NEXT WE HAVE A VERY SPECIAL ITEM ON OUR AGENDA AND THAT IS THE RECOGNITION OF DIRECTOR CHRIS CARLSON. I HAVE TO MOVE PLACES FOR THIS.

CARLSON. SUPERINTENDENT HOLMAN. >> WOULD YOU LIKE ME TO CUT TO
THE PODIUM? >> WE CAN GO BACK, YES. >> THAT'S AS I CLOSE I GET TO A
PIE CHART. >> DECEMBER 2, 2007, PART OF THE GREATER EAST I RECEIVED NEARLY 13 INCHES OF SNOWFALL THAT SUNDAY EVENING. DECEMBER 3, 2007 HAVE BEEN DIRECTOR CHRIS CARLSON SWEARINGEN AS A BOARD MEMBER IN THE LAKE WASHINGTON SCHOOL DISTRICT. BUT MOTHER NATURE HAD OTHER PLANS.
HIS TENURE ON THE BOARD WOULD BE DELAYED A WEEK AS THE DISTRICT AND BOARD LEADERSHIP DECIDED TO POSTPONE THE BOARD MEETING DUE TO ANOTHER ROUND OF PRESUMED SNOW.
DECEMBER 10, 2007 DOCTOR CHRIS CARLSON WAS SWORN IN AS SCHOOL BOARD DIRECTOR IN THE LAKE WASHINGTON SCHOOL DISTRICT. SUPERINTENDENT AFTER CHIP KIMBALL ADMINISTERED THE OATH OF OFFICE AND CHRIS WAS SEATED WITH HIS BOARD COLLEAGUES PRESIDENT JACKIE PENDERGRASS, ROBBIE CHOBANI, DOUG EGLINGTON AND NANCY BERNARD. ON THAT EVENING'S AGENDA CHRIS RECEIVED A HOMESCHOOL REPORT FROM MR. J ELLIS PRINCIPLE OF ROSE HILL JUNIOR HIGH AND THE RECORD SHOWS THAT CHRIS INTRODUCED HIMSELF AND STATED AS A NEWLY ELECTED BOARD MEMBER HE WOULD LIKE TO RECEIVE INPUT FROM THE COMMUNITY MEMBERS AND PARENTS.
I WOULD HAVE GONE BACK AND PROVIDED VERBATIM COMMENTS BUT LAKE WASHINGTON SCHOOL DISTRICT DID NOT RECORD OR LIVE STREAM BOARD MEETINGS AT THAT TIME. PUBLIC COMMENT REFERENCED
[00:05:03]
TOPICS SUCH AS DECO PROGRAMS, CONCERN ABOUT THE BOUNDARIES BEING CONSIDERED, STAFF ÃÃIN HIS FIRST FORMAL ACTION IS A BOARD MEMBER, CHRIS VOTED TO APPROVE THE CONSENT AGENDA.CHRIS RECEIVED HIS FIRST BOARD MONITORING REPORT ON CULTURE LITERACY ENDS FROM CHIEF ACADEMIC OFFICER DAN PHELAN AND HAD HIS FIRST READING OF EL 11 DISTRICT STAFF AND EL SEVEN THE INSTRUCTIONAL PROGRAMS. DURING THE LEGISLATIVE UPDATE DOUG EGLINGTON INDICATED THAT SIMPLE MAJORITY PAST MEANING LEVY MEASURES NO LONGER NEEDED SIMPLE MAJORITY FOR PASSAGE.
CHRIS'S FIRST MEETING ADJOURNED AT 10:18 PM DIANE JENKINS WAS THE RECORDING SECRETARY.
SCIENTIST CRITICAL THINKER, PROBLEM SOLVER, DATA ENTHUSIAST.
THESE ARE ALL TRUE. CHRIS HAS A TREMENDOUS ABILITY TO RETAIN INFORMATION MAKE MEANINGFUL CONNECTIONS AND ANALYZE COMPLEX DATA VERY QUICKLY.
BUT THERE ARE SIGNS OF CHRIS THAT I BELIEVE PROVIDE A MORE HOLISTIC VIEW OF HIM AS A PERSON. CHRIS HAS A PASSION FOR BIRDWATCHING.
I DON'T KNOW IF HE CALLS HIMSELF A BIRDER OR AMATEUR BIRDWATCHER OR PROFESSIONAL BIRD WATCH, I DON'T EVEN KNOW IF HE CONSIDERS HIMSELF IN THIS LIGHT AT ALL.
BUT WHAT I DO KNOW IS THAT HE LOVES THE ADVENTURE OF FINDING DISCOVERING AND COLLECTING BIRD SIGHTINGS. IT'S NOT A FAR STRETCH TO SAY I PROBABLY HAVE HEARD CHRIS MAKE THE FOLLOWING STATEMENT, NEW ZEALAND HAS A VERY UNIQUE AVIAN FONT THAT INCLUDES TWO SPECIES OF FLIGHTLESS DUCKS THE ISLAND OF TEAL AND CAMPBELL ISLAND TEAL WHY BIRDS LIKE THE EXTINCT GUI AND THE ENDANGERED COCOA AND SADDLEBACK OR TEAK AND HONEY EATERS LIKE THE RAREST EXPERTS AT WHICH POINT MY HEAD WOULD HAVE EXPLODED. CHRIS WILL DESCRIBE IN GREAT DETAIL THE UNIQUENESS OF THE BIRDS, THE BEAUTY OF THE BIRDS IN THIS SURROUNDING NUANCES THAT MAKE IT SPECIAL. CHRIS LEARNS MORE ABOUT THE BIRDS THE MOST ENCYCLOPEDIAS HAVE TO OFFER. IT'S HIS NATURE TO KNOW DEEPLY HE FINDS COMFORT IN FINDING ABSOLUTES HE FINDS COMFORT IN OBSERVING THE ABSTRACT. SO HE CAN REVISIT SHARE AND STORE THE MEMORIES. CHRIS IS ALSO A DEDICATED AND PASSIONATE FATHER ADMIRING SUPPORTING AND LOVING HIS CHILDREN AS THE UNIQUE PEOPLE THEY ARE ALL THROUGH SCHOOLING HE WAS IN SUPPORTER OF INTEREST IN HELPING THEM PURSUE THOSE AREAS THAT THEY FELT PASSIONATE ABOUT. CHRIS WAS KEENLY SUPPORTIVE OF THE EARLIEST VERSIONS OF ROBOTICS AT ROSE HILL JUNIOR HIGH AND CONTINUE TO SUPPORT FOR ROBOTICS THROUGHOUT THEIR HIGH SCHOOL YEARS. CHRIS WAS ALSO HIGHLY SUPPORTIVE OF LAKE WASHINGTON SCHOOL DISTRICT BAND AND ORCHESTRA PROGRAMS WITH MANY MORNINGS SPENT DRIVING WAY BEFORE SCHOOL STARTED JUST BECAUSE THAT'S WHEN PRACTICE OCCURRED.
CHRIS LOVES PHOTOGRAPHY, TRAVEL, READING, SKIING, SPENDING TIME WITH HIS FAMILY, HE DIDN'T TELL ME THIS, I KNOW THIS BECAUSE HE LIGHTS UP WHEN HE TALKS ABOUT THESE THINGS.
CHRIS HAS SERVED IN LAKE WASHINGTON WITH FOUR SUPERINTENDENTS, DOCTORS CHIP KIMBALL, DOCTOR TRACY PIERCE, AFTER JAMES DAVID AND MYSELF. REACHED OUT TO CHIP TRACY AND JAMES THEY COULD SHARE THEIR THOUGHTS AND INSIGHTS ABOUT DOCTOR CHRIS CARLSON.
CHRIS HAS BEEN A TREMENDOUS ASSET TO THE LAKE WASHINGTON COMMUNITY AND IT WAS AN HONOR TO WORK WITH HIM DURING MY TENURE AS SUPERINTENDENT IS NOT I REMEMBER WHEN DOCTOR CARLSON FIRST JOINED THE BOARD BRINGING HIM WITH HIS DISCIPLINE AS A RESEARCHER AND CURIOSITY AS A SCIENTIST HE FAMOUSLY ASKED GREAT QUESTIONS, DOZENS AND DOZENS OF THEM AT TIMES.
WE LEARNED TO TRUST HIS INQUIRIES AS A TOOL TO IMPROVE OUR WORK AND STAY DISCIPLINED TO USING GOOD DATA AND SOUND RESEARCH. HE WAS NEW TO EDUCATION LEADERSHIP AND GOVERNANCE AT THE TIME. I FOUND CHRIS DEEPLY COMMITTED TO THE MISSION OF OUR SCHOOLS AND UNRELENTING IN HIS PURSUIT OF EXCELLENCE THROUGH SYSTEMIC IMPROVEMENT. PERSONALLY, I FOUND HIM TO BE WARM, INTERESTING, FUNNY AND COMMITTED TO A LIFE OF SERVICE HE WAS A QUICK STUDY ON ANY TOPIC WITTY WITH HIS COMMENTARY AND CARRIED OUT ALL ACTIVITIES ON PROFESSIONALLY AND PERSONALLY WITH INTEGRITY AND EXCELLENCE. THANK YOU FOR YOUR MANY YEARS OF SERVICE TO THE LAKE WASHINGTON SCHOOL DISTRICT AND ÃÃCHRIS'S BOARD LEADERSHIP WAS KEY IN DEVELOPING THE DISTRICTS VISION OF EVERY STUDENT'S FUTURE READY HIS KEEN INTELLECT AFFINITY FOR DATA
[00:10:01]
ANALYTICS, FOCUS ON RESULTS CONGRATULATIONS TO DOCTOR CHRIS CARLSON AS HE COMPLETES HIS SERVICE TO THE LAKE WASHINGTON SCHOOL DISTRICT. CHRIS WAS ALWAYS SUPPORTIVE AND ENCOURAGING WHILE ALSO NOTICING THE DETAILS THAT TER. HE WAS EXACTING AND HIS QUESTIONS KNOWING THE IMPORTANCE OF USING THE CORRECT DATA TO REFINE OUR PRACTICES.OUR EARLY MORNING AKFAST MEETINGS WERE TIMES FOR BUILDING FRIENDSHIP WHILE ALSO TALKING THROUGH THE USUAL LEXITIES OF DISTRICT LEADERSHIP.
I OFTEN CAME AWAY WISHING I COULD HAVE BEEN CHRIS'S FOURTH GRADE TEACHER FEEDING HIS EXTRAORDINARY CURIOSITY AND INTELLECT. WHEN THE PANDEMIC STRUCK THE DISTRICT FACED UNPRECEDENTED DISRUPTIONS AND IT WAS DURING THIS TRYING TIME THAT DR.
CARLSON'S SUPPORT AND PROFESSIONAL EXPERTISE PROVED INVALUABLE.
HE PROVIDED MUCH-NEEDED MUCH-NEEDED ÃÃTHOUGH HE MAY BE STEPPING DOWN FROM THE BOARD, I HAVE NO DOUBT HIS LEGACY OF EXCELLENCE WILL CONTINUE TO POSITIVELY INFLUENCE STUDENTS LIVES FOR YEARS TO COME. I'M GRATEFUL FOR THE PRIVILEGE OF WORKING ALONGSIDE SUCH AN EXCEPTIONAL INDIVIDUAL AND I'M CONFIDENT HIS ACT WILL BE FELT LONG INTO THE FUTURE. THANK YOU FOR BEING A PART OF MY JOURNEY AND I WISH YOU ALL THE BEST AND THE NEXT PARTS OF YOURS. DR. CHRIS CARLSON HAS ALWAYS BEEN ABOUT KIDS AND THEIR SUCCESS. IS WITHOUT QUESTION THAT LAKE WASHINGTON SCHOOL DISTRICT IS BETTER OFF TODAY THAN WHEN CHRIS WAS SWORN IN ON DECEMBER 10, 2000. BY EXPECTATIONS AND EMPHASIS ON EXCELLENCE FOR STUDENTS HAS HELPED SHAPE MANY STUDENT PROGRAMS AND SCHOOL DISTRICTS SYSTEMS. CHRIS WAS INSTRUMENTAL IN SUPPORTING THE DATA ANALYTICS THAT HELP TO TELL THE DIFFERENT STORY. THE DATA POINT THAT REALLY STICKS OUT FOR ME IS EXITED ML.
I REMEMBER WHEN CHRIS ASKED ABOUT THE DATA ELEMENT. I'M NOT SURE ANY OF US REALLY KNEW WHAT TO EXPECT. WHEN IT SHOWED WAS THAT STUDENTS HAVING EXITED THE ML PROGRAM IN LAKE WASHINGTON SCHOOL DISTRICT HAVE A SUCCESS RATE THAT IS EQUAL TO OR GREATER THAN PIERCE. WITHOUT CHRIS I'M NOT SURE WE WOULD'VE CONSIDERED THIS DATA POINT. CHRIS WAS GOING TO HAVE TOUGH CONVERSATIONS, SUPPORT GOOD QUALITY WORK AND TELL HER SUPERINTENDENTS WHEN WE DROPPED THE BALL.
THIS WAS ALWAYS WITH THE INTENT OF IMPROVING CONDITIONS FOR STUDENTS.
CHRIS IS COMMITTED TO QUALITY GOVERNANCE PROCESS AND TRULY APPRECIATED HIS ROLE VERSUS THE ROLE OF THE BOARD. MY ROLE VERSUS THE ROLE OF THE BOARD.
CHRIS WOULD GROW TO TRUST THE SUPERINTENDENTS AND APPRECIATE QUALITY INFORMATION THAT ALLOW HIM TO STAY CONNECTED TO THE DISTRICT AND VERIFYING THAT QUALITY WORK.
AS I PREVIOUSLY SAID, CHRIS, YOUR BACKGROUND AND KNOWLEDGE THROUGHOUT THE PANDEMIC WAS INSTRUMENTAL. THERE WERE MANY TIMES YOU HELPED TO SHAPE MY THINKING AND APPROACH GIVEN THE DEPTH OF YOUR READING AND EXPERIENCE OVER THE YEARS.
I CAN'T THANK YOU ENOUGH FOR HELPING ME LEARN AND GROW THROUGHOUT THAT TIME.
ON A PERSONAL LEVEL, I SIMPLY LIKE CHRIS HE IS WITTY AND QUICK WICKED SMIRK AND A CHAMPION FOR STUDENTS. CHRIS, ON BEHALF OF THE LAKE WASHINGTON SCHOOL DISTRICT, STAFF, FAMILIES ADMINISTRATORS SUPERINTENDENTS BUT MOST IMPORTANTLY THE STUDENTS, THANK
YOU FOR YOUR SERVICE. >> GOOD EVENING. I WILL BE CHANNELING CHRIS A LITTLE BIT TO WORK ON SHORTNESS AND BREVITY. RECOGNIZING THAT AS A STRENGTH.
FIRST OFF, THANK YOU FOR YOUR 16 YEARS OF SERVICE TO THE COMMUNITY AND SHARING THAT OUR KIDS HAVE EXCELLENT PUBLIC SCHOOLS TO ATTEND. AS YOU'VE HEARD THROUGH THE BACKGROUND IT IS CLEAR THAT YOUR PRESENCE HERE ON THE BOARD HAS BEEN VITAL TO WHERE THE SCHOOL DISTRICT IS NOW AND LAYING THE FOUNDATION FOR THE FUTURE.
THERE IS NO MENTION OF SIGNIFICANT CHANGES DURING THE TIME ON THE BOARD SINCE YOU
[00:15:03]
BEEN HERE AND YOU HELPED TO SHAPE AND INFORM THEM OVER TIME.THE SIGNIFICANT GROWTH THAT BEGAN WHERE WE WERE ADDING OVER 500 KIDS PER YEAR AND HAVING TO WORK THROUGH BOUNDARY CHANGES, NEW BUILDINGS, MODERNIZING OLDER BUILDINGS AND TRYING TO WORK THROUGH HOW DO WE DO THAT EFFECTIVELY WITHIN OUR COMMUNITY AND THROUGH THOUGHTFUL DISCUSSION ON REFLECTION YOU CAME TO STRONGLY SUPPORT THE EQUITY EFFORTS WITHIN OUR DISTRICT TO ENSURE ALL STUDENTS HAVE THE OPPORTUNITIES FOR SUCCESS AND TO GO FORWARD. AND AS ÃYOU STRONGLY SUPPORTED THE EFFORTS AND HOW TO DEAL WITH THE PANDEMIC AND WORKING AROUND COVID. YOU'RE BRINGING UP PUBLIC HEALTH FOCUS HELP TO ENSURE THE BAPTIST APPLICATION POSSIBLE TO KIDS DURING VERY TRYING TIMES.
AS I THOUGHT ABOUT WHAT I WOULD SAY TONIGHT HAVING SERVED 12 YEARS WITH YOU YOU BEEN HERE THE ENTIRE TIME I'VE BEEN ON THE BOARD. I REMEMBERED A COLLEGE APPLICATION I HAD TO FILL OUT THAT REQUESTED YOU USE ONE WORD TO DESCRIBE YOURSELF AND EXPLAIN WHY. I COULDN'T COME UP WITH ONE FOR YOU SO I HAVE FOUR.
I'M SURE THERE ARE MANY MORE BUT THOSE ARE THE FOUR I CAME UP WITH.
THE FIRST ONE IS ANALYTICAL. OUR MODEL OF GOVERNANCE HERE IS ONLY EFFECTIVE AS WE AS A BOARD CAN UNDERSTAND THE IMPLICATIONS OF THE DATA AND PROVIDE DIRECTIONS.
CHRIS WAS KEY TO ENSURING THAT THIS HAPPENED ON A CONSISTENT BASIS IS APPLICATION OF THE DATA ANALYTIC SKILLS HELP TO ENSURE THE BOARD HAVE THE INFORMATION NEEDED TO ADDRESS AND TO DIVE INTO THINGS IN A COMPLETELY DIFFERENT WAY MUCH AS DOCTOR HOME AND SPOKE ABOUT.
THE OTHER ONE WHICH YOU MIGHT AGREE OR NOT WITH IS DIPLOMAT. THOUGHT ABOUT OR STATESMEN BECAUSE WE ARE FACING VERY DIFFICULT CHANGES WITH THE COMMUNITY THAT COULD'VE POLARIZED PRETTY EFFECTIVELY. ESPECIALLY DURING CALL THAT WE HAD MUCH DEBATE AROUND THAT.
YOU WERE ABLE TO STATE OPINIONS AROUND THAT AND WILLING TO EXPRESS IN THE SITUATIONS EVEN IF IT MEANT MAKING SOMEONE FEEL UPSET. YOU HAVE THE GRACE THAT BROUGHT THE KEY POINTS TOGETHER AND THE NEXT STEPS GOING FORWARD. THE APPROACH HELP TO ENSURE WE WILL FLOW TOGETHER AS A TEAM. O APPRECIATE YOUR STATESMANSHIP AND ABILITY TO DO THAT.HE OTHER PIECE, STRAIGHTFORWARD, THERE IS NO MINCING WORDS WITH CHRIS.
HE WILL GIVE YOU HIS OPINION AND TELL YOU WHAT IT IS, IT'S USUALLY BEEN REASONED AND THOUGHT ABOUT OUR GREAT PERIOD OF TIME. THE BENEFIT FOR THAT IS WE ALWAYS KNEW WHERE YOU START. IT'S HELPFUL ALL THE WORK HELPED TO BRING THINGS FORWARD AND HAVE US DO MUCH BETTER WORK AS A BOARD. THEN WE WOULD HAVE DONE WITHOUT THE OPPORTUNITY. THANK YOU FOR YOUR WORD DELIBERATIVE DIALOGUE WE WERE ABLE TO HAVE AN INSURED WE CONSIDERED MULTIPLE VIEWPOINTS AND MAINTAINED A WILLINGNESS TO LISTEN TO OTHERS. LASTLY, WHICH I SAID I WOULD DO AT THE BEGINNING, CONCISE.
YOU ARE NOT A PERSON WHO USES EXTRA WORDS WHEN THEY ARE NOT NECESSARY.
WITH THAT, I WILL END MY COMMENTS. ON BEHALF OF THE BOARD, THANK YOU FOR YOUR SERVICE TO THE DISTRICT OUR KIDS AND OUR COMMUNITY.
WE ARE IN A BETTER PLACE DUE TO THE SERVICE. >> WOULD YOU LIKE TO SAY
SOMETHING. >> THANK YOU FOR THE KIND WORDS.
I DON'T HAVE ANYTHING PREPARED DUE TO A PARTICULAR DISASTROUS VACATION THAT I RECENTLY RETURNED FROM. I DO APPRECIATE THAT COMING IN TONIGHT I FELT LIKE I SHOULD JUST APOLOGIZE FOR NOT GETTING MORE DONE. I'M GLAD THAT WE GOT SOME THINGS DONE IT'S A PRIVILEGE TO WORK WITH ALL THE PEOPLE I WORKED WITH EVEN THOSE OF YOU WHO HAVE GRILLED SOMETIMES MERCILESSLY I'M GLAD AT LEAST FROM OUR SPEAKERS THAT YOU NEVER TOOK IT PERSONALLY WE HAVE AN AMAZING SYSTEM THAT IS SUPPORTED BY AMAZING PEOPLE AND
I'M SURE THAT WILL CONTINUE WITHOUT ME THANKS. >> WE WILL MOVE FORWARD WITH
[00:20:12]
THE AGENDA AS TECHNICALLY YOU ARE STILL A BOARD MEMBER UNTIL THE END OF THE MEETING.[D. Audience Participation]
THE NEXT ITEM ON THE AGENDA WILL BE PUBLIC COMMENTS. THE BOARD OF DIRECTORS LAKE WASHINGTON SCHOOL DISTRICT WELCOMES THE PUBLIC TO THE BUSINESS MEETINGS MEMBERS OF THE PUBLIC AND SIGN UP TO PARTICIPATE IN THE DISTRICT WEBSITE ÃÃTHE FIRST PERSON SIGNED UP FOR PUBLIC COMMENT TONIGHT DR. DENNIS GUERRA. WILL MOVE TO ARTHUR WEINER.>> GOOD EVENING. DR. HOME IN YOUR COMMENTS REGARDING DR. CARLSON WERE QUITE MOVING. NICE JOB. MY NAME IS ARTHUR WEINER MY WIFE AND I HAVE TWO STUDENTS IN THE SCHOOL DISTRICT FIRST ALLOW ME TO THANK YOU FOR YOUR SERVICE. IT TAKES HOURS OF DEDICATION TO SERVE AND I COMMEND YOU FOR TAKING THE TIME. I'M HERE TONIGHT FOR MULTIPLE REASONS I WOULD LIKE TO SHARE OUR EXPERIENCE AROUND TRANSCRIPTS WITH AN EYE TOWARD ÃÃI WILL BEGIN BY ONCE AGAIN SOLICITING YOUR HELP IN KEEPING THE NEIGHBORHOOD STREETS SAFE FOR NEIGHBORHOOD STUDENTS SPECIFICALLY AROUND CLARA BARTON ELEMENTARY. THE CITY OF REDMOND IS WORKING DILIGENTLY TO MAKE THE RESIDENTIAL ROAD KNOWN AS NORTHEAST 102ND SIMON AVENUE.
THE CITY WOULD LIKE TO REMOVE THE FIRE GATE THAT CUTS THROUGH TRAFFIC AND ATTEMPT TO EASE TRAFFIC ON ITS MAIN STREETS. I'M STANDING BEFORE YOU THIS EVENING REQUESTING THE DISTRICT TWO THINGS, FIRST AND FOREMOST MAKE IT KNOWN PUBLICLY AND POST IT EVERYWHERE THAT YOUR EMPLOYEES MAY SPEAK FREELY ON THE TOPIC WITHOUT REPERCUSSION. EYEWITNESS PUBLIC TESTIMONY INDICATING THAT IT EDUCATORS ARE INTIMIDATED TO VOICE THEIR CONCERNS DUE TO THE RISK OF DISCIPLINE FOR OTHER RAMIFICATIONS. SECONDLY, STAND WITH THEIR CONSTITUENTS AND STAND UP FOR SAFETY AROUND SCHOOLS AND SCHOOL ZONES.
I UNDERSTAND CLARA BARTON ELEMENTARY IS SHORT CROSSING GUARDS NEXT YEAR I ALSO KNOW THAT A CROSSING GUARDS FLAG WAS STRUCK IN THE CROSSWALK BY A SPEEDING CAR WITH CHILDREN NEARBY. SAFETY OF THE CHILDREN ARRIVING AND LEAVING FROM SCHOOL MUST BE OF THE HIGHEST PRIORITY TO THIS BOARD. I'M AFRAID THE WEIGHT OF INACTION WILL BE A BURDEN TOO HEAVY TO TRANSCRIBE. THE DEADLINE FOR TRANSCRIPTS AROUND THE COUNTRY IS JULY 1. STUDENTS ARE EXPECTED TO HAVE THEIR OFFICIAL TRANSCRIPTS RECEIVED AND POSTED TO THEIR ACCOUNTS AT THE INCOMING SCHOOL.
BEFORE JULY 1. THE EARLIEST THE DISTRICT COULD SEND OUT THE TRANSCRIPT WAS JUNE 30.
JUNE 30 WE EMAILED THE COUNSELOR ONLY TO RECEIVE OUT OF OFFICE HOPEFULLY I HEAR BACK ENOUGH. AUTO REPLY. WE NEVER DID GET A RESPONSE.
THE HERO OF THE STORY IS PRINCIPAL VANDA BEER AFTER ROUGHLY A WEEK OF NO RESPONSE FROM THE COUNSELING OFFICE WE EMAILED THE PRINCIPAL WITH OUR CONCERN.
SHE WAS ABLE TO VALIDATE TRANSCRIPTS FOR PROCESS ALTHOUGH SEVERAL ADDITIONAL DAYS RELAPSE TO STOP I ENCOURAGE THE BOARD TO ASK QUESTIONS OF LEADERSHIP AS TO WHY TRANSCRIPTS CANNOT BE DONE MORE TIMELY. IT SURELY CAN'T BE FOR LACK OF
FUNDING. >> KNOWING WE HAVE A PUBLIC HEARING ON BUDGET THIS EVENING, I'M ANY COMMENTS HAVING TO DO WITH PUBLIC HEARING WITH BUDGET SHOULD BE MAINTAINED FOR THE
[00:25:01]
PUBLIC HEARING IS THAT CORRECT? >> WE WILL DO A CALL FOR ANY INDIVIDUALS INTERESTED IN PARTICIPATING IN THE BUDGET HEARING IF SOMEONE WANTS TO PROVIDE PUBLIC COMMENT AROUND BUDGET THAT'S ALSO FINE WITH THEIR TIME DURING THIS PORTION IS LIMITED THREE MINUTES.
>> BUT THERE'S AN OPPORTUNITY DURING THE ACTUAL BUDGET HEARING THEY COULD SPEAK SPECIFICALLY TO THE BUDGET SO I WANTED TO MAKE SURE THAT WAS CLEAR.
>> THANK YOU. THE NEXT PUBLIC COMMENT WE HAVE SIGNED UP IS DEVON KELLOGG.
>> WE WILL MAKE AN ANNOUNCEMENT WHEN IT'S THAT TIME. >> THE NEXT PUBLIC COMMENT IS
ASPEN RICHTER. >> DEAR MEMBERS ABOARD SUPERINTENDENT HOLTMAN I'M ASPEN RICHTER I'M SPEAKING TONIGHT AS A PARENT AND STATE LAKE WASHINGTON SCHOOL DISTRICT. I BEEN VOLUNTEERING AS THIS THEN ABILITY WORK FOR A DECADE AND CURRENTLY ENROLLED IN DUAL SUSTAINABILITY THIS IS THE THING THAT I'M INTO.
FIRST I WANT TO ACKNOWLEDGE THE WORK THAT THE BOARD IS DOING RIGHT NOW TO CREATE A SUSTAINABILITY POLICY AND THANK YOU IT'S VERY IMPORTANT WORK FOR THE FUTURE OF OUR CHILDREN.
WHILE I'M VERY HOPEFUL I CAME HERE TONIGHT AND NEED TO EXPRESS CONCERNS ABOUT A DOCUMENT THAT MIGHT BE USED TO HELP DEVELOP THE POLICY. NAMELY THE FOOD SERVICES SUSTAINABILITY ROADMAP WHICH WAS RELEASED BY JUNE I'M GLAD THERE'S AN EFFORT GOING ON TO HELP ASSIST ORGANIZE AND GUIDE WASTE REDUCTION AND SUSTAINABILITY EFFORTS FOR NUTRITION SERVICES, EITHER WAY IN WHICH THIS DOCUMENT WAS WRITTEN IS VERY DEEPLY TROUBLING TO ME. THE POLICIES TOP LEVEL GOALS WERE VERY NONNUMERIC THEY WERE GENERALIZED THEY OFFERED STRATEGIES LIKE MY COORDINATING AND STANDARDIZING RATHER THAN SOMETHING SPECIFIC LIKE A MEASURABLE OUTCOME. A LOT OF THE DETAILS WERE BAG SUCH AS EXPANDING REUSABLE Ã OTHER DETAILS SEEM SPECIFIC AT FIRST GLANCE BUT WHEN YOU DRILL DOWN FURTHER THEY WERE NOT. PARTICIPATING IS SIMPLY PART OF A LONGER PROCESS.
IT DOESN'T GUARANTEE SUCCESSFUL OUTCOMES AT THE END. PARTICIPATION CAN BE MET SIMPLY BY ÃÃBUT IT MAY NOT CAPTURE ANYTHING BUT A FRACTURE OF GENERATED WASTE.
WHAT I WANT TO DO IS LOOK FORWARD I KNOW THERE'S A POLICY THAT'S BEING WORKED ON I'M URGING CAUTION FOR ADOPTING ANYTHING LIKE THAT AND CREATE SOMETHING BETTER FOR ALL OF OUR
STUDENTS. >> THANK YOU. OUR LAST PUBLIC COMMENT OF THE
NIGHT IS VIRTUAL PUBLIC COMMENT. >> IF YOU CAN HEAR AS WE ARE
[00:30:28]
READY FOR YOUR PUBLIC COMMENTS. YOU CAN UNMUTE THE CAMERA AND BEGAN.>> DEAR BOARD, THANK YOU. I HOPE YOU ALL HAVE A GREAT SUMMER BREAK AND AS WE ARE PREPARING FOR THE SCHOOL YEAR THEY ACKNOWLEDGE THE WORK IS NOT DONE ON THE ULTIMATE GOAL IS TO OPTIMIZE THE EXPERIENCES FOR BOTH STUDENTS. WE URGE YOU NOT TO STOP HERE WE WOULD LOVE TO SEE THE START TIMES. MIGHT BE UNREALISTIC TO MAKE FOR THE SCHEDULE ADJUSTMENTS. MOST OF THE STUDENTS TRADITION FROM OTHER SCHOOLS.
THEY HAVE TO WAKE UP SHE WOULDN'T WAKE UP AT 6:30 P.M.. THIS IS A SMALL GROUP OF STUDENTS BUT THEY NEED THIS TIME TO RECHARGE AND DO THE HOMEWORK AND THE PROJECTS.
JUST BECAUSE THEY HAVEN'T ACCELERATED MAP. THEY KNEW THE TIME.
WITH THE CHANGE IN MIGHT BE POSSIBLE TO JUST START THE SCHOOL PERIOD LATER FOR THEM.
TO STILL ALIGN THE SCHOOL BREAKS AND SHARED LESSONS WHERE THEY JOIN THE OTHER KIDS.
BY KEEPING THE PREVIOUS START TIME THEY WILL BE ALIGNED. >> IF YOU COULD START TO WRAP
UP YOUR PUBLIC COMMENT. >> THANK YOU FOR THE CONSIDERATION WE HOPE THE CHANGE CAN BE MADE. WE ARE HOPING FOR MORE CHANGE TO COME IN THE COMING YEARS.
[E. Consent Agenda]
>> THE NEXT ITEM ON THE AGENDA THIS EVENING IS THE APPROVAL OF THE CONSENT AGENDA FOR AUGUST
7, 2023 CONSENT AGENDA. >> IT'S BEEN MOVED BY DIRECTOR CARLSON AND SECONDED BY
DIRECTOR LIBERTY. >> DIRECTOR: (ROLL CALL) THE DISTRICT BUDGET DOCUMENT IS

IN THE BOTH F1 95 STATE MAP REQUIRED IN THE DISTRICT SUMMARY FORMAT.THE DISTRICT SUMMARY DOCUMENT FOLLOWS THE ASSOCIATION OF SCHOOL BUSINESS OFFICIALS INTERNATIONAL MERITORIOUS BUDGET CRITERIA. A COPY OF THE SUMMARY BUDGET IS AVAILABLE FROM THE BUSINESS OFFICE AND DISTRICT WEBSITE. STATE STATUTE REQUIRES THE BOARD TO HOLD A PUBLIC HEARING ABOUT THE BUDGET BY RESOLUTION. WHICH ALSO ESTABLISHES THE TAX LEVIES NECESSARY TO SUPPORT THE GENERAL FUND CAPITAL PROJECTS FUND AND THE DEBT SERVICES FUND. THE F1 95 STATE BUDGET FORMAT IS THE OFFICIAL BUDGET TO BE ADOPTED BY THE BOARD. TONIGHT THE BOARD WILL CONDUCT THE OFFICIAL BUDGET HEARING AND RECOMMENDED ACTION WILL TAKE PLACE AT THE AUGUST 21 2023 BOARD MEETING.
>> AT THIS TIME I WILL OPEN THE PUBLIC HEARING FOR THE ADOPTION OF THE 2023 24 BUDGET.
STATE STATUTES REQUIRE THE BOARD TO HOLD PUBLIC HEARING AND ADOPT THE BUDGET BY RESOLUTION. IS THERE ANYONE PRESENT WHO WISHES TO ADDRESS THE BOARD ON THE TOPIC THIS EVENING. IF SO PLEASE COME FORWARD AND PROVIDE YOUR NAME AND COMMENTS.
>> GOOD EVENING BOARD MEMBERS SUPERINTENDENT. MY NAME IS DEVON KELLOGG, PARENT OF TWO STUDENTS IN THE DISTRICT AND PRESCHOOL TEACHER BY TRADE.
, PT ESSAY ADVOCACY AND SUSTAINABILITY CHAIR AT MY DAUGHTER'S SCHOOL AND I WAS ALSO THE LEAD SPOKESPERSON FOR THE WASHINGTON STATE PTA ISSUE ON CLIMATE CHANGE THIS PAST YEAR. SPEAKING TONIGHT ON BEHALF OF MYSELF AND MY FAMILY 15 NEW SCHOOL BUSES NEEDED TO BE PURCHASED IN THE BUDGET. AND MORE GENERALLY ABOUT BUILDING A DISTRICT DUE TO CARBONIZATION FUNDING. EXPERTS SAY THE ONLY WAY WE ARE GOING TO REACH SUSTAINABLE REDUCTION TARGETS IS CONTINUING TO LIVE CUSTOM LIFESTYLES IS TO STOP BY INCLUDING THE SCENES AND MOVE TO GREENER ALTERNATIVES.
AS YOU MAY REMEMBER FROM THE PAST TESTIMONY THE REASON THE ISSUE IS SO IMPORTANT TO ME IS MY FAMILY HAS BEEN DIRECTLY IMPACTED BY THE DEVASTATING EFFECTS OF CLIMATE CHANGE.
IN RESEARCHING THE CAUSES OF THE FIRES WILDLAND SIZES DIRECTLY THREATENING MY FAMILIES HOMES AND LIVELIHOODS I WAS SHOCKED TO DISCOVER HOW SERIOUS THE SITUATION IS AND HOW QUICKLY WE ALL NEED TO BE CARBONIZED TO KEEP FROM GETTING MUCH WORSE.
PLEASE, WE CANNOT LET THIS BE THE FUTURE FOR OUR FAMILIES. EVEN IF YOUR FAMILIES DO NOT HAVE FIRES OR FLOODS ON THE DOORSTEP LIKE MINE, WE ARE ALL EXPERIENCING THE EFFECTS OF CLIMATE DRIVEN SHORTAGES EVERYDAY NECESSITIES. SUCH AS WATER FOOD AND GAS PRODUCTION FROM OVERHEATED REFINERIES IN THE SOUTH. WORKERS INFRASTRUCTURE AND INSURANCE MARKETS ARE STARTING TO BUCKLE UNDER THE PRESSURE. THE LONGER WE DELAY THE MORE IT WILL COST US. HEARING THE BUDGET STUDY SESSION INSURANCE AND BUILDING MATERIAL PRICES AS PART OF WHAT'S DRIVING THE COST OF THE BUDGET.
WE'VE GOT TO STOP THE CYCLE. FORTUNATELY NEWER CLEANER NONPOLLUTING OPTIONS OFFERS
[00:40:04]
TREMENDOUS BENEFITS IN TERMS OF HEALTH EFFICIENCY RESILIENCY AND MORE.EVEN ZERO EMISSION BUSES ARE PARITY IF YOU FACTOR IN THE HEALTH BENEFITS OF THE STUDENTS WRITING THEM. I APPRECIATE THE FUNDING CHALLENGES THAT SCHOOL DISTRICTS FACE WHILE THE MARKET SUGGESTS. LUCKILY THERE ARE UNPRECEDENTED STATE AND FEDERAL OPPORTUNITIES AVAILABLE THROUGH CLIMATE COMMITMENT ACT INFLATION REDUCTION ACT AND MORE TO BRING UPFRONT COSTS DOWN BY 30 TO 50% OR MORE.
WHAT I'M ASKING FROM YOU TODAY IS PLEASE CONSIDER HOW WE CAN BEST LEVERAGE THESE AMAZING OPPORTUNITIES AND STOP BUYING MORE FOSSIL FUEL MACHINES. IN ADDITION TO APPLY TO THE VAST NUMBER OF GRANTS, AVAILABLE. CONSIDER RETROFITTING OR PARTNERING WITH METRO FOR TRANSPORTATION OR PSC FILTER GRID PILOT PROGRAM IN CALIFORNIA SHOWS THE AVERAGE INCOME OF $6000 PER BUS PER YEAR AND OVER 12,000 PER YEAR IN FUEL AND MAINTENANCE SAVINGS STOP THAT'S A LIFETIME INCOME AND SAVINGS BENEFIT IF THIS IS HAPPENING RIGHT NOW, IF IT'S TO MUCH FOR THE SCHOOL TO TAKE ON, CONSIDER TRANSPORTATION AS A SERVICE. FOR EXAMPLE, HIGHLAND ELECTRIC OWNS FUELS AND MAINTAINS EV FLEETS AND CHARGES SCRIPTURE OPTION SERVICE THAT COSTS THE SAME AS THE DIESEL BUS.
THERE SIMILAR LEVERAGING OPPORTUNITIES FOR HVAC AND OTHER SAVINGS PROJECTS.
>> ARE THERE ANY OTHER COMMENTS REGARDING THE BILL. >> GOOD EVENING Y'ALL.
>> I WOULD LIKE TO EXPRESS MY OPINION THAT THE DISTRICT MUST BE MORE PROACTIVE LET'S START BY ALIGNING EXPENDITURES WITH REVENUES. THE BUDGET PROJECTION FOR 2324 THE SCHOOL YEAR BUT LAST YEAR. AD EXPENDITURES $683 MILLION NOW IT'S GONNA BE $755 MILLION AT $77 MILLION MORE. 10%. WHAT'S PUZZLING ME IS BUILDING PROJECTIONS FOR THE SAME THREE YEARS, 23 TO 2ÃÃHOW ARE WE SPENDING 50% MORE ON BUILDINGS THAN JUST A YEAR AGO. SOMETHING ISN'T MAKING SENSE TO ME.
LOOKING SPECIFICALLY IN THE GENERAL FUND FOR A MOMENT WHY ARE WE UNABLE TO BALANCE THE BOOKS WITH $30 MILLION MORE THE DISTRICT HAS THREE NEW CERTIFIED EMPLOYEES.
AND 30 FEWER CLASSIFIED EMPLOYEES. $16 MILLION HIGHER.
THE NUMBER OF ACTUAL TEACHERS IS LOWER BY EIGHT. WHILE ENROLLMENT IS HIGHER THIS YEAR. COMPARING AGAINST THIS FIVE YEARS AGO THE DISTRICT HAS ROUGHLY THE SAME NUMBER OF STUDENTS 30,000 31,000 STUDENTS YET WE ARE SPENDING $140 MILLION MORE ON SALARIES AND BENEFITS. WE HAVE THE SAME NUMBER OF STUDENTS WHEN WE ARE SPENDING $140 MILLION MORE. THING ABOUT THAT.
I DON'T SEE HOW IT'S SUSTAINABLE. I TRULY ENCOURAGE US TO GET OUR
REVENUES AND EXPENDITURES IN LINE. >> THANK YOU.
[00:45:01]
ARE THERE ANY OTHER PUBLIC COMMENTS REGARDING THE BUDGET? SEEING NO ONE, THE PUBLIC HEARING IS NOW CLOSED, PLEASE NOTE THE BOARD HAS SCHEDULED TO TAKE ACTION AT AUGUST 21 BOARD MEETING TO ADOPT RESOLUTION 2357 ADOPTION OF THE 2023 24 BUDGET.THE NEXT ITEM ON OUR AGENDA IS A NEW BOARD POLICY GP SEVEN TONIGHT IS THE FIRST READING.
TONIGHT WE BRING FORWARD A DRAFT POLICY FOR BOARD CONSIDERATION DISCUSSION AND
THE FIRST READING. >> WE ARE WORKING TO GET THIS UP ON THE SCREEN THE PRESENTER IS NOT WORKING RIGHT NOW. ABOUT A YEAR AGO THE BOARD MOVED FORWARD WITH IMPLEMENTING A STUDENT REP TO THE BOARD PROGRAM AS WE KNOW SELECTED TO STUDENT REPRESENTATIVES TO PARTICIPATE WITH THE BOARD FOR THIS LAST YEAR WE UPDATED THE PROCESS THIS YEAR AFTER LEARNING A FEW THINGS FROM THAT EXPERIENCE IN GETTING FEEDBACK FROM BOTH EVAN AND CHOBANI ABOUT THEIR EXPERIENCE SO THIS WEEK IS GOING TO BE ON BOARDING FOR NEW STUDENT REPS AND WILL HAVE FOUR STUDENT REPS. ONE OF THE CHARGES THAT THE BOARD HAS WAS AFTER ABOUT A YEAR OF THIS PROGRAM IT WOULD BE GOOD TO CODIFY THE PROGRAM INTO THE REPORTS POLICIES, AND THE BOARD'S BACK TONIGHT UNDER TAB F2 YOU WILL SEE THE DRAFT BOARD POLICY VICE PRESIDENT Ã DID A REVIEW OF A VARIETY OF POLICIES FROM ACROSS THE ALIEN LOOKED AT WAS NOT A POLICY AND KNOWING THAT THIS REALLY IS A NEWER PROGRAM. PRESENTED TO THE BOARD IS OH GP SEVEN AS YOU CAN SEE HERE ON THE SCREEN PRESENTED FOR THE BOARD FOR FIRST READING.
>> I WILL SAY 15 WORDS ABOUT IT ROUGHLY. WHICH IS ABOUT HOW MANY WORDS THE POLICY IS. THE IDEA IS LET'S EXPRESS VALUES.
IT STILL PROGRAM WE ARE WRESTLING WITH BEST PRACTICES. SO THAT'S A THOUGHT.
>> ARE THERE ANY QUESTIONS COMMENTS OR CONCERNS ABOUT THIS FIRST DRAFT?
>> THANK YOU FOR BRINGING IT FORWARD IN GETTING THAT DONE IT'S IMPORTANT TO BE ABLE TO HAVE IT INTO THE POLICY SO IT CAN CONTINUE. I THINK KEEPING IT BROAD MAKES A LOT OF SENSE I'M NOT SURE THERE'S ANYTHING THAT NEEDS TO BE CHANGED AT THIS POINT IN TIME.> ONE ASPECT OF WHAT'S NOT IN THE POLICY IS SOMETHING THAT WE COULD DO WE MIGHT WANT TO THINK ABOUT DOING IN THE FUTURE IS HAVING THE BOARD ADOPTED PROCEDURE FOR OUR STUDENT REPRESENTED SELECTION PROCESS AND BEING MORE PRESCRIPTIVE I THINK IT'S SOMETHING WE MIGHT WANT TO RETURN TO A YEAR FROM NOW. AFTER WE HAD ONE MORE YEAR AND THE OPPORTUNITY TO CONTINUE TO ENGAGE WITH OUR STUDENTS ABOUT WHAT THEY ARE EXPERIENCING AND
WHAT THEIR VISION IS FOR THE PROGRAM.>> I THINK LAST YEAR WE SAW HOW VALUABLE IT WAS TO HAVE THEIR INPUT DURING THE MEETINGS. I'M SURPRISED AT THE NUMBER OF DISTRICTS ACROSS THE STATE WHO DECIDE TO HAVE STUDENTS ON THE BOARD AND DON'T PERMIT THEM TO SPEAK AT THE MEETINGS. I CAN IMAGINE WHAT THE PURPOSE IS TO HAVE IT ON THE BOOKS AND SAY WE HAVE TO REMEMBER I'M VERY GLAD TO BE QUITE FRANK INPUT AND PERSPECTIVE FROM THE VIEWPOINTS FROM THE DEPTHS AND THE CLASSROOMS ISN'T VIABLE. JUST GLAD IT'S GOING TO BE A WORK IN PROGRESS. WE STARTED WITH THE BASICS AND THEN DEAL WITH THE MINUTIAE.
[00:50:05]
I THINK IT'S GOOD TO START NOT WITH THE MINUTIAE. AND YOU.>> DIRECTOR CARLSON
DID YOU HAVE SOMETHING? >> JUST THINKING ABOUT THE PROCEDURE IN WHICH TO DO SO I THINK IT WOULD BE IMPORTANT. IF WE CAN DOCUMENT WHAT YOU DID AS THIS IS WHERE IT IS SO THAT CAN ALWAYS BE AMENDED AND CHANGED AFTER THE FACT I THINK WOULD BE BENEFICIAL SO THERE IS
A STARTING POINT THAT IS WRITTEN. >> I MOVE THAT WE ADOPT OH GP
>> IS THERE A SECOND. >> I MOVE THAT WE ADOPT OH GP SEVEN PRESENTED TO THE BOARD AS
PRESENTED EVEN THOUGH THIS IS THE FIRST READING TONIGHT. >> MOOD BY DIRECTOR LIBERTY AND SECONDED BY DIRECTOR STEWART TO ADOPT OH GP SEVEN STUDENT REPRESENTATIVE POLICY AS
WRITTEN IS THERE ANY MORE DISCUSSION. >> ALL IN FAVOR PLEASE VOTE BY SAYING AYE. HEARING NONE OPPOSED MOTION CARRIES.
WE ARE BACK ON TRACK. WE ARE GOING TO MOVE ON TO THE NEXT ITEM OF OUR AGENDA WHICH IS THE SECOND READING AND ADOPTION. OF RESULTS TO DOCTOR HOME IN.
>> DOCTOR JEN ROSE IS COMING TO THE PODIUM TO BRING BACK RESULTS TO THE BOARD HAS HELD A NUMBER OF STUDY SESSIONS DOCTOR ROSE BROUGHT RESULTS TO THE FIRST READING.
>> THERE ISN'T AN EXACT SCIENCE OF EVALUATING HIGH SCHOOL SCIENCE JUST GIVEN THE NATURE OF WHEN AND HOW STUDENTS TAKE SCIENCE CLASSES IN HIGH SCHOOL. WITH THAT, I WILL HAND IT OVER
TO DOCTOR ROSE. >> ONE OF THE THINGS I WANT TO HAVE IT BEFORE WE JUMP INTO LOOKING AT R2 IS THINKING ABOUT THE COMMENTS THAT DOCTOR HOME AND MADE IN THE STUDY SESSION THINKING ABOUT OUR STRATEGIC PLAN AND HOW DIFFERENT POLICIES LINE UP WITH EACH OTHER AND HOW WE ALIGN THE WORK. I WANT TO CALL AGAIN THE WORK THAT WE'VE DONE OF BUT THE BOARD HAS BEEN REALLY THOUGHTFUL AND SUPPORTIVE OF HAVING OE 11 AND OE 14 ALIGN WITH R2 AND THINKING ABOUT THE INTERPLAY OF THESE DIFFERENT POLICIES.
TO HELP US UNDERSTAND PROGRAMS FOR IMPROVING FOR STUDENT OUTCOMES.
SOMEWHERE AROUND THE ORGANIZATION OF THE DOCUMENT. THE GRADE LEVELS THAT REALLY LOOKING AT THE MOVED TO THE SUPERINTENDENTS INTERPRETATION. THE OTHER PIECE SIGNIFICANT CHANGE WE APPRECIATED THE INPUT WE SAID WE WOULD MEASURE MATH AT GRADE 3 AND MADE MORE SENSE AS WE TALKED THROUGH TO MEASURE MATH AT GRADE 5. WE MOVED FROM THE ELEMENTARY LEVEL.
THAT WAS A SUBSTANTIVE CHANGE WE MADE THEIR. WE ALSO CLARIFIED TWO THINGS FOR MATT. LOOKING AT THE INDICATORS I WANTED TO CALL YOUR ATTENTION TO CLARIFY THIS WAS LOOKING AT PERCENTAGE OF GRADE 8 STUDENTS IN EIGHTH GRADE MATH CLASSES LOOKING AT MATH INTO DIFFERENT LEVELS ONE IS WE WANT TO SEE HOW STUDENTS EIGHTH GRADERS ARE DOING IN MATH COURSES BECAUSE THEY COULD BE TAKING MULTIPLE THINGS.

ALGEBRA, GEOMETRY, POTENTIALLY ELIGIBLE TO. AND HOW STUDENTS WERE DOING IN ALGEBRA. SO WE CAN TRACK STUDENT SUCCESS IN ALGEBRA.IS DOCTOR WOMAN SAID THE OTHER PLACE THE BOARD REALLY HAD GIVEN SOME THOUGHT WE WANTED TO GO BACK AND LOOK UP WAS IN HIGH SCHOOL ABOUT SCIENCE. WE WENT BACK AND REALLY LOOKED AT A COUPLE OF INTEREST THE BOARD HAD, ONE WAS KNOWING HOW STUDENTS WERE DOING ESSENTIALLY OVERALL IN THE PROGRAM HOW THE PROGRAM WAS SERVING STUDENTS AND THAT'S WHERE WE LANDED ON THE INDICATOR OF PRESENT OF GRADE 10 STUDENTS WITH GRADE C OR HIGHER IN 10TH GRADE ÃÃWE PICKED 10TH GRADE AND LOOKED AT THE METRIC BECAUSE IT ALIGN WITH THE BOARD'S INTEREST IN DOING A DEEP DIVE INTO GRADE LEVEL. FOR 10TH GRADE WE ARE ALSO GOING AT ALA AND ALSO MATT. WE MEASURE SUCCESS IN OTHER NINTH-GRADE SUCCESS IN A DIFFERENT ARM SO WE DIDN'T WANT TO REPEAT NINTH-GRADE HERE AND HAVE THE DIVE INTO COHORT.
WE LOOKED AT 10TH GRADE SCIENCE COURSES IN GENERAL BECAUSE ONE OF THE THINGS ABOUT SCIENCE WE TALKED ABOUT THE GRADUATION REQUIREMENTS TO LAB COURSES AND ONE SCIENCE COURSE.
THEY ARE NOT PRESCRIPTIVE I GRADUATION REQUIREMENTS ARE OSBI.
AND A STRONG INTEREST THAT THE BOARD HAD WAS KNOWING THE STUDENTS WERE ON TRACK TO GRADUATE. WE ADDED THE INDICATOR OF PERCENTAGE OF GRADE 11 STUDENTS WITH TWO OR MORE CREDITS IN SCIENCE. WITH THAT THAT WOULD GIVE US A GOOD INDICATOR ARE THE STUDENTS ON TRACK IF THEY HAVE TWO CREDITS BY THE END OF THE JUNIOR. HELPS US THINK ABOUT OUR OVERALL PROGRAM AND SUPPORT STUDENTS TO TAKE ADDITIONAL SCIENCE AS NECESSARY. IS LESS CLEAN-CUT IN SCIENCE THAN IT IS IN MATH OR ELA BECAUSE THE COURSE TAKING PATTERN IS NOT AS PRESCRIBED BY OSBI OR OTHER REQUIREMENTS. AS WE TALKED ABOUT LAST TIME ALL STUDENTS TAKE THE SBA POTENTIAL GRADUATION PATHWAY IT'S NOT PART OF THE GRADUATION PATHWAY SO WE HAVE ABOUT 30% OF THE STUDENTS TAKING IT. WE THOUGHT LONG AND HARD ABOUT THE BOARD'S INTEREST AND REALLY WANTED TO HOLD TRUE TO REPORTING ON THINGS THAT WERE REALLY THE BEST DATA WE POSSIBLY COULD AND MET THE INTEREST OF THE BOARD HAS OVERLY THINKING ABOUT HOW ARE WE IDENTIFYING AND SUPPORTING ALL STUDENTS TO BE ON TRACK FOR GRADUATION.

THE NEXT ITEM ON THE AGENDA WILL BE THE SUPERINTENDENT REPORT.DR. HOLMAN. >> TYPICALLY THE BOARD USE REPORTS FROM THE, THINGS VERY SPECIFIC TO THE SCHOOL DISTRICT AND TONIGHT I'M ACTUALLY DEVIATING FROM THAT JUST A BIT. BUT SOMETHING THAT IS VERY CONNECTED TO AN IMPORTANT FOR OUR STUDENTS, OUR COMMUNITY, OUR FAMILIES. THE DEPARTMENT OF HEALTH SENT OUT A ONE YEAR REPORT ON 988. THE LIFE HELPLINE AND THEY CALL IT THE 988 SUICIDE AND CRISIS LIFELINE. I JUST THOUGHT IT WOULD BE IMPORTANT TO JUST PUBLICLY RECOGNIZE THIS BECAUSE THIS IS A LIFE-SAVING TOOL. WHEN WE THINK ABOUT THE IMPORTANCE OF OUR STUDENTS OUR FAMILIES OUR COMMUNITY WHO ARE IN CRISIS HAVING ACCESS AND BEING ABLE TO REACH OUT TO THOSE THAT CAN SUPPORT I JUST FELT VERY COMPELLED BECAUSE IT IS OF UTMOST IMPORTANCE THAT WE CARE FOR AND PROVIDE ACCESS POINTS FOR YES OUR COMMUNITY AND FAMILIES BUT OUR STUDENTS. THEM KNOWING THAT THEY HAVE ACCESS TO COUNSELORS 24/7 365 DAYS A YEAR IS EXTREMELY IMPORTANT. THE 988 SUICIDE AND CRISIS LIFELINE IS A NATIONWIDE THREE DIGIT DIALING CODE THIS WILL BE AN ENORMOUS HELP FOR LOCAL
[01:05:32]
COMMUNITIES FAMILIES LAW ENFORCEMENT AND OTHERS WASHINGTON IN ADDITION TO 988 PASSED LEGISLATION IN 2023 TO EXPAND MOBILE CRISIS RESPONSE CAPACITY AND INCREASE THE COLLABORATION BETWEEN 911 AND 988. HEALTHY HUMANE BEHAVIORAL HEALTH SYSTEM HAS THREE MAIN COMPONENTS REPORT READS SOMEONE TO TALK TO SOMEONE TO RESPOND AND SOMEPLACE TO GO. SOME STATISTIC ABOUT 988 AND JUST THE MONTHS OF JULY 22 THROUGH JUNE 2023 THE CRISIS CENTER ANSWERED 65,029 CALLS 11,808 TEXT MESSAGES AND 13,064 CHATS. THIS REPRESENTED A 75% INCREASE IN CALLS ANSWERED SINCE 988 LAUNCH. I WANT TO FINISH BY HIGHLIGHTING A VERY UNIQUE SUPPORT INTRODUCED IN WASHINGTON STATE. THE LINE IS FIRST OF ITS KIND IN THE NATION DEDICATED TO SERVING AMERICAN INDIAN AND ALASKA NATIVE PEOPLE.THE LAUNCH OF THE NATIVES AND STRONG LIFELINE INFORMATION OF THE STATE AFFINITY WORKGROUP CREATES A MODEL FOR OTHER STATES TO COMPASSIONATE AND ACCESSIBLE CARE ACCORDING TO DATA FROM THE VOA THE CRISIS CENTER THAT ADMINISTERS THE NATIVE AND STRONG LIFELINE RECEIVED 2377 CALLS BETWEEN NOVEMBER 2022 AND JUNE 21 OF 2023.
I SHARE THIS BECAUSE IT'S IMPORTANT FOR ALL OF US TO KNOW ALL OF US TO DIRECT PEOPLE WHO WERE IN CRISIS AND REACH OUT WHEN SOMEONE IS IN CRISIS. BECAUSE THEIR LIFE IS WORTH IT.
[H. Public and Community Affairs]
>> THE NEXT ITEM ON THE AGENDA AS ÃÃDO YOU HAVE ANYTHING TO REPORT.
>> ONE OF THE PIECES OF LEGISLATION UP UNTIL THE FEDERAL GOVERNMENT IS ENHANCED FUNDING FOR IDA THE QUESTION WHETHER OR NOT ACTUALLY GET TO IT OR ACTUALLY DO IT IN A MEANINGFUL MATTER IS QUESTIONABLE GIVEN THE INERTIA HOWEVER, I ENCOURAGE EVERYONE TO FULLY FUND THIS FUNDING FOR SPECIAL NEEDS KIDS FOR THE STUDENTS.
THIS RECENTLY STARTED ON I WAS IN HIGH SCHOOL AND THEY NEVER FULLY FUNDED THE THING.
I'M A FEW YEARS OLDER THAN MATT AND COME ON FOLKS, LET'S GET OUR ACT TOGETHER AND SUGGEST WE GET AS MANY FOLKS FROM OUR DISTRICT LINE WITH SENATORS AND MEMBERS OF CONGRESS TO FULLY FUND IDA SO WE CAN ACTUALLY HAVE THE RIGHT TOOLS AND RESOURCES ENOUGH TOOLS AND RESOURCES TO HELP THE KIDS HAVE A MEANINGFUL AND SUCCESSFUL EDUCATION.
[I. Closing Items]
>> THE NEXT ITEM ON THE AGENDA IS NOW BOARD COMMENTS DOES ANYBODY HAVE A COMMENT.
>> I JUST WANT TO NOTE AND WE JUST ADOPTED THE AMENDMENTS PART OF IT IS A FUNCTION WE WORKED ON IT NOW FOR FIVE OR SIX MONTHS I THINK. DATING BACK TO EVEN BEFORE THE EXTENDED STUDY SESSION IN MARCH. I JUST WANT TO HIGHLIGHT THE
[01:10:02]
GREAT WORK DR. WELLS PUT INTO THIS I THINK SHE WAS MAYBE EVEN SURPRISED WE FINALLY PUT IT TO BED. TREMENDOUS AMOUNT OF REALLY INCREDIBLE WORK THAT IS GOING, I DO BELIEVE IT'S GOING TO MAKE A DIFFERENCE LOOKING AT THE DATA THAT MATTERS.I THINK WE ARE INCREDIBLY FORTUNATE TO HAVE HAD YOUR LEADERSHIP ON THIS VERY IMPORTANT WORK. IT'S VERY FITTING THAT TONIGHT WE ADOPT THAT AT THE MEETING.
I REALLY APPRECIATE IT. >> DIRECTOR STUART. >> LITTLE LESS THAN 10 YEARS AGO AS MOST OF YOU KNOW BY NOW IF YOU HAVEN'T FIGURED IT OUT BY NOW I WILL TELL YOU STRAIGHT OUT I'M NOT A MATHEMATICIAN I'M NOT IT'S NOT MY FORTE. MY FIRST BOARD MEETING AS A NOTICE WE'RE GOING TO VERY STEEP STATISTICAL ANALYSIS MY EYES STARTED TO GLAZE OVER I GLANCED OVER TO THE DOCTOR CARLSON I SEE HIM DOODLING FROM MY END OF THE TABLE AND THREE MINUTES LATER I COME OUT AND HERE I AM SAYING IN PRE-CONSTRUCTED THE CHART IN THE WAY IT SHOULD OF BEEN CONSTRUCTED. ROCK AND HAVE THE SKILL SET ANYMORE GOD KNOWS YOUR I CAN GET IT FOR ME. THANK DOCTOR CARLSON FOR YOUR ABILITY TO DO IT ON THE FLY. SOMETHING I WOULDN'T EVEN THINK ABOUT DOING FOR A MONTH.
>> THANK YOU. >> THANK YOU FOR WHEN YOU READ IT THE TENNIS COURTS YOU ADDED PICKLE BALL LINES ON THOSE THAT'S OPENED GREAT OPPORTUNITY.
THERE ALREADY BEING UTILIZED. GOOD USE OF UTILIZING THE COMMUNITY BEING ABLE TO HAVE ACCESS IN MANY WAYS TO THE SERVICE OR THE SCHOOLS 24/7. ALSO THE PIECE I WANT TO RECOGNIZE THE PUBLIC COMMENT TONIGHT THAT WE HAVE THE BUDGET IN REGARDS TO THE ELECTRIC BOXES IN THE WAY OF WHICH THINKING ABOUT THAT TO APPRECIATE THE THOUGHT HOW DO WE NOT LOOK AT DOING PURCHASING ITEMS THAT WE KNOW AREN'T REALLY WHAT WE WANT IF THERE IS STUFF WE CAN LOOK AT GOING FORWARD EVEN IF THE BUDGET PIECE LOOKING FOR.
I WANTED TO HIGHLIGHT THAT PIECE. THANK YOU FOR OUR TWO IT'S FABULOUS. THE ONE THING I WOULD LIKE TO ASK IS IF I HAVE A SUMMARY AT THE START OF THAT THAT SAID WHAT ALL THE CHANGES WHERE IT WOULD HELP TO ME WHEN REVIEWING IT THERE WAS SO MUCH CHANGE WITHIN THEIR SHOWING ALL THE WORK IT'S HARD TO KNOW EXACTLY WHERE TO GO. THANK YOU AND I APPRECIATE ALL THE WORK THAT WENT WITH THAT.
THAT'S ALL MY COMMENTS. >> AND WANT TO CONCUR WITH MR. WEINER'S CONCERNS REGARDING TRANSCRIPTS HE'S NOT THE ONLY PARENT TO ETIQUETTE WITH THE TRANSCRIPT TO JULY 1 SHIPPED ON JUNE 30 THAT DID NOT GET THERE FOR SEVERAL WEEKS. SO OUR SYSTEM BECAUSE OF THE DATE THAT WE CLOSE OUR CYCLE THERE ARE OTHER SYSTEMS ON A DIFFERENT CYCLE THAT START MUCH EARLIER WE NEED TO FIGURE OUT A WAY TO GET OUR TRANSCRIPTS OUT. I HEARTILY APPLAUD THE EFFICIENCY THIS EVENING OF VOTING TO ADOPT ODP SEVEN ON THE FIRST READING IT'S NOT EVEN I MAKE SURE STAFF REVIEWS WHETHER WE HAD TO DO A SECOND READING.
I APPLAUD THIS. >> IT WASN'T ON THE AGENDA OF MAKING A MOTION.
>> ROBERTS RULES OF ORDER AND ALL THAT. >> I'M SINCERELY IMPRESSED OF YOUR ACCURATE INFORMATION OF ALL OF THE PERTINENT NAMES BUT I'M NOT 100% SET CERTAIN I MADE THE STATEMENT. THAT SAID, I DO REGRET TO SAY THAT I ONLY MANAGED TO SEE THE PREVENTIVELY ON THIS THE IMPOSING NOT ALL OF US AGREE THERE BEEN A NUMBER OF TIMES
[01:15:22]
I'VE BEEN DEALING WITH PEOPLE WHO FIRMLY BELIEVE THAT WAS WRONG PERHAPS SOME OF THEM WERE RIGHT. THOUGH WE MAY HAVE DISAGREED, I CANNOT RECALL MEETING ANYONE THERE MY BOARD PHYSICIAN WHO DID NOT PASSIONATELY SUPPORT PUBLIC EDUCATION.THANK YOU TO EVERYONE HERE NOW AS WELL AS EVERYONE I WORKED WITH IN THE LAST 16 YEARS WE HAVE A VERY SPECIAL SYSTEM AND TRUST NOT A PERFECT SYSTEM CAN ALWAYS BE IMPROVED.
