARE. RIGHT NOW THE STATE DEPRECIATION MODEL DOES NOT PROVIDE. WE WOULD HAVE TO FORGO UPGRADING BUSES. IF WE DIDN'T HAVE ADDITIONAL FUNDS YOU WOULD HAVE TO ACTUALLY BUY LESS BUSES OVER TIME. THAT PROBABLY WOULDN'T WORK WELL BECAUSE YOU PROBABLY HAVE BUSES BREAKING DOWN IN LONG-TERM WOULD GET US INTO CHALLENGES. >> OBSOLETE, I APPRECIATE THE FORWARD THINKING AS YOU LOOK AT THE BUDGET. I THINK SUSTAINABILITY COMES FORWARD THAT MIGHT HELP TO DRIVE SOME WITHOUT. THE OTHER QUESTION I HAVE IS WE HAVE DECLINING ENROLLMENT. I KNOW OUR LOCAL LEVIES TO COME UP WE HAVE THE LEVY LID. THAT OCCURS. IT CAN ONLY COLLECT SO MUCH. I'M ASSUMING YOU'VE TAKEN THAT INTO YOUR ASSUMPTION AS YOU PUT FORWARD THE REVENUES IN REGARDS TO THAT? >> WE MONITOR OUR LEVY ON A REGULAR BASIS. AS YOU REMEMBER, WE WERE NOT COLLECTING THE FULL AMOUNT OF OUR LEVY LID AND EVEN THE FIRST YEAR, THE 2023 WAS WELL BELOW THE LEVY LID. BY THE 4TH YEAR DEPENDING ON HOW THE LEGISLATURE ADJUSTS THE LEVY LID FORMULA. FOR TO INCREASE IT WITH INFLATION EVERY YEAR. THE POTENTIALLY WILL BE REACHING THAT. WE ARE MONITORING THAT. WE WILL BUILD THAT INTO THE BUDGET SHOULD ANYTHING CHANGE. >> WONDERFUL. THANK YOU. ONE LAST ONE.OU MENTIONED YOU WERE REACHING OUT REGARDS TO COMMUNITY ENGAGEMENT THROUGH PUBLIC NOTIFICATION AND ON THE WEBSITE. WONDERING, IF WE HAVE OTHER WAYS WE CAN PUSH OUT THE BUDGETS THERE IF YOU'RE STILL INTERESTED? KNOWING WE DON'T TYPICALLY HAVE A LOT OF COMMENT ON PUBLIC HEARING. WE TALKED ABOUT WHAT OTHER WAYS WE CAN ENGAGE ON THE TOPIC. NOT SURE IF THIS IS ONE OF THE BEST WAYS. JUST WONDERING IF THERE'S ANYTHING WE COULD DO BETWEEN NOW AND WHEN THE PUBLIC HEARING IS? >> YES THERE IS. WE WILL FOLLOW THOSE PROTOCOLS AS WELL. >> ARE THERE ANY OTHER QUESTIONS? THANK YOU VERY MUCH. >> THANK YOU. >> THANKS FOR ALL YOUR HARD WORK. >> WILL BE GONE TO THE NEXT ITEM ON OUR AGENDA. IS THE FORMATION OF A SUSTAINABILITY POLICY COMMITTEE. IT WILL BE A BOARD COMMITTEE. THE BOARD HAS ENGAGED IN SEVERAL STUDY SESSIONS DURING THE LAST FEW MONTHS FOLLOWING THE MAY 22 STUDY SESSION. THE BOARD EXPRESSED INTEREST IN WRITING AND ADOPTING SUSTAINABILITY POLICY FOR THE DISTRICT. THIS SUSTAINABILITY POLICY WILL BE ESTABLISHED, DO WE HAVE THESE PARAMETERS TO SHOW? >> I CAN SHOW. >> OR DO I HAVE TO READ IT? I'LL READ IT. IT'S FINE. >> I'VE GOT IT. >> A LOT OF WORDS. [01:15:20] THE PURPOSE AND CHARGE FOR THE STATE SUSTAINABILITY POLICY COMMITTEE WOULD BE SELECTED BOARD MEMBERS WILL WORK WITH THE SUPERINTENDENT TO DEVELOP A TIMELINE AND A PROCESS TO SELECT COMMITTEE MEMBERS. THE COMMITTEE MEMBERS WILL SUPPORT THE EFFORT TO DRAFT BOARD POLICY FOCUSED ON THE BOARDS OF VALUES BLENDED TO SUSTAINABILITY. THANK YOU. MEMBERSHIP OF THE COMMITTEE WILL INCLUDE 2 BOARD MEMBERS WHO WILL BE SELECTED THROUGH DOMINATION. THE 2 BOARD MEMBERS WILL WORK WITH THE SUPERINTENDENT TO SELECT TO COMMUNITY MEMBERS. ONE STUDENT REPRESENTATIVE TO THE BOARD AND ONE STAFF MEMBER TO SUPPORT THE POLICY DEVELOPMENT. ANTICIPATED REPORTING SCHEDULE WILL BE MONTHLY AT MINIMUM. FROM THE COMMITTEE TO THE REST OF THE BOARD. COMMUNITY MESSAGING WILL BE BOARD THROUGH MEETING UPDATES AND DISTRICT COMMUNICATIONS. THE TERM FOR THE COMMITTEE WILL BE THROUGH THE FINAL ADOPTION OF SUSTAINABILITY POLICY. I DON'T THANK YOU HAVE TO READ THE LAST BIT. ARE THERE ANY QUESTIONS? >> I MOVE THAT THE BOARD, I ASSUME IT IS MOTION. >> BUT THE BOARD CREATE SUSTAINABILITY POLICY COMMITTEE CONSISTENT WITH THE PARAMETERS IN THE CHARGE THAT ARE ARE IN OUR BOARD PACKET THIS EVENING. >> SECOND. >> IS THERE ANY DISCUSSION OR QUESTIONS? YES, DIRECTORS STUART? >> GIVEN THE RETIREMENT OF OUR 2 MEMBERS AND BY JANUARY HAVING 2 NEW MEMBERS, IS IT POSSIBLE WE SHOULD BE LOOKING OUT HOLDING OFF UNTIL JANUARY BECAUSE THE COMPOSITION OF THE BOARD WILL BE SUCH WE WILL ADD SOME EXPERTISE IF YOU WILL. JUST A THOUGHT. AS MUCH AS I WANT TO GET ROLLING ON THIS I WOULD HATE TO EXCLUDE NEW THOUGHT. >> ARE THERE ANY THOUGHTS OR CONSIDERATIONS? >> I WOULD SUPPORT MOVING FORWARD ON THIS. AS PARTIALLY JUST BECAUSE THE SUSTAINABILITY COMMITTEE. IT'S A KAMIL COMMITTEE THAT WILL COME TO THE BOARD FOR REVIEW. WE'VE DONE A LOT OF WORK ALREADY AND WE NEED TO MOVE THIS FORWARD AS DO PEOPLE COME ON, ABSOLUTELY AND THAT'S A TIME TO BRING THAT IN AS WELL. THERE WILL BE TIME FOR THAT TO DEAL. WE CAN MAKE CHANGES TO THE MAKEUP OF THE COMMITTEE AT ANY POINT IN TIME. >> I REFLECT ON OUR WORK ON OB 14 HAVING A FIRST DRAFT IN PLACE, MONITORING IT AND THEN RECOGNIZING SOME AREAS FOR IMPROVEMENT. I THINK THERE'S A LOT OF VALUE IN THEM TRYING TO CHARGE FOR IT NOW AND GETTING THIS WORK DONE. THEN WE CAN, QUIVERS ON THE BOARD AT ANY POINT CAN ALWAYS REVIEW AND REVISE ANY POLICY. I EXPECT THAT WOULD BE NO DIFFERENT HERE. >> DIRECTOR CARLSON? >> IT'S IRONIC. I THINK IT'S DIFFERENT APPROACHES TO BEING ON THE BOARD. I WOULD NOT US A NEW BOARD MEMBER HAVING ANY INTEREST BEEN ON THIS PARTICULAR COMMITTEE. ABSENT OLD MANY I HAVE LIMITED INTEREST IN BEING ON THIS COMMITTEE. YEAH, AT LEAST SOME HONEST ABOUT IT. I DO BELIEVE THE POINT, THIS IS SOMETHING WERE GETTING A DRAFT ON THE BOARD SO HE COULD THROW DARTS AT IT IS A HIGHER PRIORITY THAN ANY FORMALITIES AS TO WHO WAS GOING TO BE INVOLVED IN THIS. GETTING A FIRST DRAFT DONE, NEW BOARD MEMBERS WILL HAVE CONSIDERABLE CONTRIBUTIONS TO IN THE LONG RUN. AT FIRST I WOULD NOT WISH IT UPON THEM JEFF TO HELP MAKE THE FIRST DRAFT. SOMEONE IS LITTLE BIT MORE SEASON TO HAVE THEIR DRAFT EDITED ENTHUSIASTICALLY MIGHT BE HAPPIER DOING THAT AS A FIRST DRAFT HER. I'M COMFORTABLE WITH THIS CONCEPT. >> DOCTOR BLIESNER? >> I'M COMFORTABLE WITH THE COMPOSITION THAT'S MADE UP WITH COMMUNITY MEMBERS AND A STUDENT. KEEPING IT SMALL ENOUGH TO BE ABLE TO MOVE FORWARD. I DO SUPPORT HOW IT IS PRESENTED. >> ANY FURTHER DISCUSSION? THERE WAS A MOTION ON THE FLOOR. I DON'T KNOW THAT WE NEEDED ONE. [LAUGHTER]. >> IT COULD TAKE A MOTION TO APPROVE THE COMMITTEE AS OR TAKE A VOTE TO APPROVE THE [01:20:03] COMMITTEE AS BEFORE. >> YES. [LAUGHTER]. ALL THOSE IN FAVOR OF THE MOTION TO ESTABLISH THIS COMMITTEE AS PUT FORWARD. PLEASE VOTE BY SAYING I ALL THOSE OPPOSED? HEARING NONE, THE MOTION PASSES. AS AT THE PERIMETER DICTATE WE NEED TO NOMINATE 2 MEMBERS TO SERVE ON THIS COMMITTEE. NOMINATIONS ARE NOW OPEN FOR 2 BOARD MEMBERS WHO WERE SERVED ON THE POLICY COMMITTEE. I WOULD LIKE TO NOMINATE DIRECTOR LALIBERTE TO THE SUSTAINABILITY COMMITTEE. CAN I NOMINATE MYSELF? I WILL NOMINATE MYSELF. >> YEAH, I WILL NOMINATE DIRECTOR CHOI SO SHE DOESN'T HAVE TO DO THE SELF-SERVING NOMINATION. >> ANY OTHER NOMINATIONS? OKAY. AS NO OTHER NOMINATIONS I DECLARE THE NOMINATIONS TO BE CLOSED. WE WILL PERFORM A ROLL CALL VOTE. DIRECTOR BLIESNER? >> YES. >> DOCTOR CARLSON? >> YES. >> DIRECTOR LALIBERTE? >> YES.>> DOCTOR DIRECTOR LALIBERTE MYSELF WILL BE ON THE SUSTAINABILITY MITTEE. >> THANK THE NEXT ITEM ON OUR AGENDA FOR THIS NING IS AT THE BOARD DIRECTOR VACANCY TIMELINE AND PROCESS. I BELIEVE WE HAVE WRITTEN NOTICE AT THIS POINT THAT DIRECTOR CARLSON. >> YES WE DO I RECEIVED AN EMAIL AS MY ROLE AS PRESIDENT SO I WILL FORWARD IT. >> I SENT IT TO THE PRESIDENT AND THE PRESIDENT SAW THE PRESIDENT. >> WE DO HAVE A FORMAL RESIGNATION FOR EFFECTIVE DATE OF AUGUST 7. >> CLASS FOR CLARIFICATION ON THAT? >> DIRECTOR CARLSON YOU'RE PLANNING TO PARTICIPATE AT THE AUGUST 7 MEETING AND RESIGNATION WILL BE EFFECTIVE AT THE CONCLUSION OF THAT MEETING? >> SORRY, ABSOLUTELY. I INTEND TO BE THERE. THE FOLLOWING MEETING I CANNOT BE THERE. >> OH GP 2 OUTLINES THAT BOARD MEMBER QUALIFICATIONS ELECTIONS PROVIDES GUIDANCE HOW TO FILL A BOARD MEMBER IF A VACANCY IS 90 DAYS PRIOR TO ELECTION. DOCTOR HOLMAN HAS PROPOSED A PROCESS AND A TIMELINE. I CAN TURN THIS OVER TO YOU. IF YOU'D LIKE TO DISCUSS. >> ABSOLUTELY. THANK YOU. SO I CAPTURED SOME OF THE INFORMATION GP 2 IS VERY SPECIFIC IN TERMS OF THE PROCESS. YOU CAN SEE IN ITEM 7A IT SAYS OF A MAJORITY OF BOARD DIRECTORS REMAINS, THE BOARD SHALL FILL THE VACANCY BY APPOINTMENT. SO THAT LEAVES SOME LEVEL OF LATITUDE FOR DECISION-MAKING. 7A 1 STATES OF THE BOARD WILL SOLICIT APPLICATIONS OF INDIVIDUALS SEEKING TO FILL THE POSITION AFTER SUITABLE PUBLIC NOTICE. THAT DOES INDICATE WE DO NEED TO PUT THIS OUT TO THE PUBLIC TO SEEK INTERESTED INDIVIDUALS. GIVEN THAT, I PROPOSE A PROCESS AND A TIMELINE FOR THE BOAT TO DISCUSS TONIGHT AND DECIDE WHETHER OR NOT THERE SOME ADDITIONS OR SUBTRACTIONS TO THIS. AGAIN, WE DID RECEIVE DIRECTOR CARLSON'S RESIGNATION FROM THE BOARD AS OF AUGUST 7 AT 11:59 PM. IF THE BOARD BEAUTY GOES BEYOND THAT THAT EVENING THEN THERE WILL BE A BOARD OF 4. >> COME ON. >> TONIGHT REALLY IS ABOUT THE BOARD PRESIDENT NOTIFYING THE PUBLIC OF THE PROCESS THAT WILL BE USED. IN THE BOARD TO BE ABLE TO DISCUSS THIS. IN THE COMING DAYS WE WILL NOTIFY THE COMMUNITY TO SOLICIT APPLICATIONS AND WE WILL SEND THAT OUT THROUGH THINGS LIKE PARENT SQUARE, A PRESS RELEASE AND OTHER PUBLIC NOTIFICATION SYSTEMS. IT ISN'T JUST OUR PARENTS. THAT MAY BE INTERESTED IN INDICATING THEIR INTEREST IN BEING A SCHOOL BOARD MEMBER AND [01:25:05] APPOINTED IN THAT WAY. WE USE THE MEANS THAT WE HAVE TO GET THAT INFORMATION OUT THROUGH APPROPRIATE VENUES. THE APPLICATION WINDOW I AM PROPOSING IS REALLY A MONTH. WE CAN CONTINUE TO PUSH OUT INFORMATION DURING THAT MONTH. I ALSO PROPOSE THAT THEN THE PRESIDENT AND THE VICE PRESIDENT REVIEWED THE APPLICATIONS. THAT THEY BRING A RECOMMENDED CANDIDATE OR CANDIDATES FOR BOARD REVIEW. THIS IS DONE IN A BUSINESS MEETING, NOT EXEC SESSION, NOT STUDY SESSION. IT WILL BE HERE ON THE DAIS THAT THE BOARD HAS THAT DISCUSSION. CONSIDERS APPLICATIONS. AT THAT BOARD MEETING ON AUGUST 7 WOULD FORMALLY TAKE ACTION TO APPOINT. NOW, DIRECTOR CARLSON BEING THE ONE STEPPING OUT, BY LAW HE IS NOT ABLE TO VOTE ON THE APPOINTMENT OF A PREDECESSOR. THAT'S JUST A PIECE OF LAW WE WANTED TO BE MINDFUL OF. AS FAR AS APPLICATION, FIRST 3 COMPONENTS ARE HIGH LAW REQUIREMENTS. AS WHOMEVER ON THE BOARD IS EVALUATING APPLICATIONS. I THINK IT'S IMPORTANT TO BE UPFRONT. THESE ARE LEGAL REQUIREMENTS THAT WE ARE TO MAINTAIN AND COMPLY WITH. AND THEN THE LAST 2 ITEMS JUST GIVING SOME LEVEL OF INDICATION AS TO WHY. AND WHAT YOU BELIEVE IS THE ROLE OF THE BOARD. I THINK THAT'S INTERESTING INFORMATION AS THE BOARD IS EVALUATING A NEW COLLEAGUE. AGAIN, ALL OF THESE CAN BE MODIFIED. TRYING TO THINK ABOUT SOMEWHAT OF A STREAMLINED PROCESS. A SIMPLE APPLICATION FOR REVIEW AND THEN WE CAN MOVE FORWARD ON THE SEVENTH. THAT'S FOR CONSIDERATION. >> THANK YOU DOCTOR HOLMAN. WE WILL OPEN UP THIS PROCESS FOR DISCUSSION. >> THIS IS PROBABLY OBVIOUS. IN THIS TIMELINE DOCTOR HOLMAN, THE PROPOSED TIMELINE OF A NEW BOARD MEMBER WOULD BE SEATED AT THE FOLLOWING MEETING ON AUGUST 21, CORRECT? >> CORRECT. >> OKAY. >> DIRECTOR STUART? >> I KNOW WE ARE REQUIRED TO HAVE SOLICITATION FOR MEMBERSHIP OR APPLICATION. GIVEN THE FACT ONLY ONE PERSON HAS STEPPED FORWARD AS A CANDIDATE AND THAT PERSON IS WELL-QUALIFIED AND EAGER AND TO BE QUITE FRANK BRINGS MUCH-NEEDED DIVERSITY TO THE BOARD. I'M WONDERING IF THERE'S A POSSIBILITY WE CAN STREAMLINE THAT PROCESS EVEN MORE SO. SO THERE COULD BE AN EXCHANGE OF THE HANDS A WILL ON THE SEVENTH. BEGINNING OF THE SCHOOL YEAR IS SUCH A HECTIC TIME FOR EVERYBODY. THERE WILL BE A WHOLE LOT OF LOAD ON THE BOARD ON THE STAFF. THE SOONER WE GET IT DONE, THE BETTER. >> DIRECTOR BLIESNER? >> MY QUESTION IS ARE WE DOING DISCUSSION OR MAKING A MOTION ON THIS? I'M TRYING TO FIGURE OUT WHERE WERE CURRENTLY OUT.> WEARY DISCUSSION. >> HOW ABOUT THIS ALL YOU WILL MAKE A MOTION THAT WE CAN AMEND. >> THANKS. >> WILL YOU ENTERTAIN A MOTION? >> I WILL. >> I MOVE THAT WE ADOPT THE PROCESS TIMELINE APPLICATION PROPOSED BY DOCTOR HOLMAN THIS EVENING. >> IS OUR SECOND? >> SECOND.>> WE CAN MOVE TO DISCUSSION. DIRECTOR BLIESNER? >> I THINK DIRECTOR STUART HAD AN AMENDMENT THAT IS TRYING TO BRING FORWARD. >> IDEAL. YOU CAN SCROLL TO WHERE TIMELINE IS. THE IDEA OF PUTTING OUT THE NOTICE THIS EEK RKS. TO BE FRANK I NOTICE A LOT OF PARENT SAYING THE ALREADY CLOSING OTHER PARENT SQUARE IF YOU WILL. FOR THE SUMMER DO NOT INTEND TO LOOK AT IT UNTIL THEIR CHILD IS BACK IN A CLASSROOM. THAT MIGHT BE A STRETCH. AGAIN I THINK WE CAN EASILY SQUEEZE THAT TIMEFRAME DOWN TO MID JULY EVEN. >> I BELIEVE WE CANNOT APPOINT THE NEW PERSON UNTIL THE RESIGNATION HAPPENS. >> YES. THAT'S TRUE. >> AT THAT NIGHT AS THE RESIGNATION HAPPENS AND WE DECIDE TO GO THE ENTIRE NIGHT OR 10 O'CLOCK OR WHATEVER. [01:30:09] WE CAN HAVE A PASSING OF THE TORCH IF YOU WILL. >> SO GOING FORWARD WITH WHAT THE QUESTION WAS AND WHAT'S ON THE TABLE. IF THE REQUIREMENT IS THAT YOU CANNOT APPOINT UNTIL THE ACTUAL PERSON HAS CREATED TO VACATE OF THE SEAT SO THAT WOULD MEAN WE CAN MAKE THE ANNOUNCEMENT BUT THEY CANNOT TAKE THE SEAT UNTIL THE FOLLOWING MEETING. >> DIRECTOR -NIGHT DO YOU HAVE A MOTION THAT YOU WOULD WANT TO AMEND? THE FACT THE CREATION OF THE VACANCY HAPPENS WHEN THE BOARD MEMBER ANNOUNCES AND SO SINCE YOU ANNOUNCED THAT'S IT. THE CURRENT OF THE VACANCY IS WHEN THE RESIGNATION TAKES EFFECT. I SEE THOSE AS 2 DIFFERENT EVENTS. I WOULD LIKE TO MOVE WE CHANGE THE TIMELINE TO JUNE 21 ÃJULY 7 WITH THE IDEA BEING, WHAT I DON'T WANT TO HAVE HAPPEN IS FOR FOLKS TO THINK WE ARE RUSHING THE ANALYSIS OF THE CANDIDATES. THAT WE ARE GIVING IT SHORT TRIP. WE OFTEN ASK OUR PUBLIC FOR COMMENT AND THEN THEY GET THE FEELING THAT OKAY, WE'VE HEARD IT THEN WE GO ON TO OUR MERRY WAY. I DON'T THINK THEY APPRECIATE THAT. I DON'T SAY THAT WERE GOING TO DO IT. I CAN SEE THAT PERCEPTION ESPECIALLY OVER THE SUMMER. WHILE THE APPLICATION, TO BE QUITE FRANK AREN'T AS IMPORTANT TO ME AS THE ANALYSIS OF THE CANDIDATES AND THEIR QUALIFICATIONS. >> IS SURE MOTION TO AMEND THE TIME THAT THE APPLICATION WINDOW IS OPENED? >> YES. >> TO ONE WEEK? >> JUNE 21 ÃJULY 7 OR JULY 1. >> OKAY THE MOTION IS TO AMEND THE TIMELINE FROM THE APPLICATION WINDOW TO BE OPEN FROM JUNE 21 THROUGH JULY 1. IS THERE A SECOND? MOTION TONIGHT. YES, DOCTOR HOLMAN? IS THERE ANY OTHER DEBATE OR DISCUSSION? OF THE PROCESS ON THE TIMELINE? >> CAN YOU SCROLL DOWN TO THE APPLICATION. I DON'T KNOW. I APPRECIATE NUMBER 5, HAVING THAT IN THERE. IT FEELS, MY QUESTION FOR THE BOARD IS DO WE REALLY NEED THAT IN THERE? ISN'T WHY DO YOU WANT TO SERVE SUFFICIENT FOR PURPOSES THAT WERE DOING HERE? DO WE NEED SOMEBODY TO PROVIDE ANY OTHER INFORMATION? >> I AGREE. >> I WILL SAY WE ASKED OUR STUDENT REPRESENTATIVES THE SAME QUESTION. >> WE DID, WE DEAD. >> WE GOT SOME VERY INTERESTING ANSWERS. >> I THINK IT COULD BE WHERE THEY. >> I WILL NOT MOVE TO CHANGE IT THEN. I MOVE TO AMEND THIS APPLICATION TO LIMIT THE RESPONSES TO NUMBER 4 AND NUMBER 5 TO NO MORE THAN 50 WORDS EACH. >> THERE IS A MOTION TO AMEND THE APPLICATION QUESTIONS NUMBER 4 AND 5 FOR THE RESPONSES TO BE A MAXIMUM OF 50 WORDS. IS THERE A SECOND. >> SECOND. >> IT'S OPEN FOR DISCUSSION. DIRECTOR BLIESNER QUICK. >> ACTUALLY MADE THE MOTION. DIRECTOR LALIBERTE. >> I'M COULD BE READING THEM. I DON'T WANT TO READ 400 RESPONSES TO EACH OF THESE. I THINK PEOPLE, IF THEY'RE INTERESTED IN BEING A BOARD MEMBER I THINK A SKILL OF A BOARD MEMBER IS TO BE STRAIGHTFORWARD AND I'D LIKE 50 WORD RESPONSES. >> I WILL ADMIT A LIMIT IS NOT A BAD THING. I'M CONCERNED 58 MIGHT BE A LITTLE SMALLER. >> I WILL COUNTER THAT WE GAVE OUR STUDENTS CHILDREN 50 WORD LIMIT. WE DID THINK THAT SOME OF THEM WERE A BIT LONG. [01:35:05] I WOULD AGREE. I THINK 50 IS TO SHORT. MAYBE WE COULD COMPROMISE AT HUNDRED AND 50 QUICK. >> I DON'T KNOW THE RULES, CAN I AMEND MY MOTION? WE ACCEPT A FRIENDLY AMENDMENT? >> YES.>> YOU SAID 150? THAT'S WHAT YOU WOULD TOLERATE? >> I MEANT MY MOTION TO HAVE THE APPLICATION BE LIMITED TO 150 WORDS PER QUESTION.> IS THERE A SECOND? >> SECOND. >> ANY FURTHER DISCUSSION ON THE APPLICATION? NO, ON THE AMENDMENT TO LIMIT THE RESPONSES TO QUESTIONS 4 AND 5 250 WORDS. IF NOT I WILL TAKE A VOTE ON THE MOTION FOR THE AMENDMENT. DOCTOR HOLMAN? >> I BELIEVE THE MOTION ON THE TABLE IS TO APPROVE AS PRESENTED AMENDED Q4, Q5 150 WORD MAX. OKAY, I BELIEVE THAT'S WHAT THE BOARD IS VOTING ON? >> APPROVE THE PROCESS AND APPLICATION WITH MY AMENDMENT TO MAKE Q4 AND Q5 HUNDRED 50 WORDS MAX. THIS IS THE MOTION WE ARE VOTING ON. >> THANK YOU FOR THE CLARIFICATION. IS THERE ANY FURTHER DISCUSSION BEFORE WE TAKE A VOTE? >> I THINK 150 WORDS IS OVERKILL. THE STUDENTS TONE OF 50 WORDS IS OVERKILL. >> I WILL BE ONE OF THE ONES READING THEM AND BONUS POINTS FOR THOSE KEEPING IT TO 50. HOW ABOUT THAT? >> I'M THINKING OF YOUR EYESIGHT. >> FROM A DISCUSSION IN REGARDS TO THIS PROCESS AND TIMELINE ATLANTA IS ALIGNED WITH HOW WE WROTE OUR VACANCY PROCESS POLICY AND ENSURING THE PIECES ARE IN PLACE. UNDERSTANDING WE HAVE A SLIGHTLY DIFFERENT PIECE BECAUSE WE ARE AFTER FILING. THIS APPOINTMENT IS ONLY 2 ELECTION DATE. OR I SHOULD SAY UNTIL CERTIFICATION OF THE ELECTION. >> SINCE UNTIL THE NEXT BOARD MEMBER IS SEATED. >> TO THE NEXT BOARD MEMBER IS SEATED. THAT MAKES THIS A LITTLE BIT MORE CHALLENGING WITHIN THIS PIECE. WERE TALKING A SHORT TIMEFRAME WHICH WE'RE DOING IT. I APPRECIATE GIVING THIS OPPORTUNITY IN DOING SO AND TRY TO MAKE THAT PROCESS AND BEING VERY CLEAR AS TO WHEN A DECISION WOULD GO FORWARD ON THE SEVENTH. THAT THEY BE SEATED ON THE 21ST. I DO APPRECIATE THAT PROCESS TIMELINE AND ALIGNED TO THE POLICY. I BELIEVE A LIMIT ON WORD COUNT IS PERFECTLY ACCEPTABLE. >> ANY FURTHER DISCUSSION? I WILL CALL FOR A VOTE ON THE MOTION FOR TO ACCEPT THE PROCESS AND TIMELINE PRESENTED BY DOCTOR HOLMAN WITH THE AMENDMENT THE QUESTIONS 4 AND 5 OF THE APPLICATION TO INCLUDE A MAXIMUM WORD COUNT LIMIT OF 150 WORDS.LL THOSE IN FAVOR PLEASE VOTE BY SAYING I ANY OPPOSED? MOTION PASSES WITH A MAJORITY VOTE FOR ÃWIN. >> MY TEAM AND I WILL DRAFT SOME LANGUAGE AND GET THAT TO BOTH PRESIDENT CHOI AND VICE PRESIDENT TE. AND HOW THAT WILL READ. WE'LL GET THAT PUT TOGETHER AND GET THAT TO YOU TOMORROW OR WEDNESDAY SO WE CAN GET THAT PUSHED OUT ASAP TO OUR COMMUNITY. >> SOUNDS GOOD. THANK YOU VERY MUCH FOR THAT [H. Superintendent Report] DISCUSSION. WE WILL MOVE ON TO THE SUPERINTENDENT REPORT. DOCTOR HOLMAN? >> OKAY, AS WE WRAP UP THE YEAR I GUESS ARE SO MANY THINGS TO SHARE. YOU WILL SEE THE BACKGROUND ON THE SLIDE OF THE 2 FLAGS, ARGENTINE FLAG IF WE HAD A BIT OF WIND IT WOULD SEAT DISPLAYED RIGHT OUTSIDE OF THE BOARD ROOM ON OUR FLAGPOLE. IT HAS BEEN FLYING AT ALL OF OUR SCHOOL SITES. FOR THOSE THAT WERE LIT OVER THE WEEKENDS FOR OUR SCHOOL SITES THAT DON'T HAVE LIGHTING ON THEIR FLAGPOLES. IT WAS FLOWN TODAY AT THE SCHOOL SITES. ON THE RIGHT YOU CAN SEE THE PRIDE FLAG THAT HAS BEEN FLOWN AT HER SCHOOL SITES AND DISTRICT FACILITIES DURING THE MONTH AND WE WILL CONTINUE TO BE FLOWN FOR THE REST OF THE MONTH. I KNOW I SHARED THAT AT THE LAST MEETING AND I APPRECIATE OUR STAFF AND OUR CUSTODIANS MAKING SURE THEY WERE PUTTING THESE UP IN ALIGNMENT WITH ONE ANOTHER. THE PROCESS WE SET OUT TO MAKE SURE THERE WAS CONSISTENCY ACROSS THE SCHOOL DISTRICT. JUST A COUPLE OF UPDATES ON CALENDAR. [01:40:02] WE HAVE INDEPENDENCE DAY COMING UP ON JULY 4TH. WE HAVE SUMMER SCHOOL. SUMMER SCHOOL RUNS ON VARIABLE TIMELINES DEPENDING ON THE PROGRAM. IF A NUMBER OF OUR PROGRAMS THAT RUN FOR ABOUT 4 WEEKS. WE HAVE A COUPLE OF OUR PROGRAMS LIKE SOME OF HER ELEMENTARY ENRICHMENT CAMPS THAT RUN FOR 2 WEEKS. OUR MONARCH PROGRAM STARTS JUNE 27 OF RUNS THROUGH JULY 14. WE WILL HAVE STUDENTS ACTIVELY ENGAGED. I WILL GET THE NUMBER OF STUDENTS THAT ARE PARTICIPATING IN SUMMER SCHOOL TO THE BOARD. IT IS THOUSANDS OF STUDENTS THAT PARTICIPATE. WHILE GUESTS, SCHOOLS OUT FOR THE SUMMER. WE HAVE A LOT OF KIDS PARTICIPATING IN A VARIETY OF PROGRAMS. THE MAJORITY AND PERSON BUT WE DO HAVE SOME VIRTUAL SYNCHRONOUS SUMMER SCHOOL PROGRAMS THAT STUDENTS SIGN UP FOR. A VARIETY OF MEDIUMS AS WELL. I WOULD BE REMISS IF I DIDN'T RECOGNIZE OUR RETIREES. I GRABBED A SCREENSHOT OFF OF OUR DISTRICT WEBSITE. YOU CAN SEE ON THE BOTTOM LEFT THERE IS A SLIDESHOW THAT WE PUT OUT ANNUALLY. JUST RECOGNIZE OUR RETIREES. IT'S AMAZING HOW MANY OF THESE PEOPLE I HAVE WORKED WITH. IT FEELS A LITTLE TO SOON FOR THE PEOPLE THAT I AM PEERS WITH TO BE RETIRING. TRULY, THE FACES YOU SEE HERE HAVE DEDICATED THEIR CAREERS AND THEIR LIVELIHOODS TO SUPPORTING STUDENTS TO HELPING CHILDREN TO BECOME THE BEST THAT THEY CAN BE. SO YOU RECOGNIZE A FEW FACES HERE AS WELL. IT'S WITH GRATITUDE WE THANK THEM FOR THEIR SERVICE. BE IT 30+ YEARS HERE IN LAKE WASHINGTON OR WHEREVER THEY SERVED IN PUBLIC EDUCATION. PEOPLE ENTER THIS PROFESSION AS A CALLING. THEY ENTERED THIS PROFESSION BECAUSE THEY WANT TO MAKE A DIFFERENCE FOR THEIR COMMUNITIES. I CAN TELL YOU EACH AND EVERY ONE OF THESE FOLKS HAS DONE THAT. IT'S EXCITING FOR THEM TO TAKE THAT NEXT STEP. IT'S SAD TO SEE OUR PEERS AND COLLEAGUES GO. ANOTHER SET OF INDIVIDUALS DECIDED THEY ARE RUNNING LAKE WASHINGTON SCHOOL DISTRICT WAS R. I DON'T HAVE THE EXACT NUMBER. IT'S RIGHT ROUND 1900 TO 2000 GRADUATES WALKED ACROSS THE STAGE OVER THE LAST WEEK TO WEEK AND 1/2. THEY RECEIVE THEIR DIPLOMA FROM LAKE WASHINGTON SCHOOL DISTRICT. I KNOW YOU PARTICIPATED THOSE AND SPOKE WITH THOSE. YOU GOT TO SEE SOME PRETTY Y AMAZING RMANCES BE IT MUSIC BE BE IT. CONFETTI CANYON. WE CAN'T SUPPORT THAT BUT IT WAS REMARKABLE. THE BACKFLIP ATTEMPTS BUT, JUST THE CELEBRATION THAT IS GRADUATION AS WE THINK ABOUT OUR WORK AS A DISTRICT.HAT REALLY WHAT THIS IS ABOUT. HELPING STUDENTS GET TO THAT POINT IN THINKING ABOUT WHAT OF THOSE NEXT STEPS IN THEIR LIVES BE IT COLLEGE, BE IT CAREER, BE IT TECHNICAL. I SAW NUMBER OF STUDENTS WALK ACROSS THE STAGE WITH MILITARY SASH. WE HAVE STUDENTS GOING OFF TO DO AMAZING THINGS. JUST GETTING TO CELEBRATE WITH THEM. SEEING THE JOY AND HAPPINESS AT OUR GRADUATIONS IS PRETTY REMARKABLE. I WANTED TO PROVIDE AN UPDATE WITH ONE OF OUR KEY PARTNERS. LAKE WASHINGTON SCHOOLS FOUNDATION. THEY IN THE PAST HAD DONE SOMETHING SIMILAR BUT, THEY PUT OUT TO COMMUNITY THAT WE NEEDED SOME SUPPORT FOR SUMMER SCHOOL PROGRAMS IN A NUMBER OF DIFFERENT WAYS. IN A MATTER OF A HANDFUL OF DAYS THEY RAISED NORTH OF $14,000. FOR STUDENTS AND WHATNOT. OUR LAKE WASHINGTON SCHOOLS FOUNDATION LEADERSHIP, THEY ARE COMMITTED TO ENSURING STUDENTS HAVE OPPORTUNITIES AND STUDENTS THAT MAY NOT HAVE ACCESS TO PROGRAMS AND SERVICES, HAVE THOSE OPPORTUNITIES PRESENTED TO THEM. I APPRECIATE EXECUTIVE DIRECTOR KATIE PHILLIPS ON THE WORK THAT SHE'S DOING. JAMIE HOLLAND DID COME AT THE LAKE WASHINGTON SCHOOLS DEVELOP AN OFFICER APPEARED THE WORK THEY ARE DOING IS ALWAYS ABOUT SEEING THAT NEXT OPPORTUNITY. WHERE IS THE GAP THEY CAN FILL? FOR THEM IT'S ABOUT THEIR STUDENTS HAVING OPPORTUNITIES. [01:45:05] SUPPORTING SUMMER PROGRAMS, THEIR GOAL APPEARED IS TO HELP PROVIDE SUMMER SCHOLARSHIP FOR STUDENTS EXPERIENCING HOMELESSNESS AND OTHER HARDSHIPS THROUGHOUT THE DISTRICT AS WELL AS FUND ENRICHMENT OPPORTUNITIES FOR STUDENTS ATTENDING SUMMER SCHOOL AT OUR TITLE I SCHOOLS. AS I SAID, THEY PUT OUT AND ASK TO THE COMMUNITY. THEY WERE MET WITH SOME PRETTY SIGNIFICANT RESOURCES. IN TERMS OF ENRICHMENT, YOU CAN SEE THE VARIETY OF OPPORTUNITIES THAT STUDENTS WILL PARTICIPATE IN. AGAIN, THIS WAS THE AMOUNT AS OF 6:NINE. I KNOW THAT NUMBER HAS CONTINUED TO INCREASE. I SHARE THAT BECAUSE IT'S WITH GREAT APPRECIATION THAT ARE LAKE WASHINGTON SCHOOLS FOUNDATION CONTINUES TO FIND WAYS TO BENEFIT THE STUDENTS IN LAKE WASHINGTON SCHOOL RICT. I APPRECIATE THAT PARTNERSHIP AND THEIR CONTINUED FOCUS ON STUDENTS. THAT'S MY REPORT TONIGHT. >> THANK YOU DOCTOR HOLMAN. NEXT WE HAVE PUBLIC AND [I. Public and Community Affairs] COMMUNITY AFFAIRS. DIRECTOR STUART? >> YES. WE HAVE BEEN CONDUCTING POST-SESSION DISCUSSIONS WITH OUR LEGISLATORS. PRIOR TO THAT STARTING WE HAD AN EVENT THAT I WASN'T FULLY OR WITH. JUNE 9 COUNCILWOMAN BENNING VISITED LAKE WASHINGTON SCHOOL SHE BROUGHT ALONG A SURPRISE GUEST. IT SURPRISED MOST OF THE FOLKS. EDUCATION SECRETARY GAIL CARDONA. THEY WERE ABLE TO LOOK THROUGH THE CTE PROGRAMS AND LOOK AT WHAT WE HAD TO OFFER AND IT CROSSES A LOT OF BARRIERS. THEY ALSO LOOKED AT HER URBAN CULTURE, THE AP US HISTORY CLASS. IT'S GREAT WHEN WE CAN HELP FOLKS COME TO TOWN. WHEN THEY COME BACK ON THEIR BRAKES IF YOU WILL TO HAVE THE BE ABLE TO SEE THE STUDENTS AND THEIR EFFORTS. IT DRIVES HOME WHAT THEIR MAKING POLICY ON. AND NO LONGER IS A NUMBER, IT'S A FACE. NOW, STARTING ON JUNE 13 WE HAVE REPRESENTATIVES THAT ARE AND REPRESENTATIVE SPRINGER. WE HAD DISCUSSIONS WITH TO GO OVER THE SESSION AND TO LOOK AT IDEAS FOR THE COMING SESSION. JUNE 14 WAS REPRESENTATIVE ¦ JUNE 21, TOMORROW WILL BE LISA WOMAN AND SENATOR ¦ >> JUNE 22, REPRESENTATIVE ROGER GOODMAN AND MEAL AND TIE. BETWEEN NINTH WILL BE RESENTATIVE TENANT SAM AND JULY 26 WILL BE DOING ¦ WE HAVE 2 THAT NEED TO BE RESCHEDULED AND AS SOON AS WE CAN FIND AN APPROPRIATE DATE WE WILL HAVE A MEETING WITH SENATOR PATTY [J. Closing Items] CODER AS WELL AS AMY WONG. THAT SHOULD BE IT. >> THANK YOU FOR THAT UPDATE. DOES ANYBODY ELSE HAVE SOMETHING THEY WOULD LIKE TO ADD. DOCTOR LALIBERTE? >> I GOT TO ATTEND AN IN PERSON AT THE LAKE WASHINGTON SCHOOL FOUNDATION LAST MEETING. IN DIRECTOR CHOI'S PLACE AS A FILL IN. DOCTOR HOLMAN ALREADY REPORTED OUT WHEN I DO MOST OF THE REPORT OUT FOR THAT MEETING. NO BIG DEAL. THE OTHER THING I WANTED TO REPORT TO THE BOARD, WHEN I GIVE AN UPDATE OF THE WORK OF THE BOARD AND THE DISTRICT TALK ABOUT OUR SUSTAINABILITY POLICY WORK. THERE IS A LOT OF INTEREST FROM THE TRUSTEES OF THE FOUNDATION. FINDING WAYS TO PARTNER WITH THE DISTRICT AND WHATEVER THOSE EFFORTS MAY BE. THAT WAS SOMETHING THAT SPARKED A LOT OF INTEREST IN THE ROOM WHEN I TALKED ABOUT THAT WORK AT THE DISTRICT. MUCH OF THAT WORK AT THE OPERATIONAL LEVEL WAS ALREADY GOING. PROP THIS WORK COULD TRIGGER MORE OPPORTUNITIES FOR PARTNERSHIP THE FOUNDATION. THERE SEEM TO BE A LOT OF INTEREST. I THINK THEY THOUGHT OF A LOT OF OPPORTUNITY AS WELL TO EXPAND THEIR WORK. I NEED MEETING. FIRST TIME I ATTENDED ONE IN PERSON SINCE I BEEN ON THE BOARD. THANK YOU FOR ALLOWING ME TO ATTEND. >> THANK YOU FOR ATTENDING TO MY PLACE. ANYBODY ELSE? >> I WANTED TO GIVE, HAVING THE OPPORTUNITY TO ATTEND SEVERAL OF OUR GRADUATION CEREMONIES. IT WAS FABULOUS TO CELEBRATE WITH OUR COMMUNITY AND OUR GRADUATES. EACH CELEBRATION HAS DISTINCTLY DIFFERENT AND HAS A FLARE OF THE SCHOOL. I HAVE THE OPPORTUNITY TO ATTEND EMERSON. THAT WAS THE LAST ONE I WILL ATTEND AS AN OFFICIAL BOARD MEMBER. IT WAS A GREAT WAY TO END [01:50:01] HEARING THE STORIES OF THE 10 STUDENTS WERE GRADUATING. IN THE PERSONAL VERY CLEAR PERSONAL APPROACH AND TOUCH THEY UTILIZE AT EMERSON AND KNOWING THEIR STUDENTS AND THEIR FAMILIES AND HOW THEY SUPPORT OUR STUDENTS. THEY KEEP FOR THE OPPORTUNITY. EXCELLENT WORK BY STAFF, COMMUNITY AND FAMILIES FOR SUPPORTING OUR STUDENTS TO GET TO WHERE THEY DID. IT WAS FUN TO BE A PART OF THAT. >> THANK YOU. DIRECTOR STUART? >> AS MUCH AS I APPRECIATE THE PUMPS AND CIRCUMSTANCES OF ALL THE LARGER EVENTS. I THINK IT'S GREAT WE CAN HAVE IT UNDER ONE ROOF AND NOT HAVE TO WORRY ABOUT LIMITING THE NUMBER OF SEATS FOR PARENTS AND FAMILY. I'M STILL MOVED BY THE SMALL ONES. THE ENOUGH PROGRAM FOR THE NATIVE AMERICAN STUDENTS. STILL TO THIS DAY I REVEL IN THE FACT THAT ADDITION TO THEIR GRADUATION BEING COMMEMORATED THEY RECEIVED AN EAGLE FEATHER FROM THE DEPARTMENT OF INTERIOR. THIS PROGRAM HELPS TEACH THE STUDENTS FROM PRE-K ON ABOUT THEIR CULTURES, THEIR LANGUAGES IF THEY HAVEN'T ALREADY BEEN INTRODUCED TO THEM. ALSO, IT IMPARTS A CULTURE THAT I THINK A LOT OF US COULD USE AROUND THE REST OF THE COUNTRY. THAT IS THE USE OF THEIR ELDERS IN THIS PROCESS. PASSING ON THE INFORMATION. ASSING ON THE CULTURE, POUNCING ON THE LANGUAGES. TEACHING THEM TO APPRECIATE THEIR HERITAGE. I THINK THAT STILL OFTEN OVERLOOKED OR MISSED THESE DAYS. I HAD A GREAT OPPORTUNITY TO HELP MY GRANDPARENTS HELPED RAISE ME. I CAN APPRECIATE THE IDEA OF BEING AROUND FOLKS WHO HAD MUCH MORE EXPERIENCE THAN I DID GROWING UP. I ALSO ATTENDED THE EMERSON K-12 WHICH I STILL HAVEN'T FIGURED OUT WHY WE HAVE 2 DIFFERENT EMERSON, BASICALLY THE SAME GROUP. ANYWAY, THAT SAID THE BEAUTY OF THE SMALL ONES, EVEN THOUGH YOU RUN INTO THE FOLKS OUTSIDE EVERYONE IS TRYING TO FIND HER CAR AT THAT POINT. YOU GET A CHANCE TO MEET THE FAMILIES AND TALK TO THEM. FIND OUT WHAT THE KID IS GOING TO BE DOING. FIND OUT WHAT THEY REALLY LIKED ABOUT THE PROGRAM. WHAT THEY WOULD LIKE TO SEE BETTER FOR THE NEXT STUDENTS. ANYWAY, AGAIN, I THINK THOSE CEREMONIES ARE VERY GREAT. THANK YOU. >> THANK YOU. DOCTOR CARLSON? >> I GAVE UP TRYING TO COUNT HOW MANY DISTRICT GRADUATIONS I'VE ATTENDED OVER THE LAST 16 YEARS. BUT, I WANT TO SAY THAT IS AWESOME. YOU GET TO THAT DAY AND THE KIDS. WERE ON THAT STAGE AND WE HAVE THE CLOSEST ON THEIR STAGE AND WAIT FOR THEIR NAME TO BE ANNOUNCED. IT'S WONDERFUL. AND SOMETIMES HYSTERICAL TO MUCH THEIR EXPRESSIONS AS THEY HOPE THAT OH, SOME OF THEM YOU CAN SEE THE FEAR IN THEIR EYES LIKE SOMEWHERE THERE SOME REGULATION THEY FAILED TO DO THEIR KNOCK TO BE ALLOWED TO WALK. EVEN THOUGH THE PERSON IS TRYING TO FIGURE OUT HOW TO PRONOUNCE THEIR NAME. THEN YOU HAVE THE KIDS WHO THEY SAY THEIR NAME TO THE NAME READER AND THEN THAT NAME READER STARTS HANDING THE CAR IN FRONT, ANYWAY. EVERY SCHOOL HAS ITS REMARKABLE MOMENTS. AT THE END OF THE DAY IT IS BIG OR SMALL. IT'S A DAY THAT'S ABOUT THE STUDENTS. IT IS WONDERFUL TO SEE THEM CELEBRATED AT THE LEVEL THAT THEY ARE. I'M GOING TO MISS THAT. GOOD TO MISS WEARING MY SILLY HAT. IT'S A SPECIAL PRIVILEGE OF BEING ON THE BOARD. FOR YOU TO YOUNGSTERS, IF YOU STICK AROUND LONG ENOUGH APPARENTLY HAVE THE OPTION OF HANDING THE DIPLOMA TO YOUR CHILD. WHICH I WAS NOT AWARE OF. I MIGHT'VE TAKEN ADVANTAGE OF THAT IF I HAD KNOWN THAT WAS A POSSIBILITY. ANYWAY, I'M SPEAKING TO DOCTOR CHOI THERE. THINKING AGAIN, THAT WAS FUN AND SPECIAL. I APPRECIATE IT COOKS WE CAN WELCOME YOU BACK AS AN ALUMNI OF THE BOARD. >> A LOT OF CARLSON'S. >> THINK VERY MUCH.OCTOR HOLMAN. >> DIRECTOR WANT TO REMIND YOU THAT YOU CAN PARTICIPATE IN OUR [01:55:02] SUMMER GRADUATION PROGRAM WHICH, BECAUSE IT'S DELAYED. A LOT OF TIMES WE DON'T THINK OF IT. WE DO HOLD THE SUMMER GRADUATION FOR STUDENTS THAT ARE FINISHING UP THAT LAST HALF CREDIT OR CREDIT OVER THE E SUMMER. IT'S ONE OF THOSE SMALL VENUES, HIGHLY MEANINGFUL. I JUST WANT TO MAKE SURE THE WHOLE BOARD KNOWS THAT WILL TAKE TAKE PLACE. I KNOW WE HAVE DATE SCHEDULED ALREADY. BEGINNING OF AUGUST AND HELD RIGHT HERE IN THE BOARD ROOM. THAT'S A VERY NICE EVENT ONE WE STARTED ABOUT MAYBE 6 OR 7 YEARS AGO. IT ALWAYS COMES WITH A GOOD OOD STORY. >> WHAT'S GREAT ABOUT IT IS THE KIDS HAD TO GO THAT EXTRA MILE AND THEY DIDN'T GIVE UP AND THEY PERSEVERED. THEY GOT THERE DIPLOMA AND THE SMILES ON EVERY FAMILY MEMBER'S FACE UNSPEAKABLE. >> THANK YOU FOR THE REMINDER. REVIEW THE BOARD SCHEDULE, THE BOARD PLANS TO ME, OUR NEXT MEETING WILL BE IN AUGUST 7. THE STUDY SESSION AT 5 O'CLOCK. IN A BOARD MEETING AT 7 PM. >> I WASN'T QUITE READY FOR THAT ONE. ON THE BOARD COMMENTS, IN THE WRITTEN COMMENTS THAT WAS ONE AROUND CROSS-COUNTRY. I DEFINITELY LIKE TO SEE THAT ONE ADDRESSED IN BOARD BRIEFS. >> HAS TO DEAL WITH THE MIDDLE SCHOOL ATHLETICS IN REGARDS TO HAVE IT CUT VERSUS NO CUT. >> SPEAKING AS A VERY SLOW CROSS-COUNTRY RUNNING I APPRECIATE THE POINT THEY'RE COMING FROM. >> OF THE BOARD BRIEFS THERE IS A HEADS UP ABOUT IT. A LITTLE BIT MORE DETAIL AS THE CUT AND NO CUT AND THE AVAILABILITY OF SPORTS MIGHT BE * This transcript was compiled from uncorrected Closed Captioning.
