MATT WILL PROVIDE A PRESENTATION FOR THE BOARD. IF YOU HAVE QUESTIONS I WOULD JOT THEM DOWN, THERE IS A LOT OF ANSWERS THAT COME AS HE PRESENTS. >> THINK YOU DOCTOR HOLMEN. EVERY YEAR WE HAVE THE OPPORTUNITY TO COME AND DO A PROGRAM WITH THE SCHOOL SAFETY AND TYPICALLY WE HAVE PRESENTED EITHER IN JUNE OR AUGUST THIS YEAR SO I'M GOING TO PROVIDE THE BOARD WITH AN UPDATE REGARDING OUR SCHOOL SAFETY PROGRAM SPECIFICALLY WITH RESPECT TO OUR RELATIONS AND CONTRACTS WITH THE LOCAL POLICE AGENCIES.
BUT FIRST I WOULD LIKE THE BOARD OR REQUEST THE BOARD TO INDULGE ME I WANT TO PROVIDE HISTORICAL CONTEXT AND FIRST I'M GOING TO DO A POLICY CONNECTION, THE BOARD HAS A POLICY OE 10 THAT DIRECTS THE SUPERINTENDENT TO ESTABLISH AND MAINTAIN A LEARNING ENVIRONMENT THAT IS SAFE AND RESPECTFUL AND FREE FROM UNNECESSARY DISRUPTION AND ABUSE OF LEARNING.
THAT WOULD BE THE POLICY CONNECTION FOR THIS PARTICULAR
PROGRAM. >> FOR THE LAST FOUR OR FIVE YEARS WE'VE USE THE MODEL CALLED LAYERED SAFETY AND I TALKED WITH THE BOARD ABOUT IT AND WE ACTUALLY HAVE A BRIEFING PAPER THAT IS AVAILABLE ON OUR WEBSITE THAT GOES INTO MORE DETAILS ABOUT EACH OF THESE LAYERS BUT THE GENERAL CONCEPT THAT THERE IS NOT ONE SINGULAR THING THAT WE DO IN OUR SCHOOLS TO HELP KEEP HER STUDENTS, OUR STAFF IN OUR VISITORS AND SCHOOL SAFE.
AS A COMBINATION OF A VARIETY OF THINGS IN THESE DIFFERENT LAYERS THAT CONTRIBUTE TO A SAFER LEARNING ENVIRONMENT.
SO AS I WAS THINKING ABOUT THIS THE LAYERS SAFETY IN THE CONTEXT OF A CONTINUED EVOLUTION OF HER RELATIONSHIPS WITH POLICE AGENCIES, KIND AND THINKING BACK TO A DECADE AGO I THINK ABOUT WHAT WAS PRESENT IN THOSE LAYERS.
ABOUT A DECADE AGO WE HAD SOME OF OUR SCHOOLS AND SOME RESOURCE OFFICERS AND ADMINISTRATORS AND COUNSELORS, OUR STAFF DID DRILLS
[00:40:07]
AND WE DID HAVE COMPREHENSIVE EMERGENCY MANAGEMENT PLANS AND WE HAD SOME WAYS OF COMMUNICATING AND SOME COMMUNITY PARTNERSHIPS. BUT OVER THE COURSE OF THE PAST DECADE WE HAVE MADE A VARIETY OF INVESTMENTS THAT HAVE INCREASED THE NUMBER OF INITIATORS IN OUR SCHOOLS, HAVE ADDED SOME TECHNICAL RESOURCES SUCH AS SCHOOL CAMERAS, WE ACTUALLY BUILT A RISK AND SAFETY SCHOOLS DEPARTMENT THERE WAS A POINT TIME THAT THAT DID NOT EXIST. WE'VE ADDED MENTAL HEALTH SUPPORT, THERE WAS A POINT IN TIME WHERE WE DIDN'T HAVE ANY MENTAL HEALTH COUNSELING IN OUR SCHOOLS WHATSOEVER AND WE HAVE CONTINUED TO INVEST AND INCREASE THE INVESTMENT YEAR-OVER-YEAR WITH MENTAL HEALTH SUPPORT. WE HAVE ADDED ENTRY ACCESS CONTROLS SO OUR BUILDINGS WANTS HER STUDENTS ARE ESSENTIALLY IN YOU NEED TO BUZZ TO BE ADMITTED INTO THE SCHOOL.WE HAVE INVESTED IN SCHOOL SAFETY AND PREVENTION SPECIALIST WHICH AGAIN DIDN'T USED TO EXIST AND WE EXPANDED THAT YEAR-OVER-YEAR. AS WE THINK ABOUT WHERE WE ARE TODAY, IT'S VERY DIFFERENT AND WHERE WE WERE A DECADE AGO IN TERMS OF THE RESOURCES AND THE BREATH OF RESOURCES THAT WE HAVE WITHIN OUR SCHOOL THREAT ASSESSMENT PROGRAM.
A FEW YEARS AGO WE ADOPTED THE MODEL FOR CONDUCTING A THREAT ASSESSMENT WHEN THEY WERE CONCERNED.
AS WE CONTINUE TO EVOLVE OUR PROGRAMMING IN THE SUPPORTS THAT PROMPTS US TO CONTINUE TO EVALUATE HOW ALL OF THE RESOURCES FIT TOGETHER AND HOW WE NEED TO CONTINUALLY ADAPT AND BE ABLE TO ENSURE OUR SCHOOLS ARE A SAFE PLACE.
THAT WILL LEAD INTO TALKING ABOUT THE CONTINUED EVOLUTION OF OUR PARTNERSHIP WITH MINNESOTA POLICE AGENCIES.
I TALKED A LITTLE BIT ABOUT HOW THE FOCUS WITHIN THE CONCEPT OF LAYERED SAFETY SECURITY AND THERE IS ALSO A CONTEXT RELATED TO HER BUDGET AND ALSO RELATED TO THE STAFFING CONSTRAINTS THAT SOME OF OUR POLICE AGENCIES ARE EXPERIENCING.
WE WILL TALK A LITTLE BIT ABOUT THE DIFFERENCE IN THE MODEL CHANGE AND WHAT SOME OF OUR AREAS WILL EXPERIENCE THE ISSUE THAT IS DIFFERENT THAN FROM LAST YEAR.
A NAME CHANGE AND THEN TALK ABOUT HOW IT FITS IN THE CONTEXT OF THE SCHOOL SAFETY STAFF AT OUR SECRETARY SCHOOLS AND THEY WERE LAUNCHING A PROGRAM CALLED THE COMMUNITY CONNECTORS TO ENGAGE IN AN ONGOING DIALOGUE WITH THE COMMUNITY REGARDING SCHOOL SAFETY. , KIND OF GOING BACK AND THINKING AT THIS HISTORICAL PERSPECTIVE WHEN WE HAD SCHOOL RESOURCE OFFICERS AND NOT AS MANY DIFFERENT LAYERS, WE ASKED A LOT OF THE OFFICERS, I REMEMBER BEING IN THE CONTEXT AS A SCHOOL MINISTRY TO A DECADE AGO AND WHEN THE STUDENT INDICATED THEY WERE EXPRESSING A LEVEL OF SUICIDALITY THAT THE ONLY RESPONSE THAT WE REALLY HAD AT THAT TIME WAS TO ENGAGE IN A POLICE OFFICER TO GET SOME SORT OF HELP BECAUSE WE DID NOT HAVE THE SCREENING TOOLS AND WE DIDN'T HAVE PEOPLE WHO COULD SCREEN AND STAFF IN BUILDINGS TO PROVIDE THAT KIND OF SUPPORT.
WE DID NOT HAVE THE ROBUST NETWORK OF REFERRALS THAT WE BUILT UP OVER THAT TIME. OVER THE TIME WE ESSENTIALLY BUILT OUT DIFFERENT LAYERS OF SUPPORT SUCH THAT WE ARE IN A POSITION WITH WHAT WERE ABLE TO DO AND WHERE OUR INTEREST IS IS TO GO INTO GREATER DEPTH IN THOSE AREAS THAT ARE POLICE PARTNERS ARE UNIQUELY EQUIPPED TO DO IN THE THINGS THAT WERE UNABLE TO DO AND WHERE AS THERE IS A VALUE COMPOSITION THAT THEY CAN UNIQUELY PROVIDE US WITHIN THE SCHOOL COMMUNITY.
>> SIMILARLY OUR TRADITIONAL MODEL WHERE WE HAD SROS THAT OFFICER HAS BEEN ASSIGNED TO A SINGULAR SCHOOL.
THAT HAS MEANT THAT WE HAVE SCHOOLS THAT DID NOT HAVE AN SRO OR THE POLICE OFFICER ASSIGNED TO THEM.
ALSO MET WHEN WE EXPERIENCE STAFFING SHORTAGES THAT THE MODEL ESSENTIALLY OR THE SCHOOL DID NOT HAVE SOME SORT OF
[00:45:01]
COVERAGE. IN RECOGNIZING WHEN YOU LOOK AT SOME OF THE DATA THAT THE POLICE AGENCIES ARE REPORTING BACK, THERE ARE NEEDS THAT EXIST AT ALL OF OUR SCHOOLS THAT THEY ARE RESPONDING TO. REALLY THERE IS AN INTEREST IN ESTABLISHING A COMMUNITY MODEL SUCH THAT WE HAVE OFFICERS WHO ARE ABLE TO BE CONNECTED AND HAVE RELATIONSHIPS, PARTICULARLY WITH EACH OF OUR SCHOOLS AND EACH ONE THAT THERE ASSIGNED AND ALLOWS FOR A MORE ROBUST OR FLEXIBLE STAFFING MODEL.IT ENSURES WHERE THERE'S A VARIETY OF NEED THAT THOSE RESOURCES ARE CONNECTED TO WHERE THE NEEDS ARE INSTEAD OF NECESSARILY BEING CONCENTRATED IN ONE AREA.
OVER THE COURSE OF THE PAST COUPLE OF YEARS, SOME OF THE THINGS WE HAVE BEEN DOING, WE'VE BEEN REDUCING THE BUDGET FOR REALLOCATING THE BUDGET THAT HAS BEEN HELD FOR OUR AGREEMENTS WITH POLICE AGENCIES. LAST YEAR WE REDUCED OR REALLOCATED $462,000 FROM THIS BUDGET AND THIS YEAR REALLOCATING 413,000, THE MAJORITY IS MOVING TO SUPPORT AND MAINTAIN OUR BEHAVIORAL HEALTH SERVICES AT THE MIDDLE SCHOOL AND THE CHOICE HIGH SCHOOLS SO WE WERE ABLE TO EXPAND THE OFFERINGS AT THE SCHOOLS DUE TO ONE-TIME GRANT FUNDING AND WHEN THE EXPIRED WE NEEDED TO IDENTIFY SOME ADDITIONAL FUNDS AND WHAT WE LOOKED AT, THESE WERE THE POLICE AGENCIES THAT WERE NOT ABLE TO FILL THE POSITIONS THAT WE WERE CURRENTLY FUNDING SO THERE WAS EXCESS CAPACITY IN THIS BUDGET.
WE REALLOCATED THE FUNDS WITHOUT ACTUALLY REDUCING THE NUMBER OF OFFICERS THAT WERE BEING CONTRACTED WITH.
WE HAD HEARD FROM SOME OF HER AGENCIES THAT THEY WERE HAVING SOME CHALLENGES IN DIFFICULTY FILLING SOME OF THEIR POSITIONS WHICH IS WHY WE HAD SOME UNFILLED POSITIONS IN EXCESS CAPACITY. KIND OF A COMBINATION OF LOOKING AT THE CONSTRAINTS AS A DISTRICT THAT WE WERE EXPERIENCING IN HER AGENCIES WERE TELLING US THAT THEY WERE EXPERIENCING AS WELL AS THINKING ABOUT HOW CAN THE MODEL EVOLVE IN THAT CONTEXT, GIVEN THAT WE'VE ALSO BUILT OUT MORE ROBUST LAYERS OF SAFETY AND SECURITY WITHIN OUR SCHOOLS. WE ARE ESTABLISHING OR EVERY YEAR WE ENTER INTO AN AGREEMENT WITH POLICE AGENCIES SO IN THAT AGREEMENT THE PURPOSE STATEMENT SAYS WE ARE ASKING THEM TO PROVIDE EXPERTISE AND GUIDANCE RELATED TO THREAT, SAFETY AND SECURITY IN THE CONTEXT OF OUR LAYERED SAFETY AND SECURITY PROGRAM. AND WE UNFORTUNATELY, OUR SCHOOLS RESPOND TO A LOT OF THREATS.
FORTUNATELY, MOST OF THEM ARE NOT SERIOUS BUT WE TAKE EACH AND EVERY ONE OF THEM SERIOUS AND IN THOSE MOMENTS THOSE ARE TIMES WHERE HAVING A RELATIONSHIP WITH OFFICERS WHO UNDERSTAND WHAT OUR CAPABILITIES ARE, WHAT ARE CONSTRAINTS ARE AND WHAT SOME OF OUR NEEDS ARE AND LIKEWISE TO UNDERSTAND HOW TO WORK WITH THEM AND WHAT ARE THE THINGS THAT WE CAN SUPPORT WITH THEM IN THOSE MOMENTS IS VERY BENEFICIAL. , THAT GETS TO UNDERSTANDING THE RELATIONSHIP OF WATER THE OPERATIONS AND IMPACTS ON HER SERVICE IN RESPONSE. WE HAVE A COMMITMENT TO KEEP STUDENTS OUT OF THE COMMON JUSTICE SYSTEM.
PART OF THAT IS ENSURING THAT OUR POLICE PARTNERS UNDERSTAND WHAT ARE THE THINGS THAT WE CAN DO TO ADDRESS STUDENT BEHAVIORS TO ENGAGE SUPPORTS THAT WITHIN THE SCHOOL SYSTEM TO DO THAT.
THERE ARE ALSO TIMES AND OPPORTUNITIES WHERE OUR COMMUNITY RESOURCE OFFICERS ARE ABLE TO CONNECT FAMILIES TO SUPPORTIVE PROGRAMS. WITHIN ALL OF THE CONSTRAINTS WE ARE EVOLVING TO A NEW MODEL AND THIS IS A MODEL THAT IS NOT NEW FOR THE REDMOND AREA, LAST YEAR REDMOND EXPERIENCE STAFFING CONSTRAINTS THAT WE HAD HISTORICALLY CONTRACTED FOR THREE OFFICERS. ONE TO BE STATIONED AT EACH MIDDLE SCHOOL AND WANT TO BE STATIONED AT THE HIGH SCHOOL AND THEY WERE NOT ABLE TO STAFF IN THAT WAY.
[00:50:02]
WE MOVED TO A MODEL WHERE WE HAD ONE OFFICER ASSIGNED TO THE ENTIRE REGION AND BEGAN TO LOOK AT WHAT MIGHT THAT LOOK LIKE TO SERVE THE COMMUNITY RATHER THAN NECESSARILY SERVE THE SCHOOL.WE REALIZED WITHIN THE REDMOND AREA THAT PROVIDED SOME BENEFITS THAT MET BOTH OF OUR CONSTRAINTS AND ALLOWED US TO PROVIDE SERVICE TO MORE OF OUR SCHOOLS AND IT LED TO A CONVERSATION THAT SAID WHAT ARE THE UNIQUE BENEFITS AND THE UNIQUE THEMES THAT WE NEED TO FOCUS ON IN THIS PARTNERSHIP, I'LL TALK A LITTLE BIT MORE ABOUT ONE OF THOSE THINGS.
SOME ADDITIONAL PROCESSES, ANNUALLY WE UPDATE THE MEMORANDUM OF UNDERSTANDING THAT IS CURRENTLY EACH AGENCY IS REVIEWING THOSE. ONE OF THE THINGS THAT WE HAVE SAT DOWN WITH ALL OF THE AGENCIES TOGETHER AND AGREED WE WILL DEVELOP A STANDARD OPERATING PROCEDURE MANUAL TO PROVIDE CLARIFICATION ON MORE OF THE DAY-TO-DAY EXPECTATION AND WERE LOOKING TO HAVE THAT COMPLETED BY SEPTEMBER 30 AND THAT WILL BE SOMETHING THAT WILL BE PUBLICLY AVAILABLE TO BE REVIEWED CAN INVOLVE AND CONTINUE TO BE ADOPTED.
THE PRIMARY DUTIES OF A RESOURCE OFFICER, I WOULD SAY FIRST AND FOREMOST WITH A KEEN INTEREST IN SUPPORT AND GUIDANCE ON THREATS OF VIOLENCE OF HARM. IN OUR COMMUNITY.
AND SOMETIMES THOSE OCCUR OUTSIDE OF THE SCHOOL ENVIRONMENT BUT THEN COME ONTO THE SCHOOL ENVIRONMENT AND WE HAD INSTANCES OF THAT IN THE LAST YEAR OR TWO WHERE THINGS ARE HAPPENING WITHIN THE COMMUNITY THAT ARE IMPACTING STUDENTS AND THOSE ARE COMING ON CAMPUS AND SOMETIMES ON CAMPUS INNOCENT PERHAPS EVOLVING ELSEWHERE AND THEN WE HAVE ALSO SEEN AN INCREASE IN ONLINE THREATS THAT MAY BE FROM OUR STUDENTS, HOWEVER, THEY MAY NOT BE AND IN THOSE INSTANCES ACTUALLY POLICE HAVE TOOLS IN ABLE TO GET SOME THINGS GOING THAT CAN HELP US DETERMINE THAT IN ORDER TO EVALUATE THE THR THREATS. OBVIOUSLY THEY RESPOND TO 911 CALLS AT SCHOOLS, THIS IS AN INTERESTING THING POLICE WOULD RESPOND TO 911 CALLS AT SCHOOLS WHETHER OR NOT WE HAD AN AGREEMENT WITH THEM. ONE OF THE THINGS THAT WE DISCUSSED IN THE MOMENTS WHAT TYPE OF RELATIONSHIP DO WE WANT TO HAVE WHERE THEY'RE GOING TO HAPPEN THERE IS GOING TO BE A POLICE RESPONSE AND WE'VE SEEN IN OTHER COMMUNITIES WHERE THERE'S NOT A RELATIONSHIP THAT THERE IS OPPORTUNITIES FOR CONFUSION AND CONFLICT BETWEEN THE ADULTS THAT DOES NOT NECESSARILY RESOLVE WITH THE SITUATION.
SOMETIMES IT HAS NOTHING TO DO WITH STUDENTS IT COULD BE ANOTHER ADULT. IN ONE CASE WHERE ANOTHER ADULT ON CAMPUS THAT IS NOT SUPPOSED TO BE THERE AND THE POLICE OFFICER IN THE PRINCIPAL ARE NOT SPEAKING THE SAME LANGUAGE, THEY DON'T EVEN UNDERSTAND WHAT PORTABLES MEANT.
THINGS LIKE THOSE ARE NOT THE TIMES WERE YOU NECESSARILY WANT TO BE TRAINED TO EXPLAIN HOW TO NAVIGATE A SCHOOL CAMPUS OR SCHOOL COMMUNITY. SO HAVING THE RELATIONSHIP IN THE RESOURCE OFFICERS RECEIVE ADDITIONAL TRAINING IN THE STATE, THERE IS A REQUIREMENT THAT THEY RECEIVE ADDITIONAL TRAINING IN THE LONG LIST OF THINGS TO ENTER INTO POLICY THAT REQUIRES THAT, THINGS AROUND CIVIL LIBERTIES AND HOW TO ENGAGE WITH YOUTH AND UNDERSTANDING THE SCHOOL SYSTEM SO THESE ARE OFFICERS THAT HAVE EXPRESSED AN INTEREST IN WORKING WITH YOUTH AND HAVE GONE TO ADDITIONAL TRAINING THAT GOES ABOVE AND BEYOND WHAT THE STANDARD OFFICER WOULD ENGAGE IN, I MENTIONED EARLIER, WE USE A MULTIDISCIPLINARY THREAT ASSESSMENT PROTOCOL, WHEN THERE IS CONCERNS ABOUT A STUDENT, HISTORICALLY THE STUDENT WOULD'VE HAD TO DO SOMETHING THAT PROMPTED A DISCIPLINARY RESPONSE.
SO THEY WOULD'VE HAD TO DO SOMETHING THAT RAISED ENOUGH CONCERN AND WAS ACTUALLY AN ACTION, DISCIPLINARY RESPONSE TO BE REMOVED FROM SCHOOL, THAT IS HOW WE HISTORICALLY RESPONDED TO KIDS THAT WE THOUGHT WERE A THREAT.
THAT IS NOT REALLY ACTUALLY DO ANYTHING TO NECESSARILY MAKE US SAFER BECAUSE WE ARE NOT REALLY LOOKING AT WHAT ARE THE SUPPORTS AND WHAT ARE THE UNDERLYING CONDITIONS, SOMETIMES THERE ARE KIDS THAT MAY BE ENGAGED IN BEHAVIOR THAT SHOULD BE
[00:55:03]
CONCERNING BUT IS NOT DISCIPLINARY IN NATURE.MULTIDISCIPLINARY THREAT ASSESSMENT PROTOCOL.
WHEN THERE IS A STUDENT THAT'S IDENTIFIED THAT MAY BE ENGAGING IN BEHAVIOR IN WRITING SOMETHING OF CONCERN, YOU GET A TEAM A HEALTH SPECIALIST OR PART OF THAT TEAM IN THE COMMUNITY RESOURCE OFFICER FOR THE SCHOOL COUNSELOR IS PART OF THAT TEAM, THE SCHOOL ADMINISTRATOR, PEOPLE THAT MIGHT HAVE DIFFERENT PERSPECTIVES AS WELL AS GETTING TO KNOW THE STUDENTS AND THEY'RE LOOKING AT TRYING TO EVALUATE WHETHER OR NOT THE STUDENT POSES A THREAT BUT THEY'RE ALSO LOOKING AT WHAT ARE SOME OF THE ENVIRONMENTAL CONDITIONS THAT WE MIGHT BE ABLE TO CHANGE TO PROVIDE TO THE STUDENTS. , THE OFFICERS PROVIDE A PERSPECTIVE ON THAT AND IT IS ONE PERSPECTIVE AMONGST MANY, THAT IS PART OF THE ROLE OF THE COMMUNITY RESOURCE OFFICER.
CONDUCTING SAFETY AND SECURITY ASSESSMENTS AND SCHEDULING TH THOSE, THAT IS SOMETHING OF A KEEN INTEREST IN ASSURING THOSE ARE HAPPENING AND WERE DOING A WALK-THROUGH WITH A RESOURCE OFFICER AT THE SCHOOL I WAS AT IN THE OFFICER NOTICED THAT SOME OF THE VEGETATION NEAR THE BUILDING HAD GROWN UP IN A WAY THAT MADE EMERGENCY RESPONSE TO THE SCHOOL MORE CHALLENGING THAN IT NEEDED TO BE. THAT'S NOT SOMETHING AS AN EDUCATOR THAT I WOULD'VE RECOGNIZED AND I APPRECIATE THAT WE WERE ABLE TO GET THAT RESOLVED RIGHT AWAY.
WE ARE EXPECTING THAT A RESOURCE OFFICERS ARE GOING TO THE SCHOOLS AND DOING WALK-THROUGHS AND HELPING THE SCHOOL ADMINISTRATOR THINK ABOUT AN EVENT OF AN EMERGENCY WHAT ARE THE THINGS THAT THEY NEED TO BE AND ARE THERE POTENTIAL VULNERABILITIES AND HOW WOULD THAT EMERGENCY RESPONSE LOOK LIKE AT THE SCHOOL, THAT TEAM HAS AN UNDERSTATED OF THAT.
THERE ARE TIMES IN WHICH THERE ARE FORMAL ACTIONS THAT ARE TAKEN SUCH AS TRUANCY OR NO TRESPASSER CHILD WELFARE.
AGAIN HAVING OFFICERS WHO HAVE A HIGHER LEVEL OF TRAINING AND WORKING WITH THE YOUTH AND HOPEFULLY MAKES HIS INTERACTIONS WERE POSITIVE THAN WHAT THEY WERE ESSENTIALLY SERVED BY THE OFFICER THAT DID NOT HAVE CONTROL.
WE'VE ALSO BEEN TALKING A LOT ABOUT TRAFFIC AND AUTO COLLISIONS ON OUR CAMPUS IN OUR HIGH SCHOOLS IN YOUNG DRIVERS AND THEY'RE ALL COMING IN OR GOING OUT AT THE SAME TIME, THAT'S A VERY STRESSFUL TIME, GET IN AND GET OUT.
THAT'S WOMAN HAVE A LOT OF PEDESTRIANS AND BICYCLISTS, WE BELIEVE THAT WE TRY TO DESIGN OUR SCHOOLS IN A WAY TO MITIGATE AND THINK ABOUT THOSE TO HAVE SOMEBODY WHO HAS EXPERIENCE IN A PERSPECTIVE TO GO OUT AND LOOK AT THE AND WE HAVE SOMETHING THEY WERE ASKING EACH OFFICER WITH THEIR SCHOOLS AND IF THERE ARE THINGS THAT WE CAN MITIGATE AND WERE ABLE TO MITIGATE AND REDUCE OUR RISK IN SOME INSTANCES AT A MINIMUM PERHAPS SPEED THE FLOW OF TRAFFIC OVER NEIGHBORING COMMUNITIES.
UNFORTUNATELY EVERY SO OFTEN ARE BUILDING A MINISTER'S MIGHT HAVE TO CONFISCATE SOMETHING FROM THE STUDENT THAT THEY'RE NOT LEGALLY IN POSSESSION OF WE DON'T WANT ADMINISTRATORS TO HAVE THOSE EITHER. WE DID NOT WANT AND A MINISTRY TO HAVE THOSE THINGS ANY LONGER THAN NECESSARY.
SO THE COMMUNITY RESOURCE OFFICER WITH A CONDUIT TO BE ABLE TO TAKE THOSE ITEMS AND HAVING A DISPLEASURE, EDUCATIONAL SUPPORT WHEN REQUESTED IS CONTINUE TO BE AN OPTION AND WE EXPECT THEM TO COMPLY WITH ALL THE SAME DISTRICT POLICIES AND PROCEDURES THAT APPLY TO HERSELF.
SO WERE KIND OF THINKING WHAT IS A TYPICAL DAY LOOK LIKE IN THE TEAM CAME UP WITH WHAT ARE THE SPECIFIC THINGS THAT WE WOULD BE POINTED TO IN THIS MODEL. ONE OF THE EXPECTATIONS THAT WE HAVE FOR THE COMMUNITY RESOURCE OFFICERS IS BY THE FIRST MONTH AND EVERY MONTH AFTER WERE EXPECTING THEM TO CHECK IN WITH EVERY SCHOOL THERE ASSIGNED TO AND TO BUILD RELATIONSHIPS WITH THE SCHOOL ADMINISTRATION TEAM SO THEY KNOW WHAT TO EXPECT OF EACH OTHER, WHEN WE RESPOND TO A THREAT, I KNOW A LOT OF THOSE CONVERSATIONS OVER THE PAST DECADE THAT'S NOT THE EASIEST TIME TO FORM A RELATIONSHIP OR TRY TO FIGURE OUT YOUR STATUS OR WHAT CAN I DO WHAT CAN YOU DO WEAR THOSE BARRIERS AND
[01:00:04]
BOUNDARIES SO WE WOULD RATHER HAVE THEM ENGAGE IN THOSE CONVERSATIONS AND RELATIONSHIPS IN ADVANCE BECAUSE WE DON'T KNOW WHICH SCHOOL THAT THEY RESPONDED TO., AT THE ELEMENTARY BICYCLE AND PEDESTRIAN SAFETY AND THAT OCCURS IN SEPTEMBER, THE SECONDARY LEVEL WE WOULD MORE LIKELY CONFISCATE IT. FAMILIA INTO THE PROTOCOLS HOW DOES THAT WORK, WE WANT THEM TO IDENTIFY TRAFFIC CONCERNS WHEN ON ANNUAL BASIS SAFETY SECURITY BY THE SPRING THEY WILL HAVE DONE THAT AND THAT PROCESS WILL BE REDONE ON ANNUAL BASIS.
WHAT THIS LOOKS LIKE IN TERMS OF STAFFING, THERE WILL BE ONE COMMUNITY RESOURCE OFFICER FOR EACH HIGH SCHOOL FEEDER PATTERN AND EACH OF OUR MIDDLE SCHOOLS AND CHOICE SECONDARY HAS A SCHOOL SAFETY AND PREVENTION SPECIALIST IN THE COMPREHENSIVE HIGH SCHOOLS THAT WE HAVE TO OVER THE PAST COUPLE OF YEARS THAT GROUP WE HAVE SHEILA CAMPELL WHO HAS BEEN PROVIDING THEM WITH MULTIPLE TIMES A YEAR WITH OPPORTUNITIES AND THOSE ARE SCHOOL EMPLOYEES WHO ARE BUILDING RELATIONSHIPS WERE WALKING THE HALLS AND ENSURE THAT WE HAVE SUPERVISION AND THERE ALSO CROSS TRAIN SO IF THERE ARE NEEDS TO OTHER SCHOOLS THERE ABLE TO PROVIDE THAT TYPE OF SUPPORT ACROSS THE SCHOOLS.
THEN I MENTIONED, WE HAVE AN INTEREST IN EXPECTATION THAT WE ARE ENGAGING WITH OUR COMMUNITY ON ANNUAL BASIS, AS WE LOOKED AT THAT ONE OF THE THINGS I ASKED THE RISK AND SAFETY SERVICES DEPARTMENT TO BE THINKING ABOUT HOW DO WE DESIGN A PROCESS IN SUCH A WAY THAT IS GOING TO BE ABLE TO ENGAGE MEANINGFULLY, PARTICULARLY WITH STUDENTS AND WITH FAMILIES THAT WE MAY NOT CATCH FROM ONE TRADITION ON. SO MANY BOARD MEMBERS MAY REMEMBER FROM THESE, THE DIRECTOR OF EQUITY FOR THEM AND WE ACTUALLY PARTNERING WITH HER AND HER DEPARTMENT AND WORKED ON BUILDING A PROCESS DESIGNED TO TRY TO ENGAGE MORE PEOPLE PARTICULARLY FROM COMMUNITIES THAT WE TRADITIONALLY HEAR FROM AND WHAT THEY LANDED ON WAS ESSENTIALLY A THREE-TIERED MODEL THAT IS SELF-SELECTED SO THE COMMUNITY CONNECTOR MODEL ONE OF THE HIGHEST LEVELS, NOT JUST SIMILAR TO WHAT WERE DOING WITH THE EQUITY DEPARTMENT WITH THE COMMUNITY LIAISONS WHERE WE ESSENTIALLY HAVE PEOPLE WHO SAY AYE WANT TO BE A PART OF THIS PROCESS AND I COULDN'T HELP BE A CONDUIT TO THE COMMUNITY AND BRING BACK THEIR VOICE TO THIS CONVERSATION.
TIER TWO IS MORE CONSULTATIVE, WE THINK ABOUT YOU HAVE SOMETHING TO SAY AND YOU WANT YOUR VOICE TO BE HEARD BUT YOU MAY NOT HAVE THE TIME OR THE INTEREST NECESSARY TO BE AN ONGOING CONVERSATION SO PEOPLE HAVE THE OPPORTUNITY TO IDENTIFY AND SAY THIS COULD BE A SMALL FOCUS GROUP OR I WANT TO HEAR SURVEY FOR ALEXIS EXAM FOR AN INTERVIEW IN TIER THREE I WANT TO BE IN THE LOOP OF WHAT'S GOING ON AND MAYBE I'LL ENGAGE IN A DIFFERENT WAY BUT I'M INTERESTED IN THIS.
THE DEPARTMENT HAS PEOPLE OVER THE PAST YEAR HAS BEEN COMMUNICATING AND A LOT OF TIMES WE COME TO THE BOARD AND THEY HAVE BEEN BUILDING AND EXPRESSING INTEREST IN THEY REACHED OUT TO EVERYBODY ON THEIR INITIAL MAILING LIST INDICATING AND ASKING IF THEY WOULD LIKE TO PARTICIPATE AND WE ALSO LAUNCHED A WEBSITE WITH MORE INFORMATION ABOUT THIS AND WE WILL BE PUSHING ON DISTRICT MEDICATION AROUND THIS OPPORTUNITY, THIS WILL BE AN ANNUAL CONVERSATION BECAUSE AS I TALKED ABOUT ASTHMA LAYERS INVOLVED IN THE CONTEXT INVOLVES IN THE SINGULAR POINT IN TIME WHEN WERE HAVING A CONVERSATION AROUND SCHOOL SAFETY AND REDONE AND MOVED ON IN A FEW YEARS
[01:05:04]
LATER WE COME BACK IN THE IDEA THAT THIS WILL BE PART OF AN ANNUAL WAVE OF WHICH WE DO THINGS AND I IMAGINE FOR THE FIRST YEAR THERE WILL BE A LOT OF INFORMATION GATHERING YOU AND HEARING STORIES AND THAT MIGHT LEAD TO AREAS THAT THEY SAY LET'S GO DEEPER IN THIS AREA TO FOCUS THE CONVERSATION FOR THE SUBSEQUENT YEAR FOR THE FUTURE. , HERE SPECIFICALLY, THE TIME FRAMES AND LIMITATIONS HAVE GONE OUT, COMMUNICATIONS, DISTRICT NEWSLETTERS SCHEDULED FOR THE NEXT WEEK, THE WEBSITE IS LIVE ALSO YOU A SCREENSHOT OF THAT. THE TIER ONE FIRST MEETING IS OCTOBER 18. AND WE'RE BRINGING AN OUTSIDE FACILITATOR TO HELP HER THAT IN ONE OF THE THINGS WE WANT TO BUILD HER TEAM'S CAPACITY TO FACILITATE AND ENGAGE WITH OUR COMMUNITY IN DIFFERENT WAYS AND THAT WILL PUSH US AND CHALLENGE US SO WERE EXCITED ABOUT THAT. THEY ARE LOOKING TO WRAP UP THE ANNUAL CYCLE IN APRIL BUT THEN WE WILL CONTINUE ON ANNUAL BASIS. HERE IS, THE COMMUNITY RESOURCE OFFICER PAGE, IF YOU GO INTO PROGRAMS, IT'S ON A WEBPAGE, PROGRAMS AND SERVICES UNDER SCHOOL SAFETY.THANK YOU. WAS ANYBODY WRITING A QUESTION.
>> DIRECTOR LALIBERTE. >> I CAN'T TELL FROM THE PRESENTATION SO I ASKED THE QUESTION.
IS REENTERING INTO THE SAME MOU WITH EACH JURISDICTION IN THE
SAME CONTRACT. >> THAT'S A REALLY GOOD QUESTION AND I DID NOT ANSWER THAT. EACH OF THE ML USE OUR SAME IN TERMS OF THE PRINCIPAL IN EXPECTATION.
, KIRKLAND HAS MORE OFFICERS BECAUSE WE HAVE ESSENTIALLY TWO PATTERNS THERE IN THEIR UNIQUE THEY HAD A PROPOSITION THAT THE COMMUNITY RESOURCE OFFICER NAMEM CONVERSATIONS FROM KIRKLAND AND THE OTHER REDMOND AND KIND OF LIKE THE SOUND OF THAT.
SO WE ALL AGREED THAT WAS A GOOD WAY THE BEST NAME THAT CAPTURED THE MODEL. BUT IN TERMS OF EXPECTATIONS
THERE THE ML USER ALL THE SAME. >> A COUPLE MORE.
>> HE REFERENCES A POLICY CONNECTION AT THE BEGINNING OE 10 COROLLARY TO THAT IS HER EQUITY POLICY HAS SIMILAR LANGUAGE AROUND THE STUDENT EXPERIENCE OF THE DESIRE THAT THAT BE EQUITABLE ACROSS THE DISTRICT.
I WILL ADD A QUESTION AT THE END OF THAT.
WILL THE STUDENT EXPERIENCE BE THE SAME, WITH THE STUDENT EXPERIENCE BE THE SAME ACROSS THE DISTRICT REGARDLESS OF WHAT JURISDICTION AND MUNICIPALITY THAT THE SCHOOL CITED?
>> IF NOT HOW WILL IT BE DIFFERENT?
>> THANK YOU FOR THE SECOND QUESTION.
IT WILL NOT NECESSARILY BE DIFFERENT BY DESIGN, ESSENTIALLY IF WE LOOK AT WHAT ARE THE THINGS THAT WE WANT TO MAKE SURE THAT WE DO WITH THE CONCEPT OF THE PARTNERSHIP IT IS VERY SIMILAR. THREAT ASSESSMENT, ONE THING WE ASCERTAIN, I WANT US TO SPEND MORE TIME DOING TABLETOP EXERCISES WITH THE RESOURCE OFFICER BECAUSE WHILE I BELIEVE WE GENERALLY DO A GOOD JOB OF RESPONDING WHEN THERE ARE THREATS, THERE'S ALWAYS OPPORTUNITIES FOR CONTINUOUS IMPROVEMENT AND THOSE ARE TENSE MOMENTS AND THOSE ARE MOMENTS I WOULD LIKE TO SEE US WITH THE BUILDING OF MINISTRIES AND DISTRICT LEADERS THAT ENGAGE IN THE MOMENTS AND SPEND MORE TIME TRAINING AND PREPARING AND THINKING ABOUT TRAFFIC, THOSE THINGS SHOULD BE CONSISTENT. WHEN WE TALK ABOUT WHAT THAT STUDENT EXPERIENCES IN TERMS OF THE INTERACTION, ONE OF THE THINGS WERE ASKING FOR, WE TALKED WITH HER POLICE AGENCY AND POLICE CHIEF, THERE'S A KING INTEREST AND WILL TALK ABOUT ALL TO DEVELOP A GOOD RELATIONSHIP WITH YOUNG PEOPLE.
ONE OF THE WAYS IN WHICH TO BUILD RELATIONSHIPS IS HOW YOU SHOW UP IN THE MOMENT. THOSE WILL BE CONVERSATIONS THAT
[01:10:05]
WE HAVE SO IT'S NOT NECESSARILY LEADING FIRST AND FOREMOST WITH BUILDING RELATIONSHIPS IS WHEN YOU'RE IN THE MOMENTS WITH STUDENTS AND YOU NEED TO INTERACT WITH STUDENTS AND HOW WE SHOW UP AND HAVE GOOD RELATIONSHIPS THERE.SO, I THINK WE ALSO HEARD FROM SOME OF HER STUDENTS WHO HAVE SAID I DON'T NEED TO INTERACT WITH AN OFFICER THAT I DON'T NECESSARILY WANT TO INTERACT WITH THE OFFICER REMOVING THE SHIFT TO SAY INSTEAD OF ABROAD YOUR EVERYTHING TO EVERYBODY AND IT'S REALLY LIKE WHAT ARE THE OPPORTUNITIES WHERE WE NEED TO ENGAGE WELL AND WHEN YOU'RE ENGAGING WITH STUDENTS TRYING TO MAKE SURE THOSE ARE AS POSITIVE AS POSSIBLE AND NOW I FEEL LIKE
I'M RAMBLING. >> CAN I ASSESS DIFFERENTLY.
I APPRECIATE DEPENDING ON THE PEOPLE IN OUR BUILDING, THERE MAY BE DIFFERENT EXPENSES FOR STUDENTS, IN TERMS OF THE PROBLEMATIC CONTROL THAT WE HAVE AS A DISTRICT IN THE MOU USE AS WE ENTER INTO AND AS WE IMPLEMENT THOSE, EXPECTATION PROBLEMATICALLY THAT THERE WILL BE A CONSISTENT PROGRAM ACROSS THE DISTRICT WITH THE MOU'S THAT WE ARE ENTERING INTO?
>> YES. >> AND THIS REPRESENTS, ON ONE HAND YOU CAN SAY THIS DOES NOT REPRESENT A SIGNIFICANT CHANGE, WE ARE ACTUALLY NOT CHANGING THE NUMBER OF OFFICERS THAT WE ARE CONTRACTING WITH. ON THE OTHER HAND YOU COULD SAY THIS DOES REPRESENT A SIGNIFICANT CHANGE BECAUSE WHAT WE ARE LEADING WITH IS WHAT ARE THE THINGS WE WERE MOST LIKELY TO HAVE THE MOST SIGNIFICANT WERE FREQUENT SOURCE OF INTERACTION AND LET'S FOCUS ON POWER TRAINING AND PREPARING AND LEVERAGING THE EXPERTISE THAT THOSE OFFICERS BRING SUCH THAT THEY REALLY CONTRIBUTE TO THE BROADER LAYER OF SAFETY AND SECURITY. IT IS HOW WE ARE LEADING INSTEAD OF SAYING BECAUSE WE MADE AN INVESTMENT AS A RESOURCE OFFICER, THAT'S IT LOOKS GOOD TO THESE OTHER THINGS, THERE'S ACTUALLY A UNIQUE VALUE PROPOSITION THAT THE OFFICERS BRING IN THE CONTEXT OF EVERYTHING ELSE THAT WE DO.
HOW DO WE LEVERAGE THAT IN A WAY THAT RECOGNIZES THOSE THINGS THAT ONLY THEY WERE UNIQUELY ABLE TO DO AND RECOGNIZES WHEN WE'RE ENGAGING WHERE THE FAMILIES ARE ENGAGING OR WHETHER STUDENTS ENGAGING THOSE ARE OFTEN HIGH IN MOMENTS AND SO THAT'S WHAT WE GOTTA MAKE SURE THOSE THINGS WE ARE WELL
>> DOCTOR HOLMEN. >> CAN I ADD TO IT.
>> THE PURPOSE OF HAVING CONSISTENT AND WILL USE ACROSS AGENCIES, FOR AGENCIES IS TO WORK TOWARDS A CONSISTENT PROGRAM OF IMPLEMENTATION AND HOW DO YOU REACH CONSISTENCY DAY ONE IS INCONSISTENT IT'S OVER TIME THAT YOU REACH CONSISTENCY.
THERE ARE SPECIFIC EDGE MARKS IN EXPECTATION AND TIMELINE ASSOCIATED WITH SOME OF THE ACTIONS THAT IS HOW YOU START TO ESTABLISH CONSISTENCY. SUCH A SEPTEMBER 30 TO CHECK IN WITH ALL SCHOOLS AND DO XYZ AND BY THE TIME IN SPRING YOU'LL DO A SCHOOL WALK THERE. SO THOSE EXPECTATIONS WHICH WERE MUTUALLY AGREED TO WITH THE POLICE AGENCIES ENTERTAIN THAT ALLOWS US TO HAVE TANGIBLE CHECKPOINTS SO WE CAN MONITOR CONSISTENCY. AS YOU HAVE SAID THERE WILL BE NUANCE DEPENDING ON WHAT IS HAPPENING IN ANY LEARNING COMMUNITY IN ANY SPECIFIC SCHOOL.
BUT SOME OF THE WAYS THAT YOU REACH CONSISTENCY BY HAVING AGREED-UPON EXPECTATION SO YOU ACTUALLY HAVE SOMETHING TO BENCHMARK AGAINST AS OPPOSED TO IN THE PAST IT WAS REALLY UP FOR INTERPRETATION BETWEEN THE SCHOOL RESOURCE OFFICER IN THE BUILDING A ADMINISTRATION AND THAT'S WHERE THE DIFFERENCE IN
THE PROGRAM WAS. >> BEFORE YOU CONTINUE I WOULD LIKE TO ADD A QUESTION THAT MIGHT CLARIFY A LITTLE BIT, AND THE SLIDE WHERE YOU REFER TO THE MOU'S IT REFERENCES A NEW STANDARD OPERATING PROCEDURE MANUAL, I FORGET WHAT SLIDE NUMBER. SO MY QUESTION IN RELATION TO THAT, THE OWNERSHIP OF THAT MANUAL, IS THAT DICTATED WERE
[01:15:04]
WRITTEN BY THE SCHOOL DISTRICT INTERLOCAL LAW ENFORCEMENT IS AGREEING TO FOLLOW THE STANDARD OPERATING PROCEDURE? AND THEN FOLLOW-UP? WHAT HAPPENS WHEN THERE IS A DISAGREEMENT ABOUT WHETHER OR NOT STANDARD OPERATING PROCEDUREWAS FOLLOWED? >> SO YES THE STANDARD OPERATING PROCEDURE IS SIMILAR TO THE MOU IS SOMETHING THAT WE JOINTLY AGREE UPON AS WHAT ARE THE EXPECTATIONS ANSWERING PRACTICES ARE CARRIED OUT. SO WHEN WE HAVE A DISAGREEMENT LET'S SAY AN OFFICER ENGAGED IN PRACTICE ALSO STATED OPERATING PROTOCOL, WE HAVE HAD THE PRACTICE AND IT'S ACTUALLY WRITTEN INTO THE MOU'S HOW DO WE ESCALATE THE CONCERNS WITH THE AGENCY THAT WERE CONTRACTING WITH TO ADDRESS THOSE CONCERNS WITH THE OFFICER AND IN SOME INSTANCES WITH REPLACING AN OFFICER IF THAT'S PROBLEMATIC WHICH HAS OCCURRED IN THE PAST THAT WAS PART OF THE SITUATION WERE THAT IT HAPPENED AND WE NEEDED THAT TO HAPPEN, WE ACTUALLY HAVE THAT BUILT INTO THE MOU OF HOW WE ESCALATE THOSE CONCERNS.
WERE ALSO WORKING TO REFINE THE PUBLIC COMPLAINT PROTOCOL AND HOW DO WE ESCALATE WHEN THERE IS CONCERNS FROM THE COMMUNITY MEMBER AND ENGAGEMENT WITH AN OFFICER.
WE WENT TO THE PROTOCOL OF THIS YEAR AND LEARNED THINGS THROUGH THE PROCESS AND HOW WE CAN ADVISOR PROCESS.
>> DIRECTOR STUART. >> YOU MENTIONED KIRKLAND, HE MENTIONED REDMAN BUT I HAVE NOT HEARD THE WORDS BE MENTIONED, I RECENTLY HAD CALLS FROM VARIOUS COUNCIL MEMBERS SAYING WHAT YOU DOING WITH THE RESOURCE OFFICERS, WE HAVE A CONTRACT WITH YOU AND WE EXPECT TO HAVE RESOURCE OFFICERS, WHAT IS THE DISCUSSION WITH THEM AT THIS POINT.
>> SAMMAMISH, WERE CONTINUING TO CONTRACT WITH SAMMAMISH, THEY HAVE A MOU AND PROVIDED ONE OFFICER THIS PAST YEAR, AS FAR AS WE'RE CONCERNED THAT CONTINUES TO BE THE PLAN.
>> I WANTED TO ASK TO MAKE SURE. ALSO WE HAVE AT LEAST THREE IF NOT FOR SCHOOLS UNFAMILIAR WITH AND THERE MAY BE MORE IN THE AREA THREE UNINCORPORATED IN THE SHARES TO PERMIT, I ASKED LAST YEAR THEY CUTBACK THEIR COMMITMENT BECAUSE THEY DID NOT HAVE THE STAFFING. I COULD BE WRONG, TELL ME IF I AM. BUT THOSE AREAS SUCH AS EVERGREEN AND DICKINSON, STEM, THANK YOU THEY FALL OUTSIDE OF THOSE AREAS AND THEY ARE AS QUICK FOR RESPONSIVE AREA IF YOU WILL BECAUSE OF DONNA'S CLOSE HOW DO WE PROPOSE THAT WE
SERVICE THEM. >> THAT'S A GREAT QUESTION AND KING COUNTY HAS NOT PROVIDED US WITH A RESOURCE OFFICER FOR SEVERAL YEARS. SHE LET YOU REMEMBER HOW MANY YEARS? A YEAR END A HALF SO THE SHERIFF'S OFFICE HAS NOT PROVIDED US WITH AN OFFICER FOR A YEAR END A HALF, WE HAVE ENGAGED WITH SAMMAMISH IN CONVERSATIONS AROUND BEING ABLE TO PROVIDE SUPPORT TO THOSE AREAS BECAUSE THEY ARE TECHNICALLY PART OF THE SHERIFF'S IN THOSE CONVERSATIONS ARE CONTINUING WE HAVE A KEEN INTEREST IN BOTH ENSURING THAT WE HAVE APPROPRIATE RESPONSE TO THE SCHOOLS AND WHEN THERE IS THE NEED FOR THE RESPONSE, AGAIN THE RELATIONSHIP AND UNDERSTANDING THAT THE RESPONDING OFFICER ALSO UNDERSTANDS SCHOOLS AND STUDENTS, THAT IS STILL IN DEVELOPMENT I'M NOT ABLE TO SPEAK MUCH MORE TO THAT BUT THOSE ARE CONVERSATIONS THAT WE ENGAGE WITH SAMMAMISH TO SEE IF THERE'S AN INTEREST IN HELPING
PROVIDE THE SUPPORT. >> WE TALKED ABOUT THE RELATIONSHIPS BETWEEN THE COMMUNITY RESOURCE OFFICER, WITH VARIOUS COMMUNITIES. BUT THE ONES WHO ARE ASSIGNED TO
[01:20:04]
DUTY, I GUESS THE WORD SPECIALLY TRAINED COMES TO MIND WHEN IT COMES TO INTERVENTION WITH NON- OR LOW VERBAL STUDENTS WHO WERE DEVELOPMENT LEAD DISABLED AREA OR FOR THAT MATTER JEFF AND DON'T COMMUNICATE? ARE THOSE OFFICERS GOING TO BE ABLE TO BE FIRST AND HOW YOU WORK WITH NONVERBAL.ESPECIALLY DEVELOPMENTALLY DISABLED CHILD?
>> DIRECTOR, I'M GLAD YOU ASKED THAT QUESTION, THINKING BACK I WAS PART OF THE KIRKLAND TASK FORCE WHEN THEY LOOKED AT THIS AND THAT AND THAT DEFINITELY CAME UP KNOWING THAT WE HAVE STUDENTS WHO ARE NONVERBAL AND MAY RESPOND IN A WAY THAT IS UNEXPECTED. IF YOU DON'T UNDERSTAND THAT STUDENT. AGAIN, THE RESOURCE OFFICERS RECEIVE, WILL HAVE TO FOLLOW-UP WITH WHAT THE TRAINING PROGRAM ACTUALLY IS. IT'S AN EXTENSIVE TRAINING PROGRAM AND THAT'S ONE OF THE THINGS THAT BY CONNECTING, HAVING OFFICER BE MORE INTENTIONAL AROUND HER SCHOOLS AND CONNECTING THE RELATIONSHIP WITH THE ADMINISTRATORS THEY CAN ALSO IDENTIFY AND THINK ABOUT ARE THERE ANY PARTICULAR SITUATION, WE HAVE SOME STUDENTS WHO LIKE TO ELOPE AND IN FACT A FEW YEARS AGO I WAS INVOLVED I WAS AT REDMAN HIGH SCHOOL AND WE HAD A STUDENT ELOPE WHO HAD SPECIAL NEEDS AND ONE OF US WERE OUT LOOKING WITH THIS YOUNG MAN. THOSE WOULD BE SITUATIONS WHERE IT'S LIKE THAT WOULD BE PART OF THE INTRODUCTORY CONVERSATION.
IT MAY OR MAY NOT ASSESS IT TO IN THE INTRODUCTION BUT AT LEAST FOR THE OFFICER AND UNDERSTANDING IF THIS IS WE WANT TO MAKE SURE WE RESPONDED APPROPRIATELY TO THAT CHILD'S NEEDS. AGAIN THAT'S PART OF THE CONVERSATION THAT WE HAVE INSTANCES THAT THAT CAN OCCUR.
>> NOT ABLE TO UNDERSTAND THAT THERE ARE STUDENTS OF THE CAPACITY OR LACK OF CAPACITY IF YOU WILL BUT ALSO PERHAPS FAMILIARIZING THE STUDENTS WITH OFFICER SO-AND-SO WITH CHECK INS BECAUSE THEY NEED TO KNOW THAT THIS PERSON IS OFTEN TO HELP YOU AND THIS IS A PERSON THAT YOU CAN GO TO IF YOU ELOPE AND DON'T KNOW WHERE YOU ARE. MY SON WAS FAST, QUICK AND COULD DISAPPEAR IN A HEARTBEAT AND THAT'S WHEN YOU KNEW YOU NEEDED SERVICE DOGS TO TRACK HIM, MY POINT, TO MAKE SURE IT'S NOT JUST ONE OR TWO, BUT THERE IS A COMMUNITY OF OFFICERS TO UNDERSTAND THE NEEDS BECAUSE I COULD SEE THAT PETER PROBLEM WHEN ALL OF A SUDDEN JOE IS SICK AND MARY DOESN'T KNOW WHAT'S
GOING ON IN SCHOOL, VICE VERSA. >> I THINK THERE IS A COUPLE OF THINGS ON THE, WE DON'T NECESSARILY WANT TO SPEAK FOR EVERY STUDENT OR EVERY FAMILY AND THINKING ABOUT THAT KIND OF CONNECTION. SO THAT IS WHERE HAVING THIS KIND OF DECISIONS MADE HOPEFULLY IN TERMS THAT THIS MIGHT BE BENEFICIAL FOR THE CHILD TO MEET THE OFFICER OR MAYBE THAT SOMETHING OUT OF INTEREST OR DESIRED AND ONE OF THE THINGS THAT WE HAVE HEARD FROM THE POLICE CHIEF, THEY SEE VALUE IN HAVING THEIR OFFICERS GO THROUGH AND BE A RESOURCE OFFICER BECAUSE OF THE HIGHER LEVEL TRAINING THAT THEY ARE BUILDING WITH THEIR CAPACITY FOR WORKING WITH YOUTH WHICH IS A BIG PART OF THIS COMMUNITY. EVEN IF THEY ARE NO LONGER A RESOURCE OFFICER THEN THEY ESSENTIALLY BUILT UP SKILLS AND HAVE APPRECIATION AND THEY MAY ALSO STILL BE ONCE THE
RESPONDING TO THE SCHOOLS. >> AS I RECALL REDMAN IS NOW CERTIFIED, REDMAN POLICE DEPARTMENT RECEIVED CERTIFICATION WITH DEVELOPING DISABLED AND EMOTIONALLY CHARGED SITUATIONS WITH THE STUDENT OR ANY MEMBERS OF THE PUBLIC AND I DON'T LIKE GOING INTO THAT CERTIFICATION OR NOT.
BUT THAT'S A LEG UP IN REDMAN. >> DIRECTOR GUTHRIE.
>> I WANT TO CLARIFY WITH THE NAME CHANGE THERE IS SPECIFIC STATE LAWS AROUND THE PROGRAM, THIS IS JUST A NAME CHANGE IT IS NOT SAYING IT'S NO LONGER COVERED BY THE STATE LAWS.
>> THAT IS A GREAT QUESTION. AS FAR AS WE UNDERSTAND ALL OF THE SAME STATE REQUIREMENTS APPLY REGARDLESS OF THE NAME CHANGE. WERE EXPECTING A POLICY TO STAY IN COMPLIANCE WITH ALL OF THOSE. THEY ARE STILL INTERACTING AND RESPONDING TO SCHOOLS AND WERE STILL ENGAGING IN CONTRACT WITH
[01:25:03]
THEM. SO WE ARE EXPECTING TO COMPLY THE SAME WAY THAT WE WERE WITH THE PREVIOUS MODEL.>> OKAY, ALSO WE TALKED ABOUT THIS AS A BUDGET ISSUE ON THE DISTRICT SIDE IN THE CITY SIDE TO BE ABLE TO STOP.
IS THIS FUNDAMENTALLY A BUDGET ISSUE WHERE IT'S NO LONGER A PROBLEM TOMORROW WOULD WE WANT TO STAY IN A SIMILAR MODEL AND WILL BE GO BACK TO EIGHT IN KIRKLAND AT ONE POINT?
>> YES. I THINK WHAT WE ARE EXPERIENCING IN ALL OF OUR AGENCIES BECAUSE WE ACTUALLY -- ALL OF OUR AGENCIES ARE TELLING US THAT THERE EXPERIENCING STAFFING CHALLENGES IN THERE EXPERIENCING TWO DIFFERENT DEGREES AND THEY HAVE DIFFERENT SKILL, REDMAN HAS THE LARGEST SCALE.
WE ACTUALLY DIDN'T DO THE BUDGET REALLOCATION UNTIL WE RECOGNIZE THAT WAS EXCESS CAPACITY AND WE WERE HOLDING THE FUNDS IN THAT WE HAD A KEEN INTEREST IN MAKING SURE WE WERE FUNDING.
I WILL SAY THOSE CONVERSATIONS THAT CAUSED US TO THINK ABOUT THE MODEL IN THE CONTEXT OF HER OTHER LAYERS.
SO I THINK WHEN WE THINK ABOUT WHAT IS THE BEST USE OF OUR RESOURCES IN THE MODEL THAT WE HAVE THAT WE BELIEVE THIS MODEL PROVIDES A LOT OF THE SAME BENEFITS.
AND ALSO THE FOCUSES ON WHAT THE VALUE THAT THE OFFICERS BRING.
AND WANTING TO FOCUS AND GO IN THE SCOPE OF THE RESOURCE OFFICERS. THAT SAID AND LAUNCHING BACK TO THE COMMUNITY, GOING TO THE COMMUNITY CONNECTORS, WE ARE AT IN THIS POINT WITH OUR MODEL AND I THINK THAT WE'VE GOT TO CONTINUE TO EVOLVE IN THE MODEL AND WE BELIEVE WERE AT A POINT WERE REALLY ENGAGING WITH THE COMMUNITY INTENTIONALLY AROUND THIS IN HEARING WHAT SHOULD BE THE NEXT REVOLUTION IS THE RIGHT STEP AND NOT NECESSARILY, EITHER TURNING BACK AND WE WILL GO
IMMEDIATELY BACK TO THAT. >> DIRECTOR BLIESNER.
>> I HAVE A QUICK OPERATIONAL QUESTION.
KNOWING REDMAN HIGH SCHOOL HAS SCHOOLS INCORPORATED IN UNINCORPORATED, HOW IS THAT GOING TO WORK?
>> I THINK BECAUSE THOSE ARE KING COUNTY AND THAT IS WHERE, THAT IS IN KING COUNTY, THE KING COUNTY SHERIFF, THAT IS THEIR JURISDICTION AND THAT IS WHERE THE CONVERSATION WITH THIS SHAMASH TO PROVIDE WITH THE SCHOOLS, WOULD BE A FEEDER PATTERN BECAUSE REDMAN IS NOT PROVIDING SERVICE IN UNINCORPORATED KEENE COUNTY AND THOSE ARE STILL CONVERSATIONS
THAT WE ARE WORKING ON. >> SO IN THE WAY OF THE
JURISDICTION OF KING COUNTY. >> THE OTHER PIECES, I APPRECIATE THE WAY THAT YOU LOOKED AT THE PROGRAM IN RELATION TO THE ENTIRE SCHOOL SAFETY PIECE.
THE EDITION OF RESOURCES THAT YOU SHOWED BEING ADDED FOR THE REASON TO LOOK AT WHY DID WE REDO THIS AND THINK ABOUT THAT AGAIN. THAT ALIGNED OF WHAT WE ARE HEARING ABOUT A COMMUNITY IN MANY WAYS AND FITS THE EDITION OF THE COMMUNITY PIECE, I THINK DIRECTOR GUTHRIE BRIGADE UP A BIG POINT SAYING IF YOU HAVE THE MONEY TO HAVE ALL THE POLICE OFFICERS. MY TAKE AFTER HEARING THIS, I DON'T SEE THAT BEING THE REALITY UNLESS FOR SOME REASON THROUGH THE PROCESS OF ANALYSIS THAT THE MODEL WOULD SHIFT BACK THAT WAY AND BENEFIT FROM SCHOOL SAFETY. IS THAT FAIR QUESTIONING.
>> I BELIEVE THAT WOULD BE FAIR, THIS POINT THEY WOULD BE AN INTENTIONAL RESOURCE ALLOCATION. IN THE BOARD UNDERSTANDS THAT WE ARE AT A POINT THAT WE NEED TO LOOK AT REDUCING OUR EXPENDITURES AND GIVEN THAT THERE IS A VARIETY OF STUDENT MEANS PARTICULARLY POST-PANDEMIC THERE IS A LOT OF THINGS THAT PRESENT BEFORE WE WERE THERE WORKING ON STUDENT BEHAVIORAL HEALTH AND TRYING TO RESPOND TO THOSE AS BEST AS POSSIBLE PRE-PANDEMIC AND HAS BEEN EXASPERATED AFTERWARDS THEY WOULD HAVE TO BE A VERY INTENTIONAL DECISION TO INCREASE
[01:30:02]
THE INVESTMENT AND ALSO WITH ANY OF OUR THINGS WHAT IS IT, HOW DOES THIS CONTRIBUTE AND HOW IS IT BEST FIT TOGETHER.THINK ABOUT THIS IN CONVERSATION WITH HER SCHOOL SAFETY PREVENTION SPECIALIST WHAT ARE THE THINGS THAT THEY ARE ABLE TO DO BEING SCHOOL STAFF, WANDERING THE HALLS ALL DAY THERE IS THINGS THAT THEY'RE ABLE TO DO TO PROVIDE SUPPORT IN THE CONTEXT THAT A RESOURCE OFFICER MIGHT NOT IN A RESOURCE OFFICER PROVIDES A VERY UNIQUE VALUE TO US THAT A SAFETY SPECIALIST WERE BUILDING A MINISTRY OR DOESN'T, HOW DOES A WHOLE TEAM PLAY ITS PART AND ARE WE MAKING SURE WERE INVESTING AND ALIGNING THOSE PIECES THAT ARE SCHOOL COMMUNITY CAN BE AS SAFE AS POSSIBLE.
>> I WILL SAY AYE APPRECIATE THE WAY THAT IS LAID OUT THE SHIFTING OF RESOURCES TO MENTAL HEALTH BEING ADDRESSED IN BEHAVIORAL HEALTH ISSUES WITH ALONG THAT LINE THERE IS A LOT OF GOOD THOUGHT PROCESS AND THE COMMUNITY ENGAGEMENT PIECE AS ANOTHER OVERLAY TO THIS. I THINK THAT IS A BIG STRENGTH OF WHAT YOU'VE DONE IN TRYING TO ESTABLISH THE SYSTEM.
THANK YOU. >> MATT DO YOU MIND GOING BACK TO THE LAYER SAFETY AND SECURITY SLIDE? IT'S AT THE VERY BEGINNING, I APOLOGIZE.
I FEEL LIKE WE ARE GOING BACK IN TIME.
>> I THINK IT IS A GOOD QUESTION, WOULD YOU GO BACK TO THE MODEL THAT YOU HAD BEFORE. I WOULD SAY WE HAVE BEEN TALKING ABOUT THE BEST IMPLEMENTATION OF OUR SCHOOL RESOURCE OFFICER PROGRAM SINCE THE DAY MATT STARTED AS DIRECTOR OF STUDENT SERVICES AND HAD NOTHING TO DO WITH ANY ONE INDIVIDUAL OFFICER, IT'S WHAT IS THE BEST WAY TO SUPPORT THE NEEDS OF HER SCHOOLS AND HER STUDENTS AND TO DIRECTOR BLIESNER'S POINT ALL OF THESE ELEMENTS HAVE LED TO WHAT I BELIEVE A MORE ROBUST RESPONSE TO HER STUDENTS AND AS WE THINK ABOUT STUDENTS CONSIDERING SELF-HARM, THE BEST WAY TO RESPOND TO THAT IS THROUGH HAVING A WELL-DOCUMENTED PLAN, HAVING PEOPLE IN PLACE WITH HER SKILL SET AND THE EXPERTISE AND PROFESSIONAL TRAINING IS IN SUPPORTING INDIVIDUALS THAT ARE CONSIDERING SELF-HARM.
FOR ME, THE EVOLUTION AND EVALUATION PROGRAM HAPPENED FOR A NUMBER OF REASONS AND AT TIMES THEY HAPPENED BECAUSE OF RESOURCES. TO ME THIS IS THE NATURAL ITERATION OF THE EVALUATION OF THE PROGRAM AND I THINK THIS IS GOING TO USE HER OFFICER SKILL SETS BETTER IN ALIGNMENT WITH THE TRAINING EXPERTISE BECAUSE HER TO BE ABLE TO PROVIDE SUPPORT TO ALL OF HER SCHOOLS AS OPPOSED TO NEARLY FOCUS ON ONE SCHOOL. SO FOR ME I THINK THIS IS ALIGNING THEIR LAYERED SCHOOL SAFETY MUCH BETTER AS OPPOSED TO THE PRIOR MODEL WHICH WAS THERE BECAUSE IT HAD ALWAYS BEEN LIKE THAT. FOR ME THIS IS THE EVOLUTION OF THE PROGRAM AND I AGREE THE COMMUNITY CONNECTORS PROGRAM
WILL HELP US. >> I'M GOING TO TAKE MY TURN.
ANDREA BRIEFLY REAL BRIEFLY. MY QUESTION IS AROUND THE COMMUNITY CONNECTORS ENGAGEMENT PLAN.
I GUESS IT IS A LITTLE BIT UNCLEAR TO ME WHAT THE GOAL AND THE INTENTION AROUND THE ENGAGEMENT IS.
USUALLY WE TALK ABOUT ENGAGING WITH STAKEHOLDERS THERE IS A PROBLEM THAT WE'RE TRYING TO CHANGE OR SOLVE OR ADDRESS FOR EXAMPLE SCHOOL START TIMES. WE KNEW THE PERIMETERS AROUND IT, WE HAD A POOL AND IT'S HOW DO WE GET THERE AND EMPOWERING THE COMMUNITY TO HELP US FIND THE BEST SOLUTION.
IN THIS CASE IT SEEMS LIKE WE HAVE OUR PLAN FOR THE NEW CRO'S, WE KNOW THAT WE HAVE GOT SOME STRONG OPINIONS AROUND CRO'S IN OUR SCHOOLS. I'M A LITTLE BIT CONFUSED ABOUT WHAT IS THE GOAL AND THE INTENT OF OUR COMMUNITY CONNECTORS POST PLAN AND HOW DO WE UTILIZE THIS, I THINK IT'S A GREAT IDEA TO
[01:35:06]
ENGAGE BUT HOW DO WE THEN COME OUT OF THIS AND NOT HAVE IT BEING EXTRACTED PROCESS FOR THE PEOPLE THAT DID ENGAGE, WE ALREADY KNOW THEY'RE GOING TO HAVE POTENTIALLY VERY DIFFERENT.>> I REALLY APPRECIATE YOU ASKING THAT QUESTION AND TO BE HONEST THERE ARE SOME THINGS I DON'T KNOW ABOUT WHERE THIS IS GOING AND THAT IS BECAUSE YOU MENTIONED SOME OF THE WAYS THAT WE ENGAGED. IF WE ENGAGE IN THIS PROCESS WITH A SINGULAR DECISION POINT IT WILL VERY MUCH FEEL, WE KNOW THIS IS THE SUBJECT MATTER WHICH SOME PEOPLE FEEL VERY STRONGLY ON POLAR ENDS OF THE SPECTRUM, IF WE WERE TO FRAME THIS TO OUR COMMUNITY YES, NO, THAT'S NOT GOING TO NECESSARILY RESOLVE IN MANY WAYS WE WOULD BE LEFT WITHOUT ANY CLEAR DIRECTION AND HOW TO MOVE FORWARD. WE ALSO KNOW AND WE HAVE HEARD FROM SOME OF OUR COMMUNITY MEMBERS WHO HAVE A PERSPECTIVE THAT IS IMPORTANT TO BE SHARED AND LISTENED AND IS NOT NECESSARILY A YES OR NO BUT IT'S ABOUT WHAT IS THE IMPACT OF WHAT ARE THE CONCERNS AND THEIR FEARS IT MAY BE SOMETHING THAT'S USED TO US AND THERE'S A CONCEPT AND WE TAKE THAT VERY RESPONSIBLE IN LIEU OF THE PARENTS AND WE HAVE THIS RESPONSIBILITY TO RETURN THEIR CHILDREN TO THEM SAFELY EVERY DAY.
THAT IS ONE OF THE REASONS THE TEAM ENGAGED WITH THE EQUITY DEPARTMENT RATHER THAN, WE COULD ABANDON NORMAL COMMITTEE SAY WE DO THIS, CHECK THE BOX, WE GOT THIS.
AND CENTERING AROUND THE CONVERSATION OF WHAT ARE THE THINGS THAT WE SHOULD ATTEND AND WHAT YOU CARE AS A COMMUNITY WHEN YOU THINK ABOUT YOUR CHILD GOING TO SAVE SCHOOL, IT MAY HAVE NOTHING TO DO WITH THE RESOURCE WHERE THEY COULD, ALSO THINKING ABOUT WHAT ARE THE THINGS THAT WE SHOULD PRIORITIZE OF THOSE RELATIONSHIPS AND MOMENTS WE HAVE NO POLICE OFFICER WERE SPOKEN ENGAGE WITH THE POLICE AND WILL ENGAGE ON A REGULAR BASIS. THERE WILL BE THREATS THAT ARE MADE IN A SUMMARY POST SOMETHING ON INSTAGRAM WERE WONDERING IF THIS IS REAL OR NOT REAL AND WE'RE GOING TO HAVE TO ENGAGE IN THE RESPONSE AND THERE WILL BE THINGS THAT IMPACT HER CHILDREN OUTSIDE OF THE SCHOOL, WE HAVE CHILDREN WHO ARE ABUSED OR NEGLECTED AND THOSE ALL COMMON IN THE SCHOOL HAS AN ENGAGEMENT SO WE THINK ABOUT WHAT IS THE NATURE OF THE RELATIONSHIP IT'S A VERY DIFFERENT QUESTION THAN A YES OR NO, HOW DO WE TRY TO ENSURE THAT WERE WORKING TOGETHER WITH THE SAFETY OF HER CHILDREN IN OUR COMMUNITY. THIS MODEL IS A VERY DIFFERENT MODEL IT'S OPEN-ENDED. WE ALSO HAVE IS DIRECTOR CATHERINE POINTED OUT, WE HAVE STATE REQUIREMENTS THAT IT DOES NOT SAY DO THIS ONE TIME, THIS IS ENGAGED EVERY YEAR AN ANNUAL BASIS. THIS MAY INVOLVE AND WE MAY GET INTO IT AND MAY NOT PROVIDE US WITH A CLEAR DIRECTION BUT I THINK HER INTEREST WAS TO TRY TO ENGAGE WITH THE COMMUNITY IN A DIFFERENT WAY AND ENGAGE IN A DIALOGUE IN A SLIGHTLY DIFFERENT WAY MIGHT LEAD US TO HEAR OR THINK ABOUT THINGS DIFFERENTLY AND NOT JUST IN THE CONTEXT OF THE RESOURCE OFFICER MODEL WHICH IS A REQUIREMENT BUT ALSO IN THE BROADER SENSE OF SAFETY. BECAUSE WE THINK ABOUT WHAT OUR KIDS EXPERIENCING, WHAT ARE KIDS WORRIED ABOUT.
THIS COULD BE A FORM THAT ALLOWS US THAT ARE OF CONCERN.
WHEN WE GO BACK TO THE LAYER OF SAFETY AND SECURITY, IT MAY NOT BE NECESSARILY A RESOURCE OFFICER ENGAGEMENT BUT WE MIGHT HAVE TO THINK ABOUT A DIFFERENT LAYER THAT WE DON'T HAVE OR MAYBE WE NEED TO ENHANCE. ANYWAYS I DON'T HAVE AN ANSWER FOR YOU I AM BOTH NERVOUS AND EXCITED FOR THIS BUT I ALSO APPRECIATE THE TEAM'S WILLINGNESS TO ENGAGE IN THIS LITTLE DIFFERENTLY. THEY HAVE SOME CONVERSATIONS BECAUSE THIS IS DIFFERENT FOR POLICE AGENCIES.
WE ARE ASKING THEM TO ENGAGE WITH OUR COMMUNITY AND ASK QUESTIONS FOR THE SAFETY AND THEIR EXPERIENCES AND READY TO GO ALONG WITH THE RIDE WITH US BECAUSE WE DON'T REALLY KNOW WHAT TO EXPECT AND I'M HOPEFUL ABOUT THIS PROCESS AND I'M SURE
[01:40:07]
WE WILL LEARN THINGS ABOUT IT AS WE GO THROUGH.IT IS NOT TRADITIONAL, I DO NOT KNOW AND PART OF THAT IS ALSO BY
I WOULD LIKE TO SPEND A MAXIMUM OF 10 MORE MINUTES ON THIS TOPIC. IS THERE NOBODY ELSE THE HOUSE AND THE COMMENT, DIRECTOR AND THE DIRECTOR GET THREE AND DO EITHER OF OUR STUDENTS? , YOU DON'T HAVE TO, I'M JUST ASKING. DIRECTOR STUART.
>> JOHN YOU MENTIONED EVOLUTION WITHIN THE SCHOOLS OF THE PEOPLE BEING TRAINED TO RECOGNIZE FOR SELF-HELP I AM ASSUMING THAT IS PART AND PARCEL OF THE MENTAL HEALTH FIRST AID WHERE THERE ARE STUDENTS AS WELL AS A MINISTRY USING TEACHERS WHO HAVE BEEN IN THAT CLASS, DO WE KNOW HOW EXPENSIVE THAT IS THROUGHOUT THE SCHOOL SYSTEM DO WE HAVE ONE OR TWO STAFF MEMBERS AT EACH SCHOOL THAT HAVE BEEN THROUGH THAT TRAINING AND HAVE EXPERIENCE OF THE TRAINING AND FOR THAT MATTER ESPECIALLY THE HIGH SCHOOLS HOW MANY STUDENTS DO WE HAVE? I HAVE A SECOND UNRELATED PART.
>> I DON'T KNOW SCHOOL BY SCHOOL BUT HUNDREDS OF STAFF HAVE WENT THROUGH THE TRAINING BUT I DON'T KNOW SCHOOL BY SCHOOL.
>> THAT HELP FIND, THE LAST CALL UPON FOR THAT ISSUE BY HAVING SOMEONE IN-HOUSE PLACE INTO THE SECOND ISSUE IN THE SECOND ISSUE IS RESPONSE TIME DO WE HAVE ANY INDICATION OF THE CHANGE IN RESPONSE TIME TO THE REACTION TO A SITUATION IN THE SCHOOL DISTRICT, NOT JUST THE HIGH SCHOOLS BUT ALSO THE OTHER SCHOOLS WITH THE FEEDER SYSTEM AND FOR THAT MATTER SCHOOLS UNINCORPORATED KING COUNTY THAT HAS NO ASSISTANCE, HOW WILL THAT BE ENGAGED IF WE DON'T HAVE A RELATIONSHIP WITH THE COUNTY SHERIFF'S AND WILL REDMOND FEED INTO IT? HOW WILL THAT HAPPEN AND I'M CONCERNED ABOUT RESPONSE TIME.
>> I DON'T HAVE RESPONSE TIME DATA FOR YOU RIGHT NOW.
THAT IS SOMETHING WE CAN SEEK TO GET IN THE CURRENT STATUS KING COUNTY DOES NOT HAVE A RESOURCE OFFICER THERE SO WHEN SCHOOLS AND THEY HAVE EMERGENCY RESPONSE OR CALLING 911 AND WHEN WE HAVE SCHOOLS WHEN THE UNDER THE TRADITIONAL MODEL IN THE RESOURCE OFFICER ASSIGNED THEY ARE STILL CALLING 9114 RESPONSE BECAUSE OFFICER MAY OR MAY NOT BE ON THE CAMPUS AT THAT PARTICULAR MOMENT IN SOME OF THE CAMPUSES ARE LARGE ENOUGH THAT ACTUALLY GETTING A RESPONSE FROM THE OFFICER COULD BE FASTER BECAUSE YOU'RE DOING MULTIPLE THINGS AT ONCE YOU'RE ON THE RADIO AND CALLING 911. SO YES THAT IS CERTAINLY AN INTEREST OF AN EMERGENCY AND HAVING A RESPONSE TIME.
THAT SOMETHING THAT WE ALSO ENGAGE, WE ENGAGE WITH OTHER CONVERSATIONS OF POLICE AGENCIES AROUND TRAINING AND PREPARATION FOR LARGER RESPONSES THAT ARE IN OUR SCHOOL SETTING.
WE HOPE THAT IT NEVER COMES TO THAT AND THEY HAVE AN INTEREST IN PREPARING AND THAT'S SOMETHING THAT WE PARTNER AND WORK WITH THEM SO IN THE EVENT OF AN EMERGENCY RESPONDERS HAVE TO UNDERSTAND HOW TO RESPOND TO HER SCHOOLS.
>> I WANT TO CLARIFY, WE TALKED ABOUT THE OFFICERS BEING ASSIGNED LIKE ONE PRECONFERENCE OF HIGH SCHOOL BUT IN ADDITION TO THE KING COUNTY SITUATION WE HAVE LAKE WASHINGTON LEARNING COMMUNITY EXPANDS TO KIRKLAND AND RUTLAND MI RIGHT THINK OF THE REDMOND SCHOOLS WOULD BE INTERACTING WITH REDMOND.
>> THAT IS GREAT, ROSE HILL MIDDLE SCHOOL IS IN THE LAKE WASHINGTON FEEDER PATTERN AND THAT IS REDMOND SO HISTORICALLY THEY HAVE HAD RESOURCE OFFICER ASSIGNED TO ROSE HILL MIDDLE SCHOOL SO YES THAT WOULD BE A REDMOND POLICE OFFICER SO MAYBE IT'S MORE TO SAY GEOGRAPHICALLY THE NUMBER OF OFFICERS THAT WE HAVE IN THEIR ASSIGNED SCHOOLS BUT THEY HAVE TO RESPOND IN TERMS OF THEIR ASSIGNMENT AND HOW THE AGENCIES AREA OF
CAN YOU GIVE ME A SENSE OF WHAT THAT THEY LOOK LIKE AND WHAT IT MIGHT'VE LOOKED 10 YEARS AGO AND WHAT IT LOOKS LIKE TODAY, I THINK OF GETTING THE SENSE THAT USED TO BE CAMPED OUT AT ROSE
[01:45:03]
HILL MIDDLE SCHOOL FOR EXAMPLE. NOW THAT IS NOT THE CASE ARE THEY ALSO RESPONDED TO CALLS TOGETHER AND RELATED CALLS WERE DEDICATED TO THE SCHOOL DISTRICT, WHAT DOES THAT LOOK LIKE AND WHAT COULD STUDENTS EXPECT TO SEE.>> A QUESTION, THANK YOU. SO WHEN ESSO AND THAT TRADITIONAL MODEL WHERE THERE ASSIGNED TO ONE SCHOOL TYPICALLY, THE OFFICER WILL BE THERE FOR THE START OF SCHOOL AND YOU OFTEN HAVE A VEHICLE THAT IS VISIBLE AND PRESENT IN THEY MAY BE OUT MONITORING THE TRAFFIC WERE GREETING STUDENTS WANDERING THE HALLS AND THERE'S A LOT OF TIMES IN THE HALLS CONNECTING WITH KIDS, GETTING A SENSE OF WHAT IS GOING ON AND IF THERE IS FIGHTS OR SOMETHING THAT IS NOT SUPPOSED BE HAPPENING AT SCHOOL THEY MAY RESPOND TO THAT.
ANOTHER PART OF OUR CONTEXT IS OVER THE PAST DECADE OUR DISCIPLINARY HAS REALLY FALLEN AND PARTICULARLY OUR SCHOOLS ARE ENGAGED IN M TSS PROGRAMS THINKING ABOUT HOW WE THINK PROACTIVELY ABOUT TEACHING EXPECTATIONS WERE BEHAVIOR AND PROVIDING A LOT OF RETEACHING AND HOW WERE ENGAGING AND TRYING TO RESTORE AND REMEDIATE THE BEHAVIOR, WE ARE MOVING AWAY FROM THIS. TEN YEARS AGO A KID WOULD ENGAGE IN SOMETHING AND SAY YOU DID SOMETHING BAD WE SUSPENDED YOU.
SO HOW WE INTERACTED WHEN STUDENTS ARE ENTERED GAUGING IN BEHAVIORS THAT ARE NOT SAFE OR CONDUCIVE TO THE LEARNING ENVIRONMENT THEY DON'T CONSTITUTE CRIMES THEY MAY BE ENGAGED IN HARM BUT THAT IS HARM THAT OUR PROFESSIONAL STAFF ARE ABLE TO HELP MITIGATE AND TRY TO RESOLVE.
THAT IS ANOTHER PART OF THE STORY THAT WE FILL THAT UP.
UNDER THIS MODEL YOU WOULDN'T NECESSARILY AT ANY GIVEN SCHOOL YOU MAY NOT NECESSARILY SEE THE RESOURCE OFFICER ON ANY PARTICULAR DAY WHAT WE EXPECT WHEN THEY'RE AT THE SCHOOL THAT THEY MAY BE THERE CONDUCTED A WALK-THROUGH BUILDING TRYING TO LOOK INWARD VULNERABILITIES WALKING WITH THE MINISTER SO THEY CAN THINK HOW WOULD YOU RESPOND.
AND THEY MAY BE ENGAGED WHEN WE'RE DOING DRILLS SO THERE HELPING ASSESS AND THINK WHAT IS ARE PART OF THIS WE ALSO HAVE A MINISTRY TO TABLETOP EXERCISES FOR EMERGENCY RESPONSE WE WANT THEM TO DO EMERGENCY PLANNING AND THE TRAFFIC WE WANTED TO DO TRAFFIC ASSESSMENT. THEY MAY BE ENGAGED WITH KIDS AND HAVE CONVERSATIONS WITH THE CONTEXT OF THEIR DUTIES THERE BUT WE WOULD EXPECT THAT THEY CAN HAVE LESS TIME WANDERING AROUND AND KINDA BE MORE SPECIFICALLY FOCUSED ON DELIVERABLES OR EXPECTATIONS OF TRYING TO ASSURE THAT EACH SCHOOL IS WORKING TO GET COUNSELORS BECAUSE OF THE PART OF THIS THE ASSESSMENT TEAM IN BUILDING THOSE RELATIONSHIPS.
FOR SOME OF OUR KIDS HAVE MINIMAL INTERACTION RIGHT NOW AND THEY MAY STILL BE THE SAME AND FOR A LOT OF ELEMENTARY SCHOOLS THEY ARE NOT HAVING AN OFFICER BUT THE OFFICER DOES RESPOND, THERE'S CHILD WELFARE CALLS, THERE ARE THINGS THAT ARE HAPPENING THAT THEY NEED TO RESPOND TO THE ELEMENTARY SCHOOL AND WE ALSO SOMETIMES HAVE ADULTS THAT DON'T NECESSARILY BEHAVE WELL IN THE SCHOOLS THAT ARE RESPONDED TO THAT.
AGAIN IT'S ONE OF THOSE THINGS I TOLD INTERESTING EARLIER SOME WAYS IT'S NOT CHANGING A LOT IN OTHER WAYS IT IS CHANGING AND THE PAU. WE EXPECT THAT FOR ALL OF HER SCHOOLS BUT WE EXPECT THOSE WILL BE AT OUR HIGH SCHOOLS PROBABLY MORE THAN NOT, MORE THAN HER OTHER SCHOOLS.
WE THINK ABOUT SUBSTANCE USE AND THINGS LIKE THAT, THAT TENDS TO CURB MORE OF THE UPPER GRADES AND THERE'S PROBABLY MORE NEED FOR THEM TO RESPONSE AND ENGAGE AT THOSE LEVELS.
BUT NOT NECESSARILY BEEN AT THE SCHOOL ALL THE TIME EVERYDAY.
>> I WAS TOLD I HAVE ONE MINUTE. MY QUESTION IS SIMILAR TO DIRECTOR GUTHRIE'S, I THINK I ASKED YOU THIS BEFORE AS WELL.
[01:50:04]
IT'S EASY TO FALL BACK INTO A PATTERN OF BEHAVIOR AND IT'S WHAT MANY OFFICERS NO INTO GO TO THE SAME SCHOOL THEY KNOW AND UNDERSTAND THE CONTEXT. I DON'T M MEAN ACCOUNTABILITY FR GETTING PEOPLE IN TROUBLE BUT HOW IS IT DISTRICT ON OUR OWN OR IN PARTNERSHIP WITH OUR AGENCIES GOING TO MONITOR ACCOUNTABILITY FOR THE NEW MODEL. I THINK I WENT OVER A MINUTE.>> ON THIS SLIDE, SOME OF THE THINGS THAT WE WILL BE LOOKING AT ESSENTIALLY ARE SOME OF THE THINGS THAT WE ARE ASKING THIS IS WHAT WILL THEY WE'RE GOING TO PRIORITIZE AND ARE THEY OCCURRING SO THE RISK AND SAFETY SERVICES DEPARTMENT WILL BE MONITORING THOSE AND WE WILL ALSO BE COLLECTING MONTHLY REPORTS ON WHAT SORT OF ACTIVITIES ARE THEY ENGAGED IN.
THAT WILL BE A LEVEL OF MONITORING ENGAGEMENT THAT WE HAVE NOT DONE BEFORE BECAUSE WE HAVE UP IN SPECIFIC OF WHAT WE WANT THE PROGRAM TO DO. AND AGAIN, DOCTOR HOLMEN YOU TALKED ABOUT THIS DOES REPRESENT A SHIFT AND AGAIN, I WOULD SAY WHAT WE HAVE AN INTERESTED WE HAVE OFFICERS WHO HAVE CHOSEN TO DO THIS AND SAID THEY WANT TO WORK AT SCHOOLS AND THIS IS HOW THEY WANT TO SERVE THEIR COMMUNITIES AND THEY'VE GONE THROUGH ADDITIONAL TRAINING SO WE WANT TO ENSURE AND THEY ARE HIGHLY TRAINED AND WE WANT TO ENSURE THAT AS MANY OF OUR STUDENTS BENEFIT FROM THAT AND A WAY THAT MAKES THEM SAFER AND THAT WE IDENTIFIED VERY SPECIFIC THINGS WHERE WE THINK THIS IS WHERE WE WANT TO FOCUS ON RELATIONSHIP BECAUSE THESE ARE THE THINGS THAT COME UP FREQUENTLY PARTICULARLY WHERE WE THINK ABOUT THOSE EMERGENT THREATS THAT CAN HAPPEN IN TO MAKE SURE THAT WE ARE PREPARED TO RESPOND AS BEST AS POSSIBLE.
>> THANK YOU VERY MUCH. IF ANYBODY HAS ANY FURTHER QUESTIONS YOU CAN PROVIDE AN E-MAIL TO DOCTOR HOLMEN.
WE'RE GOING TO MOVE ONTO THE NEXT ITEM OF OUR AGENDA THIS EVENING. AN UPDATE ON THE SUSTAINABILITY'. DIRECTOR LALIBERTE WILL YOU PROVIDE ON THE FIRST MEETING AND NEXT STEPS GOING FORWARD.
>> DOCTOR HOLMEN DO WE HAVE SLIDES, I HAVE THEM ON MY SCREEN BUT I DON'T THINK I HAVE THE ABILITY TO SHARE.
I WILL START TALKING WHILE WE DO THAT.
WE HAD OUR KICKOFF MEETING FOR THE SUSTAINABILITY POLICY COMMITTEE ON THE 16TH. ON THE SCREEN YOU CAN SEE THE MEMBERS IN ADDITION TO MYSELF AND PRESIDENT CHOI AND DOCTOR HOLMEN AND KILLING HIM. WE ALSO HAVE ALL THE COMMITTEE SHALL BONNIE OURS RETURNING STUDENT REPRESENTATIVE FOR THIS YEAR AND TO PARENTS WITH A LOT OF SUBJECT MATTER EXPERTISE.
AND THEY WORK IN THE DISTRICT ON SUSTAINABILITY EFFORTS ALREADY.
SO THEY ARE LIGHT-YEARS AHEAD OF ME IN TERMS OF THEIR THOUGHTFULNESS AND ENGAGEMENT ON THESE ISSUES.
I REALLY APPRECIATE HAVING THEM ON.
OUR FIRST MEETING WAS FOCUSED ON LEVEL SETTING TALKING ABOUT WHAT A BOARD POLICY IS AND HOW WE'VE HELPED POLICIES BEFORE, WE TALKED ABOUT SUCCESS AND CHALLENGES IN PRIOR POLICY DEVELOPMENT AND THE WHOLE GROUP WAS FAMILIAR WITH THE PRIOR PROCESS AND THE THINKING. WE ENGAGED IN STAKEHOLDER MAPPING AND IDENTIFYING STAKEHOLDER GROUPS THAT WE WOULD LIKE TO INTERACT AS PART OF THE POLICY DEVELOPER.
AND HAD A BRIEF DISCUSSION OF WHAT THE ENGAGEMENT COULD LOOK LIKE. I THINK WE HAVE ONE MORE SLIDE.
HERE IS A ROUGH TIMELINE OF THE PROCESS, WE ARE JUST BEGINNING, WE ARE NOT NUMBER ONE STAKEHOLDER ENGAGEMENT LINKAGES AND WE WILL HAVE OUR FIRST LINKAGE WHICH SHALL BONNIE IS HELPING TO FACILITATE AND TALK ABOUT THEIR VALUES AND INTEREST AND WHAT THEY WOULD LIKE TO SEE IN A POLICY AND A REMINDER FOR THE BOARD AS OPPORTUNITIES TO LISTEN AND TAKEN INFORMATION.
WE WILL BE HELPING HER PUT THAT TOGETHER IN SEPTEMBER, THE IDEA IS TO HAVE A COMMITTEE DRAFT POLICY IN OCTOBER OR NOVEMBER AND ADDITIONAL STAKEHOLDER ENGAGEMENT ONCE WE HAVE THE POLICY LANGUAGE PEOPLE SAY NO NOT THIS ABOUT THIS TO HAPPEN IN
[01:55:03]
NOVEMBER AND DECEMBER WITH THE GOAL OF HAVING BOARD ACTION IN JANUARY, THE HOPE BEING AROUND IT, I'M GETTING THERE, THE HOPE BEING THAT THIS WILL PROVIDE US THE ABILITY TO MONITOR IT IN SEPTEMBER OR NOVEMBER 2024 MONITORING CYCLE SO, SOMETIMES WE DEVELOP NEW POLICIES IT TAKES OVER A YEAR TO MONITOR FOR THE FIRST TIME, THE GOAL IS TO AVOID THAT.IT IS ACCELERATED TIMELINE. I THINK YOU'VE REALLY DONE A LOT OF WORK OR IN TERMS OF LEARNING AND IDENTIFYING VALUES AND I THINK WERE A LOT FURTHER ALONG AS A BOARD THEN WE WERE WHEN SOME OF HER PRIOR POLICY EFFORTS HOPEFULLY WE CAN MAKE THIS
[H. Superintendent Report]
HAPPEN HOW DID I DO? >> GREAT.
THANKS. DOCTOR HOLMEN JOHNSON THEY WANT TO ADD? THE NEXT ITEM THE SUPERINTENDENT REPORT. DOCTOR HOLMEN.
>> OKAY A FEW THINGS THAT I WANT TO SHARE WITH THE BOARD THIS EVENING, I WANT TO RECOGNIZE STAFF THAT HAS BEEN ENGAGING WITH A VARIETY OF DIFFERENT EVENTS, YOU MAY RECORD SOME OF THESE EVENTS, RING UP LOSE A COMMON DERBY DAYS IN REDMOND AND THIS LAST FRIDAY WE HAD A BIG TRUCK DAY AT PHARAOH MCWHORTER PARK. WE GO TO SUPPORT THOSE EFFORTS BUT WE ALSO GO WITH STAFF, YOU CAN SEE IN THE LEFT-HAND CORNER WE HAVE TWO OF THE RESOURCES STAFF MEMBERS WE HAVE SAID KIA AND MICHAEL AND AVA FOR MARKET MITIGATION DEPARTMENT.
WE GO TO THE EVENTS TO SUPPORT OUR COMMUNITY BUT ALSO WE ARE HIRING, WERE A GREAT EMPLOYER AND WE WOULD LOVE FOR YOU TO COME CONSIDER WORKING IN OUR SCHOOL DISTRICT AND ON THE BOTTOM LEFT THAT WAS THE BIG TRUCK DAY AND THE KIDS GOT TO ROAM AROUND THE BUS AND THE BUS DRIVER FIGURED OUT HOW TO DISABLE THE HORN WHICH I THOUGHT WAS A VERY, VERY WISE DECISION BUT THE BIG TRUCK DAY IS SUPER COOL I THINK THEY SAID THERE'S OVER 300 PRESCHOOL FAMILIES SO YOU CAN IMAGINE WHAT A GREAT INTRODUCTION LAKE WASHINGTON SCHOOL DISTRICT IT IS TO CLIMB ON A BUS AND TALK TO A GREAT FOLKS, WE REALLY APPRECIATE, COMMUNICATION, HUMAN RESOURCES, TRANSPORTATION, OUR LINKS LUNCH BUDDY PROGRAM KNOWING THAT WE NEED ADDITIONAL PARTNERS FOR OUR LUNCH BUDDY PROGRAM AS FOLKS GO THROUGH THE PROCESS WE CAN MATCH THEM UP WITH, WE CAN APPRECIATE OUR TEAM DOING THAT IN THE SUMMER MONTHS AND I KNOW THEY HAVE A LOT OF FUN DOING THAT.
I DON'T REMEMBER IF I RECOGNIZE THAT OUR LAST BOARD MEETING BUT I WANT TO MAKE SURE I RECOGNIZE THAT I BELIEVE WE HAD 16 STUDENTS THAT SPENT TIME THIS SUMMER TO MAKE SURE THEY NEEDED CREDITS TO GRADUATE AND AS THE BOARD KNOWS WE HOST THE GRADUATION CEREMONY FOR ANY STUDENT THAT GRADUATES DURING THE SUMMER AND THE FIVE YOUNG MEN CHOSE TO PRINCIPATE IN OUR SUMMER GRADUATION AND AS DIRECTOR STEWART KNOWS THEY HAD A UNIQUE STORY AND THE REASON WHY THEY WERE NEEDING TO GRADUATE IN THE SUMMER. BUT THE GRIT AND DETERMINATION TO ACTUALLY NOT FINISH AT THE END OF YOUR SENIOR YEAR AND TO COME BACK TO SCHOOL TO FINISH IT UP.
IT IS WORTH CELEBRATING SO I TELL YOU THE FAMILY REALLY APPRECIATES US HOSTING A GRADUATION CEREMONY AND OUR RULE IF THERE'S ONE STUDENT THAT WANTS TO WALK IT GRADUATION WE'RE GOING TO HOLD THE CEREMONY BECAUSE IT'S THAT IMPORTANT TO US, KUDOS TO THE YOUNG MEN IN THE 16 INDIVIDUALS THAT COMPLETED THIS SUMMER. HERE IS A PICTURE OF THE DISTRICT LEADERSHIP TEAM THESE ARE ALL DISTRICT ADMINISTRATORS, OR PRINCIPAL, ASSISTANT PRINCIPALS, CENTRAL LEADERSHIP, DIRECTORS, ASSOCIATE SUPERINTENDENT, DEPUTY SUPERINTENDENT, THE DEPARTMENT MANAGERS.
WE SPENT A WEEK AT REDMOND HIGH SCHOOL MONDAY WRITING IN THE CONSISTENT THEME THAT I HEARD FROM FOLKS THEY CAN SEE THE THROUGH LINE OF OUR STRATEGIC WORK, EVERYTHING THAT WE WERE DOING AS YOU THINK ABOUT MULTITIERED SYSTEM AND EDUCATIONAL PRACTICES AND EQUITY.
THIS WAS THE FRIDAY OF OUR DLT WEEK AND WE ASKED EVERYBODY TO
[02:00:09]
JOIN US FOR A PICTURE AND THEN THEY RAN OVER THE WEEKEND.KUDOS TO EACH OF THEM AS THEY ARE NOW PREPARING FOR WHAT COMES NEXT AND I WANTED TO SHARE WITH YOU CALENDAR PIECES AUGUST 28 THROUGH SEPTEMBER 1 IS WHEN ALL OF OUR FOR THEIR CLASSROOM THAT, THE PROFESSIONAL DEVELOPMENT TRAINING AND COLLABORATION AND EVERYTHING TO GET ENGINE READY FOR STUDENT, LEAP WEEK IS FIRST VACATED STAFF BUT IF YOU DRIVE R SCHOOLS RIGHT NOW, THE PARKING LOT ARE STARTING TO FILL UP BECAUSE OUR TEACHERS ARE BACK SETTING CLASSROOMS UP, THEY'RE ALREADY TALKING WITH ONE ANOTHER AND PLANNING EVEN THOUGH LEAP WEEK HAS NOT COMMENCED.
WE HAVE A NUMBER OF CERTIFICATED STAFF, COUNSELORS, SPECIAL EDUCATION STAFF, I KNOW I'M MISSING OTHERS THAT ARE REQUIRED TO COME IN FOR LEAP WEEK, THOUGH STAFF ARE STARTING TO RETURN AS WE THINK ABOUT THE SCHEDULES IN THE SECONDARY SCHOOLS PLANNING APPROPRIATION FOR IEP DISSEMINATION AND THEN OUR CLASSIFIED STAFF. EACH CONTRACT IS A LITTLE BIT DIFFERENT. SOME OF OUR STAFF OR THEIR ALL YEAR BUT JUST ANOTHER SHOWING UP, RIA'S.
EDUCATORS COME BACK A DIFFERENT POINT IN TIME, BETWEEN NOW AND THE START OF SCHOOL IS THE RAMP-UP TO WIN STAFF START RETURNING. THE FIRST DAY OF SCHOOL FOR GRADES ONE THROUGH 12 IS SEPTEMBER 5.
THE BOARD IS USED TO THE CANOE GARDEN FAMILY CONNECTIONS MEETINGS WE AGREED WITH LW A IN THE CONTRACT FOR THE FOLLOWING YEARS WE ARE ACTUALLY STARTING THE YEAR FOR GRADES ONE THROUGH FIVE WITH CONFERENCES/CONNECTION MEETINGS WITH THEIR FAMILIES DURING COVID THE ELEMENTARY SCHOOLS DID THAT WITH ALL OF THEIR FAMILIES AND OUR TEACHERS TOLD US THAT WAS HIGHLY BENEFICIAL TO HAVE A POSITIVE INTERACTION WITH FAMILIES TO START THE YEAR OFF. KEY INFORMATION OF THE STUDENTS IN COMMUNICATION WITH FAMILIES AND ALL OF THOSE PIECES AND BUILDING RELATIONSHIPS WITH THEIR FAMILIES AS OPPOSED TO SOME WEEDING FOR SIX WEEKS BEFORE YOU REALLY HAVE A CONVERSATION WITH THE FAMILY. WE'RE EXCITED ABOUT BEING ABLE TO HAVE OUR ELEMENTARY TEACHERS REALLY ENGAGE WITH THEIR FAMILIES AT THE BEGINNING OF THE YEAR WHICH MEANS FIRST THROUGH FIFTH GRADE THE HALF HALF DAYS TO START THE SCHOOL YEAR WERE THE KINDERGARTNERS DON'T START SCHOOL UNTIL SEPTEMBER 8, THE FIRST YEAR PRESCHOOL SEPT SEPTEMBER 12 AND THE FIRST DAY OF SNAPS WHICH IS ADDITIONAL SUPPORT FOR STUDENTS WITH AUTISM DIAGNOSIS STARTS IN SEPT SEPTEMBER 15.
A LOT OF WORK LEADS UP TO WELCOMING ALL OF HER STUDENTS BACK TO THE CLASSROOMS FOR LEARNING.
THAT IS MY SUPERINTENDENT REPORT FOR THIS EVENING.

>> THANK YOU, DOCTOR HOLMEN. >> THE NEXT ITEM ON THE AGENDA THIS EVENING IS PUBLIC AND COMMUNITY AFFAIRS.
DIRECTOR STUART DO YOU HAVE ANYTHING TO REPORT?
>> JUST A FEW ITEMS TO PUT ON EVERYBODY'S RADAR.
IT IS MORE A FUNCTION OF SCHEDULING TO BE AWARE OF.
THE IN SBA'S DAY ON THE HILL AND THE DAY ON THE HILL HAS INTERCEPTED FOR THE SAME DAY, EITHER HAVING PEOPLE IN D.C. OR IN LIBYA AT THE SAME TIME IS GOING TO BE PROBLEMATIC.
AND IT MAY ANSWER THE QUESTION OF THE OFFENSIVE OF GOING TO D.C., I DON'T KNOW, SOMETHING WE NEED TO BE AWARE OF AND IN THE COMING WEEKS IT WILL HAVE ITS CONFERENCE ON POLICY AND THE GENERAL ASSEMBLY AND I'LL BE ATTENDING REMOTE AND THEY'VE EXPRESSED INTEREST IN GOING TO SPOKANE IN THE MIDDLE OF THE SUMMER. WITH THAT SAID THAT IS PRIMARILY BEEN IT IS A LOT OF ACTIVITY IN THE FEDERAL AREA BUT IS BEEN A LOT OF COMMOTION AND NOT A LOT OF ACCOMPLISHMENT BECAUSE OF THE
SITUATION IN THE HOUSE. >> THANK YOU.
DOES ANYONE ELSE HAVE ANYTHING THEY WOULD LIKE TO ADD.
>> I WOULD LIKE TO BUILD ON THAT.
WAUSAU HAS PUT OUT THE PROPOSAL HYMNBOOK SO THERE IS ACCESS TO THAT TO GIVE YOU AN IDEA OF WHEN THE VOTING IS THAT WILL BE AT
[02:05:03]
THE DELICATE OF THE ASSEMBLY, THAT JUST GOT PUBLISHED.>> THANK YOU FOR THE REMINDER ALL HAND THESE OUT BUT ALSO THANK YOU TO CAITLIN FROMMER LEGISLATIVE OFFICE SHE IS PUTTING TOGETHER THE SURVEY FOR ALL THE BOARD MEMBERS AND TAKING A LOOK AT IT. SERIOUSLY IT IS SOMETHING THAT WE REALLY NEED WE NEED TO HAVE YOUR ALL AND PUT ON WHAT DIRECTION YOU WANT TO SEE US VOTE AT THE GENERAL ASSEMBLY. SO WERE NOT JUST REPRESENTING.
BE AWARE OF THAT, IT SHOULD BE GOING OUT LATER THIS WEEK, MIDWEEK PERHAPS. PLEASE GET IT FILLED OUT ASAP.
>> WE WILL HAVE THAT OUT TO THE REST OF THE BOARD THIS WEEK.
>> I WAS JUST GOING TO SAY AS WE DID HER POST SESSION WRAP-UP MEETINGS THERE WERE A FEW REQUEST FOR MEETINGS SO I KNOW WERE FOLLOWING UP WITH A COUPLE OF OUR FOLKS ON THAT.
I BELIEVE IT WAS REPRESENTATIVE SIN ASKED FOR, MAYBE IT WAS REPRESENTATIVE TIED ASKED FOR A CONSORTIUM OF SCHOOL DISTRICTS TO GET TOGETHER TO TALK ABOUT ELECTRIC SCHOOL BUSES.
I'M IN THE PROCESS OF REACHING OUT TO MY COLLEAGUES TO SEE WHO WOULD BE INTERESTED IN PARTICIPATING IN THAT, KAYLA IS REACHING OUT TO REPRESENTATIVE TYEE AND SEND BECAUSE THEY HAVE THE INTEREST TO FIGURE OUT SCHEDULING OF THAT AND WHEN WE GET THAT STARTED WILL ALSO WANT TO INVITE A COUPLE BOARD MEMBERS TO PARTICIPATE AS WELL. KIND OF AN EXCITING CONVERSATION TO CONTINUE ELEVATING SOME OF OUR IDEAS AS WELL.
[J. Closing Items]
>> THANK YOU DOCTOR HOLMEN. >> THE NEXT ITEM ON THE AGENDA IS BOARD COMMENTS. DOES ANYBODY HAVE ANY COMMENTS OR STUDENT REPRESENTATIVES? DIRECTOR STUART.
>> TWO, THEY ARE UNRELATED. I WOULD BE INTERESTED IN HEARING TEACHERS, IA'S, PEREZ AND THE GEN ED, HOW THEY FEEL THE TRAINING HAS WENT SO FAR AND HOW THEY FEEL THE READY FOR THE SCHOOL YEAR IN THE INCLUSION SETTINGS.
WE HEARD FROM THE ADMINISTRATION BUT I WOULD LOVE TO HEAR THE BOOTS ON THE GROUND AND SAY THIS IS BEEN REALLY GREAT AND THIS IS GOING TO HELP US A LOT AND WE COULD USE XY OR Z.
I THINK IT WOULD BE GREAT FOR THE BOARD TO HEAR.
>> BEFORE YOU GO TO TWO, I WAS GOING TO SAY WE HAVE SCHEDULED
INCLUSION UPDATES FOR THIS YEAR. >> I WOULD LIKE TO HAVE IT FROM THE TEACHERS. I WANTED TO LET YOU KNOW IT'S
COMING. >> ALSO I WOULD LIKE TO HEAR ABOUT PLANS FOR PUTTING SECURITY CAMERAS ON OUR SCHOOL BUSES I UNDERSTAND THAT IS A CONCERN FOR A LOT OF FOLKS AND PERHAPS THAT WILL BE A STEP IN THE RIGHT DIRECTION ESPECIALLY THAT WERE
BRANCHING OUT WITH THE CSR ROSE. >> DIRECTOR LALIBERTE, DIRECTOR
GUTHRIE. >> I WOULD SAY THANK YOU FOR THE FAMILY CONNECTION MEETINGS I KNOW MY DAUGHTER'S ELEMENTARY SCHOOL WAS CHOSEN TO DO THAT WE DID IT DURING COVID BUT TEACHERS GOT SO MUCH VALUE THAT THEY CHOSE TO DO IT LAST YEAR END I'M REALLY EXCITED THAT THEY'RE NOT GOING TO BE CRAMMING INTO ONE WEEK WITH EVERYTHING ELSE THAT'S A REALLY GREAT STEP IN THE RIGHT DIRECTION. I WOULD LOVE TO SEE I'VE HEARD FROM PARENTS THAT THERE LIKE WE DON'T KNOW WHAT TO DO WITH THIS.
WHAT ARE WE GOING TO TALK ABOUT IT IS THE FIRST WEEK OF SCHOOL AND THERE'S NOTHING TO TALK ABOUT THAT MIGHT BE SOMETHING TO TALK ABOUT IN THE POSITIVE DIRECTION OF TEACHERS AND UNDERSTANDING WHAT IS THE INTENTION OF WHAT SHOULD THEY BE
USING THIS FOR. >> OKAY THE BOARD PLANS TO MEET FOR THE NEXT BOARD MEETING ON SEPTEMBER 11 THE SESSION WILL BE 5:00 P.M. WITH THE FOLLOWING MEETING AT SEVEN PERIOD DAY ALL ENTERTAIN A MOTION TO ADJOURN AUGUST WHEN HE FIRST 2023 BOARD
